- Background

Peace Corps was invited to Sierra Leone in 1962, since then hundreds of Peace Corps Volunteers has worked in the fields of Education, Health, Agriculture community development etc. The work of Peace Corps Contractor does not limit itself to the role: active support of the Peace Corps mission is paramount to the job because contractors are representatives of Peace Corps in Sierra Leone.

- Objective of the Position
The Programming and Training Specialist – Health provides technical expertise to Peace Corps Sierra Leone Community Health project. The incumbent will support the Program Manager (PM) and works as part of a team collaborating with the Programming and Training Unit. The P&T Specialist creatively helps determine the best utilization of the Volunteer skills and abilities to contribute to community health in Sierra Leone. This includes building partnerships at national, district and local levels for optimum Volunteer work placements. The P&T Specialist, with minimal supervision, provides technical training and guidance to Volunteers and supports Volunteers to adjust to site, to manage work relationships and to understand the way forward for their specific work placement to ensure the maintenance of a quality Peace Corps program overall.
In addition, the P&T Specialist is responsible for advancing Peace Corps Sierra Leone’s community-based interventions. in collaboration with programming, training, administrative, safety and medical staff to ensure a productive, safe work environment for Peace Corps Volunteers in their communities. This position provides oversight and logistical support to Volunteers.
The Programming and Training Specialist position is located in the Peace Corps/Sierra Leone office on Freetown and reports directly to the Program Manager for Education. S/he coordinates in his/her routine responsibilities with the Program Manager Health
- Tasks & Deliverables
Trainings:
- Coordinate with PM and the other training staff on the design, implementation, and evaluation of the Pre-Service and In-Service Training events for Health project. This includes identifying relevant competencies, identifying human and material resources, assessing PCT/V needs, and drafting a training continuum for PCVs.
- Design, deliver, and evaluate the technical training for Health project. All training must be aligned with project goals and objectives including collaboration with all facilitators, solicitation of guest speakers, and communication with the TM on any training costs.
- Participate, as agreed upon with the PM, and TM, in all training events. This would include preparatory Training of Trainers (TOT), ongoing evaluation meetings, and debrief meetings.
- Leads the Training of Trainers for the Health component of the training group.
- Monitor and evaluate qualifications of each Peace Corps Trainee (PCT) during and at the end of PST, particularly as related to the technical component of training.
- Collaborate with the PM, and training staff to assess PCT competence for service.
- Assist the PM to complete timely initial and site placement interviews with PCTs.
- Assist the PM to conduct PCV meetings
Volunteer Support:
- Travel regularly throughout the country to establish and maintain effective working relationships with sponsoring organizations, local community members and officials.
- Visit Volunteers periodically at their sites to offer advice and assistance to them and their counterparts/supervisors, Community Integration Facilitators (CIFs) in order to enhance working relationships and performance.
- Document activities and results in regular site visit reports.
- Assist Volunteers in improving their job performance and their social and cultural adaptation through the provision of technical support, cultural insights, and direction to relevant and available resources.
- Support Volunteers with personal and cultural counseling and guidance on various policies and procedures.
- Coordinate with the safety and security staff as well as with the medical unit to advise Volunteers on safety and security issues.
- Communicates Volunteer safety and security concerns and issues to the Program Managers, Safety and Security Manager (SSM) and the DPT
- Serves as community liaison between Peace Corps and the communities also between Volunteers and the communities.
- Identifies and/or helps identify Volunteers’ CIFs
- Coordinates with the Training Manager to train the CIFs
- Maintain up-to-date information regarding relevant legislation; national policy changes; contact lists of relevant local organizations, institutions, and agencies; and other published resources including reference texts, professional journals and other similar information; and make the information readily available to Volunteers.
- Serve as resource person for PCVs regarding technical, logistical and moral support for PCVs.
