SOS Children’s Villages in Sierra Leone is recruiting an Accounts Officer who should ensure that income, expenditures and property of the Technical and Vocational Centre are well accounted. He/she is also responsible for the keeping of proper and updated accounts of all financial and property transactions of the Tech/Voc.

 

Maintain accounting documents and records and ensuring daily batching in Accounting software.

 

S/he is to work with vendors, customers, and colleagues to resolve inquiries and issues.

You are required to assist with processing of sales invoices, debtors’ statements and cash receipts on the total accounts package.

 

Under the supervision of the Finance and Controlling Manager s/he shall help secures financial information by completing database backups.

 

Skills, Qualifications and Experience:

  • Bachelor is Degree in Accounting, Financial Management or related field.
  • Must have a Minimum of 3-years relevant work experience in the field.
  • Proven experience to facilitate a smooth audit process and work efficiently with external auditors
  • Proven skills on managing changes, achieving results, ensuring quality
  • Strong computer skills, especially in Excel and computerized accounting packages
  • Team player; should possess strong commitment to team dynamics with the ability to contribute expertise.

SOS Children’s Villages in Sierra Leone is recruiting a Secretary/ Administrative Officer, to provide secretarial, clerical and administrative support to ensure services are provided in an effective and efficient manner:

 

The Administrative Secretary would be responsible to provide office support services in order to ensure efficiency and effectiveness within the office.

 

Assist in the planning and preparation of meetings, conferences and conference telephone calls.

 

He/she should be able to manage the general filing system and file all correspondence.

 

With support from the logistics team maintain an adequate inventory of office supplies.

 

Skills, Qualifications and Experience:

  • Technical / professional Diploma in Business Administration/Secretarial Studies.
  • Must have 1 – 2 years’ experience in office procedures and management.
  • Computer skills including the ability to operate computerized accounting, spreadsheet and word processing programs at a highly proficient level.

SOS Children’s Villages in Sierra Leone is recruiting a motivated Sierra Leonean to fill the position of Technical and Vocational Institute Coordinator to assume overall responsibility of running of the Technical and Vocational College.

 

He/she should ensure that SOS Children’s Villages Education policies are adhered to within the Institute.

 

The Technical and Vocational Institute Coordinator is responsible to manage link between the Tech/Voc., relevant government line Ministries, NCTVA and TVET.

 

Implementation of SOS education, NTCVA and TVET policy and maintenance of effective daily running of the institution.

 

Preparation and implementation of budget in liaison with the Institution’s Accountant.

Responsible the authorizing the institution’s expenditures, distribution of resources, checking of inventories- equipment/textbooks/resources.

 

Preparation of all required reports for National Office and as requested by the National Education and Gender Coordinator, National Program Development Manager and the Deputy National Director.

 

 

Skills, Qualifications and Experience:

  • Master’s degree in Educational Administration and Management.
  • Five (5) years of experience in a similar role, or senior teacher, Head of Department or lecturer in a Senior Secondary School or Higher Learning Institutions.
  • Excellent supervisory, administrative, organizational and communication skills.
  • Demonstrable commitment to work, dedication and allegiance to the SOS association, staff, students and parents.

SUMMARY OF THE POSITION

This position is to ensure that all Country financial operations are conducted in line with the Plan International Operations Manual (OM) and other approved policies and procedures at the IH, RO and CO levels.

KEY ACCOUNTABILITIES

 

Prepare Financial and other Reports to aid the preparation of the overall country’s financial report for dissemination and decision making:

  • Assist the Country Finance Manager (CFM) in preparing Financial Reports
  • Assist the CFM in the preparation of quarterly and year-end financial schedules.
  • Prepare and provide comments on the Country financial reports i.e. Monthly GL Account balances, CMP Advance Register Analysis, Budget vs. Actual reports etc.
  • Prepare and update Country sub ledgers for all balance sheet accounts ensuring they tally with the account balances.
  • Drive the implementation of the cashless policy of Plan International Sierra Leone
  • Prepare the quarterly severance and holiday pay provision on a quarterly basis and at year end

 

Support Budget preparation and Budgetary Control for the effective implementation of financial plans:

  • Participate in the preparation of the Country’s annual budget.
  • Assist in the monitoring of Country, Programme Implementation and Impact Area (PIIA) Offices and Project budgets.
  • In charge of the Finance department budget preparation, modification and monitoring.
  • Consolidate monthly Budget, Expenses and Project commitment report.

