GOAL is working with the stakeholders and is focusing on the support to DHMTs and Freetown City Council, WaterΒ Β directorate in planning and management to improve reproductive health and WASH outcomes.Β GOAL Sierra Leone is delivering programmes in 6 districts particularly in WASH, Adolescent sexual reproductive health,Β Β health system strengthening and inclusion. In Freetown and Kenema, GOAL implements WASH programmingΒ (FSMΒ Β project utilising the systems approach in Freetown funded under Gates Foundation & Irish Aid and rural WASH withΒ Β a focus on sanitation marketing, water points sustainability in Kenema funded under CW and IA).Β Β
In Freetown, Kenema, Kambia, Bombali, Koinadugu and Moyamba GOAL is implementing health system strengtheningΒ including clinical mentorship pilot in Kenema funded by DFID and Irish Aid and an Inclusion Programme focusing on theΒ promotion of decent work through advocacy particularly on the situation of informal sector workers, anti-humanΒ trafficking and child labour in collaboration with the World hope International and Sierra Leone Labour Congress fundedΒ by the European Union.

Overview of the roleΒ
The Senior Grants and Partnership Officer will be responsible for ensuring timely and effective support andΒ management of project grants and provide Partners in financial management and reporting of programme activities.
She/he will support the Finance Manager (Grants &Partnership) in reviewing budget completeness, coordinate postΒ award actions. Additionally, he will assist in coordinating field payments.
Main responsibilitiesΒ
- Support Senior Finance Manager (Grants & Partnership) in monthly preparation of BMT/Budget MonitoringΒ Tools for all active grants
- Support Senior Finance Manager (Grants & Partnership) in Grant set for donor budget (create account code,Β structure, and import to sage according to the donor template), after creating a code updated to finance formΒ & share to all staff.
- Support the unit in all donor audit (Provide documents for audits, liaise with auditors, filing of all reports (SoftΒ & Hard Copies) relating to the audit.
- Maintain comprehensive internal controls on grant and financial management system, sub-contracts, andΒ audit requirements.
- With Technical and Financial teams, conduct required reporting requirements on partnership financialΒ progress reports, donor reports, and asset verifications for Partners.
- Support the partners to develop policies: financial manual, procurement manual and Human ResourcesΒ Manual.
- Carry out the initial financial assessment of potential partners and develop a capacity gap plan, and continuousΒ assessment of the capabilities of each partner and identity potential control risk to GOAL with the support ofΒ the G&P Manager.

- Support Senior Finance Manager (Grants & Partnership) to develop βPartnership packageβ to guide partners toΒ ensure compliance in their implementation. The βPartnership packageβ would include templates and guidanceΒ on their use and would include procurement, stock, and fleet management as well as financial management.
- Ensure partners maintain systems of financial control consistent with GOAL standard including proper filing ofΒ supporting documents, monthly reconciliations of cash/bank books, payroll preparation and reconciliation,Β controls over access and distribution of cash/cheques
- Work closely with Senior Finance Manager (Grants & Partnership) to ensure delivery of high-quality fundingΒ submissions.
- Weekly submission of field (Country) liquidation position to HQ
- Ensure all Field payments are done in collaboration with Programme coordinators
- Ensure floats are well coordinator with field offices and timely payments is done
- Monthly submission of activities floats to HQ
Any other task assigned by the Line Manager

REQUIREMENTS (PERSON SPECIFICATION)

- Diploma/Degree in Accounting or related field with a minimum of 3 years of related work experience of which atΒ least 3 years is at management level in an international NGO

- Co- ordination of Maintenance of the GOAL Vehicle Fleet
β Identify all mechanical problems and spare parts needed with mechanic
β Establish and update a vehicle service schedule for vehicles and motorbikes
β Plan& coordinate all Mechanical works
β Sourcing Spare parts according to the specification numbers, models and terrain
β Implement Services & Repair Procedures according to Checklist for Servicing of VehiclesΒ Β β Control the works carried out in the Workshop (GOAL & Other Garage) according to βChecklist for VehicleΒ Services and Repairsβ
β Control the spare parts stock in the Office Store
- Supervision of GOAL- Fleet and Drivers
β Ensure complete documents in the vehicles (Registration, Insurance, Log Books, Inventory & EquipmentΒ Lists etc.) in the vehicles and in the Vehicle-Files
β Managing, supervising & training of GOAL drivers in coordination with LM
β Filing of Drivers Documents and Copies Driving Licences

β Make sure all vehicles are always in good, clean and safe running conditions

β Make detailed accident reports using the accident form in case of accidents together with Logistics Manager
- Control, Recording, Filing & Reporting of Vehicle Expense
β Always Maintain and update the Vehicle Files.

β Control and recording of Vehicle Logbooks (incl. Generators).
β Keep Records of Costs for Registration and Insurance of Vehicles
β Ensure that written off vehicles/motorbikes are not insured
β Maintain a list of all users of Motorbikes and Vehicles both in Kenema and Freetown β Update the list of all vehicles and motorbikes status.
- Arrange for Transports of Goods to Project areas
β Plan transport of goods in close liaison with Stores. Process OQRFs for Transport Services together withΒ Logistics Manager
β Get quotations for hiring of transport and make Bids Analysis in conjunction with Procurement teamΒ β Arrange movement of staffs
β Keep Payment Records of all Rental Vehicles
β Maintain list of transports done
