Masanga Hospital is a 150-bed tertiary care and teaching facility located in Sierra Leone, serving aΒ catchment area of approximately 440,000 people and receiving nationwide referrals. MasangaΒ Hospital has built a strong reputation within the Sierra Leone healthcare system. Our work isΒ underpinned by three core pillars: Clinical Care, Education, and Research.
We are a member of the University of Sierra Leone Teaching Hospital Complex (USLTHC), and Masanga offers 5 high-quality education programs.Β Our students work in almost all governmentΒ hospitals across the country. Additionally, the Masanga Medical Research Unit (MMRU) drives highΒ quality research aimed at improving care in low-resource settings and providing career opportunitiesΒ for aspiring Sierra Leonean medical researchers.
Masanga Hospital is in a critical phase of transitioning towards becoming a fully functionalΒ government hospital,Β with support from (international) partners,Β by July 2026. This transition isΒ essential for continuing to provide essential and complex health services to the people of SierraΒ Leone and for strengthening the national health system through human capacity building andΒ research.
Job descriptionΒ Β
We are seeking a highly skilled Hospital Secretary to join our leadership team. Reporting directly toΒ the Medical Superintendent (MS), you will play a pivotal role in overseeing the daily operations ofΒ the hospital. As the administrative head, you will work closely with the MS and the hospitalΒ management to execute the hospitalβs transition plan and strategic directives from the InterimΒ Management Board. You will be the central figure in managing a complex organizational structureΒ and maintaining strong relationships with our various partner organizations.Β Within these roles, youΒ will have the following responsibilities:
β Collaborate closely with the Medical Superintendent (MS) and hospital management to ensureΒ smooth and efficient daily operations.
β Lead the Hospital Management Team, ensuring the efficient functioning of administrative functionsΒ including HR, finance, logistics, and communication.
β Together with the MS, oversee organizational development and lead change management andΒ reorganization processes.
β Act as secretary to the Interim Management Board, managing meeting schedules andΒ documentation.
β Chair the βHarmonization and Alignment Groupβ to ensure coordination between key partners,Β including CapaCare, German Doctors, MMRU, and Tonkolili District College of Health Sciences.
β Jointly manage the hospitalβs external relations with the MS, including advocacy, lobbying, andΒ partnership development.
β Lead the hospitalβs fundraising and grant writing efforts, in close collaboration with the MS.
Tasks (not limited):Β
β Manage daily hospital operations in close coordination with the MS.
β Organize and prepare bi-weekly meetings for the Hospital Management and the βHarmonizationΒ and Alignment Group.β
β Communicate with the Ministry of Health and other stakeholders to drive the hospitalβs transitionΒ and strategic goals.
β Collaborate with the finance manager to prepare and manage the hospitalβs budget. β Ensure regular reporting to the Interim Management Board, partners, and donors. β Oversee performance management of hospital staff in collaboration with the HR manager.

Job Vacancy: Financial Manager, Role OverviewΒ
Masanga Hospital is seeking an experienced and motivated Financial Manager to oversee andΒ manage the hospitalβs financial planning, operations, and reporting. In this role, you will play a crucialΒ part in ensuring the hospitalβs financial sustainability and supporting its mission of providing high quality healthcare services. The Financial Manager will be responsible for establishing robustΒ financial systems, ensuring compliance with regulations, and fostering a culture of financialΒ accountability. This role will report to the hospital secretary and work closely with the medicalΒ superintendent. The successful candidate will also contribute to the transition of the hospitalβsΒ financial structure towards a model aligned with government hospital standards.
Key ResponsibilitiesΒ
Financial Strategy & PlanningΒ
β Develop, manage, and present the hospitalβs annual and monthly budgets in consultation withΒ department heads, aligning with operational and strategic goals.
β Unify and streamline budget flows from various partners (Masanga NL, German Doctors, CapaCareΒ etc) to ensure coherence, transparency, and optimal resource utilization, with at least monthlyΒ updates to funding sources.
β Create medium and long term financial forecasts considering funding sources, operationalΒ expenses, and growth requirements.
