PROGRAM BACKGROUND 

Handicap International Federation “HI” (Handicap International – Humanity & Inclusion (HI) is  an International NGO which has been working closely with the Government of Sierra Leone,  international and national partners in the country since 1996 supporting vulnerable groups and  people with disabilities. Currently, HI is implementing four projects for the promotion of Inclusive  Education, Mental Health, Accessible and Technical support, and Protection. HI is currently in  the design/approval process for new projects to create a comprehensive portfolio, in line with  the implementation strategy for 2022 and onwards. The Technical Manager is responsible for  implementing technical projects for Accessibility and Inclusion domains and giving support to  other projects in the mentioned technical areas.

Handicap International is seeking for a qualified Sierra Leonean citizen to fill the above mentioned position. 

The Accessibility & Inclusion Technical Project Manager will cover the full scope of the Standard  Function for Project Manager. Specific focus points are mentioned below:  • Represent HI in external technical meetings

  • Contribute to the writing of Accessibility & Inclusion technical projects. • Contributes to capacity building or awareness-raising opportunities for INGO/NNGO/  Government actors on disability and inclusion In addition to the above, the Accessibility &  Inclusion technical PM will act as a “Security Watch” in our Social Media, identifying and taking  down harmful content





MISSIONS / RESPONSIBILITIES :

  1. Expertise

1.1 Ensure technical support to projects in line with the global technical frameworks and

 

1.2   standards on rehabilitation and inclusion. 

 

  1. Provide adequate technical guidance and support to Project Managers when relevant  (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line  with strategies, standards and mandatory transversal approaches
  2. Ensure a local sectorial watch, best practice capture on inclusion topics  c. Contribute to recruitment and briefing when relevant
  3. Ensure technical quality in trainings, support in preparation of content and delivery of  trainings.
  4. Support the process of provision of assistive devices, liaising between schools, service  providers, community and ministries.

 

 

1.3 Ensure technical learning from projects

  1. Contribute to projects’ capitalization and ensure technical learning from projects under  inclusion
  2. Develop training content in relevant topics and conduct trainings alongside PMs

 

1.4 Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under inclusion

  1. Ensure regular technical quality control of projects and programmes and issue  warnings and recommendations
  2. Monitor the implementation of audit recommendations within the inclusion field, if applicable

1.4 Contributes to the development of relevant research and innovation projects in the region  a. Suggest and steer technical innovation projects

  1. Identify the priorities of Research and Studies and steer R&S if applicable

1.5 Contribute to the Technical Divisions professional channel animation  a. Contribute to the local animation of the professional channels under rehabilitation and  inclusion coming from the Technical Divisions

  1. Animate a local talent pool in inclusion topics (carry out technical interviews of candidates and produce recommendations, identify the needs regarding trainings)

 

 

2. Influence

Contribute to the local external prestige and influence of HI’s expertise in the rehabilitation  and inclusion sector

  1. Represent the technical expertise of HI throughout the local relevant networks  b. Contribute to advocacy on inclusion themes in line with the global advocacy priorities c. Contribute to communication messages locally in line with the global communication  priorities

 

 

3. Business development

Ensure the development of major opportunities or new projects in the region under the  rehabilitation and inclusion sector

  1. Contributes to the context analysis in the rehabilitation and inclusion sectors b. Contributes to the design and writing of new projects in the region and when  asked in other countries within the Geographic Division
  2. Identify & transform major opportunities in the country under the inclusion scope d. Identify & develop local partnerships and/or consortiums with NGOs, Institutions,  and Companies on technical priorities or important topics in the region under the  inclusion scope.

ESSENTIAL:

• At least 5 years of experience in  inclusion

• Experience using capacity building techniques with adults  (training of adults)

• Experience developing new  resources or adapting existing  resources in order to improve  them and/or adapt them to the  context

• Experience producing clear,  concise, and responsible

communication suited to the  interlocutor (adult or child);

adapting communication and  messages to an local

environment, and remotely

• Experience working with

rehabilitation service providers.  • Experience promoting

participation and cooperation in  the activities in his/her service  sector and in multi

disciplinary/sector-based work

DESIRABLE:

• Direct experience in the areas of  physiotherapy or Prosthetics &  Orthotics

• Ability to establish clear

frameworks, rules and limits • Experience assessing the

impact/effects of the activities

• Audacious (shows

Salary: As per HI salary scale
