General Description of the ProgrammeΒ 

Technician working on innovation project Sedup at Kingtom Fecal Sludge treatment plant.

Topic:Β Nearly half of the world’s population relies on non-sewered sanitation. In urban areas of low-income countries,Β  dilute wastewater is stored at the source of generation (referred to as fecal sludge), prior to energy-intensive transportΒ  by road to treatment. Established solutions for solid-liquid separation (dewatering) rely on passive technologies thatΒ  require a large footprint, and in urban areas, land is scarce and expensive. Hence, dewatering is the missing link in theΒ  fecal sludge treatment chain. Alternative low footprint dewatering solutions used in sewer-based wastewaterΒ  treatment are expensive, not adapted for fecal sludge, and require continual supply of energy.

We are piloting a low-energy, low-footprint dewatering technology at Kingtom Fecal Sludge in Freetown, Sierra Leone.Β  The technology consists of open-source sensor technology, bio-based flocculants and a locally manufactured, manuallyΒ  operated dewatering press. Piloting this technology will provide the required data for scaling to similar contexts in Sub Saharan Africa and globally.

We are looking for a sanitary technician to support piloting of the low-energy, low-footprint dewatering technology atΒ  the Kingtom Fecal Sludge treatment plant.

General Description of the ProgrammeΒ 

GOAL Sierra Leone interventions support strengthening the health systems to support resilience &Β  sustainable health through improving health WASH service delivery systems. WASH interventions areΒ  implemented in three districts, namely, Western Area Urban, Kenema and Moyamba district. Other WASHΒ  interventions are mainstreamed into health interventions with focus on WASH in healthcare facilities. TheΒ  Urban WASH programme focuses on providing support to Freetown City Council (FCC) to improve the FSMΒ  system across the value chain. With financing from FCDO, GOAL SL supported the construction of the firstΒ  ever faecal sludge (FS) treatment plant. The FS Treatment Plant is a waste management centre where waste

to energy conversion pilot actions have also been tested and prototyped. The broader climate change relatedΒ  actions are attracting several partnerships, and the potential is expanding. GOAL Sierra Leone has beenΒ  supporting private sector involved in sanitation sector (Vacuum Truck Operators) to build their businessΒ  management capacities. From the engagement, it was evidenced that the private actors in the sector areΒ  very fragile with limited financial resources to improve the technologies they are using. With funding fromΒ  FCDO, GOAL Sierra Leone, in collaboration with Freetown City Council, initiated the first ever Service LevelΒ  Agreement (SLA) for the management of state – owned sanitation assets. The SLA provides an opportunityΒ  to the private sector to have access to improved mechanized emptying technologies. Three vacuum trucksΒ  and semi-mechanized faecal sludge emptying technologies were purchased and leased to the private sectorΒ  under the supervision of the FCC FSM Unit and FCC procurement team. The Urban WASH ProgrammeΒ  Manager working with GOAL SLA Facilitator embedded within FCC, FSM Unit, and FCC procurement teamΒ  will provide the oversight of this pilot, documenting the learning that can be used to inform the scale up.

Overview:Β 

The role of the Urban WASH Programme Manager is to provide technical, systems and administrativeΒ  coordination to GOAL SL Urban WASH project/programme. The position also contributes to advocacy andΒ  networking; contribution to the development of Urban WASH strategy in GOAL SL; and mainstreamingΒ  climate change in the project/programme.Β To fully discharge these responsibilities, the post holder willΒ  closely be working with the GOAL SL Asst. WASH and Climate Change Coordinator.Β 

Specific position’s Roles and responsibilitiesΒ 

Supporting Urban WASH governance:Β working with the GOAL Assistant WASH & CC Coordinator, WASH &Β  CC Coordinator and FCC environment and sanitation officer, FCC FSM Unit, Transfer Station Manager andΒ  Other WASH team members, the Urban WASH Programme Manager will strengthen the FCC – line ministriesΒ  liaison, leading the rethinking sanitation governance within FCC, work with TAs to FCC, improving theΒ  sanitation KPIs for various sanitation programmes supporting FCC to improve evidence-based decision making.

Urban WASH projects implementation:Β Track and monitor the urban WASH programme budget using Goal’s internal tools as per donor agreement, providing technical guidance to the urban WASH team, making sure the deadlines and deliverables are met as per donor agreement, developing and submitting monthly,Β  quarterly and completion reports for all urban WASH projects, provide technical quality assurance forΒ  managed projects, initiate and follow up the project specific procurements, supply and logistics, overseeΒ  project specific asset management including disposal plans.

HR management:Β initiate and oversee the Recruit staff for the urban WASH projects, Capacitate staff through trainings and one on one mentoring on need basis, Supervise and appraise urban WASH projects’ staff, Ensure all Freetown WASH team members have clear and measurable (SMART) performanceΒ  management objectives and that they are measured regularly and in line with policy, Identify and invest inΒ  creative WASH team members, Build WASH teams that are incentivized according to delivery, creativity,Β  innovation and accountability, Lead by example both upward and downward accountability and comply with all of GOAL’s accountability policies.

Coordination: Internal coordination – working with other programmes including Blue Economy, health….toΒ  explore areas of integration and sector cross-learning,Β External coordination – Liaise with relevant lineΒ  ministries, Freetown city council, community stakeholders and other implementing partners, contribute toΒ  the WASH sector coordination platforms including WASH Working group, National sanitation steeringΒ  committee, FCC sanitation enforcement working group, etc

MEAL:Β Work with the WASH Coordinator and MEAL department to ensure that appropriate systems are inΒ  place to monitor and measure urban WASH programming, Regularly monitor data/programme indicatorsΒ  and targets, and manage programmes using an adaptive management approach, Develop learningΒ  documents of high quality for internal and external audiences using GOAL learning tools, Take an active roleΒ  in recording and disseminating appropriately, both what is working programmatically and what is notΒ  working to both internal and external stakeholders with guidance of MEAL and WASH Coordinators

Fund raising:Β Working with the WASH Co, PDQ and PD to map and identify appropriate fund-raisingΒ  opportunities to support the country WASH programmes with focus on Urban WASH programme, WorkingΒ  with the Programme Development & Quality Manager, WASH Co to design and develop quality urban WASHΒ  proposals

Qualification & ExperienceΒ 

Education:Β 

  • The candidate must have a minimum of a first degree in Sanitary, Environmental, Civil Engineering,Β  or a related field of study.

Experience:Β 

  • Minimum ofΒ 5 yearsΒ working with a reputable NGO.
