1.) M&E/KMC Specialist
SCOPE OF WORK

TITLE: M&E/KMC Specialist
The USAID Global Health Supply Chain Program β Procurement and Supply Management (GHSC-PSM)Β project in Sierra Leone is the primary vehicle through which USAID (1) procures and provides healthΒ commodities, (2) provides technical assistance to improve partner countriesβ management of the supplyΒ chain, and (3) collaborates with key international stakeholders to support global health initiatives. TheΒ Sierra Leone office primarily work under the projectβs Presidentβs Malaria Initiative (PMI) task order toΒ provide health commodity procurement and supply chain technical assistance.
The Monitoring and Evaluation (M&E) and Knowledge Management and Communications (KMC) SpecialistΒ will be responsible for providing key technical support in the implementation of M&E and KMC projectΒ activities. The M&E /KMC Specialist will lead the development of the project M&E plan, promote dataΒ quality through periodic assessments and implement projectβs communications, including developingΒ stories and social media posts, reports, newsletters, and abstracts.
Key ResponsibilitiesΒ Β
M&E specific tasksΒ
- Lead the development of the projectβs M&E plan by identifying indicators and organizing dataΒ collection in accordance with the M&E plan.
- Lead in evaluating systems, identifying gaps in their functionality, and monitoring and trackingΒ the use of supply chain solutions across Sierra Leone.
- Promote creation of standardized reports to better inform decision making at the central andΒ district levels.
- Provide on the ground monitoring and data quality assessments to track progress towardsΒ achieving projectβs results using key performance indicators.
- Maintain the M&E system, periodically evaluate its effectiveness, and adjust as necessary toΒ provide the project with accurate and useful data.
- In collaboration with the MIS Specialist and Supply Chain Specialist, review malaria programΒ related data and submit routine M&E data to the GHSC-PSM reporting platform.Β Β β’Β Assist with the development of project annual work plans; monitor project progress against theΒ work plan deliverables and reporting requirements.
- Work collaboratively with technical teams to meet needs for project communication consistentΒ with USAID standards.
KMC related tasksΒ
- Identify stories from technical materials, such as reports and conference abstracts, and developΒ them into stories that follow a clear narrative arc, showcase the projectβs work, and appeal to aΒ non-technical audience.
- Develop content, such as reports, two-pagers, case studies, articles, blogs, social media,Β newsletter, presentations, conference materials, videos, and podcasts for publications.
- Perform other duties and responsibilities as needed.
Required Skills and QualificationsΒ Β
- Bachelorβs degree and four years of technically relevant experience in either M&E or Communications or masterβs degree with two years of technically relevant experience.
- Experience producing key performance indicators for project performance.
- Experience conducting data quality assessments and reporting.
- Knowledge of supply chain management, logistics systems, data warehousing, and dataΒ visualization considerations preferred.
- Experience developing professional content for websites, social media, and conferenceΒ presentations.
- Experience in capacity building including curriculum development and providing trainings.
- Highly organized, able to meet deadlines and prioritize tasks; works well under pressure.
- Demonstrated creative and analytical skills.
- Experience working with government partners at the national or regional levels.
- Experience working with international donors; USAID experience preferred.
- Β Demonstrated ability to communicate clearly and concisely.
- Computer skills in Word, Excel, Access, and other programs required (some experience with aΒ statistical package such as SPSS, STATA, SurveyCTO, PowerBI or SAS preferred).
- Excellent written and oral communication skills.

TITLE: MIS Specialist
The USAID Global Health Supply Chain Program β Procurement and Supply ManagementΒ (GHSC-PSM) project in Sierra Leone will be the primary vehicle through which USAID (1)Β procures and provides health commodities, (2) provides technical assistance to improveΒ partner countriesβ management of the supply chain, and (3) collaborates with keyΒ international stakeholders to support global health initiatives. The GHSC-PSM in SierraΒ Leone primarily works under the projectβs Presidentβs Malaria Initiative (PMI) task order toΒ provide malaria commodity procurement and supply chain technical assistance.Β The Management Information Systems (MIS) Specialist will be responsible for providing keyΒ technical support in the implementation of MIS project activities. The MIS Specialist willΒ support the use of LMIS and HMIS platforms to increase data analysis and visibility.Β Key ResponsibilitiesΒ Β
- Lead and manage technical assistance for Health Management Information SystemΒ (HMIS) and Logistics Management Information System (LMIS) strengtheningΒ activities.
- Work closely with the Supply Chain Specialist to evaluating systems, identifyingΒ gaps in their functionality, and monitoring and tracking the use of supply chainΒ solutions across Sierra Leone.
- Assesses the quality of data submitted to the country HMIS and LMIS system inΒ DHIS-2 and supply at various supply chain levels.
- In collaboration with the Supply Chain Specialist, lead the roll-out of supplyΒ dispensing platform.
- Support the Ministry of Health (MOH) in the integration of supply and DHIS-2.
- Β Provide technical support in building capacity of qualified trainers at the MOH inΒ data analysis.
- Promote creation of standardized reports to better inform decision making at theΒ central and district levels.
- Support the district level data clinic to guide supply chain decisions.
- In collaboration with the M&E/Knowledge Management and Communications Specialist review malaria program related data using data analytics tools to collectΒ and support submission of routine M&E data to the GHSC-PSM reporting platform.
- Assist with the development of annual project work plan.
- Perform other duties and responsibilities as needed.
Required Skills and QualificationsΒ Β
- Bachelorβs degree and four years of technically relevant experience in MIS requiredΒ or Masterβs degree with two years of technically relevant experience.
- Demonstrated knowledge of supply chain management, logistics systems, dataΒ warehousing, and data visualization considerations preferred.
- Experience in pharmaceuticals inventory management preferred.
- Experience working with government partners at the national or district levels.
- Experience working with international donors; USAID experience preferred.
- Experience in capacity building including curriculum development and providingΒ trainings.
- Strong analytical skills
- Computer skills in MS Word, Excel, Access, and other programs req
- Excellent written and oral communication skills.