Program Development and Management:
- Assist the PM to develop potential assignments for PCVs through community visits and meetings with local representatives of the Ministry of Health and Sanitation (MoHS), potential host health facilities, and community members. Explain Peace Corps Sierra Leone’s development philosophy and the role of the PCV to these stakeholders.
- Negotiate and evaluate job viability, available housing, the work environment, the level of host health facility’s interest, and the engagement of the local community.
- Assist the PM to initiate and maintain close and effective contacts with national and local representatives of the MoHS, other appropriate government agencies, Non-Governmental Organizations (NGOs) engaged in community health work, and other organizations and groups, public and private, utilizing or likely to utilize PCVs at both the national and local levels.
- Monitors MOHS and NGO activities and initiatives in malaria, nutrition, water, sanitation and hygiene. Explores and provides input concerning potential collaboration between Peace Corps, GoSL, and implementing partners.
- Represent Peace Corps in negotiations with these stakeholders on the qualifications, numbers, and placement of PCVs.
- Assist the PM to design and implement project monitoring and evaluation tools and activities with the participation of appropriate officials, local counterparts, other education agencies, and PCVs. Assure that PCV activities advance Project goals as intended.
- Work with the PM to utilize the Volunteer Reporting Grant (VRG) for the entire PCV reporting process: create, send, receive, edit, and acknowledge PCV reports; provide written feedback to PCV; input data from the Volunteer Report Grant (VRG) to the Volunteer Report Database. While the Primary and Secondary Education PTA will assist with this duty, final responsibility rests with the PM.
- Conducts field visits to provide technical support to PCVs.
- Provide site visit reports in a timely manner to PCVs. As requested, provide site visit reports to other Peace Corps Sierra Leone staff and make recommendations regarding Volunteer performance and problems.
Site Identification /selection and Preparation:
- Coordinate with the Program Managers and Director of Programing and Training (DPT) to plans and design the overall Peace Corps Sierra Leone site preparation strategy
- Plan and designs the site identification trip plans in coordination with Program Managers
- Coordinate with Programming and Training Unit and Country Director (CD) to plan, design and communicate the site preparation strategy to all stakeholders: internally and externally
- Participates actively in site identification and preparation
- Ensures quality Volunteer site documentation (site files)
- Ensures all Volunteers’ site files have been approved by the appropriate staff members
- Takes the lead on the site housing upgrading follow up
- Provides support as needed to Program Managers for site placement
- Supports and assists the Program Managers in the site announcement process
Administrative/supervision Responsibilities:
- Acts as official PC Sierra Leone representative and liaison person with administrative and local authorities and communities.
- Works with programming and training and administrative staff members to assure appropriate budgets and expenditures for site preparation.
Other Duties
- Assists with the preparation of the Integrated Programming and Budget Submission (IPBS) and participates in other strategic planning activities as indicated by the PTM.
- Provides support to the Language and Cross Culture Coordinator for host families identification/preparation as per request
- Availability, at both home and office, of staff and Volunteer contact phone numbers and / or email addresses in case the stated individual is directed to establish emergency contact and provide emergency information.
- Maintains current knowledge of the PC Office evacuation Plan, the PC Emergency Action Plan and how to use fire extinguisher in order to ensure adequate level of safety and support for Peace Corps/Sierra Leone Volunteers.
- Ensure complete confidentiality regarding all information related to Peace Corps staff, volunteers and Peace Corps/Sierra Leone operations
- Attends staff meetings, in-service trainings, and retreats when indicated.
- Understands and complies with Peace Corps safety and security policies and procedures.
- Understands and complies with Peace Corps code of ethics, privacy and confidentiality policies.
- Files all documents produced by the position in accordance with the Peace Corps Records Management policies.
- To the extent Contractor is allowed to operate a US government owned, leased, or rented vehicle (GOV) to perform their job duties, the Contractor must operate that vehicle safely at all times and only operate it for official business purposes as defined in 31 USC 1334. Contractor is encouraged to refrain from texting or from engaging in any behavior that distracts attention from driving safely at any time. Except in an emergency situation, Contractor shall not text message (i) when driving a GOV; (ii) when driving a privately-owned vehicle (POV) while on official government business; or (iii) while using electronic equipment supplied by the government while driving any vehicle (even during off-duty hours).
