Position summary
The Programme Manager coordinates all FoRUT programme/projects implemented in Port Loko District. S/he is the team leader and supervises other programme and administrative staff. S/he implements projects that ensure access to safe, child centred, inclusive, gender-responsive and quality education, promote good governance and access to justice, promote women and children’s rights, and empowers community members to take the lead to demand accountability, and promote livelihood security among rural households and youth.
The programme Manager reports directly to Head of Programmes.
Key Responsibilities
- Lead implementation of all project/programme activities in the district and ensure that all programme deliverables are achieved and submit timely reports based on donor requirements..
- Develop district annual and operational plans based on approved programmes/projects and manage its implementation.
- Collate, review, and maintain data and information on all programme/project activities implemented in the district and periodically assess programme/project deliverables and outcomes.
- Work with other District Managers and programme staff to ensure crosscutting and multi sector programme planning and implementation.
- Monitor the effectiveness of programme/project implementation (including civil works) and their impact, submit case stories from beneficiaries, and submit progress reports and updates to HOP and the Councils.
- Ensure all programmes/project activities are aligned with donor requirements and government technical standards.
- Consult with the Port Loko City and District Councils on all FoRUT activities, including engagement for support in relevant technical areas
- Monitor, report and advocate for women and children rights, including n Sexual and Gender Based Violent issues in collaboration with CSOs and support to community-led initiatives and actions.
- Promote good governance and anti-corruption, including the review and enforcement of policies or laws that affect the marginalized, including the rights of women and girls.
- Liaise with administrative staff on procurement planning for all programmes/ projects.
- Represent FoRUT in the district, including in sector meetings and CSO platforms.
- Supervise staff in accordance with the Personnel and Human Resources Manual of FoRUT.
- Other duties that may be assigned from time to time by the Head of Programmes
Education
Bachelor’s Degree in Agriculture, Community Development Studies, Business Administration, Economics, Gender Studies, Social Sciences or related discipline from a recognized university;
Experience
At least four years progressive programme management experience in community development, education, child protection, gender equality and women’s empowerment or livelihood security in Sierra Leone.
Person specification/preferred skills
- Knowledge of alcohol and drug abuse, child rights, gender, good governance and livelihood issues in Sierra Leone;
- Strong organizational skills that reflect ability to perform and prioritize multiple tasks;
- Excellent communication skills with the ability to deliver trainings and presentations
- Proven abilities in the effective management of people and resources;
- Proactive & entrepreneurial mind-set to develop innovative approaches for beneficiaries;
- Understanding of community mobilization and empowerment principles and approaches;
- Proven ability to coordinate across sectors and/or work in alliance/networks
- Ability to manage multiple tasks and work under pressure;
- Proven experience in integrated programme management;
