Context
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
IOM Sierra Leone, overseen by the West and Central Africa Regional Office, operates with a focus on executing country-specific programs aligned with the strategic priorities of the region. IOM has been operating in Sierra Leone since 2001. During its inaugural years, IOM Sierra Leone has supported the government through the implementation of life-impacting projects including the demobilization and rehabilitation of ex-combatants as well as the registration and resettlement of refugees to third countries. IOM’s activities have since expanded reflecting emerging and changing needs related to mobility and migration management in areas such as development of human capital and strengthening of institutional capacity; health and border management; emergency response including the Ebola outbreak and flood/mudslide disasters; diaspora engagement; counter-trafficking; disaster risk reduction (DRR); Assisted Voluntary Return and Reintegration (AVRR).
Under the overall supervision of the Head of Office and the daily supervision of the Focal Point of the IDF-NaCSA project, the incumbent will perform the following functions:
Core Functions / Responsibilities
- In consultation with NaCSA and IOM, the consultant will be expected to design standardized tools and finalize methodology for the collection of quantitative and qualitative data for the livelihood assessment, considering the 5 points mentioned in the Purpose of the Assessment of this TOR.
- Collect and analyze available secondary data related to project outcomes.
- Conduct primary data collection in targeted project locations in the two districts (Western Area Rural and Kambia Districts).
- Analyze and interpret data to develop a comprehensive individual market livelihood assessment report.
- Develop monitoring tools to adequately measure youth livelihood interventions.
- Share key findings and insights with relevant staff and stakeholders through consultations and dissemination meetings.
Required Qualifications and Experience
- The consultant should be an expert in research, livelihood market assessments, and Monitoring & Evaluation methodologies, with knowledge and understanding of theories, concepts, and approaches relevant to programme management in the field of Youth Employment, political affairs, sustainable development policy, and humanitarian action.
- Advanced university degree in economics, social sciences, business administration, or an equivalent combination of education and experience in a related area.
- At least 7 years of progressively responsible experience in the specific programme area associated with this consultancy, in design, monitoring & evaluation of programmes, project planning, or related fields.
- The consultant should have a strong technical background in results-based management, work plan/activity schedule preparation and reporting, and at least 5 years of substantive experience in the design, monitoring, and evaluation of development programmes.
- Reasonable understanding of migration trends and dynamics, especially in the context of Sierra Leone.
- Proven work record in a multi-cultural and multi-disciplinary environment is necessary.
Skills
- Experience in gathering and systematizing large amounts of data.
- Fluency in English is required. Additional knowledge of Sierra Leone local languages, especially those related to the assessment locations, would be an asset.
- Excellent knowledge and understanding of research methodologies and processes.
- Strong computer skills and analytical skills with the ability to write and review technical reports required.
Additionally, preference will be given to individuals or firms with proven relevant experience in undertaking a task of similar magnitude. Valid registration or business license (for firms) is required.

- Fluency in English is required. Understanding of local languages will be an advantage.
