Position Objective
The Director of Communications and Public Affairs is responsible for leading the Communications unit under the guidance of the CEO. The Director of Communications and Public Affairs is accountable for the successful communications surrounding the implementation of the compact (from initiation to execution to completion), building collaborative relationships with Project and Sector Directors to build out communications on the compact, and overseeing communication department budgets, contracts, and staff if applicable. The Director of Communications and Public Affairs ensures the alignment of project execution with the overall objectives of the compact and the judicious management of its resources.
Duties and Responsibilities
- Lead the Communications and Public Relations for the compact, ensuring alignment with established strategies, frameworks, budgets, and resources.
- Manage events, media and stakeholder outreach, and public information campaigns related to the compact and its projects.
- Develop an integrated communications strategy in compliance with MCC and GoSL guidelines, targeting local and national media, government officials, stakeholders, and other relevant audiences.
- Engage with stakeholders and project-affected persons to amplify compact work and advance project success through various communication channels.
- Coordinate with the Environmental and Social Performance (ESP) Director and Environmental and Social Oversight Consultant (ESOC) to review and provide input to the Compact Stakeholder Engagement Plan.
- Adapt the communications strategy to address emerging needs, tailoring the approach to reflect organizational priorities and enhance messaging.
- Establish a work plan to guide and track work against the communications strategy, providing guidance to project staff and team members.
- Build a strong communications network with local and regional media, serving as the official spokesperson for MCA-Sierra Leone and the compact.
- Collaborate with the Monitoring, Evaluation, and Economic Analysis Director and Project Directors to keep stakeholders informed of progress via targeted channels.
- Manage the implementation of MCC branding guidelines, develop and maintain a library of communications tools, and oversee communications consultant and PR firm contracts.
RequirementsΒ (Education, Experience, Technical Competencies)
- University degree in Communications, Journalism, Community Development, Business Administration, or related field; advanced degree preferred.
- Approximately ten years of relevant experience in corporate and public communications, community and public outreach, or advocacy communications, with at least three years at a senior management level.
- Ability to think strategically and manage projects.
- Experience working with national and local media houses and agencies; previous on-the-record experience preferred.

Position Objective
TheΒ Director, Distribution and AccessΒ manages the project that seeks toΒ increase reliable delivery and consumption of electricity in Sierra Leone, while reducing barriers to access in selected communities.Β Oversight to project design and delivery is central to the MCAβs mission and establishing a reputation for quality and reliability in national development and highlighted in this positionβs responsibilities. The Director, Distribution and Access will demonstrate adaptive capacity to address emerging challenges throughout the compact life cycle, liaise with varied stakeholder and actively resolve their needs. The Director, Distribution and Access will also sustain the relevance of the project and will position the MCA to deliver on the objectives of the Compact.
Duties and Responsibilities
- Provide strategic leadership and direction for the overall planning, implementation, monitoring, and evaluation of the MCA Distribution and Access Project,
- Supervise and manage a team, providing oversight of employees' performance and providing guidance, support, and developmental feedback.
- Monitor, evaluate, and communicate project progress with MCC and MCA counterparts, making necessary adjustments to address emerging issues, risks, or opportunities,
- Establish and maintain strong relationships with government counterparts, local authorities, project beneficiaries, and other local stakeholders.
- Advise teams on optimal approaches to resource management, project planning, and delivery to align to wider MCA program strategies, frameworks, and budgets.
- Act as Contract Manager for all contracts related to the Distribution and Access Project.
- Sustain oversight of awarded contract performance via reviewing and approving high level contractor work plans and resource plans and negotiating any changes to project deliverables as necessary.
- With MCA and MCC-relevant counterparts, ensure project compliance with Environment and Social Performance, Gender and Social Inclusion, Monitoring & Evaluation, and any other MCC or government requirements.
- Collaborate with the Management Oversight Social and Environmental Support (MOSES) team.