- Performs other assignments or duties as assigned.
- Standard Roles and Responsibilities
- OMH:
- Occasional Money Handler may be requested to courier cash and /or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the Contracting Officer. The PSC may also be requested to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.
- S&S:
- Other Programming Staff – Addresses Volunteer safety and security by adhering to Peace Corps site development policies and procedures. Identifies and immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and the Country Director (CD). Assists Program Managers/APCDs to ensure that prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.). Reviews and references site history files when evaluating potential sites and incorporates appropriate safety and security-related information into site history files. Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security. Participates in the design and implementation of the Emergency Action Plan (EAP). Acts as duty officer, as needed. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.
- Home Stay/Host Family Coordinator – Evaluates home stay sites to ensure conformity to established standards for safety and security of Trainees. Ensures host families and local officials are willing and able to provide appropriate support to Trainees. Coordinates orientation for host families, including safety and security matters related to Trainees. Assists Training Manager and DPT in developing safety and security systems for pre-service training and supports safety and security training objectives, including reinforcing Trainee roles and responsibilities related to personal safety and security. Immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and Training Manager. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.

- Temporary Assignments:
- If there is a time at post, due to a pandemic or for any other reason, when there are limited or no Peace Corps Trainees and/or Volunteers (jointly referred to as “Volunteers”) at Peace Corps Sierra Leone, the PSC may be temporarily assigned during that period, as determined by the Peace Corps Country Director (CD), to carry out additional duties and responsibilities in furtherance of the goals of the Peace Corps in order to enhance the ability of Peace Corps Volunteers to perform functions under the Peace Corps Act, including facilitating a safe environment in order for the successful return or increase of Volunteers.
This temporary assignment may require the PSC to provide services and/or support beyond what is listed in their current Statement of Work (SOW). The services and/or support may take many forms, examples of which may include but are not limited to, training, providing administrative, technical, medical, and/or operational assistance, building on host country programs, etc. This temporary assignment also may require the
PSC to provide these services and/or support to individuals/organizations other than those listed in their current SOW such as host country government, partner organization(s), community member(s), staff, and/or contractors.
- Logistics & Level of Effort & Duty Station
Duty station is the office in Freetown. May be required to work in another town during training (typically taking place over 11 weeks in the summer, subject to revisions as needed). May also be required to travel up country as needed, including on short notice. Performs duties during a 40 hour work week. Events may require occasional work in the evenings and on weekends and holidays. May carry a duty phone.

- Statement of Work/Description of Requirements
The mission of Peace Corps worldwide is to promote peace and friendship, and Peace Corps was first invited into Sierra Leone in 1962. Since then, thousands of Peace Corps Volunteers have worked in the fields of Education, Health, Agriculture, Community Development and other program areas.
Peace Corps’ mission of promoting peace and friendship is fulfilled by three goals:
- To help the people of interested countries in meeting their need for trained men and women
- To help promote a better understanding of Americans on the part of the people served
- To help promote a better understanding of other peoples on the part of Americans
During the first 10-12 weeks of service, and throughout the volunteer service, Peace Corps Sierra Leone hosts training events. The first 10–12-week training, referred to as pre-service training (PST) is designed to train Americans in various languages, culture, and program specific areas. After the conclusion of this training, Peace Corps hosts a swearing-in ceremony where dignitaries are invited to celebrate and promote the principles of service, and the newly sworn-in volunteers are then brought to various communities throughout Sierra Leone to live and work in communities for 2 years at the community level. Similarly, during service, Peace Corps Sierra Leone also hosts 1 to 2 weeklong workshops or trainings for its volunteers to re-group and revisit various training topics related to their work, referred to as in-service training, mid-service training, peer support, close of service, or other training needs specified by the Country Director and/or Director of Program and Training.
