OVERALL OBJECTIVE:
To ensure the safe transport of all GOAL personnel and property, and to ensure the proper handling, use, and upkeep of GOAL vehicles.
General Description of GOAL’s Work in Sierra Leone
GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment, and the promotion of decent work through systems-based program approaches and community led social and behavioural change. GOAL currently operates in Western.
Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba and Kenema Districts, with funding from Irish Aid, Charity: Water and FGDO.
KEY DUTIES:
- Transport personnel and goods to their required destination safely, whilst adhering to national traffic regulations, and to GOAL-specific transport and vehicle policies/regulations.
- Perform daily checks on vehicle assigned to him/her, and confirm its status by signing the Daily Log sheet. 3. Maintain general cleanliness of the vehicle, engine, body interior, and undercarriage regularly. 4. Complete the vehicle log sheet before and after every trip or stop made by the vehicle. Ensure that the vehicle log sheets are completed accurately and correctly each and every time.
- Maintain absolute compliance with ALL traffic regulations at all times: i.e. speed limits, road signs, etc. Show particular consideration for pedestrians, and other users of the road. Maintain vigilance to all potential traffic hazards, and adherence to all GOAL safety procedures and regulations.
- At the beginning of every shift, carry out daily vehicle maintenance checks as outlined in the policy, especially for: fuel level, oil level, water, battery acid status, tyre pressure, clutch, visibility, brake system response, and steering condition. 7. Ensure that there is sufficient fuel in the vehicle at all times. When/if fuel level is insufficient, alert the Fleet Officer/Logistics Manager immediately.
- Assume responsibility for the security of the vehicle, and all items inside the vehicle, while on duty 9. Report any deficiencies or problems with the vehicle as soon as possible to the Fleet Officer/Logistics Manager. 10. Maintenance:
➢ Observe the periodic maintenance schedule for the vehicle; inform the immediate line manager in advance, when any maintenance or service is coming due.
➢ Of any faults or problems are encountered, report them immediately to the line manager.
➢ When the vehicle is in the garage for repair and/or maintenance, observe and monitor all repairs, and ensure that all work done on the vehicle is properly documented.
➢ Check to verify that all mechanical servicing conforms to GOAL service and maintenance regulations, as per the GOAL Sierra Leone Logistics manual.
- In the event of an accident, ensure that GOAL Sierra Leone rules and regulations are duly adhered to. Immediately report the accident to the nearest GOAL office, and follow all instructions given by that office. If witnessing any breaches of this regulation, report them immediately.
- Check that all relevant vehicle documentation is safely stored in the vehicle always i.e., registration papers, insurance certificate, accident report forms, daily logbook, and any other necessary documents. Also ensure that the vehicle has an up to date first aid kit.
- Commitment to GOAL Child protection and Gender policies.

GOAL anticipates that in the performance of daily activities there will be some tasks requested of the employee that are not stated in this job description. It is therefore an additional responsibility of the employee to be flexible regarding its’ interpretation.
Driver Rules
Every Morning, Before Commencing Any Journey:
➢ Check Oil Level
➢ Water Level
➢ Check Fuel
➢ Check Lights, Mirrors, Wipers are in Working order
➢ Check that the vehicle does not have any damage before you leave the compound.
Drivers must also inspect the vehicle after any 50-50, 100, movement or long journey.
- National SPEED LIMITS must be adhered to strictly. Drivers must travel at speeds appropriate to the road and weather conditions, and at which the vehicle can be safely controlled. Speed should not exceed 40km/hour in town and 80km/hour outside of town. Driver will be issued with warning letters and reprimanded if they exceed the speed limit.
- Drivers will receive a “lunch per diem” of NLe 30,00 for all 50-50 trips.
- All drivers (according to normal GOAL HR policy) are required to provide their own transport to work. This includes all shifts, day, night, and weekend – including those occasions on which the night driver is requested to report to work directly at the office.
- Drivers that are covering the night shift should not spend most of the day at the GOAL office, as they need time to rest. Likewise, drivers that are off duty should not spend excessive extra time at the residence, unless requested to do so by the transport officer.
- Drivers must ensure that the “DRIVER’S MOBILE PHONE” is fully charged, and it must have a minimum of Two Hundred &Fifty Units (250) at all times.
➢ Drivers must maintain safe and courteous driving at all times, and ensure that all passengers use their seat belts. All drivers are responsible for their vehicles, and they represent GOAL at all times when driving a GOAL vehicle.
➢ Drivers must respect the road signs and the zebra crossings at all times.
➢ Drivers must never leave the vehicle unattended, except in exceptional circumstances.
➢ Drivers must only start the vehicle moving in first gear, not in second gear. Do not rev the engine at any time. ➢ Drivers must not repeat or discuss any GOAL business that may be discussed in their vehicle. As per HR manual confidentially applies to drivers and desertion at all times is expected from the driver.
➢ The driver is not allowed to carry any unauthorized passengers in GOAL vehicles. Unauthorized passengers are passengers which no GOAL member of staff has approved of.
➢ Use the handbrake when stopped on a hill, not the clutch.
➢ Do not use the hose to wash the vehicle; use a damp cloth instead.
➢ Drivers must always complete the vehicle log sheets properly at the start and end of every trip or movement and ensure that it is signed by the driver and the passenger.
➢ Drivers must ensure that all service mileage is recorded and highlighted on the vehicle log sheet. The Transport Officer is responsible for ensuring that the next mileage due for services is written on paper and affixed to the dashboard of the vehicle.
➢ All long trips and journeys must be authorized by the Logistics Manager and all vehicles must return to their base location (e.g. Freetown, Kambai, Makeni or Kenema) by 6pm every evening.
➢ In Kenema, only where mobile phone coverage is not available, drivers are required to use the Thuraya Satellite phone on a daily basis when in the field to call the Logistics Manager at 3 intervals throughout the day: 8am, 2pm, 6pm.
➢ The night and weekend driver should assist with re-fueling the generator and related tasks, as needed and requested.
Accident Procedures
In the event of an accident the following steps must be adhered to:
➢ Seek medical attention as soon as possible, if anyone is injured.
➢ Drivers must not accept responsibility for any accident–the police will examine the accident site. ➢ Drivers must obtain:
➢ Name and address of the third party
➢ Type, model, plate number, etc. of the vehicle or vehicles involved
➢ Insurance details of the third party, including name of insurance company, the branch and type of insurance
➢ Details of the damage to the third party vehicle
➢ Details of the road and weather conditions at the time of the accident
➢ All accidents must be reported to the police before leaving the scene. The driver must obtain the rank, name, number, and station of the police officers attending the scene.
➢ The driver must inform the Logistics Manager or Country Director of the accident immediately. These two individuals will be responsible for contacting others.
➢ The driver must complete the Vehicle Accident Report Form immediately on returning to the office.
Note: If necessary, senior national staff should deal with any disputes over accidents –expatriates should not get involved in the discussions over accidents.