 

Coordinate Treasury Management and Cash Forecasting for the country to ensure the availability of funds for country operations:

  • Ensure Prompt transfer of funds to Project dedicated bank accounts.
  • Monitor Country Treasure and ensure that there is always funds for Country Operations.
  • Prepare monthly TBB reports and ensure that there are no excess cash in bank accounts
  • Monitor project cash flow and advise the grant team on reimbursement requirement of donors

 

Manage the operation in SAP to meet Plan’s spending and financial reporting requirements:

  • Ensure that payments are only made on approved budgets and active Projects.
  • Accuracy checks are undertaken to ensure that all transactions entered into the Financial System are correct.
  • Review packed documents from PIIA Accountants and ensure they are correct before posting them.
  • Review and manage Intercompany Recharges within country and outside countries.
  • Country GL balances especially balance sheet accounts are accurate before closing the period for month end
  • Ensure the SAP monthly reports are printed and attached to Sub Ledger Accounts for sign off.
  • Analyse Country GL Account balance especially expense accounts before period closure and recommend the necessary corrections to CFM.
  • Ensure that a digital filling is maintained a good filing for all Country Financial document.

 

Implement Internal Financial Controls & Payment processes for the attainment of value for money at all times:

  • Proactively undertake reconciliations, controls and investigations in order to confirm the integrity, accuracy and validity of financial information.
  • Facilitate the weekly payment list based on the Cash forecast requirement approved by the Regional Office.
  • Ensure all payments are made as per approved policies and procedures.
  • Review all the vouchers and cheques issued before signed off by Plan Managers.
  • Cheques should not be issued if it does not form part of the weekly payment list, exceptions should be approved by CFM.
  • Supporting the CFM in during audits,
  • Monitor and submit quarterly report on CO financial risk.
  • Country accounting is processed and prepared based on the accrual accounting principle.

 

Control the administration of staff payroll for the accurate and timely payment of staff salaries:

  • Ensure National staff’s payroll correctly prepared and promptly entered in SAP
  • Preparation of LSW for all International staff.
  • Prepare the monthly salary reconciliation report.
  • Maintain a good filing for payroll report in a restricted area.

 

Supervisory duties:

  • Supervision of Accounts Officers.
  • Provide training and share good experience/practice among the team to strengthen team capacity.
  • Keep CFM informed of any initiative or difficulties relating to the job’s responsibilities.
  • Fulfil Plan’s Child Protection Policy at all times to protect children from all forms of abuse
  • Perform any other duties that may be assigned from time to time to support the achievement of organizational goals.

 

KEY RELATIONSHIPS

  • High level contact with the banks to ensure effective treasury
  • Medium contact with Plan partner organizations to ensure Plan receives value for money and the financial requirements are adhered to.
  • Work closely with HR and Grants department

Job Purpose:

The Finance Officer ensures the smooth functioning of financial administration in line with Solidaridad standard procedures and ensures that the services within the section are done correctly according to Solidaridad finance manual and international standards.

 

 

Major Responsibilities:

General

  • Monitors income, expenditure and undertakes a monthly bank reconciliation
  • Prepare payment request to development partners/donors and acknowledgement of funds received letters
  • Reviews the classification of all vouchers and receipts according to the completeness, and to cost centres/cost category as sent by the projects and corrects them if required
  • Ensure timely preparation of programmes/projects financial reports in line with donor reporting requirements.
  • Prepare monthly payroll and pass salary journals into the accounting system
  • Upload financial data into financial force and ensure daily update by the Accounting Staff
  • Ensure all contracts are processed in Solidaridad ERPS (Plaza and financial force) and ensure completeness of those contracts in the plaza.
  • Lead the conduct of project financial and organizational financial statements audit
  • Assist programme managers in preparing programme/project budget during proposal development
  • Be the custodian of all staff contracts by keeping both hardcopies and soft copies in a secured folder in google drive.
  • Provides advice and guidance in financial and tax matters to project staff
  • Manages internal controls based on Solidaridad’s finance manual
  • Ensure compliance with tax, NASSIT and other regulatory requirements

 

 

Other Duties/Additional Tasks:

  • Reports all problems involving finance and regulations to the line manager
  • Maintains filing for the finance department and ensures to keep all information confidential
  • Prepare budgets and annual reports
  • Prepares management information for RMT meetings through the collation of relevant and detailed analysis of financial information

MAJOR ROLES & RESPONSIBILITIES:
Books and Records

Carry out a preliminary review of payment requests to ensure there is complete and consistent supporting documentation, that all calculations are correct, that all stages of the expenditure have been appropriately authorized an that the correct budget codes are being utilized.
Prepare cashbook vouchers for each payment.
Maintain the various cashbook folders, ensuring that every payment has all of the appropriate documentation (including the supplier’s receipt) before being filed.
Enter the payments into the MGP cashbooks when the Assistant Finance Officer is on leave or travel to field offices.
Prepare Withholding Tax schedules and payments on a timely basis.
Review and file the Magburaka & Port Loko documentation when sent to Freetown on a monthly basis. Sign the documentation as ‘checked’ and report any errors or discrepancies to the Country Financial Controller (CFC) / Finance Manager.
Follow-up and review proper submission of monthly staff time sheets
Miscellaneous

Make NASSIT, tax and utilities payments
Maintain records of all withholding tax payments made and receipts provided to suppliers.
Carry out ad hoc or regular data entry into analysis spreadsheets.
Carry out administrative tasks for the Finance Team as required.
Travel to Magburaka and Port Loko to assist the Cashier as required.
Assist with the annual external audit and other scheduled internal or donor audits as they are scheduled.

The Presidential, Parliamentary and Local council elections in Sierra Leone will be held on 24 June 2023. The Election Commission of Sierra Leone (ECLS) and other election management bodies (EMBs) have advanced the preparation for the elections increasing venues for multi-stakeholders’ engagement in the electoral process. The electoral environment in Sierra Leone remains fragile raising the state institutions and stakeholders’ commitment for further promoting organization of inclusive, and fully transparent elections in 2023. Misinformation and hate speech used in the electoral process had been considered as a principal factor undermining the conduct of peaceful elections in Sierra Leone.

 





Despite significant achievements made in improving the electoral legislation and other related regulatory policies, frameworks in Sierra Leone, the EMBs and other state actors engaged in administration of elections require technical assistance for enhancing administrative processes to deliver peaceful and credible elections. Over the years, UNDP Sierra Leone was instrumental in providing electoral support to the EMBs and advancing engagement of vulnerable groups such as women, youth and persons with disabilities in electoral processes. Promoting coordination and strengthening of conflict prevention mechanisms in the electoral process were the primary objectives of the UNDP technical support projects. Following the request made by the ECSL, a new UN Needs Assessment Mission (NAM) was deployed to Sierra Leone in December 2020 which recommended the United Nation’s engagement in a number of electoral areas including providing of technical assistance to the ECSL and the Political Party Registration Commission (PPRC) and strengthening of early warning and conflict prevention mechanisms established under the management of national security sector. The UNDP Election Project “Fostering Peaceful, Credible and Inclusive Elections in Sierra Leone 2022-2023” (election project) was established in June 2022 to assist the EMBs in the organization of peaceful and inclusive elections in Sierra Leone. The project includes a component funded under the UN Peacebuilding fund (PBF) aimed at promoting a peaceful environment towards the elections and supporting state institutions and security sector to mitigate and prevent conflicts before and after the elections.

Duties and Responsibilities

a. Timely Financial Management, Reporting, and Assurance Review Support:

  •  Provide support and mentorship to the production and timely submission of reports, and supporting reviews;
  •  Provide effective and accurate delivery of financial services, transparent utilization of financial resources, and management of finance processes;
  •  Effective management of projects’ budget;
  •  Preparation of financial reporting of the project to donors and other stakeholders;

CARE seeks a Senior Finance and Operations Manager for the anticipated USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone.   • In collaboration with the DCOP and Finance Team, manage all aspects of project finances, including financial systems implementation, budgeting, expenditure tracking, financial reporting, and accounting for both the prime recipient and any sub-awards.
  • Ensure that all budget milestones and reporting are completed within specified timeframes.
  • Develop financial forecast analysis and lead the process of analysis and interpretation of financial reports for informed decision-making.
  • Coordinate closely with Chief of Party (COP) to lead financial and contractual aspects of the project.
  • Ensure compliance with US Government and Government of Sierra Leone laws, regulations, and policies regarding contracts and grants, procurements, and financial management.
  • Provide guidance and supervision to program staff and managers/budget holders on financial management and operations.
  • Ensure Provide guidance on donor regulations, financial management, operations, and build capacity of local sub-recipients of the project for successful implementation of the project activities.
  • Collaborate with CARE Sierra Leone Country Office, Regional Office, and CARE USA (headquarter-based) staff to ensure the project is implemented according to organization and program framework, and regulations.
  • Support performance management of direct reports, including ongoing performance feedback, learning, as well as staffing and management of human resources.





Qualifications

  • Master’s degree in accounting, business administration, or a relevant field A minimum of 5 to 7 years of professional experience in finance, procurement, award management, logistics, and/or human resource-related matters for large international development projects; with a minimum of 3 years of senior-level responsibility.
  • Demonstrated supervisory experience with excellent interpersonal, written, and oral communication, leadership, and managerial skills.
  • Familiarity with financial reporting and compliance requirements of USG contracts/cooperative agreements.
  • Experience managing procurement and subcontracts/grants for a large project.
  • Proven track record of implementing fraud mitigation practices and risk management
  • Experience with finance management, accounting and auditing, procurement, and establishment of internal controls; including grant compliance monitoring and management.
  • Experience with strategic program planning, annual work planning, and budgeting.

