Job Purpose and Organizational Context

The Program Coordinator (N) will be based in Freetown, Sierra Leone, which reports to the UNODC Regional Office for West and Central Africa (ROSEN) in Dakar, Senegal.

Under the overall responsibility of the Chief of the Law Enforcement Section and the direct supervision of the Regional Coordinator and the Crime Prevention and Criminal Justice Officer of the Anti-Trafficking in Persons/Smuggling of Migrants Unit (Anti-TIP/SOM Unit) based in Dakar, the NPO will be responsible for the implementation and management of the Unit's project portfolio in Sierra Leone, as well as coordination with key project partners to provide technical assistance to Sierra Leone.

More specifically, the NPO will be responsible for the implementation of a project aimed at reducing cases of children trafficked for labour exploitation in Sierra Leone, particularly in the provinces of Kenema, Kailahun, Kono and Kambia, which is funded by CentHRO/APRIES. S/he will be in charge of the overall management of the project, its implementation and its monitoring and evaluation.

The incumbent will promote UNDP’s mandate as a gender-responsive organisation with zero tolerance to discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.

Duties and Responsibilities

1.) Liaise and interact directly with national and international counterparts present in Sierra Leone.

  •  In coordination with the unit, establish direct communication contacts and liaise with key national stakeholders, and function as the main focal point for all actions implemented in Sierra Leone under the APRIES project and the Anti-TIP/SOM Unit portfolio in general.
  •  Establish and follow-up of partnerships with key governmental entities, including the Anti-TIP Task Force, the Ministry of Justice and the Ministry of Interior, international organizations, NGOs and civil society organizations, etc.
  •  Represent UNODC in Sierra Leone as requested by or on behalf of the Regional Representative. Work implies frequent interactions with the following:
  •  Counterparts, officers and technical staff in relevant Secretariat units and UN funds, programmes and other UN specialized agencies; senior level officers in national governments, international organizations, consultants.

2.) Manage and implemente projects on trafficking in persons and smuggling of migrants in Sierra Leone.

  •  Manage the APRIES project through design, implementation and monitoring. Prepare a budgeted workplan for the duration of the project and regularly update it. Produce quarterly monitoring reports, track indicators and ensure financial monitoring of budget projects. Follow up on human resource issues as appropriate. Carry out all related programme management tasks to ensure the successful implementation of the project.
  •  Provide technical expertise and logistical support to design and implement the project activities in Sierra Leone, in consultation with national counterparts, including the collection and compilation of relevant background data and information and logistical organization of activities foreseen as part of the project.

3.) Produce and submit high-quality products for the quality implementation of the project.

  •  Research, analyze and present information gathered from diverse sources on trafficking in persons and smuggling of migrants in Sierra Leone (desk research, assessment missions, etc.). Prepare and deliver presentations as needed. Draft and/or contribute to project proposals, background papers, analysis, reports or studies, publications, webstories, etc. as needed. Assist in policy development, including the review and analysis of issues and trends on trafficking in persons and smuggling of migrants in Sierra Leone, preparation of impact evaluation or equivalent studies, etc.
  •  Design, prepare and/or facilitate standardized training materials, as an ongoing task; contribute to updating, by reviewing and revising, relevant UNODC training and capacity-building tools to the training needs in Sierra Leone; promote their use and application by respective target groups; compile information on best practices in the response to trafficking in persons and smuggling of migrants.
  •  Strengthen regional cooperation for concerted action in the fight against trafficking in persons and smuggling of migrants.
  •  Assists with other UNODC led activities in Sierra Leone and support the expansion of UNODC ROSEN portfolio in Sierra Leone, for example, by fundraising and arranging assistance delivery and procurement in line with UN rules and regulations.

4.) Respond to ad hoc request as requested by the Programme coordinator.

  •  Promote the work of UNODC against trafficking in persons and smuggling of migrants in West and Central Africa within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime.
  •  Assists with other UNODC led activities in Sierra Leone and support the expansion of UNODC ROSEN portfolio in Sierra Leone, for example, by fundraising and arranging assistance delivery and procurement in line with UN rules and regulations.
  •  Other related tasks as required.

Required Skills and Experience

Education:

  •  Advanced university degree (Master) in international relations, law, programme management of international projects, social sciences, or other related field. A first level university degree (bachelor's degree) combined with at least five years' qualifying experience may be accepted in lieu of the higher university degree.

Experience:

  •  At least 7 years of professional experience in the field of crime prevention, in-depth knowledge of issues related to trafficking in persons and/or smuggling of migrants or in a related field of human or children's rights is required.
  •  Experience in managing international development projects is required.
  •  Experience in liaising with government authorities, national institutions and NGOs, as well as organizing workshops, training, conferences, etc. is required.
  •  Experience or knowledge of the social and political environment in Sierra Leone, preferably in the field of anti-trafficking, is highly desirable.
  •  Legal experience or expertise is highly desirable (especially in criminal law).
  •  Previous work experience in one of the UN offices or in an international NGO is also an advantage

Language requirements

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in written and spoken English is required. Knowledge of one or more other languages spoken in Sierra Leone, especially in the targeted areas, is an advantage. Knowledge of French is also an advantage.
