🇸🇱 Job Vacancy @ Jhiego – Consultant (Gavi Zero -Dose)
Background
Jhpiego aims to contribute to Gavi’s goal of sustainably reaching missed communities with zero-dose and under-immunized children and will provide technical assistance to the Ministry of Health in the development and implementation of the Zero-dose identification phase that will feed into the EAF proposal development.
Jhpiego will support in-country stakeholders to:
- Support the development of the Gavi Application Materials where prioritized tailored strategies appropriate for Gavi financing are adequately reflected. The synthesis of key findings – as mentioned in (1) – needs to respond at minimum to all analytical questions listed in the Gavi Zero-Dose Analysis Cards under the identity section as well as the Equity Accelerator Fund (EAF) requirements.
- Synthesis of key findings using a Human-Centred Design approach to establish a baseline on the reasons for non-vaccination and the barriers to reaching zero-dose families.
- Facilitate and coordinate a country-led process where national immunization managers, Gavi country managers, and other immunization stakeholders, generate effective and sustainable solutions to reach communities that necessitate priority.

Job Location: Sierra Leone
Scope of Work
The consultant will work with Jhpiego’s country team, and Jhpiego’s global immunization advisors, to provide technical assistance in alignment with the areas outlined below but not limited to:
- Facilitate and coordinate meetings with key stakeholders including MOH, Gavi, and/or other implementing partners
- Help consolidate reviews, evaluations, and existing datasets from MOH, Gavi, and other partners
- Review and perform data analyses to answer all key analytical questions related to zero-dose children and under-immunized communities
- Identify coverage gaps, identify key underlying causes, and propose an adequate plan of action
- Facilitate appropriate data collection activities where needed, which may include interviews, group discussions, or workshops, using human-centered design principles
- Facilitate workshops to gain consensus among stakeholders on ideas/solutions that address challenges
- Lead development of a country-specific EAF proposal in consultation with MOH, Gavi, Jhpiego, and/or other implementing partners
Deliverables
- A technical report on country-specific zero-dose children and under-immunized communities to enable MOH application to Gavi’s EAF window
- A detailed work plan reflecting the proposed plan of action in responding to country-specific zero dose situation
- Meeting summaries for all stakeholder engagement
Required Qualifications
- Advanced degree in public health or related field
- Strong written and verbal fluency in English
- Demonstrated experience working in immunization with deep understanding of issues of equity and access relating to under-immunized populations
- Proven ability to multitask across various planning and implementation processes within a highly demanding environment
- Proficiency in Microsoft Office
