In the framework of the European Union funded technical assistance project “Technical assistance in Sierra Leone in the areas of Electoral cycle, Parliament and Civil Service Reform with reference EuropeAid/138958/DH/SER/SL”, Electoral Cycle Component requires the services of a Senior Long Term Non-Key Expert to support the National Electoral Commission.
Expected Start date: End of October, 2021
Number of work days: 300 work days
Responsibility: The expert will report directly to Key Expert 2 and indirectly to the project Team Leader. S/He shall support NEC Directors, Executive Secretary and Commissioners in implementation of EU-funded initiatives under the Governance Programme.
The specific tasks will include:
i. Work with the KE 2 and NEC department directors to design, develop and implement the project’s approved capacity building and training programs.
ii. Support the KE 2 with the review and analysis of political developments, draft legislation, legal provisions related to elections, and ongoing court cases.
iii. Support KE 2 and Short-Term Experts (STEs) in design of training materials together with NEC department of training, legal, human resources, database management, ICT, Gender and Inclusion, and other relevant departments
iv. Review all training materials, handbooks, etc. produced within the scope of the project prior to publication, including for compliance with EU and project visibility requirements
v. Facilitate sessions of workshops as needed together with international and national STEs, and NEC staff.
vi. Research capacity building and training opportunities for NEC staff and commissioners as requested by KE 2 in accordance with the approved capacity development activities
vii. Work with NEC communications staff to ensure project activities and achievements of NEC are reflected on NEC communications platforms, including website, social media and other forums. viii. Develop timelines, calendars, workflow documents, etc. on key electoral processes (e.g., voter registration; candidate registration; electoral operations, etc.) per the PEA, PPA and other relevant laws and sublegal acts
ix. Support component meetings and facilitate the preparation and production of working documents for the meetings, e.g., agenda, minutes, action points etc.
x. Ensure Monitoring and Evaluation of training programs together with project staff. xi. Provide weekly and monthly updates to KE 2 and the project Team Leader on all NEC relevant activities within the framework of the EU support.
Purpose and expected results of the assignment:
Under the direct supervision of the Key Expert, specific tasksto be supported under this component include the following:
i. Assist the Key Expert and respective NEC department directors in coordinating the training and capacity building activities as approved by the project.
ii. Regularly engage NEC in assessing the status of capacity building initiatives, achievements to date and planned activities and prioritising and implementing future work and strategies.
Support to the Governance Sector in Sierra Leone
iii. Provide regular updates and analysis of political and electoral reform developments, court cases and other issues pertaining to the work of NEC or conduct of elections
iv. Provide day-to-day logistical and administrative support on advancing the agreed activities of electoral reform and capacity building within NEC as well as potentially other partner organizations. v. Support Key Expert and project team on reporting on NEC institutional development activities as per the agreed programme.
vi. Contribute to periodic reports and ad hoc write ups on selected topics as may be required from time to time.
The assignment will contribute to the achievement of the following project results, specifically:
• Result 1: Priority capacity needs are identified and agreed in consultation with EU Delegation and National Electoral Commission and reflect 2020-2024 Strategic Plan.
• Result 2: Increased institutional, staff and infrastructure capacity, enhanced gender equality, legislative/regulatory framework and capacity to extract voter registry from civil registry. • Result 3: Reform of the legal framework is carried out, including media aspects.
Profile required (Person Specifications):
Qualifications and skills:
Bachelor degree or in Law, Public Administration, Organizational Development, Social Sciences or related field and minimum 5 years general experience defined below.
Experience in training, coaching or event management or similar field required.
Excellent oral and writing skills in English required.
Experience working with international organizations required.
Experience working with public institutions in Sierra Leone required.
Experience with governance institutions, including elections and governance issues.
Strong computer skills (word processing/editing; spreadsheets; Power Point etc) preferred.
General Professional experience:
Minimum 5 years of relevant professional experience related to governance, elections, humanitarian affairs or similar programs.
Experience in developing and putting on large training programs in Freetown and regionally.
Experience of integrating gender issues in public sector training and events preferred.
Experience with law reform, election legislation, dispute resolution processes preferred.
Demonstrated experience with EU procedures preferred.
