The Market Access officer will lead all field activities relating to: Climate-resilient farming, fishing and alternative livelihoods secured by communities through establishing livelihood action plans at community level; Establishing and supporting livelihoods circles at community level; EstablishΒ  and/or strengthen and train VSLA groups; Improved access to quality productive assets including access to and understanding of market information for project farmers, and linking project farmers to traders, transporters and private sector actors. S/he will coordinate his/her activities with local partner staff leading on facilitating access to finance resources and financial literacy especially related to testing and pilot VSLA for young people and linking VSLA groups to financial services.

S/he will support in project assessments including any market and value chain assessments.

S/he will ensure that agreed targets are on track, collect monitoring and case stories, and provide quality reports.

Main duties &Β 

Responsibilities:

Programme planning and implementation

Under supervision of the SLCRP Senior Officer- Cross Cutting:

  • Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe;
  • Actively participate in relevant project training of trainers;
  • Preparation of documentation (ToRs, SRs, training curriculum, budget, float request, transport request…) for a programmatic and logistical preparation to implement agreed field activities – trainings, workshops, coaching and monitoring visits;
  • Facilitate trainings and workshops in areas of responsibility ensuring all paperwork are properly filled and procedures followed (such as attendance lists, payment receipt etc.);
  • Support other project officers in Production/Availability and Market access activities where needed/appropriate;
  • Coordinate with local partner where needed on activities.

Monitoring and Evaluation

  • Participate in community entry meetings and identification of project beneficiaries;
  • Participate in project assessments including Market and value chain assessments;
  • Ensure that all agreed Monitoring, Evaluation and Learning requirements are captured on time through standardized data collection tools; are accurate and submitted to the SLCRP Senior Officer and the M&E Officer;
  • Participate in project planning, review meetings with staff and stakeholders, and ensure that key recommendations and learning are incorporated into day-to-day project implementation;
  • Actively participate in relevant review meetings with programme participants;
  • Participate in baseline, end line and monitoring surveys as required.

Reporting and documentation

  • Participate in the writing of monthly activity reports through the timely submission of activities up-date to the Team Leader- Cross Cutting;
  • Actively participate in the documentation of good practices and case stories working with PDQ team;
  • Participate in correct and accurate filling of documentation (soft & hard copies)

Other responsibilities:

Person specification:

Education, Qualifications & Experience Required

Essential

  • Must have a diploma or University degree in Agriculture, Economics, Development, Sociology or other Social Sciences;
  • Minimum of 4 years’ relevant experience and demonstrated knowledge and understanding of agricultural markets, financial and private sector actors, VSLA and IGS approaches (experience in fisheries markets desirable), (experience in environment, gender and nutrition an advantage);
  • Good capacity in community mobilization and knowledge of participatory approaches.

The Project Manager will work under the oversight of the Livelihoods Programme Coordinator.

Overall the role of the Project Coordinator is to provide strong management and leadership of the project team and partners and successful delivery of the SLRCP aiming to β€˜reduce the vulnerability of coastal communities to climate change impacts’ in Port Loko and Kambia Districts. S/He will receive technical support from the Livelihoods Programme Coordinator both on programming and on budget management.Β The post will be based in Port Loko District and supporting a national partner in Kambia with participation in Save the Children’s (StC) partnership meetings, as well as government and stakeholder meetings as needed.

The Project Coordinator will provide effective leadership and management of 2 team leaders, 1 M&E Officer and other project staff and ensure accurate and timely program planning, implementation, budgeting and reporting. S/he will be responsible for the day to day management of their line reports, developing project plans and ensuring they are carried out, monitoring expenditure and timely escalation of risks to his/her line manager. S/he will ensure the MEAL and Advocacy plans are properly implemented and provide technical backstopping and capacity building of project team and partners where needed. Approximately 50% of his/her time will be spent in the field carrying out supportive supervision visits. The Project Coordinator will ensure that close coordination between the project team and other sectors is maintained at all stages of the project, while also maintaining positive relationships with consortium partners, relevant District stakeholders including Ministries and other district development organizations

Main duties &Β 

Responsibilities:

Specific Roles and Responsibilities

Project Cycle Management

  • Prepare annual Detailed Implementation Plan (DIP), with realistic budget that correspond to approved donor proposal in coordination with Livelihoods Programme Coordinator; and ensure DIP are effectively monitored, managed and updated at least quarterly;
  • Prepare annual Procurement Plan that aligns to the budget and DIP; in coordination with Livelihoods Programme Coordinator and Senior Logs Coordinator; and ensure the procurement plan is updated at the same time as the DIP.Β  are effectively monitored, managed and updated at least quarterly;
  • Develop annual project budget including monthly cash flow forecasting; Ensure ToRs are in line with agreed budget; Conduct budget review including reforecasts at least quarterly; Conduct monthly Donor Management Account review with feedback; Submit monthly cash forecasts – in coordination with Livelihoods Programme Coordinator
  • Ensure the project is implemented according to agreed annual, quarterly and monthly work plans and budgets; delivers against timeframes, output and outcome targets/objectives;
  • Ensure timely project-related procurements, including timely submission of ToR and SRs for project activities (that are in line with agreed budget), purchase of supplies, maintenance and repairs, and related expenses;
  • Ensure that all project advances are liquidated properly, in line with ConcernΒ  policies and procedures, and with required supporting documents
  • Provide regular updates on project progress to Livelihoods Programme Coordinator highlighting any areas of variance with suggested corrective actions;
  • Provide strong management and technical support to project staff throughout the project cycle, giving constructive feedback and ensuring their plans and activities take on all commitments in the proposal.
  • Assist in ensuring all SLCRP staff in the district are familiar with and adhere to all Concern financial and procurement policies and procedures.

