In Sierra Leone, ActionAid works with poor communities and local partners in the Western Area, Kambia, Bombali,  Tonkolili, Kono, Bo, and Moyamba called Local Rights Programmes (LRPs).

About the project 

ActionAid Sierra Leone is implementing a 30 month (2 years 6 months) project – from July 2024 to December 2026r This projected is funded by UNICEF and it  is titled “Expanding cross sectoral opportunities for the empowerment of adolescent girls and reduction of teenage pregnancy and child marriage through  gender-transformative engagements and social protection (Cash+) programmes”. The project is part of the UNFPA-UNICEF Global Programme to End Child  Marriage (GPECM), focuses on enabling girls at risk of child marriage to choose and direct their own futures, supports households with positive social norms  change, and strengthens systems that deliver services to adolescent girls, in Pujehun, Bombali, Koinadugu, Kambia, and Tonkolili. To effectively implement this  project, ActionAid Sierra Leone (AASL) is looking for qualified, experienced, and self-motivated persons to fill the following positions:

 

Position: Project Manager (1) 

Reports to: Head of Programme and Policy 

Supervises: Project Officers and M&E Officer 

Location: Bombali with travel to the field as required 

Job Reference No: PM/UNICEF/INT.EXT/2024/07/04 

Duration: 30 months 

Job Purpose: The Project Manager is a mid-level management position. The Project Manager has overall responsibility to provide leadership and coordination  for implementation, monitoring and evaluation of the project. The job-holder will be required to supervise the project team. She/He has the responsibility to  consolidate the project activity and reports from the Project Officers and provide supervisory oversight to project monitoring and evaluation, ensuring full  compliance to policies and financial and other commitments signed up to.

Main/Specific Responsibilities: 

  • Experience in implementing adolescent girls programme with specific focus on increasing uptake of Sexual Reproductive Health Services, reduce  teenage pregnancy and child marriage in Sierra Leone.
  • Experience in managing safe spaces for adolescent girls.
  • Manage the project budget and all activities under the UNICEF project in accordance with AASL polices under the guidance of the Head of  Programme and Policy.
  • Develop actionable work plans to ensure the timely implementation of project activities in collaboration with the Project Officers. • Provide technical leadership in development and ongoing monitoring of the Work plan
  • Conduct regular field visits to the five project operational Districts (Pujehun, Bombali, Koinadugu, Kambia, and Tonkolili.) to ensure the delivery of  high-quality interventions.
  • Compile and develop monthly and quarterly reports and any other reports according to donor requirements.
  • Build the capacity of staff through daily mentoring, guidance, and trainings.
  • Work with the M&E Manager to ensure that key project indicators are tracked, and key project data is regularly analysed to inform decision making,  and program adaptation.
  • Develop and maintain effective working relationships with key stakeholders including donors, government actors, international and local NGOs, and  other relevant actors.
  • Represent ActionAid in sector and district coordination meetings to share experience and influence district level decision making in line with the  project.

Person Specifications: 

  • A Bachelor’s degree in social sciences, Development studies or management. A post-graduate Masters Degree will be an added advantage.
  • At least 3 years of relevant experience from a reputable organization preferably at the medium management level is essential.
  • Good understanding of education and children’s rights programming and a demonstrated commitment to promoting inclusive education and  accountability to communities, with a strong commitment to the project
  • Must be familiar with an approach in project implementation that leaves no one behind especially in girls programming.
  • Excellent report writing skills
  • Excellent Communication and presentation skills
  • People management skills
  • Monitoring skills
  • Knowledge in budget management and financial reporting analysis
  • Skills in capacity building and Risk management
  • Ability to work long hours and under pressure.
  • Capable of working to strict deadlines.
  • Experience in building donor relationships and fundraising initiative
  • Proficient in MS Word, Excel and PowerPoint

2.) Project Officers (x5)

Position: Project Officers (5) 

Reports to: Project Manager 

Supervises: No One 

Location: Pujehun, Bombali, Koinadugu, Kambia, and Tonkolili with travel to the field as required

Duration: 30 months

Job Purpose: The Project Officer is a junior level management position. The Project Officer implements the activities of the UNICEF funded Project,  “Expanding of cross sectoral opportunities for the empowerment of adolescent girls and reduction of teenage pregnancy and child marriage through gender transformative engagements and social protection (Cash+) programmes” ensuring that policies and other commitments signed up to are fully complied to.

Main/Specific Responsibilities: 

  • Implement all activities under the UNICEF project in your district in accordance with AASL polices under the guidance of the Project Manager.
  •  Set up and manage community safe spaces for adolescent girls.
  • Facilitate positive parenting and men/boys’ engagement sessions.
  • Develop actionable work plans to ensure the timely implementation of project activities in collaboration with the stakeholders
  •  The Project Officer is the Liaison officer between the beneficiaries of the Project and other networks in relation to the Project.
  •  Ensures everything is in place for the smooth running of the Project
  • Interacts with the target beneficiaries and implement the various aspects of the project as per the project plan approved by the donor through the  preparation of concept note, budget and report. Financial liquidation of funds for activities, ensure the reimbursement are done in a proper manner • Ensures proper documentation and accounting system
  • Establish a regular system of work, i.e. work plan and monitoring plan for project activities
  • Work with stakeholders at community and district levels to identify, analyse and prioritise their challenges, and develop strategies for the project  activities
  • Maintaining and developing reporting using AASL/Donor reporting tools on field activities
  • Fostering good relationship amongst stakeholders
  • Carry out other activities as may be assigned from time to time by the Project Manager and Regional Manager

Person Specifications: 

  • Diploma in the social sciences, including development studies, management, social works etc.
  • At least 2 years of relevant experience from a reputable organization preferably at field level is essential.
  • Excellent report writing skills
  • Good understanding of education and children’s rights programming and a demonstrated commitment to promoting inclusive education and  accountability to communities, with a strong commitment to the project. Particular understanding is essential in girls programming.  • Be prepared to work unsupervised and develop strong interpersonal relationships with Local Authorities, Community Based organisations,  communities and members of staff of AASL and the donor
  • Knowledge of Participatory Approaches to development
  • Computer skills is required especially in Microsoft MS-Word, Excel and PowerPoint
  • Have a good Collaboration skills
  • Communication skills
  • Knowledge in preparing and managing a budget
  • Ability to work long hours and under pressure.
  • Capable of working to strict deadlines
  • Ability and willingness to learn and ride a bike.
