Job Title: Deputy Head of Programming

Job Summary:

You will contribute to providing strategic direction and management of the Program office (PO) programming complementing the Head of Programming (HOP) efforts at ensuring the establishment and successful implementation of high-quality programs serving the poor and vulnerable. Your management and programming skills will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Roles and Key Responsibilities:

  • Complement the Country Manager in providing strategic direction for the design of Program Office’s strategic frameworks and plans, including resource mobilization strategies to optimize the impact of programming interventions in line with regional and agency strategic priorities.
  • Lead where appropriate and contribute to high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context and technical requirements of projects. Coordinate planning of activities for projects to ensure integration of program interventions and efficiency in implementation.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance assessment for direct reports.
  • Contribute to creating and maintaining the proper conditions for learning. Help establish a safe environment for the sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies. Promote accountability, learning and knowledge management as part of the implementation of the MEAL policy.
  • Coordinate with CP operations staff to ensure appropriate project budgeting and efficient use and stewardship of project material sources.
  • Coordinate the identification, assessment and strengthening of appropriate partnerships and the appropriate application of partnership concepts, tools and approaches.
  • Coordinate where needed in the business development cycle to ensure quality proposals per agency and donor standards.
  • Coordinate technical assistance and capacity strengthening for project teams and partners in project management standards and related MEAL, business development and operational activities. Help identify training opportunities, develop training curriculums, and deliver training.
  • Collaborate closely with MEAL and Communications staff to produce quality visibility materials and learning events. Support PMs to establish systems to capture, document, and share learning within internal and external stakeholders, maintaining trust and open doors for increased resources.
  • Organize and coordinate regular program reporting and conduct reviews of content, ensuring on-time submission of high-quality reports responsive to CRS and donor standards.

Basic Qualifications

  • Bachelor’s Degree in International Development, International Relations or relevant field.
  • Minimum of 3-5 years’ work experience in a program management position with progressive responsibilities for an international NGO.
  • Good experience in project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc., preferably for projects funded by multiple public donors, including USAID.
  • Experience with successful business development activities capturing public and/or private donor funding.

Preferred Qualifications

  • Experience engaging partners and strengthening partnerships. Experience working with Church partners is a plus.

Knowledge, Skills and Abilities

  • Excellent English writing skills.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Some experience and abilities in capacity strengthening – developing curricula and facilitating trainings.
  • Experience using MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, and knowledge sharing networks.
  • Strong strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.

Job Summary:

You will conduct risk related activities for the country program (CP) including sub-recipient compliance adhering to CRS policies, local laws, and donor regulations to help ensure effective delivery of high-quality programming to the poor and vulnerable.  Your knowledge and skills will help reduce risk to staff, to the effectiveness of our programming, and to the people we serve through the application of the principles of stewardship, integrity, transparency, and accountability.

Roles and Key Responsibilities:

  • Collaborate with the compliance manager and CP leadership on strengthening internal control systems and processes.
  • Help identify risk issues and challenges and solutions to address them.
  • Help implement and advise on the sub-recipient financial management policy (SRFMP)
  • Support the planning and performance of internal audits, control reviews and compliance assessments, and conduct audit activities as applicable. Help analyze results and provide recommendations.
  • Support the design and facilitation of training and institutional capacity strengthening plans for CRS and partners.
  • Support external audits and coordination of action plans to close out audit findings.
  • Develop and support the implementation of standard operating procedures and corrective actions.

Basic Qualifications

  • Associate’s degree or formal vocational training is required.
  • Minimum 5-7 years’ work experience, ideally with an international organization, with progressive responsibility in operations and/or programming.
  • With least 2 of these years entailing audit, compliance or risk management experience.

Preferred Qualifications

  • Bachelor’s degree in accounting, Business Administration or other relevant Bachelor’s strongly preferred.
  • Accounting and other relevant certification(s) a plus.

Knowledge, Skills and Abilities

  • Knowledge of audit standards and compliance regulations and familiarity with international standards for internal control and risk and compliance management (e.g., COSO, ISO, COBIT)
  • Familiarity with accounting systems.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems.
  • Good relationship management skills
  • Good analytical, organizational, and systems thinking skills
  • Ability to make sound judgment
  • Ethical conduct in accordance with recognized professional and organizational codes of ethics
  • Proactive, resourceful and results-oriented

Job Summary:

You will manage all Country Program systems and processes for local and international procurement of goods and services to advance the delivery of high-quality programming to the poor and vulnerable. Your knowledge and experience will allow you to successfully manage the quality and efficiency of all procurement and purchasing activities and to ensure stewardship, integrity, transparency, and accountability.

Roles and Key Responsibilities:

  • Manage fully compliant procurement systems and operating procedures and organize procurement functions. Assess effectiveness and efficiency and lead improvements. Ensure compliance with CRS procurement principles, standards, policies; donor regulations; and local statutory requirements.
  • Coordinate with various departments to proactively assist with goods/services flow analysis and determine the appropriate supply chain modality, needs and quantity, quality and delivery requirements for goods, services and cash and voucher assistance (CVA). Maintain an up-to-date procurement plan. Collaborate with budget holders to develop annual budget plans that meet procurement needs.
  • Manage and control the analyze-to-contract process with strategic sourcing solutions to ensure the best value for money. Key activities include market assessment and price monitoring, writing goods/services specifications, defining supplier evaluation criteria, organizing solicitation documents, running transparent and consistent bidding and vendor selection processes, preparation of contracts, etc.
  • Ensure the highest level of transparency and integrity in the procurement department and prevent fraud during the procurement process. Conduct periodic risk assessments during the procurement process.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming.
  • Oversee and monitor relationships and transactions with suppliers and voucher vendors, supplier performance, and contractual obligations to ensure contract completion per authorized terms and conditions. Take action to address current and/or potential contractual issues and/or inefficiencies to mitigate risk. Advise on contract/purchase order modifications, if needed.
  • Monitor payment terms and schedules through maintenance of open order reports and oversee coordination with the finance team to ensure timely payments to vendors.

Manage a reliable procurement document trail and database management system for control, accountability, and input for proper inventory recording. Ensure all required information and records are complete, accurate, up-to-date, and properly filed. Oversee reports preparation, consolidate reporting and analyze data for decision-making.

Basic Qualifications

  • Bachelor’s Degree required
  • Minimum of 2-5 years work experience in procurement/purchasing management, logistics, administration with increasing responsibility, preferably with an international organization.
  • Additional education may substitute for some experience.

Preferred Qualifications

  • Master’s Degree in Business Administration or other relevant field preferred.
  • Professional certification is a plus.

Knowledge, Skills and Abilities

  • Good knowledge of various donor procurement regulations (e.g. USAID, EU, UN)
  • Knowledge of international and national procurement regulations and local market conditions.
  • Strong knowledge of contract terms and proven ability to negotiate terms and agreements and build and maintain networks with suppliers.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Good knowledge of and experience in CVA programming and operational requirements.
  • Proficient in MS Office packages (Excel, Word, PowerPoint). Experience with database management systems (e.g. MS Access) is highly desirable.
  • Strong planning, coordination, prioritization, and time management skills
  • Strong analytical skills with ability to make independent judgment and decisions
