M&E and Data Analyst Manager -CHAMPS
About the role
Main Job Purpose
In this role, the incumbent will be responsible for coordinating CHAMPS
Monitoring and Evaluation activities across stakeholders and implementing
partners, especially in coordination with the Ministry of Health (MOH).
Core duties will include M&E, surveillance, quality assurance, data analysis, data
management, systems development and report writing, as well as coordination of
implementing partners, stakeholders and the MOH.
S/he will report to the CHAMPS Team Lead/ Site Director, through the Senior Data
Manager. This is a full-time position, based in Makeni.
Main responsibilities
Monitoring and Evaluation (40%)
Lead on designing, developing and implementing M&E systems, including M&E
plans, frameworks, processes and data collection tools (including baseline) for all
the programmes and projects and future buildouts;
Design M&E plans and systems, identify key performance parameters for new
programmes and projects and ensure the effective use by staff, partners and
stakeholders
Work closely with the communications team in developing and disseminating
programme results and best practices
Establish a monitoring and evaluation plan for the project and report against pre-
determined indicators;
Lead baseline and periodic evaluations of the project for effective ongoing monitoring and for reporting
In coordination with the CHAMPS leadership, plan the delivery of the overall project and its activities and timelines
Liaise with project managers of other implementing partners and stakeholders to ensure effective project delivery;
Ensure that implementing partners provide timely and high-quality reports on the project delivery, including timely reporting to donors
Collaborate with program staff to ensure that monitoring and evaluation activities are integrated into program design and implementation;
Lead capacity building efforts
Data Management (20%)
Develop and maintain data management policies and procedures to ensure compliance with protocol and donor requirements.
Lead data collection efforts, including the design of surveys, interviews, and other data collection tools.
Oversee data management processes, including data entry, cleaning, storage, retrieval, and integration processes.
Design and implement data quality assurance processes to monitor and improve the accuracy, completeness, and consistency of data.
Conduct data analysis
Systems Development (20%)
Collaborate with project staff to understand operational requirements and translate them into technical solutions.
Design, develop, and implement scalable and reliable systems and applications
Design, develop, and test software applications and systems
Design, configure, and maintain cloud-based infrastructure (such as AWS),
ensuring optimal performance,
Document software designs, processes, and procedures
Conduct thorough testing and debugging
Project Management (20%)
Ensure that project activities operate within established policies and procedures
Ensure projects are managed to a high standard and meet internal compliance
requirements
Ensure all (implementing partner) staff members receive orientation/training
Facilitate relationships between implementing partners and MOH
Serve as a CHAMPS Ambassador with communities, partners and the Government
of Sierra Leone
Communicate with stakeholders to gain support for the CHAMPS project
About you:
Requirements:
Undergraduate degree in a clinical field, project management, M&E, Data and Computer Systems, Information Systems or related field;
Masters level in above fields a plus
Five (5) or more years of experience managing programs in challenging contexts;
Demonstrated experience in software development, with a focus on systems
development and architecture required;
Knowledge of programming languages (e.g., Python, R) and data visualization
tools (e.g., Tableau, Power BI)
Experience with cloud platforms (e.g., AWS, Azure, Google Cloud) and related
services (e.g., EC2, S3, Azure Functions) .
Health M&E or related development experience ;
Demonstrated success in project start up, M&E, training, and reporting of project
outcomes;
Strong understanding of data management principles, practices, and technologies;
Proven experience in data management, database administration, or a related role;
Work experience in Sierra Leone preferred, regional expertise
Skills

About us
The Child Health and Mortality Prevention Surveillance (CHAMPS) aims to determine and track the causes of under-five mortality and stillbirths through epidemiologic surveillance, including reporting within 24 hours, clinical sampling, and use of advanced laboratory testing and diagnostics across a network of international sites. The areas selected for CHAMPS in Sierra Leone include Bombali and Bo districts – with Bombali catchment within Bombali Sebora and Bombali Siari chiefdoms and parts of Makeni city; and Bo catchment within Tikonko and Kakua chiefdoms, including parts of Bo city.
CHAMPS employs the Minimal Invasive Tissue Sampling (MITS) procedure for post-mortem diagnosis. MITS was developed to reduce the uncertainty around published causes of death. The data collected from the CHAMPS Sierra Leone site will be added to that collected from other sites and will help reduce child deaths in LMICs by providing detailed evidence on the causes of death, so as to influence policy of funders and stakeholders. For the last five years, the CHAMPS project has collected MITS and Verbal Autopsy data and analysed these to inform local policies and stakeholder interventions. To fulfil one of the key objectives of the CHAMPS network, the CHAMPS Sierra Leone site is now embarking on Data-to-Action activities, aimed at multiple levels: individuals, households, communities and the health system, to drive down stillbirths and under five deaths in Sierra Leone.
We are seeking a highly skilled and motivated Monitoring & Evaluation and Data Analyst Manager to join our team. The successful candidate will lead the development and implementation of robust monitoring and evaluation frameworks to assess the impact and effectiveness of our programs. In addition, the post holder will employ advanced statistical techniques and predictive modelling to identify causal relationships, explore correlations, and measure the long-term impact of our interventions. He/she will support evidence-based advocacy and policy efforts by analysing our data to generate compelling narratives, visualize trends and patterns, and communicate key messages to policymakers, donors, and other stakeholders.
