MEDICAL MANAGER – Country Office

The Medical Manager role is core to the management team for AHF Sierra Leone program and reports to the Country Program Director. The responsible person in this role takes the lead in overseeing successful planning, implementation, and monitoring of AHF Sierra Leone technical programs. It entails strategic leadership, planning, and oversight of medical, prevention and M&E departments of the program. He/ she oversees health worker management, training, supervision, mentorship, goal setting & performance management; stakeholder engagement on matters concerning technical aspects of the program; ensures continuous quality management of the services delivered and participates in direct service delivery. The holder of this position will perform among others the following duties:

  • Provide strategic leadership and oversight of medical services, ensuring alignment with AHF’s mission, quality standards, and national guidelines.
  • Ensure high-quality patient care through regular clinical audits, direct service delivery during site visits, and continuous quality improvement initiatives.
  • Coordinate annual and routine planning for clinical activities, resource acquisition, and network expansion to support client growth, retention, and return-to-care.
  • Participate in recruitment, supervision, mentorship, and performance management of clinical, prevention, and M&E staff.
  • Maintain adequate supply chains for drugs and consumables and ensure effective logistics and inventory management systems.
  • Allocate 50% of time to staff support, supervision, mentorship, and capacity-building through CME, coaching, and leadership development.
  • Design and lead national and district-level clinical quality improvement interventions and monitor the implementation of QA/QI action plans.
  • Analyse clinical and programmatic data, support operational research, and facilitate development and implementation of SOPs and service delivery guidelines.
  • Provide leadership in program documentation, reporting, and knowledge management by capturing best practices, success stories, and lessons learned.
  • Engage stakeholders including government, partners, and communities, representing AHF in technical working groups and collaborative initiatives

Qualifications and Experience:

  • The minimum requirement is a Bachelor of Medicine and Bachelor of Surgery degree from a recognized university or its equivalent.
  • He/she must have a minimum of seven years working experience in the medical field; five of which must be in HIV Care and treatment of which two must be in HIV related quality management and leadership role at national level is required.
  • He/she must have demonstrable skills in use of computerized/ electronic medical, performance improvement and logistics management systems.
  • He/she should have the ability to work in a public sector environment to accomplish goals and favorably influence decision making processes in a diplomatic and collaborative manner.

Data Entry Clerk – 6 Positions

These positions are based at the Jenner Wright – Freetown, Moyamba, Magburaka, Panguma, Cottage and Kabala Clinics. The Data Entry Clerk (DEC) is responsible for the entry of clinic records into available medical records systems. This job entails ensuring that the records are accurately collected, collated, cleaned, updated and reports generated in a timely manner. DEC will also work closely with other clinic staff in responding to data needs in the clinic. The holder of this position will perform among others the following duties.

  • Prepare, sort, and accurately enter data from source documents into designated databases.
  • Collect, verify, and consolidate data from clinics, surveys, and research activities in alignment with AHF data requirements.
  • Ensure availability and correct usage of approved data tools at the site level.
  • Ensure all source documents are filed securely and are retrievable for review when needed.
  • Review and compare entered data with source documents to identify discrepancies between AHF databases and DHIS2 platforms and perform corrections as necessary.
  • Conduct weekly chart data audits to ensure accuracy, completeness, and adherence to standard practices.
  • Submit verified data into the approved databases (AHF and DHIS2), generate error reports for correction and perform regular backups as per AHF data security protocol.
  • Generate weekly and monthly data reports/summaries for review by the Monitoring & Evaluation (M&E) Manager and subsequently disseminated to the clinical and prevention teams.
  • Respond to routine data-related inquiries and provide timely feedback on data discrepancies or concerns.
  • Monitor the status of data transmission and resolve issues as reported by the system.
  • Participate in clinic meetings and contribute to discussions on data trends and performance improvement.
  • Support M&E Manager and clinical staff during data verification exercises and supervision visits.

Driver for Bo Clinic

This position is based at the Bo Clinic. The driver drives assigned personnel on official duties. S/He supports community outreaches so that the prevention and treatment efforts are scaled up and provides logistical support to the administrative office and clinics in the Southern Region.

