The Survey Subcontract Manager reports to the SiLPHIA Senior Operations Manager. S/He is responsible for overseeing the management of all sub-contractual agreements related to the Sierra Leone Population HIV Impact Assessment (SiLPHIA) survey. S/He will ensure effective, efficient, and compliant management of subcontracts to support the implementation of the survey. The Survey Subcontract Manager will coordinate with implementing partners, vendors, and service providers to ensure timely and high-quality delivery of goods and services while maintaining strict adherence to contractual terms and regulations.
ICAP urgently seeks highly qualified and experienced candidates to fill the Survey Subcontract Manager position as soon as possible. The successful candidate must hold at least a bachelorβs degree in business administration, Contracts Management, Law, or a related field. At least five years of experience managing subcontracts or grants within public health, international development, or large-scale survey projects.

Funded by the U.S. Centers for Disease Control and Prevention (CDC) and implemented with technical and management assistance from ICAP at Columbia University, the SiLPHIA survey is conducted in collaboration with the Ministry of Health (MoH), the National Public Health Agency (NPHA), and Statistics Sierra Leone (STATS SL).
ICAP seeks highly qualified and experienced candidates to fill the Survey Manager position by January 2025. The successful candidate will hold a Masterβs degree or higher in public health, demography, epidemiology, biostatistics, or a related field. At least five years of experience in public health research, surveys, or program evaluations, with a preference for work related to HIV/AIDS or reproductive health. Demonstrated ability to manage multidisciplinary teams in survey settings, with at least three years of managerial experience. Familiarity with the health systems, geographical landscape, and administrative structures of Sierra Leoneβs Western Area Region. Reporting to the SiLPHIA Senior Operations Manager, this position ensures the timely and compliant procurement of goods and services, efficient logistics coordination, and effective management of inventory and distribution processes for survey operations. The officer will be instrumental in ensuring operational efficiency, compliance, and the success of the survey.
ICAP seeks highly qualified and experienced candidates to fill the Procurement and Logistics Officer position by January 2025. The successful candidate will hold bachelorβs degree in Bachelorβs degree in Procurement and Logistics, Business Administration, Supply Chain Management, or a related field. Professional certification in procurement (e.g., CIPS) is an added advantage. Minimum of five years of experience in procurement and logistics management, preferably in public health, international development, or survey-related projects. Strong knowledge of Sierra Leoneβs procurement regulations and supply chain systems. Demonstrated experience in managing vendor relationships, negotiating contracts, and overseeing logistics in complex environments. Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and inventory management systems.

The incumbent will be responsible to provide comprehensive human resources (HR) support for the Sierra Leone Population HIV Impact Assessment (SiLPHIA) survey. This survey, supported by the U.S. Centers for Disease Control and Prevention (CDC) and implemented with technical and management assistance from ICAP at Columbia University, is a collaborative effort involving the Ministry of Health (MoH), the National Public Health Agency (NPHA), and Statistics Sierra Leone (STAT SL).
Reporting to the SiLPHIA Project Director, the Senior HR Officer will oversee recruitment, onboarding, payroll processing, employee relations, and compliance with labor laws and organizational policies. This position is critical to ensuring a compliant, well-supported workforce that is aligned with the projectβs goals and timelines, contributing to the successful implementation of the SiLPHIA survey.
ICAP seeks highly qualified and experienced candidates to fill the Senior Human Resource Officer position by 31st January 2025.The successful candidate will hold a Bachelors Degree in Human Resource Management or related field is required. A Masterβs degree or professional certification in HR (e.g., CIPD, SHRM) is highly desirable. Minimum Five Years of experience in Human Resource Management preferably in a public health, international development, or large-scale survey project.
