EOF supports improvements in the quality of education and skills programs, with a special focus on underserved populations. It measures (and pays for) core skills like literacy and numeracy, socio-emotional and ICT skills, and other broader fundamentals of quality education. By paying on the basis of results, EOF helps ensure that funds are only used to pay for what works.
As Senior Program Leader, you will head the in-country management unit for our program in Sierra Leone, reporting directly to EOF´s CEO. You will oversee a team of 3 members and be expected to ensure that inputs are in place for proper operation. You will also be in charge of: i) overseeing the program´s implementation; ii) the operations of the unit; iii) ensuring safeguarding and corruption complaints/issues are addressed and reported properly; iv) representing the program and v) program´s compliance and performance management with providers/investors. You will receive technical support and guidance from the EOF and Government representatives.
Partnership with the Government of Sierra Leone
The outcomes fund – Sierra Leone Education Innovation Challenge (SLEIC) – is established as a partnership between the Government, donors, education providers, and social investors. The main objectives are to improve literacy and numeracy outcomes in a sample of primary schools and inform which interventions and financing approaches are the most cost-effective for future scaling.
SLEIC will serve children in at least 265 and the program will run from September 2022 until August 2025.

To qualify as an advocate for every child you will have…
- A minimum of a Master’s degree in economics, political science, finance, education or a related field.
- A Bachelor’s degree may be considered with 2 additional years of experience.
- At least 10 years of professional experience
- Experience in leadership positions required
- Experience working with education stakeholders in Sierra Leone or a similar context required
- Experience working in or for the public sector required
- Experience working in the education sector preferred
- Experience with gender inclusion and approaches preferred
- Experience in evaluation design and/or management preferred
- Fluency in English required

PROPOSED PAYMENT SCHEDULE – Monthly
The proposed rate should inclusive of all professional fees, daily allowances, living allowances, and other administrative costs and should assume a full-time commitment.

Duty Station: Freetown, Sierra Leone.
Candidates are expected to be available during working hours in the Europe / Africa / Middle East time zones.
International travel to deliver project objectives provided there are no Covid-19 travel restrictions
Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Training, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.
Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals, and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). The consultant must travel on UNICEF-approved airlines.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
If selected for this consultancy, the resulting appointment will be limited to EOF, a UNICEF-hosted fund.