  • Drives safely and responsibly at all times, must be knowledgeable about, and comply with Government of Sierra Leone driving / traffic and parking rules & regulations.
  • Driving assigned AHF personnel on official duties.
  • Picks up, drops off, and delivers documents, quotes, invoices, financial reports, logistical requirements and for all AHF programs.
  • Picks up and drops off AHF guests from/to the airport or from any other point of departure.
  • Maintains vehicle logbook, accounting for all mileage and fuel consumption/ costs, minimizes fuel cost and does not permit anyone to drive the vehicle, unless authorized to do.
  • Maintains cleanliness of the vehicle.
  • Maintains vehicle in good mechanical order and completes and submits weekly log sheets to support this.
  • Reports damages, abuse, repairs and arranges any replacements immediately with approval from the immediate supervisor. Does not undertake/order repairs without approval
  • Ensure that vehicle under his/her care is secured from loss or damage at all times.

Linkage & Retention Officer – Kailahun Government Hospital

The position holder shall report to the Nurse In-Charge. The position of Linkage & Retention Officer is an important service working with a multidisciplinary team at the regional level. The job holder will ensure effective coordination, planning, supportive Supervision, capacity building, reporting and performance review/assessments of linkage and retention activities. The holders of these positions will perform among others the following duties.

  • Support clinics to ensure linkage and retention operations are consistent with standard operating procedures or protocols.
  • Ensure the requisite resources are available to facilitate implementation of linkage and retention activities.
  • Ensure linkage and retention activities are planned with clear performance targets.
  • Build alliances with other health providers to ensure clients and patients are connected to non-biomedical support services.
  • Ensure all linkage and retention operations in different clinics under their jurisdiction are effectively coordinated.
  • Work with other health service providers, government clinics and partners to develop functional referral directories that will be used to ease tracking of clients. He or she must equally ensure smooth relationships between providers and partners.
  • Build the capacity /training for all Linkage & Retention Assistants and Community Tracers to ensure service delivery complies with laid down procedures.
  • Arrange client engagement sessions such as focus group discussions and interviews to identify factors that affect their continued engagement in care and relay this feedback in an organized and timely manner to the clinic team.

Education and/or Experience

  • Minimum of Degree in any of the following disciplines: Psychology, Guidance & Counselling, Social Work & Social Administration, Social Sciences, Nursing, or a related relevant field obtained from a reputable training institution.
  • A minimum of 2 years of experience working with HIV clients in public health institutions, community services or medical setting.
  • Must have experience working with people living with HIV and AIDS, and or other chronic illness, substance users, and persons with mental diagnoses.

MEDICAL OFFICER – Bo Government Hospital AHF clinic 

The position holder shall report to the Medical Manager.  The position of Medical Officer is a combination of technical and leadership roles. It involves delivery of effective and efficient health services at the health unit and in the community and maintaining strategic collaborations, reporting, and ensuring highest standards of health care. The Medical Officer will mentor junior staff to provide quality HIV services. The holders of these positions will perform among others the following duties.

 

  • Provides clinical care in conjunction with other team members.
  • Ensures provision of high-quality care and service delivery at the facility.
  • Responsible for patient chart review and peer review following the guidelines established by the Policies and Procedures Committee

The position holder shall report to the Medical Officer in Makeni.  The Nurse in charge will manage the daily running of the clinic to ensure patients get quality and timely care in line with AHF and Sierra Leone government standards. May act as a team leader within the scope of the practice guidelines as dictated by the scope of practice of nurses. The holder of this position will perform among others the following duties

 

  • Plans and provides skilled nursing care to clients on an outpatient basis
  • Supervise activities of Nurses, Dispensers, Linkage coordinator Counselors, HIV Medics and ART aides to ensure professionalism in delivery of work and continuous improvement in quality of services delivered

NURSE – 1 Position

This position is for Mile 91 in Tonkolili district. The position holder shall report to the Medical Officer in Makeni. The Nurse will assist in the daily running of the clinic to ensure patients get quality and timely care in line with AHF and Sierra Leone government standards. May act as a team leader within the scope of the practice guidelines as dictated by the scope of practice of nurses. The holder of this position will perform among others the following duties.

  • In collaboration with community health officer support all activities at the clinic
  • Triage clients at clinic.
  • Provide skilled nursing procedures (i.e. dressing changes).
  • Organize follow up of clients who have defaulted treatment and care.
  • Performs phlebotomy and/or initiates intravenous infusions as ordered (provided is certified).
  • Support the formation and management patient support groups at the clinic.
  • May supervise care given by other cadres including, Medical Assistants, ART Aides and Phlebotomists.
  • Provides patient and family education.
  • Reports significant changes in the patient’s physical status to the RN and/or to the medical provider.

Qualifications and Experience:

  • Minimum of a diploma in nursing obtained from a reputable training institution.
  • A minimum of 3 years of experience working with HIV clients in public health institutions, community services or medical setting.
  • Must be registered with the Nursing Council of Sierra Leone.
