SUMMARY
Responsible for leadership, effective planning, implementation, monitoring, Evaluation, sharing lessons learned, and reporting on Project deliverables in accordance with the donor requirements and ChildFund Project Management regulations.

DUTIES/RESPONSIBILITIES

  • Take leadership responsibility for the day-to-day implementation of the Early Childhood Care and Education (ECCE)Project in the selected districts
  • Lead the review of Project KPIs and ensure each team member understands the expected outcomes of the project
  • Lead the development/review of Annual Detailed Project Implementation Plans
  • Prepare quality Monthly, Quarterly and Annual Project reports in line with donor and ChildFund’s requirements
  • Lead in planning and implementation of all activities
  • Anticipate field operation challenges and provide suggestions on how to combat such challenges
  • Work with Finance on the BVA to track activities to be implemented and the actual cost available
  • Facilitate a joint monthly project BVA discussion with Finance and project team
  • Provide technical support necessary to determine the strategic direction of the project.
  • Participate in the country review committee for the periodic review of the project and action plans
  • Review the action plan and
  • Supervising, Coaching and mentoring of Project officers
  • Networking and relationship management with stakeholders at the National and Regional levels
  • Lead and support joint field supportive monitoring of project implementation.
  • Consolidate and submit quarterly progress reports.
  • Ensure the project is visible at National, Regional and District levels
  • Lead Quarterly Project review meetings
  • Conduct quarterly performance review with Project Officers
  • Participate in monthly and quarterly donor meetings
  • Ensures that organization develops strong technical partnerships necessary to deliver sustainable, responsive and legitimate projects; that project interventions contribute to strengthening an enabling environment that reduces risks of vulnerability and provides children with opportunities to develop and thrive
  • Provides timely documentation and situation analysis reports for review by the Programs Director and other key personnel; ensuring that core outcomes and area of excellence are clearly outlined
  • Oversee linkages between national office and project team, always provide adequate technical support; ensure integration and collaboration with others in the community, local government and nongovernmental organizations in the district/project community
  • Document & disseminate best project practices to promote quality and learning

QUALIFICATIONS/EXPERIENCE

  • 6-8 years work experience managing development programs in an NGO, preferably in a technical area, community development and/or child-focused programming
  • Outstanding written and oral communication skills in English.
  • Rich knowledge of the education sector and must have implemented similar action with proven experience in the development space.
  • Rich knowledge of leading or implementing Early Childhood Education and Care (ECCE) Programs/projects in Sierra Leone
  • Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.
  • Conflict management and ability to pragmatically solve problems, plan a course of action using analytical, conceptual, strategic and forward-thinking abilities to achieve an effective resolution
  • Demonstrated knowledge of project design and management, resource stewardship, and cross functional coordination

EDUCATION/CERTIFICATIONS
Bachelor’s Degree required, Masters a plus or equivalent in Education, Development Studies, Rural Development, social science discipline or equivalent relevant work experience
