Position OverviewThe Operations Assistant plays a critical role in the PIH Operations team. The role involves assuring the program at Bandajuma and Buedu health facilities are running effectively. The Operations Assistant shall support the Operations & Facility Management Advisor and work hand in hand in improving the quality of operations at the respective health facility. They shall help the Operations & Facility Management Advisor in creating the enabling environment for all staff, including clinical, clerical, and administrative staff, to do their jobs.Essential Duties and Responsibilities: 

• To help build systems, or improving them in the health facility.

• To ensure supervisory staff perform their daily tasks

• To track fuel usage, maintenance of generators and cleaning of equipment/tools at the facility.

• Responsible for providing cleaning standards and supervising the EHWs/Janitors, and laundry staff.

• Requesting and maintaining inventory of cleaning materials/tools or equipment and other office supplies, monitoring and reporting on summary of inventory status.

• Implement improved operational policies and best practices that promotes efficiency.

• Work with the Infrastructure and other teams to ensure facility maintenance as they will be checking to ensure that the taps, light bulbs, etc. are functioning well.

• Shall work closely with the Operations & Facility Management Advisor in identifying operations weaknesses, opportunities to strengthen existing policies and practices, as well as solving problems and responding to emergencies as they arise.

• Help organize meetings, trainings, and orientations at the facility.

• Help take minutes in meetings.

• Perform other tasks in line with operations management as maybe directed by Supervisor or Management.

Position Overview

PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

 

The Technical Specialist will support the Chief of Party in leading the technical aspect of the program to realize this vision, overseeing and managing offsite trainings conducted through the project, leading the QI and clinical mentoring, data quality and use, and activities such as MDSR, District In charges meetings etc.

An experienced public health and health systems strengthening specialist, s/he will oversee all PIH service delivery, technical advising and support activities to the project districts. S/he will support in development and implementation of technical materials ensuring that district health management teams—the district-level technical implementers of health plans—are equipped to manage various aspects of project implementation. S/he will work in coordination with the PIH district teams to support needs assessment at the supported districts and health facilities followed by development and implementation of plans contextualized to the needs of each district.

This is an exciting role to make a significant difference to health policy and health service delivery in Sierra Leone, for an individual that combines very strong interpersonal skills, with clinical and public health expertise, and experience in global health delivery.

Essential Duties and Responsibilities: 

Responsibilities

Technical and operational support for programme implementation

  • Support the development of high-quality technical documents, e.g., SOPs and guidelines that codify existing PIH systems and processes for replication, such as in clinical algorithms, referral, triage, monitoring and evaluation, quality improvement, and management of clinical operations ensuring alignment with the National systems to the extent possible.
  • Work with District clinical Advisors across QEHSSSP-supported district to Support DHMTs through assessing DHMT capacity against project goals, and supporting professional development, HR development and policy and service delivery planning.
  • Under the guidance of Chief of Party, support needs assessment and support the District Health Management Team in developing contextualized innovations to improve the quality of health services.
  • Provide technical guidance and operational support to PIH district teams and government counterparts on the best practices and approaches to achieve the key deliverables of QEHSSSP.
  • Work with RCH, District Clinical advisors and DHMT teams to review MPDSR report and develop appropriate to avoid future maternal and perinatal deaths.
  • Develop and implement a QI/clinical mentorship plan and framework based on overall PIH QI/mentorship vision and strategy working with relevant teams at PIH.
  • Coordinate with internal PIH stakeholders and the MoHS to ensure delivery of high-quality technical trainings on RMNCAH and Nutrition.
  • Coordinate with the stakeholders at MoHS to implement the agreed packages of capacity building for the hubs supported by the project and their associated spokes.
  • Support in consolidation and response to requests arising from the supported DHMTs.

Program Management, Monitoring and delivery of results

  • Support data quality improvement at the supported health facilities and DHMTs.
  • Oversee the technical aspects of program delivery and ensure success in line with vision, targets, and deliverables, directly overseeing all technical aspects of the program.
  • Support the Integrated Health Project Administration Unit (IHPAU) in collection and compilation of data needed as per the Project Monitoring and Evaluation Framework.
  • Participate in monitoring and evaluation exercises and programme reviews with the government and other stakeholders to assess progress and to determine required action/interventions to achieve results.
  • Actively monitor programmes/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks, potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Support in preparation of regular and mandated programme/project reports for management, donors and partners to keep them informed of programme progress.
  • In the absence of Chief of Party, act as the focal point for the project technical aspects in relations with the World Bank and Ministry of Health and Sanitation including IHPAU

Representing PIH-SL with policymakers at national and district levels

  • Represent PIH-SL in technical working groups and with the Ministry of Health and Sanitation, working closely with the Chief of Party, PIH Chief Medical Officer and clinical teams to support advancement of health policy and strategy in Sierra Leone and ensure inputs according to PIH mission and vision
  • Work with PIH staff and District Health Management Teams on the implementation of clinical systems based on standard tools and processes, to accompany ongoing service delivery efforts

Required qualifications 

• Medical Doctor or Master in Public Health with at least 5 years of experience in RMNCAH and Nutrition program implementation.

