ORGANIZATIONAL CONTEXT
The impact of COVID19 has triggered a sharp increase in pre-existing food insecurity and vulnerability among the population. An estimated 6.1 million people in the population is currently food insecure. There are significant economic gaps, inequities and disparities among communities and various components of the population in rural and urban areas; the poorest segments of the population reside in deplorable conditions. Economic activities including businesses, remittances, employment, and revenues at both national and household level have declined due to the impacts of the COVID-19 outbreak and now the war in Ukraine which is compounding the effects of pre-existing shocks related to the Ebola epidemic in 2014/15 and the reoccurring mudslides. Women and children, particularly those from poor households are worse affected by these compounding stressors to food security.
WFP Sierra Leone Country Office is seeking professionals for four Field Monitoring Assistant positions to be based in the following districts of Sierra Leone; Pujehun, Bonthe, Kambia, Karene.
JOB PURPOSE
To perform monitoring activities within a specific coverage area (Districts of Sierra Leone) and provide support to the effective delivery of assistance activities. They will be conducting monitoring visits to WFP activity implementation sites and complete various monitoring surveys on each site at this level work is carried out under minimum supervision.
KEY ACCOUNTABILITIES (not all-inclusive)
Selected candidates will report directly to Heads of Sub-Offices in coordination with Programme Policy Officer (VAM&M&E). The reporting lines may change based on changes in organizational structure. They will be expected to follow the monitoring visits plans created by the Head of Sub-Offices in their respected regions and ensure adherence to minimum field monitoring visits requirements within their coverage area.
Monitor the implementation of various assistance activities in close collaboration with partners and the community. Enter all monitoring data collected (General Distribution /School Feeding/Asset Creation and Livelihood, Nutrition activity questionnaires) in the MODA platform using tablets. Document good operational practices and any concerns regarding gender and environmental implications observed on the ground. Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services. Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas. Contribute to missions, market assessments, donor’s missions, rapid need assessments, Food security assessment and nutrition surveys. Report monthly on concerns and comments from beneficiaries and cooperating partners to support identifying programmatic issues. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes. Follow set emergency response processes and procedures for emergency food assistance. Perform any other monitoring tasks as needed.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. Preferably university degree in Statistics, Computer Science or other related field is required.
Experience: At least four years of progressively responsible support experience in monitoring and evaluation or other related field.
Language: Fluency (level C) in both oral and written communication in English and the following languages spoken in different districts of Sierra Leone; Mende: Bonthe, Pujehun – Temne: Kambia, Karene
