PartnersΒ InΒ Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview

The Procurement Assistant will support the Sourcing team in full spectrum of sourcing activities including requests for quotations, bid management and analysis, and purchase plan development. The Procurement Assistant plays an important role in supply chain optimization and will receive requests for procurement, prepare requests for quotation, communicate directly with suppliers and requestors, and coordinating with finance team for payment.

The Procurement Assistant must also ensure that we follow our standard operating procedures in a timely and efficient fashion and maintain consistent and organized records. This position requires a high level of integrity, analytical skills, and attention to detail. Essential Duties and Responsibilities:Β 

  • Receive and triage requests from site colleagues and work with program and clinical representatives to collect order details and required item specifications.
  • Submit Requests for Quotations, Requests for Information, and Requests for Proposals, ensuring that Partners In Health (PIH) product/service requirements are properly communicated to vendors.
  • Analyze Requests for Quotations, Request for Information, and Request for Proposals using bid analysis template. Collaborate with site colleagues to determine a purchase plan.
  • Research and evaluate vendor’s new and existing vendors on parameters such as price, quality, selection, service, support, availability, reliability, and production and distribution capabilities.
  • Identify opportunities for cost savings and formulate proposals. Track sourcing savings throughout the year.
  • Ensure that all procurement paper work is completed checked approved and fully handed to finance department and any outstanding paper followed up till the complete closure of procurement loop

Facilitate compliance with internal financial controls and procedures

Ensure proper filing of documents for Procurement/Logistics team for record/audit trail

  • Support with conducting market surveys for regularly used consumables (cleaning supplies, stationary, infrastructure supplies, medical consumable, medications, etc.)
  • SupportΒ  Procurement specialist and Sourcing officer in carrying out other tasks as requested

Education and Work Experience Requirements:Β 

  • Higher National Diploma in Business Administration or related field
  • Minimum 1-2 years relevant working experience with an International NGO
  • Good communication skills, both orally and written
  • Ability to meet deadlines
  • Ability to organize and prioritize tasks
  • Team player
  • Good level of proficiency in Microsoft programs (MS word and Excel)
  • Self-starter – ability to work with minimal supervision while maintaining high level of effectiveness, organization and integrity
  • Attention to Detail – disciplined in maintaining focus on details, in terms of inventory records, physical storage, and adherence to process and procedures
  • Demonstrated ability to interact professionally with multicultural staff, suppliers, and partners
  • Interest in social justice and health care
  • Professional proficiency in English is required. Proficiency in Krio is desired
  • Must not hold dual employment

Position OverviewThe Hospital Social Worker (HSW) serves as a link and accompanier between clinicians, and patients or patients’ relatives at Koidu Government Hospital (KGH). The HSW primarily serves to accompany and check on vulnerable patients admitted to the wards during their hospitalization.Β  Hospital Social Worker is a staunch patient advocate, who provides for/addresses patient’s social needs, to ensure that patients receive proper care and are not charged unofficial or illegal fees.Essential Duties and Responsibilities:Β 

    • Act as patients’ advocate
    • Assess and identify vulnerable patients, and link them with the available social support program.
    • Receive referral information and instructions from the Hospital Social Work Lead or clinical leads
    • Accompany patients through Koidu Government Hospital, counseling patients on the process and insisting on correct, legal costs of treatment.
    • Visit vulnerable patients who have been admitted each working day, counsel them on their conditions and note questions, concerns, and information about their social problems, and discuss them with the Hospital Social Work Lead or Clinical Lead.
    • Liaise with nurses and administrators to ensure proper care of patients and continue with good relationships and teamwork
  • Additional Responsibilities:
  • Assist patient with discharge process home or; referrals to outside facilities
  • Liaise with PIH Finance and SHIS Department
  • Perform such other duties, related to the department, project, and/or job description, as may be required by the Hospital Social Work Lead.Β