- University degree in Power Project Development, International Infrastructure Development, Business Administration, Public Administration, Engineering, Economics, or other relevant field required; advanced degree preferred.
- Minimum of ten years of experience managing large-scale power infrastructure projects in emerging markets.
- Minimum of seven years in a managerial role supervising a team and overseeing project development.
- Minimum of five years of experience with contract/contractor performance management, including developing terms of reference, contract award, monitoring quality and performance, and negotiating amendments and damages.
- Proven technical and commercial experience with distributed generation (DG), independent power producers (IPP), and power system operation, distribution dispatch operations, and distribution planning at national and regional levels.
- Demonstrated experience managing a large program with an average annual turnover of at least USD 10 million.
- Demonstrated leadership and interpersonal skills, with evidence of effective collaboration across departments and international teams.
- Experience with international norms and standards in managing donor-funded projects, preferably with organizations like MCC, World Bank, USAID, or other international development agencies.

- In-depth knowledge and experience with Sierra Leoneβs environmental laws and regulations, especially in the energy sector, public health and safety, consultation, land acquisition, and involuntary resettlement, as well as international best practices like IFCβs standards and World Bankβs policies.

The Director of Finance leads the finance unit and has overall responsibility for the strategic and day to day management of the compact's budget and ensuring the health of the compact financial management through the life of the compact. In addition, this individual is responsible for supervising staff, managing the Fiscal Agent contractor in accordance with the Fiscal Agent Agreement, and support services in accounting, budget management, grants, and disbursements, as well as overall financial control of the MCA-Sierra Leone office.Duties and Responsibilities
- Lead the overall finance functions of MCA, ensuring sufficient finance and accounting support for operational and programmatic functions.
- Analyze operational and programmatic needs, assessing the capacity of multi-fund, multi-year projects and daily operational requirements.

- Provide guidance and oversight to ensure gender equality and social inclusion are integrated across contracts and Compact activities.
- Oversee the operational integration of gender and social inclusion issues in budgets, procurements, contracts, project management documents, and systems.
- Develop and implement MCA-Sierra Leoneβs Social and Gender Integration Plan, monitor progress, and manage GSI planning and budgeting exercises.
- Oversee the implementation of the Women in Energy Activity under the Compact.
- Ensure women, youth, and disadvantaged populations have increased employment opportunities in Compact infrastructure projects.
- Oversee stakeholder engagement strategy for GSI and serve as the lead point of contact for relationships with government, civil society, and other GSI stakeholders.
- Ensure compliance with Sierra Leonean laws and MCC policies related to gender and social issues, including the MCC Gender and Inclusion Policy and Counter-Trafficking in Persons Policy.

The Director, MEEA leads the combined Monitoring & Evaluation (M&E) and Economic Analysis (EA) Unit, under the guidance of the D/CEO for Management, MCA-Sierra Leone. The goal of the MEEA unit is to produce timely, relevant, and reliable data and assessments related to the progress and quality of project implementation and the achievement of targeted results by the Sierra Leone Power Compact. The MEEA Director is responsible for leading the monitoring and reporting of progress toward compact targets, supporting the independent evaluations of the program, assisting the economic analysis and other related activities of the compact, and managing the program M&E budget and MEEA staff. The MCC counterparts to this position with whom the MEEA Director will liaise are the M&E Lead(s), Results Reporting Analysts, and Economist(s).Duties and Responsibilities
- Lead the development and periodic updates of the Sierra Leone M&E Plan in accordance with MCC policies and guidelines.
- Implement the monitoring component of the M&E Plan, defining performance indicators, tracking risks, and addressing data gaps.
- Ensure M&E requirements are incorporated in contracts and agreements and produce the Indicator Tracking Table (ITT) with quarterly updates.
- Conduct Data Quality Reviews and field assessments to monitor progress towards outputs and intermediate outcomes.
- Support the design and implementation of evaluations, providing data and documentation, and managing local stakeholder reviews.
- Collaborate with the MCC Economist to update Cost-Benefit Analyses and Beneficiary Analyses.

- Strong understanding of project management methodologies and the ability to apply procurement principles in a project-based environment.
- Previous working experience with international donors or development agencies preferred.
- Fluent written and verbal communication skills in English. Communication skills in Krio strongly desired.
