ABOUT US

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Bonthe Sub Field Office.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Health and  Nutrition Head of Project to be responsible for ensuring unified and impactful delivery of the PROSSAN II project within the two (2) districts of operation in Sierra Leone.




KEY ROLES AND RESPONSIBILITIES :

Programme delivery and Quality

  • Work closely with team members and Implementing Partners to achieve programme objectives and targets effectively and efficiently
  • Facilitate coordination meetings, advocacy events and awareness raising sessions at the community level with other Implementing Partners
  • Assist the Health & Nutrition Programme Manager to prepare project teams weekly, monthly and annual work plans

Capacity Building Trainings

  • Support and coordinate with IPs on the design, implementation and evaluation of training and monthly team meetings events with community-Based Health Structures in the project operational communities.
  • Participate in all training events. This would include preparatory Training of Trainers (TOT), ongoing evaluation meetings, and debrief meetings
  • Assist the Saving Lives team to complete timely interviews with young people for the mobilizer’s roles

Partnerships and collaboration

  • Cultivate relationship with line ministries, PROSSAN II Consortium Partners and other organizations at both community and district levels to ensure their involvement in the project
  • Establish, maintain close and effective contacts with district and local authorities, other appropriate government agencies, Consortium partners and Non-Governmental Organizations (NGOs) engaged in health and Nutrition related programmes.
  • Attend district level meetings with Consortium Partners, Local Councils, MDAs, district civil society coordination forum and report to PM accordingly

Finance

  • Uphold ACF values, finance policies and procedures.
  • From the approved monthly budget, develop and request activity budgets for the implementation of programme activities.
  • Ensure that the IPs abide by all the ACF and donor financial policies while spending ACF money
  • Ensure that all finances given to you for activities are properly delivered to the beneficiaries, accounted for and in a timely manner

Advocacy and Policy Development

  • Actively participate in the development, review and dissemination of District level policies, legislation, strategies and other initiatives
  • Regularly assess and update PM about changes in the operational communities necessary to PROSSAN II project and ACF priorities.
  • Support the development of health and nutrition policies and implementation plan including dissemination of health and nutrition advocacy messages for the PROSSAN II project

Gender Action

Activities:

  • Ensure the inclusion of boys, girls, women and men in all project implementation especially in AAH supported communities
  • Include gender training in to all AAH community trainings for community support groups, PHU staff and partner staff

QUALIFICATIONS

  • BSC degree or Diploma in Community Health, Nutrition or Nursing, SRN, CHO (preferred), or other related health sciences.
  • At least 3 years demonstrated experience in the implementation of health and nutrition programmes
  • Excellent understanding of the health and nutrition system in Sierra Leone particularly Maternal, New-born and child health & nutrition issues including system approach to ending persistent acute malnutrition

REQUIRED SKILLS

  • Strong commitment to capacity building of partners with willingness to adopt a programme participatory and Integration approaches.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels with government, local partners and community members while taking into consideration cultural and language difficulties.
  • Strong results oriented personnel, with the ability to take initiative and challenge existing issues.
  • Excellent written and verbal skills in English, with ability to draft quality reports.
  • Attention to detail, accuracy and timeliness in execution of assigned responsibilities
  • Ability to work in challenging and changing environment, and to see through challenges to find solutions.
  • Ability and willingness to take responsibility and decisions on behalf of the team.

WORK CONDITIONS

STARTING DATE: October 2022

DURATION OF CONTRACT: One (1) Year with possible extensions  

LOCATION: Freetownwith frequent travels to Moyamba, and other field areas

REMUNERATION:

Monthly Basic Salary: SLE 3,781.23 to 4,342.78 based on profile

Monthly Transport Allowance: 15% of Monthly Basic Salary

Housing Allowance: 15% of Monthly Basic Salary
