Job Title: Senior Project Officer

Department: Global Fund – Health Program

Reports To: Project Manager with dotted line to the MEAL Manager- GF

Country: CRS-Sierra Leone.

Duty Location: Field Based (Regional Representatives)

Job Summary:  

As one of the leaders for the Global Fund project Field Operations will facilitate the achievement of project  objectives through coordinating, and relationship-building, with district government and non-government  strategic partners in Health, Education, local councils, agriculture, and traditional leaders at all levels, and  reporting on all project activities and providing technical guidance and advice to project implementing staff  advancing Catholic Relief Services (CRS) work serving the poor and vulnerable. Your coordination and  relationship management skills will ensure that the project for which you are responsible applies best  practices and constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities: 

  • Organize and lead the implementation of all assigned project activities as outlined in the detailed  implementation plan in line with CRS program quality principles and standards, donor requirements, and  good practices.
  • Support the Program Manager in the oversight of the project with regards to planning and execution of  activities.
  • Support the Program Manager in representation in technical meetings.
  • Provide routine one-on-one mentoring and coaching of field staff to enhance quality implementation.
  •  Plan and work with DHMTs in the operational districts for the implementation of project activities.
  •  Ensure learning properly accompanies project activities throughout the project cycle. Support

accountability through coordinating project evaluation activities and guiding staff in their efforts to  reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or  gaps to inform adjustments to plans and implementation schedules.

  • Support and coordinate capacity building and technical support activities to ensure assigned project  activities are implemented per project guidelines and standards.
  • Coordinate the provision of any logistical and administrative support to staff.
  • Support the Project Manager in documentation of project activities and learnings in collaboration with  the MEAL Manager as per donor requirements.
  • Submit monthly and quarterly project activity reports.

Other Specific Responsibility:

Under the supervision of the Global Fund GC7 Project Manager with support from Head of Programming, the  Senior Project Officer as the technical support to all districts Field Project Officers to ensure the  implementation of IEC/SBC (Mass Media and Community Outreach) project activities in all assigned  operational districts.

Support implementation and Coordination. 

  • Coordinate with the Project Manager, MEAL Manager, to report on barriers to implementation in the  field and provide inputs to problem-solving.
  • Actively seek to understand the main interventions being promoted by other development actors in  the assigned operational area and ensure coordination.
  • Compile, analyze, and present district-level information on SBC/IEC activities for reporting project  progress.
  • Consistently use recommendations from management trip reports to structure staff capacity  building.
  • Capture and report on project challenges, major decisions, lessons learned, and best practices  gathered from monthly DHMT coordination meetings.
  • Provide consolidated monthly report to Project Manager copying MEAL Manager.
  •  Identify and report on any gaps or weaknesses in SBC and mass media reporting and monitoring  systems.

Monitoring, Evaluation, and Research 

  • Supervise Staff in each district and report to Project Manager on project implementation.
  •  Conduct supervision visits to project implementation sites:

Support staff to cover 30 Schools Health Clubs every month.

Provide support Field Officers in organizing 50 CAAMTA communities per month.

Provide support in organizing outreach activities, in collaboration with the District  Coordinator verify supporting documentation.

  • Support the implementation of surveys (small- and large-scale studies) in conjunction with the MEAL  Manager and District Coordinator

Capacity Strengthening of Staff 

  • Support the development of project implementation and monitoring and reporting tools.

District level representation 

  • Represent CRS in District events/meetings from time to time as assigned by the Project Manager  Supervisory Responsibilities: CRS GC7 Project Field Officers.

Key Working Relationships 

  • Internal: GF Program Director, Project Manager, MEAL Manager, Grant Manager, and District  Coordinator
  • External: District Medical Officer, DHMTs, Schools, CAAMTA group other key Partners, and  stakeholders

QUALIFICATIONS 

  • Bachelor’s degree in a related field preferred.
  • Minimum of five years’ experience in Project Management, data collection and/or capacity  strengthening.

▪ Experience in financial statement preparation, budgeting, and grant reporting.

▪ Experience with the Global Fund, and Rollback Malaria will be an added advantage.

▪ Ability to work to meet deadlines in multiple-tasking environments.

▪ Significant field experience working with DHMTs.

▪ Excellent written and oral communication skills in English, organized and detail oriented.

▪ Strong analytical skills.

▪ Willingness to work additional hours during critical implementation periods.

▪ Ability to develop effective systems considering organizational effectiveness and impact on people.

• Excellent planning skills.

  • Consistently conduct meetings with staff before and after working with them in their districts
  •  Systematically ensure timely and quality reporting by Staff in each operational district.
  •  Support the conduct of surveys (small- and large-scale studies)

Capacity Strengthening of Staff 

  • Support the development of project implementation and monitoring and reporting tools and lead  the roll-out of the tools in assigned districts.
  • Work with the Field Staff to provide support to CHWs in the implementation of project activities.

DHMT Support 

  • Work closely with the district health management teams (DHMTs) including the DMO District  Medical Officers, the malaria focal person, Social Mobilizers, M&E Officers, and other key partners to  ensure that SBC and outreach activities are included in the planning and management of the  districts.
  • Ensure linkages between PHU staff, CHWs, with CRS structures within the communities (These  include SHCs and CAAMTA) as appropriate.
  • Linkages between DHMTs and other partners

Representation 

  • Establish strong working relationships with DHMTs, and other district stakeholders.
  •  Participate in District Health Management coordination meetings, technical working groups, and  general meetings.
  • Represent the project at various levels as delegated by supervisor.

Project Field Officer for the Global Fund GC7 grant will facilitate the achievement of project objectives  through direct implementation at community level and relationship-building, PHUs, community structures  including, Community Health Workers (CHWs), School Health Clubs (SHCs), CAAMTA groups, and religious  and traditional leaders and reporting on all project activities there by advancing Catholic Relief Services (CRS)  work serving the poor and vulnerable. Your implementation and relationship management skills at  community level will ensure that the project for which you are responsible applies best practices and  constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities: 

  • Organize at district/community level and lead the implementation of all assigned project activities as  outlined in the detailed implementation plan in line with CRS program quality principles and standards,  donor requirements, and good practices.
  • Supervise School Health Club (SHC) monthly meetings and school outreach activities. Ensure material  supplies for SHC quiz competitions are properly accounted for.
  • Work with CHWs in creating demand for identification, referral of people with fever for testing and  prompt treatment.
  • Work with CAAMTA group members in review of activities, action plans and data collection with PHUs.
  •  Provide routine one-on-one mentoring and coaching of CAAMTA, SCHs and CHWs to ensure quality  implementation of grant activities.
  • Plan and work with DHMTs in the operational districts for the implementation of project activities.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support  accountability through coordinating with other staff in other districts in efforts to reflect on project

experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform  adjustments to plans and implementation schedules.

  • Coordinate the provision of any logistical and administrative support to beneficiaries.
  • Ensure project documentation for assigned activities is complete as per donor requirements.

Under the supervision of the District Coordinator, the Project Field Officer will serve as the lead in  chiefdom/community activity implementation and ensures the implementation of quality SBC project  activities in assigned operational district.

  • Work with District Coordinator to report on barriers to implementation in the field and provide  inputs to problem-solving.
  • Prepare and represent CRS to report progress during DHMT monthly coordination meetings.
