Responsibilties
- Ensure that CARE agreement Policy is properly follow among the Country Office
- Ensure that assessments of organizational capacity and due diligence (DDA) have been carried out for all of potential & current partners in the country in accordance with the CI Partner Funding Agreement Policy, ensure results are documented and submitted for approval.
- Draft Partner Framework Agreements, Pre-Authorization Letters (PALs), Letters of Authorization (LOA), and other appropriate partner funding agreements for the new partners for approval.
- Facilitate partner agreement set up of new partners in CARE Financial system.
- Monitor funds disbursed and liquidations received in PeopleSoft. Analyze aging of the remaining funds on a monthly basis based on PeopleSoft reports and escalate issues as needed
- In conjunction with program teams, develop mutual partner/CARE monitoring plans; adjust plans based on results of monitoring; document and share results with CARE senior management and the partner for further action.
- Prepare partner agreement modifications in compliance with the donor provisions and CARE policy.
- Partner Agreement Close out- Support the project managers in preparing for the partner agreement close out processes (e.g. final reporting, audit, evaluations, disposal of assets, etc.).
- Support the development and implementation of strategies for bridging the partner capacity gaps that are identified during partner assessments and project implementation.
- Propose Capacity Strengthening plans designed to meet the partnership capacity assessment strengthening goals with required budget/resources and ensure the implementation are documented and filed.
- Play a key role on CARE staff capacity to work effectively with partners in accordance with CARE policies and donor requirements.
- Manage Partner Agreement and Financial Reporting as per CARE and donor requirement.
- Tracks program performance, milestones and deliverables, and escalates delays to the Program Unit (conduct BVA meetings and follow up key actions).\
- Prepare the Donor report to be submit as per the agreement.
- Actively participate in proposal writing and budget revision or other request of extension
- Actively participate to all Country office Audit
Qualifications
- Bachelorβs degree in finance, Accounting, or a related field. Master's degree or professional qualification (e.g., ACCA, CPA) is preferred.
- Minimum of 5 years of progressive experience in financial management, with at least 2 years in a managerial role.
- In-depth knowledge of accounting principles, financial regulations, and donor requirements.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to work effectively in a multicultural environment.
- Proficiency in financial management software and Microsoft Office applications.
- Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).

Responsibilities
The Internal Auditor will be responsible for overseeing all aspects of Internal Audit function, from planning and execution of Internal Audit and support the Country office on the risk management. This role requires a dynamic and experienced professional with a proven track record in Audits and risk management.
- Providing independent assurance and consulting services that improve operations in Sierra Leone & Liberia Country offices.
- Supporting the CO accomplish their objectives by performing regular controls and audits of key projects, departments as per the approved annual audit plan.
- Advise and support the Management to build a risk management culture in the Country office.
- Determine Country Office compliance with selected policies, procedures, donor requirement as well as local laws and regulations. Perform special investigations when requested.
- Make recommendations to the COs that will increase efficiency and/or effectiveness of the control systems of functions reviewed.
- Ensure that compliance matters are appropriately considered throughout Country office.
- Liaise with CO Senior Management teams to identify and remediate organizational gaps identified during compliance audits and assessments as well as ensuring internal processes and policies relating to compliance are instituted, understood, and maintained.
- Coordinate and support external audits.
Qualifications
- Excellent written and oral communication skills, with a fluent writing style and good knowledge and practical use of both French and English
- Advanced university degree (Masters or equivalent) in Accounting/finance, accounting, or related area from a recognized institution
- Must be a National Board of Accounting and Auditing Member/ACCA/CPA
- Minimum 5 years of experience in auditing, compliance with working knowledge of classical compliance techniques and tools including problem solving, corrective action and auditing.
- Extensive knowledge of Risk Management (Audit, Compliance, Finance and Procurement)
- Proven ability to achieve and maintain a compliant organizational culture by partnering to provide practical standards of compliance that can be implemented and adhered to;
- Knowledgeable and connected in financial management system, knowledge of PeopleSoft will be an added advantage.

