Purpose of The Job: IRC, along with its Consortium partners bid and was successful with a funding opportunity from DFID – Saving Lives (Phase II) as the lead for the NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of Reproductive, Maternal, New-born, Child and Adolescent Health Services. This will be achieved by increasing the utilization of quality Reproductive Maternity New Born Child and Adolescent Health Services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for Reproductive Maternity New-born Child and Adolescent Health Services in Sierra Leone. The programme duration is October 2018 – March 2022.
The IRC is recruiting for a Project Coordinator for the Saving Lives Phase II programme in Sierra Leone. The Project Coordinator will be responsible for ensuring that the Saving Lives programme in the four IRC supported districts of Kono, Kenema, Kailahun and Bo is implemented in full alignment with relevant national policies and protocols and that it follows the agreed work plan.
The Project Coordinator will work under the oversight of the International Rescue Committee Senior Health Coordinator and will supervise four District Delivery Health Managers and one Regional Monitoring and Evaluation Manager.
Specific Duties And Responsibilities
Technical
- Monitor and support the implementation of the project district specific annual work plans
- Actively participate in all programme assessment designs and support implementation as necessary
- Provide technical leadership in development and ongoing monitoring of the District Annual Work plan for the DHMTs.
- Communicate with the District Delivery Managers on a regular basis to ensure any bottlenecks are identified and addressed
- Provide advise and support for orientation and training of programme staff under their supervision
- Conduct regular field visits to the districts as per the monitoring/quality assurance plan to ensure quality is maintained throughout the programme implementation
- W ork with the IRC MEL Coordinator and Regional M&E manager to ensure that key project indicators are tracked and key project data is regularly analysed to inform decision making. Ensure data are being used to inform timely feedback and program adaptations.
- In coordination with the Regional Public Health Specialist provide ongoing technical advice and mentorship on implementation of the Saving Lives Phase II plan to the district delivery managers
- Ensure that key project management tools are developed and regularly updated.
- Ensure the PHU incharges meetings, MDSR processes and other activities are being conducted in accordance with the National guidelines.
Budget Oversight
- Budget holder for identified district and national level budget lines
- Provide oversight and guidance to the District Delivery Managers to support planning and management of district specific implementation plans
- Provide support – technical and management – to the District Medical Officers for accessing flexible funding available for the district
- Ensure that the district resources are used effectively and transparently on prioritized Reproductive Maternity New-born Child and Adolescent Health Services activities
- Review Budget-vs-Actual, financial reports, and spending plans and ensure timely adjustments are made to ensure alignment with donor requirement.
- Promptly respond to all budget-related inquiries.
Staff Management
- Supervise the District Delivery Managers (4) and Regional M&E manager (1) in accordance with IRC HR policies and local law.
Representation and Advocacy
- Attend national and as necessary district level RMNCAH meetings and other workshops, working groups, and coordination forums as required to ensure close coordination and collaboration.
- Analyze and present data in creative new ways to IRC program staff to influence internal (IRC) discussions around and prioritization of RMNCAH activities, strategy implementation, and decision making.

Qualifications
Education (Knowledge):
- CHOs/Midwifes/SECHNs with public health experience/trainings
- Must not be a Government of Sierra Leone Employee
Experience
- Experience in planning and management of programmes in Sierra Leone, including experience in implementing/managing RMNCAH programmes
- Demonstrated ability to mentor and lead a team
- Demonstrated ability to write high quality report as per donor requirement.
- Demonstrated ability to use data for decision making.
- Demonstrated knowledge and/or experience of having worked with district health systems
Mandatory
Skills & Abilities:
- Ability to provide technical support and feedback with a high degree of tact and diplomacy
- Strong verbal communication skills and effective in representation and liaison with external actors
- Excellent English and Krio speaking/writing skills required.