β Prepare financial reports for other supporting partners with their stipulated procedures andΒ reporting templates.
β Lead the preparation of accurate, comprehensive annual financial reports in a timely manner. β Review, update, and develop the Masanga Hospital Financial Policy as required.
Accounting & Financial OperationsΒ
β Set up and customize financial software (e.g., QuickBooks) to suit the hospitalβs needs, ensuringΒ compatibility with local regulations and donor requirements.
β Oversee daily financial transactions, including cash flow management, invoice processing, and bankΒ reconciliations.
β Review financial reports from the finance officer and provide guidance on corrective actions whereΒ necessary.
β Ensure timely daily reporting from cashiers and accurate filing for income from various hospitalΒ services (e.g., laboratory, pharmacy, surgeries, etc.).
β Maintain financial reporting standards in line with Masanga Hospitalβs policy and Sierra LeoneanΒ law.
β Ensure donor funds are tracked and spent in accordance with agreements, providing clearΒ documentation for accountability.
β Supervision of the pre-audit of funding bodiesβ work and collaborate with the Hospital Secretary onΒ financial contracts and to manage audits and respond to audit queries.
β Analyze financial data to optimize profitability, improve transparency, and ensure compliance withΒ best practices.
β Review and process payments made to clients, vendors, and other business partners β Maintain an accurate filing and record-keeping system for all financial statements and MasangaΒ Hospital documents
ReimbursementΒ Β
β Prepare all contracts for health insurance with institutions requesting for our services and liaiseΒ with them for proper coordination.
β Ensure timely submission of invoices to institutions and follow up on payments. β Manage charity invoices and ensure proper validation and payment.
β Oversee accounts receivables and ensure timely reimbursement with support from the FinanceΒ Officer.
βΒ Develop policies related to accounts receivables in consultation with the Hospital Secretary andΒ Medical Superintendent.
β Participate in pricing of services rendered and assess potential accounts receivables beforeΒ incorporation into hospital records.
β Identify cost-cutting opportunities without compromising long-term financial health. β Ensure payroll is prepared in compliance with Sierra Leonean laws, including timely statutoryΒ deductions.
System Development & TransparencyΒ
β Regularly update and revise the hospitalβs financial policies and procedures. β Develop a set of Standard Operating Procedures (SOPs) for financial operations, coveringΒ procurement, expense approvals, and reporting.
β Conduct internal reviews to identify areas for improvement in financial practices and ensureΒ compliance with best practices.
β Create a monthly financial dashboard to present clear, concise summaries of financial performanceΒ to stakeholders.
Reporting & ComplianceΒ
β Prepare and present detailed financial reports, including income statements, balance sheets, burnΒ rate and cash flow statements, for hospital management, donors, and the Board. β Ensure all financial reports and documentation meet deadlines and comply with donor and localΒ regulatory requirements.
β Stay up-to-date with Sierra Leonean tax laws and financial regulations to ensure compliance andΒ minimize risks.
β Manage the preparation and submission of tax returns and statutory filings as required.
Capacity Building & Team ManagementΒ
β Train and mentor the local finance team (finance officer and cashiers) on financial software,Β principles, and SOPs.
β Establish a weekly review process with the finance team to ensure task completion and identify anyΒ support needs.
β Act as the primary point of contact for financial queries from internal and external partners. β Facilitate performance appraisals and provide technical support to team members.
Qualifications & ExperienceΒ
Essential:
β A degree (BSc, or preferably Masterβs) in Finance, Accounting, or a related field.
β Minimum of 3 years of financial management experience, preferably within a healthcare or NGOΒ setting.
β Strong knowledge of budgeting, budget management, and financial systems implementation.
β Proficiency in accounting and financial software (e.g., QuickBooks, Xero) and Microsoft OfficeΒ (Word, Excel).
β Demonstrated experience promoting financial transparency and establishing internal controls.
β Knowledge of Sierra Leonean financial regulations and tax laws.
Desirable:
β Familiarity with hospital financing procedures in collaboration with the Ministry of Health andΒ Ministry of Finance.
β Professional certification (e.g., ACCA, CIMA) is an advantage.
