Education: A secondary education is required, along with a valid driver's license and knowledge of local driving rules and regulations. For this position, a bachelor's degree from a recognized academic institution in a relevant field may replace two years of related work experience.

- Skills: Additional technical training in vehicle maintenance and repairs is an asset.

The purpose of this consultancy is to support primary health care and CHW programme hub in implementation of planned activities to build strong community health system with well institutionalized national community health worker program.
Specific Tasks:
- Support DPHC/CHW hub in launching and dissemination of the revised Community Health Strategy and the national Community Health Program investment case.
- Support the DPHC/CHW hub in the finalization and dissemination of the national CHW program sustainability plan.
- Support in preparation and execution of national CHW program annual review and preparation of report

- Support in mapping, and gap analysis of national CHW and MSG workforce, mop up recruitment and training.
- Support to conduct mop-up preservice training of CHWs to fill the gap created by attrition, absence of recruited individuals during the 2022 training.
- Support in coordination and execution of continuous capacity building through mentoring and coaching (integrating linkages with MSG's and other community structures to complement the work of CHWs in selected districts.
- Create a pool of competent national and district master trainers and mentors/coaches through competency-based training and follow up.
- Support with monitoring of quality improvement using the iCCM/IMNCI guidelines and QI standards.
- Support strengthening the CHW sensitive integrated supply chain with capacity building for quantification, prepacking, procurement, last mile distribution, and monitoring use and reporting through CHIS/DHIS2
- Pre-packing and procurement of essential ICCM, nutrition and IPTp/IPTi commodities, job aids to equip CHWs to deliver the interventions.

The purpose of this consultancy is to conduct a feasibility assessment of the development and implementation of Management Information System for the disability registration and disability card and its interoperability with other relevant systems (such as Health, education, social protection, CRVS) to improve the registration and management of data related to persons with disabilities.
The primary objectives of the feasibility study are to:
- Assess the current data management related to disability registration process and benchmark with health, education and social protection MIS in Sierra Leone.
- Identify the financial, technical, and operational requirements for developing and implementing a disability MIS in line with the current proposal for disability registration being piloted that will be interoperable with other MIS as relevant.
- Provide possible options of institutional arrangement between MDAs for the development, implementation and interoperability of the DMIS in line with the draft PWDA and the current and reasonably expanded potential capacities of MDAs.
- Provide recommendations on the design, implementation, and management of the MIS.

The purpose of this consultancy is to assist the implementation of planned activities jointly with Child Health Program, MoH and Kenema District Health Management Team (DHMT) in their efforts to operationalise the CSAP, more specifically in the below areas.
- Strengthening Child Survival governance and coordination at the national and district level to ensure the continuum of care to reduce the under-five mortality rate.
- Strengthening the newly established National Child Health Programme (NCHP) under the Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) Directorate
Specific Tasks:
- Support in strengthening the child survival coordination mechanism (TWG-meetings) at national (quarterly) and Kenema (monthly) levels.
- Support mop-up training of PHU workers on IMNCI/iCCM strategy.
- Support for quarterly Integrated IMNCI/iCCM Supportive Supervision and Mentoring and capturing of assessment data presentation during TWG meetings.
- Technical support for Monthly and quarterly monitoring of quality improvement activities in PHUs using the IMNCI / iCCM guidelines and WHO QI standards.

How can you make a difference?
The purpose of this consultancy is to design an implementation framework for medical oxygen demand forecasting, develop a logistics management information system, and establish a hub-and-spoke supply model for health facilities. This initiative is intended to ensure the adequate availability and efficient delivery of oxygen to all targeted facilities providing oxygen therapy nationwide, in alignment with the oxygen strategy.
Scope of Work
The consultant will be expected to undertake the following tasks:
- Situational Analysis: Assess the current oxygen supply chain landscape, including existing forecasting methods, projected production capacity and demand, logistical arrangements, and infrastructure.
- Development of Medical Oxygen Demand Forecasting Framework
- Identify key indicators and data sources for accurate demand forecasting.
- Develop or adapt locally or internationally available methodologies and tools for forecasting oxygen demand at various levels (Hospitals and PHU) in the country.
- Develop oxygen supply chain reporting tools and provide a blueprint/guideline for integration with existing Logistics Management Information System (LMIS) and/or Health Management Information System (HMIS)
- Design of Hub-and-Spoke Model
- Identify potential hub locations based on criteria such as location of the PSA plants and oxygen production capacity, population density/catchment areas, oxygen demand, healthcare needs and logistical considerations. eXgpRLi C0zl6U
- Develop the operational structure for the hub-and-spoke model including distribution network, transportation logistics, storage, and distribution schedules.
- Create guidelines for the management and operation of the bub-and-spoke system including inventory management.
- Capacity building: Provide training and capacity-building support to MOH, DHMT, Hospital and other health facility staff on the new forecasting framework and hub-and-spoke model.
- Pilot Testing and Refinement: pilot the implementation of the forecasting framework in selected hospitals and PHUs and refine the approach and tools based on feedback and lessons learnt.

How can you make a difference?
The purpose of this consultancy is to evaluate current oxygen supervision practices (if any), develop detailed Standard Operating Procedures (SOPs), and design supportive supervision tools to be incorporated into existing supervisory frameworks. The aim is to integrate oxygen supportive supervision with other supervisory activities, enabling efficient execution and improving the management, distribution, safe, and appropriate use of oxygen across healthcare facilities.
Scope of Work
The consultant will be required to:
- Review Existing Frameworks:
- Conduct a thorough review of existing oxygen management guidelines, SOPs, and supportive supervision tools currently in use.
- Identify gaps and areas for improvement in current supervision practices related to management of oxygen, administration and monitoring devices, storage, distribution, and clinical use.
- Develop Oxygen Support Supervision SOPs and Tools:
- Draft comprehensive SOPs for oxygen supervision, outlining clear roles, responsibilities, procedures, and guidelines for supervisors at various level ensuring alignment with national policies and international best practices.
- Ensure that the SOPs cover key areas such as oxygen storage, handling, maintenance, usage, and monitoring.
- Ensure the SOPs are adaptable to different healthcare settings, including hospitals and Peripheral Health Units (PHUs)
- Integration into Supportive Supervision Tools: eXgo1Ux C0zl6U
- Collaborate with relevant stakeholders to integrate the newly developed oxygen support supervision SOPs into existing integrated Supportive Supervision Tools.
- Ensure that the integrated tools are user-friendly and applicable at various levels of healthcare system or supervisory contexts in Sierra Leone.
- Stakeholder Engagement and Validation:
- Facilitate consultations and validation workshops with key stakeholders, including Ministry of Health representatives, health facility managers, and other relevant partners.
- Incorporate feedback and finalize the SOPs and integrated tools.

- A minimum of five years of professional experience working within the Sierra Leone public sector health system.

- Strong communication and report writing skills, with the ability to present complex findings in a clear and accessible manner.
- Developing country work experience and/or familiarity with emergency is considered an asset.
