Job Vacancy @ GIZ – Senior Transport and Infrastructure Advisor (Sierra Leone)
Background
The C40 Cities Finance Facility (CFF) is a project funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the UK Foreign, Commonwealth and Development Office (FCDO) and the French Development Agency (AFD) and jointly implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and C40 Cities Climate Leadership Group (C40).
The overall objective of the CFF is to reduce GHG emissions and increase climate resilience in cities by mobilizing finance for city-level climate change action. The CFF provides technical assistance to selected C40 cities in developing and emerging countries to prepare technically sound and financial sustainable low carbon and climate resilience infrastructure projects. The CFF aims to achieve the following project outputs:
- Cities and their partners have prepared finance-ready climate action project proposals that contribute to a green and just recovery from the COVID-19 pandemic.
- Cities and providers of finance link projects with finance; and
- CFF partner cities and other cities have improved the individual and organizational capacity needed to scale-up or replicate climate action projects that contribute to a green and just recovery from the COVID-19 pandemic.
The scope of the project entails the development of a cable car on the eastern corridor of Freetown. The city is seeking to provide an effective mode of mass transport that connects hard-to-reach hillside communities to commercial and industrial centres. The pilot route is the first route of an envisioned cable car network in the city. It connects the eastern part of the city to the central business district, with stations located in underserved hillside communities, a main market location and interchanges to buses and ferry terminals. The CFF support involves the technical and financial development of the project.
The Senior Transport and Infrastructure Advisor will be a central part of the CFF support to the Freetown City Council (FCC), supporting the city in further developing cable car project in the city. The Senior Project Advisor will be employed by the GIZ country office in Sierra Leone but will work very closely with the cities project team, ensuring the delivery of demand-driven technical assistance and capacity development support.
A – Responsibilities/Task
The Senior Transport and Infrastructure Advisor will be responsible for:
- Serve as a focal point between the city administration and CFF.
- Build and maintain effective working partnership between CFF and FCC and related departments; Identify, agree, and establish regular platforms, such as calls, meetings, missions, and workshops to establish a regular communication between CFF and relevant stakeholders.
- Manage the CFF Project in Sierra Leone – own the Programme, milestones, deliverables, risks, and issues to achieve the CFF and city administration objectives. Procure and manage consultants aiding the technical assistance CFF provides to the city.
- Effective assessment, development and implementation of capacity development plans and actions.
- Capture lessons learned from the implementation of support to the city through close coordination with and constant feedback to the C40 Knowledge and Partnerships Manager
Reporting Relationship:
The Senior Transport and Infrastructure Advisor will report to the FCC to facilitate co-ordination with other projects/ emerging policies and stakeholder groups. The Senior Transport and Infrastructure Advisor will work under the technical supervision of the CFF city coordinator for Freetown (based in Germany). The Country Director of GIZ in Sierra Leone (based in Sierra Leone) will be the disciplinary supervisor.
B – Required qualifications, competences, and experience
Competency Requirements:
- Solid understanding of the national and local context including the political situation, rules and regulations, actors, and institutions relevant to the project. Experience working with the Government of Sierra Leone in national and/or sub-national level is an advantage.
- Solid network of contacts and excellent ability to communicate.
- Ability to navigate effectively and results-oriented in political environments and with the participation of multiple stakeholders.
- Practical experience in advising senior technical personnel and personnel responsible for making decisions in public administration.
- Sector expertise and experience transport or environmental impact assessments in Freetown, Sierra Leone.
- Demonstrable skills in identifying and implementing measures for the professional training of personnel.
- Performs other duties and tasks at the request of management
Professional Qualifications:
