Job Title: Human Resources Coordinator
Reporting to: Deputy Country Director
Hours: 8: AM to 5: PM Monday to Friday
Principal Location: Freetown
ORGANIZATION BACKGROUND
Street Child of Sierra Leone (SCoSL) is part of the broader Street Child Global. This organisation focuses on transforming the lives of vulnerable children through education, child protection, and sustainable livelihoods. Established in 2008, Street Child of Sierra Leone was established in Sierra Leone during the aftermath of the country’s brutal civil war, which left many children displaced, orphaned, or living on the streets.
Street Child of Sierra Leone’s initial focus was helping street-connected children in the urban communities by reintegrating them into the safety of their families and enrolling them in school. Over time, the organization expanded to rural and hard-to-reach areas, where education was either inaccessible or severely limited. In these communities, Street Child has provided vital support through the construction of schools, teacher training, child protection, and livelihood support to ensure children can access quality education.
Street Child of Sierra Leone aims to create sustainable change by addressing the root causes of poverty and lack of education through partnerships with the government, local organisations, and communities. Today, Street Child of Sierra Leone is one of the leading organisations working in Sierra Leone to ensure every child has the opportunity to go to school and learn, impacting thousands of lives across the country.
PART 1: ROLE PURPOSE:
The role holder will play a leading role in helping Street Child of Sierra Leone maintain the highest standard of human resource management and development of internal systems. The HR Coordinator will be responsible for establishing strong people processes and supporting a culture that enables high performance and personal growth. The role holder will provide HR support across Street Child Sierra Leone’s field offices.
The HR Coordinator would collaborate closely with the rest of the management team to develop and implement human resources and organisational development strategy that builds and sustains the human resource capacity and performance of Street Child of Sierra Leone leadership, staff, and Board of trustees to deliver on the Country Strategic Paper.
The incumbent will support Senior Management, where key HR strategic decisions are made and contribute to strategic plans. He or she will be in charge of the strategic management, development, and management of all human resources at Street Child of Sierra Leone, ensuring organizational effectiveness and efficiency.
PART 2: KEY AREAS TO ACHIEVE
- Ensure all of Street Child of Sierra Leone’s HR policy and supporting documents are reviewed, updated, and introduced to staff.
Delivery by:
- Work closely with senior management to develop policies and procedures, ensuring legal and regulatory compliance for headquarters and field offices.
- Update the HR handbook, policies, and procedures, engaging with staff to ensure buy-in.
- Develop, recommend, implement, monitor, and modify personnel policies and procedures; create and maintain policy and procedure handbooks, as well as the staff code of conduct.
- Recruitment and People Planning.
- Develop and introduce effective recruitment mechanisms tailored to the Sierra Leone context in line with current policies.
- Train and develop junior staff to administer these mechanisms.
- Performance Management, Well-being, and Compensation & Benefits.
- Manage performance counselling, employee grievances, and disciplinary issues, focusing on developing Coordinator competency and ensuring proper documentation.
- Ensure timely performance appraisals are done in collaboration with Coordinators.
- Act as an impartial mediator in disciplinary processes to ensure fairness and adherence to labour regulations.
- Lead well-being initiatives for staff.
- Develop and implement the Learning and Development Country Plan, ensuring staff can access capacity-building opportunities.
- Ensure SCoSL’s benefits and compensation are regularly reviewed and applied consistently.
- Work with the finance team to run timely and accurate payroll processes.
- Learning and Development (10%).
- Oversee performance and development meetings between Coordinators and team members.
- Manage employee performance issues and guide Coordinators on appropriate actions.
- Develop the Learning and Development of SCoSL’s Country Strategy and maintain a catalogue of development and learning opportunities for staff.
- Ensure learning and development is implemented consistently across all field locations.
- HR Capacity-Building (10%).
- Review and continuously improve HR processes, policies, and tools.
- Advise on Sierra Leone’s legal framework.
- Submit monthly, quarterly, and annual reports as required.
