Our Work In Sierra Leone:
Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.
Position Overview:
The primary responsibility of the Senior Project manager is to oversee all aspects of infrastructure projects ensuring completion within schedule, budget, safety, and quality.

Essential Duties and Responsibilities:
Project Team Leadership
- Provide overall leadership and direction to project team throughout duration of project
- Oversee and provide guidance to junior project staff, ensuring capacity building and career development
- Provide day-to-day supervision, job assignments, and priority management for project staff
Design Phase Management
- Responsible for leading design team selection
- Responsible for progressing project through design completion that satisfies project needs, donor expectations, and defined budget
Project Management Responsibilities
- Write and negotiate subcontracts
- Work with superintendents and foremen to plan, organize and direct activities related to planning and construction
- Responsible for ensuring project is executed in a way that
- Assist the project staff in resolving scope problems with subcontractors
- Manages anticipatory and reactive change management processes minimizing financial and schedule implications
- Schedule – Proactively monitor the progress of the project through updated schedules until project completion
- Safety – Responsible for ensuring project is following project safety policies
- Quality Control – Responsible for developing project quality control plan, working with junior staff to perform initial and periodic inspections
- Project Risk Management – Responsible for analyzing project-wide risk and creation of risk mitigation plans
- Interpret and explain plans and contract terms to administrative staff, workers and clients
- Laisse with outside vendors; EDSA, SLRA
Budget
- Manage project to be within set budget
- Develop and maintain project financial projections for review and presentation to PIH Sierra Leone leadership on a monthly basis
- Handle billings and contract management for subcontractors and suppliers
Schedule
- Responsible for maintaining project overall schedule
- Work with internal operations and clinical team to establish project schedule priorities
Reporting
- Prepare monthly reports detailing project financial status, schedule, quality and safety updates
- Contractor management & project buyout status

Qualifications/Requirements:
Technical Competencies
- Bachelor’s Degree in construction management, architecture/engineering, or equivalent experience
- Minimum of 8 years’ of construction management or related experience
- Proficient in Microsoft Excel
- Proficient in Microsoft Word
- Proficient in Microsoft Outlook
- Experience using pdf editor, i.e., Bluebeam, Adobe
- Knowledge of construction safety practices
Managerial Competencies
- Experience leading a team towards the successful completion of complicated construction projects within set budget and schedule
- Experience working with external design teams, external contractors, material vendors