Technical

  • Lead in facilitating strengthened community structures, coastal governance platforms and Community Adaptation Plans (CAPs)
  • Ensure Local/District Development Plans incorporate Community Adaptation Plans and strengthened national and sub-national governments undertake climate adaptation projects
  • EnsureΒ  dissemination of knowledge, skills and solutions for climate-resilient health, nutrition and WASH for communities, especially women and children
  • Lead in enhancing climate resilience of schools and climate change education in schools
  • Lead in climate-resilient farming, fishing and alternative livelihoods secured by communities

Networking, advocacy and representationΒ 

  • Participate in quarterly partner review meetings with consortium, partners;
  • Ensure effective collaboration and build/maintain strong relationships with District Council, District Ministries: MAFS, Ministry of Social Welfare, Ministry of Gender and Youth Affairs, Ministry of Water Resources and Sanitation, District Health Management Team, District Environmental Protection Officer etc. as well as International Non-Governmental Organisations (INGOs) for successful implementation of the project
  • Representing Concern in relevant forums and meetings at district and national level.
  • Serve as a key focal person for arranging support for all project visitors to the district.

Monitoring, Evaluation and ReportingΒ 

  • Collaborate with consortium partners in the organisation/implementation ofΒ  mid-term and final evaluation and other assessments –  highlight areas of the adaptation of SLCRP to Port Loko and Kambia context;
  • Ensure that project activities are continuously monitored and evaluated according to project MEAL plan, including accuracy of data collection by SLCRP MEAL officer and project staff; and use of project learnings to improve programming;
  • Ensure up-to-date database of all activities on a quarterly basis by MEAL Officer;
  • With support from the PDQ team ensure that all collected data are analysed according to logical framework of the project;
  • Ensure high quality, timely monthly reports are compiled for submission to StC – for internal management purposes and donor reporting
  • Input into theΒ  annual report including case studies as per guidelines;
  • Prepare draft of input for Concern annual report with line manager

Human ResourcesΒ Β 

  • Line manage the Senior Officers and MEAL Officer,Β  contributing to their capacity building and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract;

The Senior Officer will be responsible for coordinating all day-to-day supportive supervision of the Project Officers to ensure that project activities are being carried out as per the agreed work plan. The Agriculture officer will lead all field activities relating to: Strengthened community structures, coastal governance platforms and Community Adaptation Plans (CAPs) by Developing, agreeing and consolidating CAPs with the targeted communities and conducting annual review meeting on CAPs to check progress/challenges

Ensuring Local/District Development Plans incorporate Community Adaptation Plans and strengthened national and sub-national governments undertake climate adaptation projects through ensuring they Strengthen district coordination mechanisms and Mentoring and joint supportive supervision at community level.

Enhance climate resilience of schools and climate change education in schools by supporting school use of climate resilient equipment.

Climate-resilient farming, fishing and alternative livelihoods secured by communities through supporting target communities to develop demonstration plots for coastal livelihood circles on improved climate resilient farming techniques, training lead farmers and fishers / fish preservation practitioners on peer to peer extension services, support the procurement of an assortment of farming tools & technologies (improved seedlings, hermetic bags etc.) and procurement of fish-preservation and fishing and equipment and training programme participants in preservation techniques and Undertake market facilitation activities to sensitize suppliers of inputs to increase supply while promoting demand among farmers and fishers / fish preservation. The officers will also conduct an inventory of water-sources and needs for agricultural purposes at a community-level, conduct trainings on agricultural water interventions and establish, train and equip maintenance committees for agricultural water interventions

Strengthened capacity of communities to protect, restore and sustainably use mangrove ecosystems for climate resilience by facilitating community-led mangrove assessments, conduct community level training on mangrove management and implement awareness raising on mangrove use at community and chiefdom levels.

S/he will support in project assessments.

S/he will ensure that agreed targets are on track, collect monitoring and case stories, and provide quality reports.

Main duties &Β 

Responsibilities:

Programme planning and implementationΒ 

Under supervision of the SLCRP Senior Officer- Agriculture, Climate Change and Environment:

  • Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe;
  • Actively participate in relevant project training of trainers;
  • Preparation of documentation (ToRs, SRs, training curriculum, budget, float request, transport request…) for a programmatic and logistical preparation to implement agreed field activities – trainings, workshops, coaching and monitoring visits;
  • Facilitate trainings and workshops in areas of responsibility ensuring all paperwork are properly filled and procedures followed (such as attendance lists, payment receipt etc.);
  • Support other project officers in activities related to climate change, livelihoods, WASH, Nutrition, MEAL, gender where needed/appropriate;
  • Coordinate with local partner where needed on activities.
  • Monitoring and Evaluation
  • Participate in community entry meetings and identification of project beneficiaries;
  • Participate in project assessments;
  • Ensure that all agreed Monitoring, Evaluation and Learning requirements are captured on time through standardized data collection tools; are accurately and submitted to the SLCRP Team Leader and the M&E Officer;

Education, Qualifications & Experience Required

Essential

  • Must have a diploma or University degree in Agriculture, Economics, Development, Sociology or other Social Sciences;
  • Minimum of 4 years’ relevant experience and demonstrated knowledge and understanding of livelihoods and climate smart agriculture (experience in NRM, gender and equality, markets and nutrition an advantage);
  • Good capacity in community mobilization and knowledge of participatory approaches.
