Job Description

Support technical delivery in output 2:




  • Support Output 2 team to deliver activities aligned to the workplan and ensure effective transition to MBSSE and partners
  • Provide support to Output 2 Lead and adviser as required to ensure effective delivery within Output 2
  • Contribute to coordination and planning of workshops and training events including Supervisor, Principal professional development activities ensuring that technical and operational plans are joined up and timely support is provided by the operations team.
  • Work with Output 2 Lead, adviser, DTL and RCs to co-ordinate activities to support school data collection and use of Tangerine by Principals and Supervisors
  • Work with Output 2 Lead, adviser, DTL and RCs to co-ordinate district performance management and monitoring
  • Review and contribute to quarterly reports
  • Support institutionalisation of Tangerine within MBSSE
  • Support use of Tangerine across LWL and MBSSSE and provide troubleshooting support where needed
  • Support MBSSE to achieve data integration by collaborating with OTPS, EdTech Hub, FREE and other partners

Key deliverables

  • Regular reports to LWL project management on programme activities and progress through monthly technical meetings and updates to monthly calendar.
  • Quarterly reporting on key programme development indicators

Candidate Specification




Skills

  • Experience of planning, designing, and running a workstream independently, ideally within a development programme context
  • Experience supporting others to use digital data collection.
  • Experience analysing data and evidence to generate reports and provide key information for decision making in the education sector
  • Fluent use of core computer skills, including Microsoft Office (Word, Excel, PowerPoint), email, Dropbox, WhatsApp,
  • Ability to create synthesised reports, both formal written documents in Word and PowerPoint presentations with exhibits
  • Ability to create and maintain detailed work plans, down to hourly logistics as needed (e.g., training workshops, team travel to districts)
  • Ability to understand and create activity budgets and cash flows
  • Strong communication skills to communicate clearly and succinctly both in written form (e.g., email updates) and verbally
  • Ability to work effectively as part of a team to coordinate across the wider programme and with government and other development partners, building collaborative relationships
  • Willingness to learn and adopt Mott MacDonald norms, procedures, and systems

Language

  • English (professional proficiency)
  • Krio (fluent spoken)

Qualifications

  • Tertiary degree in a relevant area
  • Practical experience overseeing delivery of front-line programmes (ideally but not necessarily education) in Sierra Leone, across districts

Some education specific experience, either as a teacher, through relevant degree studies, or through work with NGO or government run programmes




Job Profile

Mott MacDonald was appointed by the UK Foreign, Commonwealth and Development Office (FCDO) as Managing Agent for the Sierra Leone Secondary Education Improvement Programme (SSEIP) also known as Leh Wi Lan. Leh Wi Lan has run for an initial 5-year (2016/17 to 2020/21) period supporting the Ministry of Basic & Senior Secondary Education (MBSSE) to improve learning outcomes for boys and girls at secondary level and to increase the enrolment, retention and well-being of girls and children with disabilities in school.  Five outputs have been addressed by the programme: improving learning conditions in schools, strengthening MBSSE’s capacity to oversee service delivery, strengthening the capacity of districts to hold schools and teachers to account, and improving understanding through monitoring and research.

An extension of the programme for a further 12 months has been approved by FCDO to consolidate on work done during the initial phase, strengthen institutional buy-in of government and facilitate transfer of project resources, capacity and lessons learned. The project workplan and configuration of staff and field personnel have been reorganized as a result, and implementation commenced on 1 April 2021. The existing 5 outputs have been streamlined into 3. Output 1 continues to support girls and children with disabilities to be in secondary school, safe and learning. Outputs 2 will strengthen capacity of MBSSE, TSC, districts and schools to respond to COVID-19 and deliver FQSE. Output 3 will improve data and evidence to drive sector monitoring, and deliver legacy resources to communicate lessons learned.

An opportunity has arisen for a Senior Programme Officer (SPO) dedicated to Output 2: Strengthened capacity of MBSSE, TSC, districts and schools to respond to COVID-19 and deliver FQSE. The SPO will provide direct support to the Output 2 Lead as the programme continues its field implementation phase. The SPO will fill an important liaison role in interfacing with both MBSSE, development partners and LWL programme team to ensure high quality and effective support to achieve Output 2 outputs and outcomes and transition to MBSSE ownership. The SPO will support technical delivery of output 2 activities with some leadership around data management (Tangerine) and district performance management