Opportunity
The Assistant Country Director (ACD)- Program Quality (PQ) is responsible for ensuring that CARE's programs in Sierra Leone/Liberia are positioned to significantly contribute to CARE's Vision 2030. The ACD Program provides strategic leadership in the areas of program development, implementation, monitoring, and evaluation and ensures that CARE's programs/projects make a significant contribution to reducing poverty and social injustice.
Location: Willingness to work in either Monrovia, Liberia (for a Liberian national) or Freetown, Sierra Leone (for a Sierra Leone national).
Responsibilities
- Oversee development, testing, and implementation of innovative program approaches aligned with the country office strategy.
- Work closely with program units at the regional level, CARE International Member Partners, and CARE Global levels for support.

Qualifications

- Thorough understanding of project practices, including innovative program development.

Opportunity
CARE Sierra Leone is seeking a talented visionary to assume the role of a Senior Finance Analyst for its country office. Reporting to the Finance Manager, this role will be responsible for performing a variety of tasks that help to make sure the organizationβs finances stay on track. These include budgeting, forecasting, and modelling in addition to reporting duties which can involve anything from preparing reports all the way up to assisting with close processes like selloffs or mergers.
Also, S/he will be responsible for ensuring confidentiality in handling sensitive financial information and being up-to-date with accounting laws in accordance with CARE regulations, norms, and standards in order to ensure high performance in the Finance department.
The Senior Finance Analyst will have excellent organizational skills and attention to detail. S/he will have strong analytical and problem-solving abilities, including the ability to work with others in teams on complex problems or assignments where multiple approaches may be needed for success.
S/he will also have excellent supervisory and leadership qualities.
This role will report directly to the Finance manager.
The Key Responsibilities Of a Senior Finance Analyst
- Day-to-Day Duties: Analyze current and past financial data and performance, and prepare reports and projections based on analysis.
- Daily account record keeping is a finance department function that entails reconciling the organizationβs financial records.
- Compliance agreement with CARE standard: abide by CAREβs policy and regulations such as checklists to track compliance. Complying with CAREβs policy of safeguarding principles on protection against sexual harassment exploitation and abuse (PHSEA) at all levels.
To Be Successful In This Role You Will
Possess experience and education in Project: You must have a bachelorβs degree in financial service, Business admin, or other related discipline experience. A masterβs in finance will be a plus and bringing with you at least 3 years of experience as a Finance Analyst or similar experiences and a thorough knowledge of finance practices.
Have communication and reporting skills needed to deliver and conduct both oral and written training sessions for small, medium, and large-sized groups. Be able to tell the story and know when itβs applicable to convert data to conversation.
Be a problem solver and critical thinker. You must be able to clearly identify and define the different levels of problem-solving and resolution. Think holistically with a vision and use your analytics and reporting skills,

Responsibilities
CARE Sierra Leone is seeking a talented visionary to assume the role of a Health Officer to help with the implementation and day-to-day management of the health component. In meeting this responsibility, the health Officer is also accountable for the monitoring of the projectβs health inputs and outputs, and ensuring targets are achieved. Also, S/he will be responsible for ensuring that the Health project activities program works in accordance with CARE regulations, norms, and standards to ensure high program quality.
This role will report directly to the District Team Lead, with dotted lines to the Health and Nutrition Manager.
- Perform field Observations, conduct interviews with stakeholders in health systems, collect samples, write reports, and study disease vectors to find ways to counteract the spread of contagions.
- Implementation of activities: Provide technical guidance and supervision of all our health activities/interventions and ensure quality control in all stages of the activity implementation. He or she will be moving throughout the program sites at length to ensure quality implementation is happening at the field level.
- Compliance agreement with CARE standard: Develop a compliance monitoring plan such as checklists to track compliance in close consultation with the project Director to Deliver program quality standard implementation. Support monitoring of staff and communitiesβ compliance to safeguarding principles on protection against sexual harassment exploitation and abuse (PHSEA) at all levels.
Qualifications
