Position Information
Position title: Project Coordinator – (Migration Health and Protection)

Position grade: Consultant (the equivalent of P3 level)

Duty station: Freetown, Sierra Leone

Reports directly to: Project Manager

Number of Direct Reports: 2

Contract Duration: 6 months




Organizational Context and Scope
Under the Head of the Office’s direct supervision in IOM Sierra Leone and the Project Manager’s technical oversight, the successful candidate will be responsible and accountable for the overall leadership, effective coordination and reporting, and adherence to strategic directions of the Mission.

 

This position will require the successful candidate to be based at the IOM country office in Freetown, with frequent travel to border areas and other Sierra Leone districts to oversee technical and managerial aspects of project activities. This candidate will be responsible for coordinating the Japan-funded project, which focuses on Migration Health, Assistant Voluntary Return and Reintegration (AVRR), Displacement Tracking Matrix (DTM) Diaspora Coordination. Besides, this candidate will be responsible for new project development based on the IOM Sierra Leone’s country strategy.





Responsibilities and Accountabilities
In particular, he/she will perform the following duties:

Plan, coordinate, implement and report of the IOM’s project (Migration Health, Assistant Voluntary Return and Reintegration (AVRR), Displacement Tracking Matrix (DTM) Diaspora Coordination):
Ensure timely implementation of activities as per agreed work plans and budget, in compliance with IOM and donor standards and coordination with relevant IOM RO Units in the region;
Identify challenges and coordinate with stakeholders to revise work plans as needed; ensure timely reporting as per IOM and donor requirements.
Liaise with the relevant Government counterparts, UN agencies, and partners to ensure timely and effective implementation and monitoring of the project activities.
Support in developing new concept notes/ project proposals to mobilize resources for the IOM Country Office in Sierra Leone.
Enhance collaboration with private companies, international partners, and national NGOs to make valuable project output.
Supervise the project staff’s performance and output,
Ensure to provide regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs for IOM Sierra Leone programs and donors and partner agencies.
Ensure timely project delivery by maintaining oversight over project deadlines, financial and narrative reporting requirements following IOM Rules and Regulations and needs.
Closely monitor and supervise the implementation of project activities
Perform such other duties as may be assigned.

 

Required Qualifications and Experience
Education
Master’s degree in any of the following: Public health, Public policy, Development Studies, Planning, Business Management/ Administration, Engineering, or other fields relevant to management with five years of relevant professional experience




Experience
Five year experience in project management in a developing country
Working experience in resource-limited conditions;
Experience in liaising with governmental authorities; knowledge of structures and functions of Sierra Leone’s government systems, international agencies, donors, and organizations;
Knowledge of the region is an advantage;
Experience in working with international organizations is an advantage.
Project coordination experience relating to Migration Health, Displacement Mapping and Diaspora coordination is a decisive advantage.

SKILLS
Excellent problem-solving skills and ability to deliver timely and high-quality products that meet end-user requirements; Strong personal ownership, and ability to set and meet high professional standards.
Project coordination skills and ability are necessary.
Languages
Required

Desirable

Fluency in English (oral and written).

Working knowledge of Krio/ Japanese is an advantage.
