INTERNAL/EXTERNAL VACANCY ANNOUNCEMENT REF/SLRCS/INTEGRATED RESILIENCE PROGRAMME COORDINATOR

Reports To:  Director of Programmes of Sierra Leone Red Cross Society

SLRCS is seeking talented, hard-working, and dynamic Sierra Leonean for the position of Project Coordinator – Integrated Resilience Programme.

Date required: May 2022.

Duty station: SLRCS HQ, Freetown with frequent travels to the provinces as and when required.

Contract Type: Fixed term (One year) with possibility of extension based on performance.

JOB SUMMARY: The Project Coordinator will put in place and ensure the maintenance of programme management systems that ensure programme and reporting quality, financial management and personnel management and timely delivery of programme components according to the milestones agreed with the donor. Provide close follow-up and support to the program staff and volunteers in Western Area Branch to achieve the projects objectives and targets, technical and managerial needs; ensure strong oversight, follow-up, identification of training needs, monitoring, and reporting to SLRCS and BRC standards are among the key responsibilities. The role holder will also further provide technical inputs, lead proposal development, and ensure cohesion across BRC and SLRCS’s broader resilience portfolio, including any arising new resilience programming.





Main Duties

  • Developing overall project guidance in terms of work plans/budget, MEAL plans and procurement plans, in coordination with relevant technical staff.
  • Overall responsibility for a coordinated and planned implementation, measurement, monitoring and reporting of the IRP and other assigned tasks
  • Lead the integration and link the programme interventions with the SLRCS Country program framework.
  • Manage, direct, and support the IRP staff and volunteers at HQ and Branch level.
  • Contribute to development of new programs and to preparation of proposals and budgets for similar interventions.
  • Ensure that donor contractual requirements are fulfilled, including SLRCS internal regulations, throughout the entire programme period.
  • Track budget expenditure against activity implementation, recommending necessary budget line adjustments or budget reviews in a timely manner including authorizations of adjustments.
  • Generate and share regular narrative, technical, and financial reports timely as per the donor requirement and SLRCS policy.
  • Lead the process of developing SLRCS’s Resilience and Livelihoods strategy with a focus on women economic empowerment and integration with other programs.
  • Explore new and innovative programmes on women economic empowerment.
  • Organize partnership forums for feedback, interaction, learning and improved planning.
  • Responsible for ensuring staff and volunteers (including external partners where relevant) receive relevant capacity building and support in line with mutually agreed capacity building plans.
  • Be aware of SLRCS and BRC’s commitments to Protection Gender and Inclusion, PSEA, Code of Conduct and strive to uphold them

Education and Experience

  • Experience in early warning and anticipatory action and/or DRR would be strongly preferred.
  • Knowledge and understanding of savings and loans groups, micro finance and broader financial inclusion including pro-poor financial services and innovation.
  • Knowledge and understanding of sexual and gender-based violence issues and experience on working in protection related Minimum Standards and International Commitments.
  • Understanding of cross-cutting issues and their application in programming, especially gender equality, centrality of protection, and conflict sensitivity.
  • PMEAL knowledge and experience, specifically designing and conducting surveys, analyzing data, use of digital data gathering technology.
  • Demonstrated understanding of design-thinking (human-centered design) approaches and applications in programme designs and methodologies.





Knowledge, Skills, and Abilities  

    • Master’s degree in Development Studies, Social Sciences, Gender Studies, Economics, Business, or other discipline relating to Livelihoods and resilience.
    • At least 5 years of progressively responsible experience in a similar role in humanitarian/development aid – ideally very strong experience in resilience and livelihoods programming at both strategic and operational levels.
    • Excellent report and proposal writing skills in English language; experience in interpreting data and writing reports to a rigorous technical standard.
    • Experience developing and managing detailed budget plans and forecasts and applying them to flexible financial/programme management practices within major donor guidelines.
    • Experience working on large major donor funded programmes, ideally FCDO, EU, etc, and sound knowledge of key specific donor compliance regulations.




  • Experience managing staff, staff development and building a team culture conducive to innovation and learning.
  • Working understanding of and commitment to Accountability and the Core Humanitarian Standard (CHS).
  • Demonstrated experience in SGBV including integrating gender and diversity issues into programmes.
  • Evidence of project cycle management experience, including strategic planning, budgeting, reporting, monitoring & evaluation
  • Ability to work with community structures and local authorities including traditional leadership.
  • Strong interest in Gender and Women’s Economic Empowerment programs
  • Strong skills in networking, representation and building relations with diverse stakeholders
  • Excellent English language communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.
  • Results oriented, with strong analytical skills and an eye to details.

  • Ability to work both as part of a team and on own initiative, be a self-starter, and work with minimal supervision.
  • Ability to get on with people and get the best out of them.
  • Fluency in building trusting and understanding relationships across different levels of stakeholders from field staff to partners, government, and donors.
  • A good sense of humor and positive attitude.
