Job Purpose

The Program Officer (Youth and Gender) is responsible for ensuring that the program approaches are gender and youth sensitive and or/transformative and meet the needs of youth. The Program Officer (Youth and Gender) will lead the conceptualization, planning, implementation, monitoring, reporting and evaluation of programmes and activities for gender and youth. This role will be responsible for identifying evidence-based practices that increase the participation and inclusivity of women, men and youths in the project. The role will also liaise with other project officers, partners and specialists working within and outside Solidaridad.





Major Responsibilities:

The Gender & Youth Programme officer will be responsible for the following duties:

Gender strategy development & leadershipΒ 

  • Develops gender and youth action plans to be used within the project and to technically integrate gender and youths in all activities.
  • Lead collaboration for the implementation of Gender and Youth related approaches and activities integrated into program activity plans.
  • Ensure continued identification of evidence-based Gender and Youth innovations and strategies to enhance the integration of gender and youth across all programmes.
  • Work with the monitoring and evaluation team to ensure that appropriate youth and gender indicators are being monitored for all programmes and to develop process indicators for youth and gender interventions.

 

Gender integration supportΒ 

    • Develops project framework for gender equality and youth programming to ensure approved donor gender and youths results are achieved;
    • Develops necessary methods, tools, guidelines and checklists for all project technical areas to integrate gender equality, empowerment of women and youths;
    • Advises and supports the project team and partners to implement the gender and youth strategy.
  • Develops practical tools and guides to support implementation, including engagement in design and use of M&E tools.

 

Training and capacity development

  • Supports capacity development in gender and youths for project partners, staff and stakeholders;
  • Integrates gender in all project training manuals and materials;
  • Deliver training or identify best-suited resources including the development of training content and materials for delivering training as to support gender and youth initiatives in the project.

 

Stakeholder coordination, networking & advocacy

  • Collaborates with key stakeholders working on gender and youths programming;
  • Participates in gender and youth coordination platforms at national level and operational areas;
  • Develops targeted communication products on key gender, youth and social inclusion.
  • Collaborates with technical experts within and outside Solidaridad in supporting gender and youth activities and training initiatives.

 

Evidence and knowledge management

  • Facilitates cross-learning visits amongst partners and stakeholders on implementation of gender equality and youth strategies;
  • Documents gender, youth and social inclusion project good practices and lessons learnt;
  • Participates in and supports the conduct of project periodic reviews;
  • Provide on-going mentoring and coaching, as needed and relevant.
  • Collect lessons learned and adapt gender and youth initiatives based on feedback from monitoring exercises as well as developing case studies for learning and Project communications.

Qualifications:Β  Education/Knowledge/Technical Skills and Experience

The following may be acquired from a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualification required

  • A Bachelor’s Degree or equivalent qualification in Social Science, Education, Gender Development, Community Development, Adult and/or Youth Learning.
  • A relevant Master’s degree will be an added advantage

Experience

  • At least 3 – 5 years of experience in designing and implementing gender and youth activities, preferably in the agriculture sector.
  • Experience designing programs that integrate gender equality and youth issues as cross cutting themes.

 

Knowledge, Skills & Abilities

  • Understanding of gender and youth issues, and how they relate to young people’s participation in the agriculture value-chains.
  • Familiar with programming and evidence-based practices to overcome barriers of access to services related to gender and youth.
  • Familiar with policies and guidelines related to gender and youth.
  • Experience with integrating youth and gender considerations into agriculture value-chains.
  • Experience in working with a team to integrate cross cutting themes into programming interventions.
  • Familiarity with gender issues in service provision for young people especially with respect to young women and men.
  • Proven leadership, interpersonal and cross-cultural skills, and ability to motivate and work as a key member of a diverse team.
  • Strong coordination, partnership and facilitation skills.
  • Adaptable and flexible, with the ability to generate or find new ways of working to manage internal and external changes that affect project implementation or organizational change
  • Adaptable, flexible and pro-active person with ability to take initiative and work in a team environment.
  • Excellent writing and oral communication skills