Main responsibilities and duties. The role will encompass but not limited to following activities:

  • Support the Chief Accountant with the daily operations of the accounting department by maintaining a system of accounts and keeping books and records on all transactions and assets.

Job Summary

Under the supervision of the Finance and Administrative Officer (FAO), the Logistics Assistant is tasked with managing the motor vehicles, assets and mails of the organization.

The position’s main responsibilities and tasks are:

Vehicle management

  • Routinely oversee the Vehicle’s mechanical conditions and servicing periods;
  • Responsible for the management of the motor vehicle Log Book;
  • Coordinate with suppliers for car maintenance and refueling;

– Secondary education/ Certificate/ diploma

Job Summary

 

The Finance and Administration Assistant (FAA) contributes to the work of finance and administration department of Italian Association for Solidarity Among People (AISPO). The Position holder is responsible for the overall financial planning, financial monitoring and reporting, maintaining financial, administrative services and support operations of the organization in Makeni. In addition, the FAA oversees the general administration of AISPO Makeni office; ensures compliance to finance policies and procedures, supports capacity building of other staff on all matters of finance and administration of AISPO. The FAA shall align financial management and reporting to established international standards, policies and protocol in compliance with AISPO Finance and Administration guidelines. The position reports to the Finance and Administration Officer (FAO), in close collaboration with Programs Coordinator and Coordinates externally with the NRA/Banks/ Immigration/NSBS Program, etc in Sierra Leone. The FAA will base in AISPO Office in Makeni and maybe required to travel to Freetown and other towns in the country whenever need arises.

 

 

Roles and key responsibilities :

1.1. Financial Planning and Management 

  • Compiles quarterly projections of expenditure and cash flow for the organisation and running projects to ensure that sufficient funds are available for project activities according to established procedures
  • Maintains an accurate database of project funding, including contracts, project budgets and donor-specific procedures and regulations

 

 

1.2. Monitoring and managing expenditures

  • Ensures that all expenditures are made in accordance with established procedures, standards and requirements including verification of supporting documents
  • Ensures that expenditure posted is correct, and is assigned to the correct project code, fund/grant and account codes, and where problems are found ensures that these are resolved with the appropriate staff
  • Prepares and submits payment to relevant bodies like utilities companies, NRA and familiar with NRA systems
  • Ensures complete accounting records are maintained including vouchers, authorizations and reconciliations, in both paper and electronic records.
  • Supervises regular petty cash counts out on a weekly basis
  • Ensures proper tracking of project activities advances to staff, ensuring that advances are accounted for in a timely and quality manner according to AISPO procedures, and that an accurate balance sheet is kept of each staff member’s outstanding advances.

 

 

1.3. Reporting

  • Ensures efficient financial monitoring and reporting (including monitoring expenses and revenues, reviewing and upgrading existing procedures, ensuring production of appropriate financial reports for internal and external clients)
  • Prepares and submit accounting and reporting on all project expenditures according to AISPO established procedures and deadlines to FAO.
  • In consultation with the FAO and the Project Coordinator, ensures communication, reporting and administrative/compliancy requirements of HQ are met. (Mastrino, scanning)





1.4. Staff Administration

  • Supports FAO in the evaluations of current staff levels and competence and assist in training and recruiting of new staff.
  • Monitors leave taken by staff, ensure all leave is approved by supervisors and track leave taken by each staff on an annual basis.
  • Oversees staff administration and logistics (Driving, ridding permits, mileage log, Perdiems and travel scheduled)

 

 

1.5. General administration and logistics

  • Oversees the management of sub offices including payment of rent, procurement of office supplies, furniture and equipment, security arrangements, and supervision of maintenance and cleaning
  • Oversees management of the project vehicle (registration, insurance, repairs and maintenance, and trip scheduling); ensure that vehicles are used according to AISPO vehicle regulations, and that fuel use is properly monitored
  • Maintain and update all AISPO inventories and assets;
  • Reports to the FAO on the Status of Assets (i.e. needs for servicing, damaged and obsolete)
  • Assist the international expertise in orienting and processing their work as schedules according to their need

 

 

1.7. Capacity Building

  • Promotes the relevance of the Finance and Administration policies to the programs and departments.
  • Trains and builds capacity of all staff in matters of Finance and Administration procedures for easier administration.
  • Participating in project activities (Prepare Report, doc. for training, act as a bridge to facilitate project activities between expert and local partner)





Job Requirements :

  • A University degree in Commerce, Statistics, Economics or related field is required. Masters is an added advantage.
  • At least 4 years work experience in managing budgets and the corresponding International NGO’s acceptable reporting formats.
