Description

Project: “Support to Civil Society and Local Authorities to promote local development in Sierra Leone”  
The project aims at contributing to the country’s long-term stability, equitable growth, poverty reduction, democratisation, and the rule of law, and to fostering an integrated local development approach by strengthening the capacities of relevant actors involved with a view to achieving integrated and gender sensitive development strategies and initiatives.

Short-Term Senior Non-Key Expert: Technical Studies, Design, Drawings and material schedules for proposed Guest Houses in Pujehun and Kambia District Councils, Sierra Leone





Type of Assignment: Full -time 

Duration: Start/End of Assignment: Approx. 1 month – from June - July 2021

Number of working days: Up to 20 working days

Qualifications and Experience Required
The Consultant/Expert should at least have a Bachelor’s degree in Engineering or equivalent professional experience of at least 10 years in technical and structural designs in addition to the requested general professional experience.
Responsibilities of Expert
The Consultant/Expert will be responsible for the following:

  • Undertaking all aspects of the assignment - planning and implementation, including; presentations, and consolidation and validation of reports;
  • Conducting the required site studies, developing technical designs, preparing construction material suitability schedules for the proposed investments as described above.
  • Ensuring that all deliverables are met in time.

Professional Experience 

  • In addition to the general experience, he/she should have a minimum of 4 years of international professional experience in development, with at least 5 years' experience in technical and structural designs;
  • Significant working experience in structural project management in developing countries; significant experience could be demonstrated by having undertaken at least 2 assignments over the last 5 years;
  • Significant experience in working with international organisations (at least 2 assignments in the last 4 years).
  • Excellent written and oral communication in English is required.





Demonstrable Knowledge of the Consultant/Expert:

  • Demonstrate excellent analytical and organizational skills;
  • Project Cycle Management (PCM);
  • Understanding of EU procurement procedures;
  • Demonstrate competence in planning, designing, contractual management, quality, maintenance,  communication skills and documentation;
  • Management consulting and good report writing skills;
  • Demonstrated ability to effectively be engaged in simultaneously managing multiple tasks, resulting to delivery of quality results;
  • Strong coordination skills and ability to work effectively in teams.
