General Description of GOAL’s Work in Sierra Leone 

GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction  through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive,  Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also  improving rural water supply, urban WASH focusing on faecal sludge management and promoting social inclusion,  empowerment, and the promotion of decent work through systems-based programme approaches and community led  social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali, Koinadugu,  Moyamba and Kenema Districts, with funding from Irish Aid, Charity Water and DFID, and now the Community foundation  Ireland for its new blue economy program that is focused on food security and livelihood improvement.

GOAL is working with the stakeholders and is focusing on the support to DHMTs and Freetown City Council, Water Directorate in  planning and management to improve reproductive health and WASH outcomes.

GOAL Sierra Leone is delivering programmes in 6 districts particularly in WASH, Adolescent sexual reproductive health, health system strengthening and inclusion. In Freetown and Kenema, GOAL implements WASH programming (FSM project utilising the  systems approach in Freetown funded under Gates Foundation & Irish Aid and rural WASH with a focus on sanitation  marketing, water points sustainability in Kenema funded under CW and IA).  

In Freetown, Kenema, Kambia, Bombali, Koinadugu and Moyamba GOAL is implementing health system strengthening including  clinical mentorship pilot in Kenema funded by DFID and Irish Aid and an Inclusion Programme focusing on the promotion of decent  work through advocacy particularly on the situation of informal sector workers, anti-human trafficking and child labour in collaboration  with the World hope International and Sierra Leone Labour Congress funded by the European Union.

On this note, GOAL Sierra Leone would like to invite well experienced and professional applicants for the  undermentioned replacement role: 

JOB TITLE: IT Manager (x1)
COUNTRY AND LOCATION Freetown , Sierra Leone – with frequent traveling to Filed Offices on IT supports
CONTRACT DURATION: 10 months (with possibility of a renewal)
REPORTS TO: Systems Director
BUDGET RESPONSIBILITY: N/A

 

Overview of the Role:  

GOAL SL is seeking an ITC Manager to join the Systems Team. The ITC Manager provides end user support (ITIL Service Desk  level 1 and 2) to both GOAL staff and National government counterparts. The ability to communicate effectively and build connections  with our colleagues across our international movement is essential.

Main Responsibilities:  

Based in the Technology Team and reporting to the Systems Director, the ITC Manager will:

➢ Support the coordination of work and information flow between the Technology function and other internal teams, ensuring  process integrity.

➢ Proactively support day-to-day IT operations ensuring consistency with office-356 processes and procedures.

➢ Respond to internal IT requests, analyzing and providing solutions in a timely manner. providing user support to both GOAL  SL and partner.

➢ Provide day-to-day technical support in the use of current TI information technology systems.

➢ Provide technical assistance in person, via phone, and remotely.

➢ Provide assistant in the maintenance and utilization of TI videoconference systems.

➢ Provide technical support to users on TI standard computer systems, software, and hardware.

 

➢ Set up new users, desks and moving equipment; Set up laptops and install software.

➢ Provide IT induction for new employees, process requests for account creation and deletion.

➢ Process requests for password resets, creation of mailings lists and shared mailboxes.

➢ Help to document, track, and monitor all cases ensuring timely resolution.

➢ Support asset and license management. Help keep the Fixed Asset Register of laptop and desktop devices up to date.

➢ Provided IT Security Services expertise, primarily Sophos Encryption and Antivirus, BitLocker.

➢ Ensure processes are up to date and meet the needs of the team, suggest improvements where necessary.

➢ Support the organisation of institutional meetings and contribute to appropriate information management including preparing  documentation before and after events.

➢ Set up a monthly equipment checks across the organisation.

➢ Contribute to the overall functioning of the Technology Team by providing proactive and ad hoc. support in close consultation with the Systems Director.

Safeguarding:  

  • Maintain safe working environment for all staff/beneficiaries.
  • Ensure risk mitigation measures are in place and adhered to.
  • Ensure staff/beneficiaries fully understand Safeguarding reporting procedures.
  • Ensure Safeguarding measures are implemented within areas of responsibilities.
  • Ensure do-no-harm to children and vulnerable adult we meet.
  • Follow-up, and address, Safeguarding issues appropriately.

Requirements:  

  • Relevant ICT Degree and/or relevant professional qualification/s or equivalent experience in the ICT sector.
  • 3+years of relevant work experience servicing the information systems needs of a small/medium size organisation,  preferably with international footprint.
  • Familiarity with the ITIL framework of best practice for IT Service Management.
  • Demonstrated experience with Microsoft operating systems and cloud services, including Office 365.
  • Knowledge of IT security and IT business continuity/disaster recovery an asset.
  • Familiarity with Microsoft Office and related applications.
  • Experience managing endpoint security solutions.
  • Strong analytical and problem-solving skills and ability to diagnose and resolve issues effectively and efficiently.
  • Strong organizational skills and ability to successfully manage priorities in a dynamic and fast paced environment.
  • Good interpersonal skills with the ability to communicate ICT matters to individuals with diverse backgrounds.
  •   High degree of service orientation and ability to remain calm and courteous under pressure.
  • Ability to work effectively both independently with minimum supervision and as part of a small team.
  • Ability to travel to field offices to support field teams.
  • Service Desk system experience
  • Microsoft Teams experience.
