Plan International Sierra Leone is seeking to recruit top-notch professional to fulfil the position of Project Manager - "SHE LEADS" , based at the Country Office to deliver the tasks outlined below: Summary of the position:
The "SHE LEADS", Project Manager is responsible for the overall coordination and management of all programmatic and financial aspects of the project in Western Area of Freetown, Moyamba and Koinadugu in accordance with proposal, monitoring and evaluation plan, performance framework, procurement and supply management plan, detailed budget, training plan, - together with the relevant Implementing partners YACAN and DCI to ensure realization of equal rights and opportunities for girls and young women in Sierra Leone.
Dimension of the role:
The Project Manager will lead the implementation of the program in all the targeted communities in order for all girls and young women to enjoy equal rights and opportunities, and that they benefit equally from development outcomes.
The Project Manager will ensure timely and accurate development of detailed work plans and other technical documents; supervise execution of activities; oversee all administrative and financial arrangements and ensure timely delivery and accuracy of financial and narrative reports. S/He will lead modifications to plans as necessary, and may serve as a resourceful person for any development of new proposal in these districts. The Project Manager reports to the Head of Programmes.
Key Responsibilities
- Responsible for the operational success of the "SHE LEADS" project in Sierra Leone by ensuring seamless team management and development, program delivery, and quality control, monitoring and evaluation.
- Develop and implement strategies for the "SHE LEADS" project in line with the global strategy, donor requirements and ensure satisfactory completion of program objectives.
- Work closely with "SHE LEADS" alliance member organizations to achieve a cohesive and coordinated approach to Girls Advocacy Alliance Project implementation in Sierra Leone.
- Keep close contact with the relevant line ministries and be au-fait with government policies on protection and the Girl Child.
- Participate in the monthly project coordination meeting led by the Business Development Manager to monitor progress of the logical framework and activity planning.
- Developing initiatives and strategies that will ensure protection and right of children in Western Area, Moyamba and Koinadugu.
- Develop the quarterly financial forecast to ensure appropriate use of the funding budget.
- Prepare and submit monthly and quarterly work plans and progress reports detailing tasks (including monitoring plans).
- Submit monthly project update to the Business Development Manager using the appropriate template.
- Perform monthly expenditures analysis of all activities with the support of the grants Accountant.
- Ensure documentation of "SHE LEADS" case studies, best practices and lessons learned.
- Organize budget monitoring meetings of Plan International Sierra Leone and implementing partner staff and submit reports of such meetings to the Business Development Manager and Country Finance Manager.
- Ensure, in compliance with donor requirements:
- a) effective budget monitoring and Management
- b) compliance with donor rules and procedures, including procurement and distribution of resources, time-management, work-plans and records
- c) Timely and accurate monitoring and submission of donor reports (financial and narrative).
- Ensure Donor asset register is updated on a quarterly basis and copies placed in the project files.
- Ensure proper filling of all project documents per FAD.
- Support the preparation of the Plan international Sierra Leone quarterly report.
- Develop and maintains good professional relations with traditional and government bodies at the district /Chiefdom level so as to contribute to influencing child rights policy at national.
- Ensure gender is mainstreamed into all section development related program activities in the district/chiefdom and maintains gender sensitivity towards staff and plan associates;
- Ensure Child protection is mainstreamed into all community development related program activities in the district/chiefdom to meet Plan goals.
- Ensure CCCD is embedded in project activities in the district/chiefdom to meet Plan International's goals.
- Participate in and support Plan International Sierra Leone's local partner implementation of activities, in order to increase the impact of the Girl Advocacy Alliance.
- Assist in designing training tools for partner training and arrange for refresher training for partners and staff where necessary.
- Carry out capacity gap analysis and assessments that reflect real needs for project staff (Plan International Sierra Leone and partners) and coordinate training sessions based on gaps identified to build their capacities on quality programming.
- Facilitate the involvement and contribution of stakeholders at all levels in the process of refining and improving project implementation within the districts.
- Promote mutual learning and the sharing of ideas, information and experience on child protection and lobby and advocacy on girls and young women's right issues.
- Facilitate the communication between the project team, "SHE LEADS" in country team and the NLNO "SHE LEADS" alliance and key stakeholders and ensure effective networking and experience sharing.
- Ensure Community Leaders are involved and their capacities built to promote the "SHE LEADS" Project
- Perform any other duties as assigned by Supervisor(s).
Qualifications and Experience:
Essential
- University degree, or equivalent practical experience in interdisciplinary areas within human rights, social science, international development and program leadership.
- At least four (4) years of demonstrable experience in development work preferably in INGO sector.
- At least five (2) years of experience a managerial role, preferably in a social development setting.
- Strong leadership skills and ability to undertake strategic and programme planning.
- Good communication and facilitation skills.
- Strong understanding of gender equality programing and meaningful child participation.
- Knowledge of development challenges and contexts in Sierra Leone, particularly child rights, girl's rights and child protection.
- Demonstrated experience working collaboratively and supportively without the need for close supervision.
- Proficient computer skills and use of relevant software and other applications (e.g. word processing, spreadsheet, database, internet, SAP).
- Experience in project management and Community led approaches is a must.

- Ability to perform under stress, innovative, build relationships, coach and mentor, facilitate change, develop teams, initiate action, strategic decision making, planning and organizing.
- Lead through vision and mission and a personal commitment to children's development and protection.
- Knowledge of rules and regulations of Netherland government.
GENERAL ACCOUNTABILITY
Ensures that Plan International's global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
