Purpose of
consultancy:

Provide business development support to RI’s Senior Management Team through supporting proposal development, donor reporting, implementation of the Fund-Raising Strategy and capacity development of Programme staff.

Initiative

Rainbow Initiative (RI) is a registered NGO in Sierra Leone established in 2014 with the vision to empower communities to end sexual and gender-based violence and promote social and equal opportunities for all. RI work is focused on ending Sexual Gender Based Violence (SGBV) in communities through prevention, response, and evidence-based advocacy.
RI operates offices in Sierra Leone, Guinea, and Liberia. In Sierra Leone, RI runs six (6) Rainbow Centre’s in Freetown, Kenema, Kono, Makeni, Bo and Kambia and promote best practice with government and other service providers to strengthen the operation and management of the One Stopes Centre’s in other districts. To date we have helped more than 40,000 women and girls who have experienced SGBV. We combine this service with community outreach and national advocacy to ensure that change is systemic and sustainable.

Scope of work:

Aim of role
As part of our commitment towards building a sustainable, effective, and professional organization; we are looking for the services of an experienced individual/consultant with strong drive and passion for organizational fundraising and growth. This will include supporting grant proposal writing and review; donor reporting and concept note development. We are embarking on a new, ambitious fundraising efforts and this role will be a driver of growth within the organization. The assignment has a strong capacity development component focusing on strengthening the capacity of project staff on grant management.

The consultant will lead on building relationships with the private sector in Sierra Leone and pro-actively seek out new potential partners and donors, developing innovative ways to diversify our funding stream, along with maintaining relationships with diverse strategic partners including government, multilateral and bilateral agencies, trusts and foundations. This role will work closely with the Executive Director and Management Team to enhance Programme quality, through effective Programme development, proposal writing and project cycle management in line with donor requirements and internal processes.

Activities should include:

1. Support grant proposal and concept note development I. Facilitate and coordinate brainstorming sessions for proposal development.

II. Consolidate staff and stakeholder project ideas into grant proposals.

III. Review draft proposals to incorporate input from staff, RI partners and stakeholders.
a. Consult with RI’s Programmes Team on their needs

and develop a capacity development plan.

b. Support technical capacity development especially in





grant proposal development and donor reporting.

c. Provide mentorship and coaching for RI Project

Coordinators

2. Support donor reporting

i. Work with project staff to ensure quality and timely development of donor reports.

ii. Review reports to incorporate comments made.

iii. Produce a Review Report including continuous Board Development.

3. Fundraising Efforts

I. Identification and cultivation of relationships with new potential donors and partners to secure funding, including

from corporates, bilateral, multilaterals, trusts and foundations and other NGOs.

II. Work with the Programmes and Communication team to implement the Fundraising Strategy

III. Private Sector Partnerships

IV. Lead the development, implementation and maintenance of private sector partner strategies and plans.

V. Lead in the identification and cultivation of relationships with new potential private sector partners.

VI. Manage and provide direction to private sector partnerships and coordinate associated contract management.

4. PR, Marketing and Communications

I. Oversight of activities, meetings, and events to raise the profile and visibility of the organisation as the national lead in provision of free, quality medical treatment and care for GBV survivors in Sierra Leone.

II. Build relationships with local media to showcase our work. III. Coordinate production of quarterly newsletter as well as other publications and research.

IV. Production of monthly and quarterly fundraising and income updates for review with the Management Team and RI board.





Duration and
working schedule:

The consultant will be expected to work from Rainbow Initiative’s Head Office for 5 working days per week for 6 months starting July 2022 but flexibility of working from distance can be discussed.

Essential:
• A competent and experienced consultant/consulting firm with demonstrable experience in NGO capacity development including leading organizational development and facilitating trainings and planning.

• A Postgraduate qualification in relevant fields with minimum 8-10 years of proven record of experience is desirable.

• Knowledge and experience of using participatory approaches in women and child rights work in a developing country context. • Experience of working in sectors relating to SGBV, Health or Gender Rights

• Proven experience and tangible record of similar previously conducted consultancies.

• Excellent documentation skills including analytical and report writing skills.

• Experience of working in Sierra Leone or other similar developing country

• Have experience in leadership, programming, fundraising and business development.

• Excellent presenting skills and experience in staff training. • Exceptional interpersonal skills and evidence of being a team player. • Ability to work to a deadline and respond to comments and feedback as and when it is provided.





Inputs/services to be provided by
Rainbow Initiative:

RI will provide a desk-space for the consultant to work if required and will provide on-going guidance and support throughout the consultancy.
Other relevant
information:

Tax and insurance: RI will deduct 5.5% for national or 10% international of withholding Tax income as per Sierra Leone Income Tax Law respectively. The consultant shall be responsible for his/her insurance during the assignment.
