How can you make a difference?

The C4D Consultant will provide support the CO to coordinate and reinforce C4D/Risk Communication and Community Engagement (RCCE preparedness and response, prioritizing the following aspects of communication and community engagement:

  • Two-way communication: listening and ensuring communities have access to the information they need to make decisions about their lives.
  • Feedback: Consolidated feedback data and dialogue, linking individual organizations/clusters feedback mechanisms when they exist, to inform response-wide decision making.
  • Regular and broad information sharing so that even those which have not been directly involved in the mechanism can still benefit.

Purpose and objectives

The Communication for Development (C4D) Consultant will support the CO C4D team to reinforce C4D preparedness and response by:

  • Providing technical support to UNICEF CO and RCCE government partner in design and implementation of emergency C4D/Risk. Communication and Community Engagement (RCCE) evidence-based, quality preparedness and response plan and strategies.
  • Facilitating partnership development and management with UNICEF CO C4D/RCCE partners for effective C4D/RCCE response.
  • Organizing report and documentation of C4D/RCCE work, including lessons learnt and knowledge management.
  • Provide technical advice on development of rumors and misinformation management and community feedback mechanisms in emergency response.

    • Facilitation and coordination.
    • RCCE Programming and Partnership Management.
  • Strengthen evidence-based response through enhanced data and information management systems.
  • Feedback mechanisms/community perception and feedbacks.

To qualify as an advocate for every child you will have...

  • An advanced university degree in communication for social and behaviour change, political science, social science, international studies or a related field (Sociology, Anthropology, Psychology, community-based development, Health Education, etc.). *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree*
  • A minimum 5 years of progressively responsible work experience in planning and management of communication for development programmes, with practical experience in the adaptation and application of communication planning processes to specific programmes.
  • Substantive relevant experience in emergency countries with proven background/experience in Risk Communication and Community Engagement (RCCE) in areas of humanitarian and/or health emergencies.
  • Demonstrable experience in coordinating multi-stakeholder working groups to achieve common goals in humanitarian settings, in particular in developing and implementing community engagement strategies.
  • Experience in building consensus and brokering partnerships.
  • A good understanding of information management (including data flows, protection and analysis), as well as qualitative and quantitative data collection methods.
  • Strong analytical skills and a keen interest and motivation for inter-agency coordination.
  • Experience facilitating participatory approaches is highly desirable.
  • Fluency in English is required.

Consultants and Individual contractors are responsible for paying any taxes derived from the earnings received from UNICEF.

Application to include financial proposal that will detail your daily/monthly rate (in Leones) to undertake the terms of reference.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered "staff members" under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
