Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions, and satisfactory conduct and performance.

Introduction

ILO’s Opportunity Salone Project is fully aligned with Sierra Leone’s Government’s vision for national development as expressed in the Medium-Term National Development Plan 2019-23 (MTNDP). It emphasizes human capital development, in particular investment in skills, and the establishment of a diversified, competitive economy with well-developed infrastructure.
Opportunity Salone Project aims to contribute to more decent job creation in terms of quantity and quality of jobs for women, young women and men and persons with disabilities mainly in rural areas in Sierra Leone through inclusive value chain development focused on SMEs and cooperatives, and feeder road maintenance to improve access to markets. The project will be implemented over a 4-year period with a budget of 8 million Euros and have three interrelated outcomes to address the creation of decent jobs for women, young women and men, and persons with disabilities mainly in rural areas.
The Opportunity Salone Project outcomes are:
1.    Enhanced agricultural value chains and entrepreneurship development contributing to decent work for youth and women.
2.    Increased feeder road maintenance and decent work for youth and women to enhance market access and support value chain development.
3.    Conducive business environment for entrepreneurship development and feeder road maintenance to support job creation.

The EIIP work in the project will be implemented over four years (2022- 2025). The project has an overall budget of 8 million Euros and two international positions

Under the responsibilities of the International EIIP Engineer, He/she will play the role of expert and reference person vis-à-vis the various partners in the field and government services. This implies a very good command of road maintenance and construction techniques, the use of employment-intensive investment approaches, and a high sense of integrity, professionalism, personal discipline, and impartiality.
The National Professional Officer, feeder roads Engineer will be responsible for operational activities related to feeder road maintenance works, training of stakeholders, and follow-up studies.





Under the overall responsibility and guidance of the CO-Abuja Director, the National Professional Officer, Feeder Roads Engineer will work under the direct supervision of the project CTA and will technically report to the international EIIP Engineer. He/she will receive through the international EIIP Engineer, technical guidance and support from the EIIP specialists in DWCT Dakar and at HQ.

Description of Duties

The National Professional Officer, Feeder Roads Engineer ensures the smooth running and implementation of all the activities planned as part of the maintenance of rural roads by favoring the EIIP approach and in collaboration and technical supervision of the International EIIP Engineer. He/she will be responsible within the framework of the rural roads maintenance component of the Project. Therefore He/she will:

1.    Assist the international EIIP expert in the preparation of the activities plan of the roads maintenance component of the Project as well as the monitoring and control of their execution with an emphasis on the application of labor-based techniques;

2.    Provide technical support to contractors in order to encourage the recruitment of trained youth and women (and persons with disabilities) on feeder road maintenance and the compliance of their works with decent work and OSH practices;

3.    Evaluate the number of works, check and clear the quantity that is claimed by contractors in their periodic invoices;

4.    Provide technical documentation required for the consultation and procurement of road maintenance works for 4 Districts using labor-based techniques;

5.    Supervise contractors and consultants activities and Organise with them and other stakeholders, monthly coordination meetings to update on the progress of the road maintenance activities in 4 Districts to ensure compliance with project budget, quality, and timelines;

6.    Provide technical assistance and advice to contractors to enable them to bid for tenders for feeder road maintenance works, for which he participates as a resource person/observer in the meetings of the procurement commission;

7.    Identify, select and build the capacity and the collaboration with vocational training school to ensure the sustainability of the model of intervention in the “on the job-training” scheme promoted by the project;

8.    Assist the project to build the capacity of district councils on sustainable feeder road maintenance planning, supervision, and management;





9.    In conjunction with SLRA, provide technical advisory services to prioritize feeder roads according to socio-economic criteria for rehabilitation in areas close to the selected value chains to facilitate market access;

10.    Contribute to the production of periodic reports and technical notes; prepare and submit to the international EIIP Engineer, appropriate documentation, work plans, periodic activity progress reports, and the final report of the road maintenance component of the project;
11.    Contribute to the preparation of the technical progress reports and collect data and other information relevant to the implementation of the project and its communication plan;
12.    Store in a digital version, database, technical files, and archive all relevant materials and contracts produced by the projects team.

Required qualifications

Education

Bachelor’s degree in Civil Engineering

Experience

Three years’ experience at the national level in the areas of leading in general road maintenance, experience on feeder road maintenance, experience on Employment Intensive Investment Program (EIIP), and or in infrastructure projects of public or community interest, including rural roads. Good Knowledge of Sierra Leon feeder road network and technical administration in charge of road maintenance. Experience in the formulation, preparation, implementation, monitoring, and evaluation of relevant projects in this field. Experience in procurement and training on employment-intensive works.

Languages

Excellent command of English.

    –    ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation.

–    Ability to follow-up technical development cooperation projects in the fields of labor-based approach;

–    Ability to contribute to the preparation of projects documents, technical publications, reports, draft resolutions;
–    Ability to conduct high-quality road inventory and condition surveys, bills of quantities, and cost estimates for labor-based road maintenance;
–    Ability to prepare technically accurate reports, with conclusions that may lead to an action plan and program development;
–    Ability to plan and facilitate meetings, conferences, and workshops;
–    Ability to make technical contributions to the activities of other team members;
–    Ability to provide credible implementation assistance to experienced specialists in research, project formulation, and implementation;
–    Ability to undertake frequent missions, sometimes in difficult sites and conditions in the field;
–    Knowledge of computer tools and common software.
