In the framework of the European Union funded technical assistance project “Technical assistance in Sierra Leone in the areas of Electoral cycle, Parliament and Civil Service Reform with reference
EuropeAid/138958/DH/SER/SL”, Electoral Cycle Component requires the services of an Institutional Development Expert on short term basis to support the National Electoral Commission.
Expected Start date: August, 2021
Number of work days: 35 work days
Responsibility: The requested services will involve working closely with the Commission, the leadership of the secretariat, NEC Director of Human Resources and
Administration under the guidance of the Long-Term Key Expert for the
Component.
The specific tasks will include:
i. Meeting, coordination and consultation with NEC and the PMU (through the Component’s Key Expert) at the start of the mission – including ongoing coordination with the component’s Long Term Key Expert.
ii. A comprehensive desk review of the relevant literature relating to NEC and its policies. iii. Develop a gap analyses – looking at workforce and skills at NEC to help the Commission to understand what will be required by the institution and what the workforce can offer. iv. Support updating of the Administrative Manual B (HR Policies).
v. Support setting up the performance management process with rewards and recognition standards. vi. Provide guidance and facilitate the series of activities that will lead into the adoption of the administrative documents.
vii. Work closely with the NEC staff and put in place modalities for the implementation of the developed policies, procedures and system protocols. This will include four workshops/validation to develop and adopt frameworks and deepen NEC’s staff understanding about newly adopted policies.
Required outputs:
The required outputs for this mission (and estimated level of effort in working days) include: a) An Inception Report to be submitted within 8 working days of the start-up meeting, including a draft work plan, timelines and proposed methodology. The Inception Report will be presented to the
Commission, the Executive Secretary and relevant NEC Director for comments and approval (3 days). b) A gap analysis report (8 days).
c) Updated Administrative Manuals B (HR Policies), including a proposed NEC performance management process (14 days)
d) Training program (designed and delivered) for onboarding new policies and procedures (8 days) e) A Mission Report covering the entire assignment – at the end of the mission period – shall contain, but shall not be limited to, the following elements (2 days):

⮚ Background
⮚ Methodology
⮚ Main findings related to the global and specific objectives of the assignment.
⮚ Key recommendations.
⮚ Conclusions; and
Support to the Governance Sector in Sierra Leone
⮚ Annexes (of outputs a-d plus report of the training program)
The finalized Mission Report shall take on board comments from NEC and the TA team. Profile required (Person Specifications)
Qualifications and skills:
- Master’s Degree or equivalent in business/public administration/or related field combined with capacity building work and institutional systems development experience.
- At least 10 years in the areas of human resource policy, institutional change, administrative policies and procedures, assets management, and similar fields.
- Fluency in written and spoken English is required.
- Specific professional experience:
- Proven knowledge and experience of public sector capacity assessment, organisational development and change management is essential.
- Proven experience in the area strengthening through policy advice/analysis in a developing country