To support these various training efforts, Peace Corps Sierra Leone is seeking venues who are able to host these training events, its volunteers and staff throughout the calendar year on an as-needed basis. Training groups can range from small groups of 10 to larger groups of 50 people or more. The venue space should include areas to accommodate the various training needs as well as host larger groups of people up to 200 people or more for various ceremonies.
Typically, Peace Corps training events throughout the calendar year are scheduled in accordance with the needs of the program, however a general schedule for events is as follows:

Please note that Peace Corps schedules can change, the number of participants can change and the selected venue responding to this RFQ may not be used for all of the above events, depending on the needs of Peace Corps Sierra Leone.
The quotation should include a weekly rate for the rental of the entire venue (flat-rate) in accordance with the above schedule plus any per-person rate for miscellaneous support needs, depending on what the venue is offering (i.e. accommodation, fuel, food, etc.). There is no specific format required to present this information; however the quotation should include everything which the venue is offering. Peace Corps will review and negotiate with the selected vendor what is actually needed.
This quotation may be used for a contract that will have a base-year plus 4 additional option years (total of up to 5 years).
Quotations received should include any adjusted weekly rates and any adjustments to the per-person rate methodology stated above for each year, Base Year + 4 option years. In other words, include reasonable increases if adjustments are anticipated to account for inflation. The quotation received will be negotiable and the negotiable rates will be reviewed on an annual basis upon satisfactory performance and realistic needs of cost adjustments (i.e. inflation, fuel costs, food, etc.).
Place of Performance:
The place of performance will be at the vendors’ location and per minimum requirement must be within a 2-hour drive of Freetown, but not along a coastal community (i.e. Peninsula Road, Lumley Beach, etc.)
At a minimum, the above training schedule timeline should be available for use to Peace Corps by the vendor or if not able to accommodate specific dates, please indicate in the proposal. Example: venue is closed during month of December – or – venue is not available in the month of May, etc.
Contract Terms and Conditions:
As an Agency of the United States Government, Peace Corps has an approved contract template that it intends to use for the award. Peace Corps reserves the right to deny making a contract award to a vendor should they refuse to sign the Peace Corps approved contract template.
Minimum Criteria:
A quotation will not be considered further if it does not meet the following minimum criteria:
- Facility must not be located along a coastal community
- Must not be in a location that is more than two hours’ drive from Peace Corps Headquarters
- Must be in a rural sitting (outside of Freetown), relatively quiet with space that is conducive to learning
- Must have a minimum of 15 standalone rooms for overnight stay with a possibility of expansion as necessary
- Must be able to provide a minimum of 10 Hours Electricity (Generator, EDSA, etc.) with the potential of an increase as deemed necessary during trainings events
- Must have a large conference hall to host at least 200 participants for exceptional events
- Must be in a moderate crime rate community
- Must be able to provide 24-hour security as deemed necessary
- Must be able to provide a reliable and abundant water supply
- Site location must be easily assessable to and from major highways and routes
- Community must have primary, secondary schools, a police station and a health clinic
- Facility must be in a cross-cultural environment
- Facility must be in a community that is tolerant of diverse opinions and views in line with peace corps requirements.
- At a minimum, must be available for a period of least three months (June through August) at a given year and preferably available for the schedule provided in the SOW section A
- The facility should have reliable internet connectivity in at least one designated area
Evaluation Factors:
Quotations that meet the minimum criteria listed above may be further evaluated based on the following factors:
- Location
- Convenience
- Additional offerings available by the venue included in the price (i.e. cafeteria, support staff)
- Security
Award may be made with or without negotiations between the Peace Corps and the selected vendor. Award may be made to a vendor that provided the lowest priced technically acceptable quotation, or to a vendor other than the one that provided the lowest priced quotation, should that vendor be determined to have provided the best value quotation to the Peace Corps taking technical and cost factors into account.
All vendors that submit quotations in response to this RFQ will be notified of the results.