Required experience and competences 

• At least five many years of experience in the implementation of donor-funded projects in public health or international development in low-income settings

• Demonstrated experience in the delivery of RMNCHAN interventions in Sierra Leone including capacity building activities such as mentoring and training .

• Willingness to spend multiple weeks a month in field locations in rural Sierra Leone

• Track record of successfully delivering complex, fast-paced projects with multiple stakeholders and deliverables, to tight timelines

• Proficiency in Microsoft Office suite, including Word, Outlook, PowerPoint and Excel

Position Overview

The Senior Healthcare Data Analyst (SHDA) will be working under the supervision of the Health Statistics Manager in the Strategic Health Information System department. The SHDA will work closely with PIH-SL RNMCH Director and MCOE Program Manager to develop MCOE reporting requirements prior MCOE launch. This position will ensure that the needs of health data and information for the following stakeholders are fully covered and satisfied anytime: clinical leadership, heads of programs or services, plus SMT. This position will be focused on producing information and knowledge to feed and inform relevant internal and external stakeholders.

 

Essential Duties and Responsibilities: 

Data Analysis, Reporting and Collaboration:• Lead the improvement of MCOE-related ETL tables in collaboration with the eHealth unit and key overseas stakeholders prior, during and after MCOE launch;

• Extract, Clean, Transform, Analyze data, Disseminate information from diverse sources (paper, OpenMRS, CommCare, other ODKs) to inform RMNCH decision-making process at KGH and  PIH-wide;

• Supervise a team comprised of [junior] data analysts or officers;

• Ensure timely submission of all reports with optimal data quality in collaboration with the health statistics manager;

• Actively collaborate with the SHIS, Boston SIS and IT teams in process improvement initiatives;

• Upon request of SHIS Lead, Manager, perform ad-hoc data analysis.

Data and Information Governance:

• Maintain outstanding practices of an advocacy for data ethics principles;

• Lead the development of a training curriculum for different clinical and non-clinical stakeholders and provide trainings to staff as indicated by SHIS and other clinical teams;

• Work with relevant SHIS stakeholders to ensuring the best practices of data management lifecycle;

Data use: 

• Promote value-based activities according to SHIS data use improvement framework;

Position Overview

In Sierra Leone, electronic medical records (EMR) make a major contribution to PIH efforts to strengthen healthcare systems. PIH and its partners pioneered the development of OpenMRS, an open-source electronic medical record system. PIH-SL, SHIS in collaboration with the SIS Boston, develops and supports the electronic medical record system in use in the rural District of Koidu (Kono District Hospital) and Wellbody health center, with patient records supporting care for HIV, TB, NCDs, Mental Health and maternal and child health.

The Clinical Informatics Specialist is working under the supervision of the eHealth Manager and the strategic orientation of the SHIS Lead. This position is the technical associate of the eHealth unit for all digital health interventions happening at the Koidu Government Hospital (KGH) and at the Maternal Center of Excellence (MCoE), in particular, for the pre and post implementation phases of the KGH Electronic Medical Records extension at MCoE. In support to the Koidu DHMT and PIH-SL’s Strategic health information systems (SHIS), in their mission of uplifting  digital health interventions in Kono, this position is providing valuable technical health and nursing informatics insights. In improving the collaboration among IT professionals, clinical stakeholders and data managers. This position also presents a fantastic learning and growth opportunity for a candidate interested in a unique overseas job with Partners in Health Sierra Leone.

Essential Duties and Responsibilities: 

  • Actively Develop and extend tools to facilitate the improvement of data quality ,data use and system adoption;
  • Actively participate in interoperability and  Data Warehouse projects on OpenMRS, CommCare and DHIS-2;
  • Ensure high fidelity of electronic and paper data to actual operations;
  • Collaborate with cross-functional teams, including clinicians, administrators, data analysts and IT professionals, to identify clinical and reporting workflows for the MCOE;
  • Conduct interviews and workshops with MCOE staff to understand their needs and challenges prior during and after MCOE launch. Translate these requirements into clear and concise business and technical specifications for the EMR;
  • Mentor and build technical capacity in digital goods implementation within SHIS eHealth Unit comprised of eHealth officers, junior software developers;
