1.) Director of Finance and Operations

Overview of the role
GOAL is seeking an experienced Director of Finance and Operations for the five-year, USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone. The activity aims to advance and sustain improved health outcomes for Sierra Leoneans with a focus on, but not limited to children under five, pregnant and postpartum women, youth and especially adolescent girls, and women and children living in hard-to-reach areas with limited access to health services.

SIHSA seeks to build a sustainable and resilient health system response to improving access, quality and effectiveness of family planning (FP), reproductive health (RH), maternal, newborn and child health (MNCH), adolescent health, and malaria services. In addition, SIHSA aims at strengthening communities’ active engagement for community-driven solutions to improve health outcomes.

Responsibilities

The Director of Finance and Operations (DFO) manages the finances of the activity and will supervise the procurement, finance, human resources, and administrative staff. The DFO position ensures that adequate and appropriate internal financial management controls are in place, in compliance with USAID policies and procedures. She/he will also ensure that the Activity’s financial management processes and controls meet generally recognized accounting standards. The DFO oversees and manages all bookkeeping, bank accounts, and cash flow, and manages SIHSA project funds for appropriate execution of the activity.

The DFO is also responsible for tracking project expenses, overseeing and approving the preparation of monthly financial reports, quarterly accrual projections, while leading the annual budgeting process. He/she manages the financial and administrative aspects of all sub-agreements under the activity, as well as managing all financial aspects of the activity. The incumbent shall serve as the principal point of contact to USAID in these areas, while keeping the COP informed of all contact and communications with USAID.

Key areas will include:

  • Leadership & People Management: provide leadership direction, support and capacity build in all areas of finance and operations for the project
  • Financial Management & Reporting: prepare and monitor budgets, advise on burn rates, review and consolidate monthly reports, oversee and support on-granting to partners etc.
  • Compliance & Risk: ensure compliance with USAID rules and regulations, manage the project risk register, conduct regular compliance checks. Remain abreast of local regulations and laws to ensure to project remains compliant.
  • Procurement: manage project procurements.
  • Human Resources: manage project human resources, supervise a team of finance and operations staff supporting the SIHSA project.

Person Specification

The Director of Finance and Operations is expected to have the following skills and qualifications:

  • Master’s degree or higher, ideally in finance, business administration, procurement, or related area;
  • An internationally accredited Chartered Accountant qualification (ACA, ACCA, CIMA, CPA or equivalent).
  • Experience in managing large grants with international health non-governmental organizations and/or private voluntary organizations;
  • Direct experience of at least two to three (2-3) years in supervision of staff and team management;
  • At least 5 years of experience with U.S. Government financial management instruments, policies, financial and operational procedures and requirements;
  • Demonstrated experience in managing and developing a team.
  • Knowledge of financial management and procurement systems.
  • Excellent analytical skills
  • Strong oral and written communication and presentation skills in English.

2.) Senior Monitoring, Evaluation and Learning Advisor

Job Purpose

The Senior Monitoring, Evaluation and Learning Advisor is responsible for the overall management and technical oversight of the monitoring, evaluation, adaptive learning, and any research efforts of the SIHSA activity. He/she shall develop monitoring, evaluation and reporting systems that align with existing Sierra Leone data reporting systems, such as DHIS2, as well as with data reporting systems used by USAID. The Senior Monitoring, Evaluation and Learning Advisor would oversee selection of appropriate SIHSA activity indicators, baseline data, targets, and preparation of a plan to evaluate activity performance and produce timely, accurate and complete reporting.

The Senior Monitoring, Evaluation and Learning Advisor has the responsibility for oversight and approval of the Activity AMELP. He/she is responsible for designing and implementing monitoring and evaluation systems, and information analyses, and reporting on progress, outcomes and challenges. She/he would guide strategic information capacity strengthening, particularly for the activity’s sub awardees. The Senior Monitoring, Evaluation and Learning Advisor would partner with other Key Personnel of the activity to develop program management plans and project monitoring plans.

Person Specification

The Senior Monitoring, Evaluation and Learning Advisor is expected to have the

  • Master’s degree or higher in statistics, biostatistics, quantitative/qualitative data analysis, public health, social/behavioral sciences, research methods, or other relevant medical or health discipline;
  • Demonstrated experience with monitoring, evaluation and strategic information analysis in the field of public health,
  • Experience with maternal, newborn and child health, family planning, reproductive health, adolescent health, and malaria is preferred;
  • Familiarity with the U.S. Government administrative, management and reporting procedures and systems;
  • Experience in collecting, analyzing, and managing donor-funded project data for health projects is required;

3.) Deputy Chief of Party / Technical Director

Responsibilities

 The Deputy Chief of Party/Technical Director (DCOP) will serve as the project’s technical leader, responsible for providing the vision and ensuring quality implementation of the project. The DCOP will support the Chief of Party (COP) as needed, acting as delegate and carrying out tasks assigned to ensure proper management of the activity. Beyond technical responsibilities of leading the range health system technical activities focused on maternal, newborn and child health, family planning, reproductive health, adolescent health, and malaria, the DCOP will manage the performance of senior and mid-level staff overseeing these technical activities, ensuring that there is a shared vision for project activities and outcomes, addressing implementation challenges and encouraging the sharing of best practices and project successes. The DCOP will have a key role in ensuring there is a culture of learning, knowledge exchange, innovation and capacity strengthening. The DCOP will also have a role in engaging with consortia partners, health system actors, USAID and national and district authorities. In collaboration with the COP, the position of DCOP will provide quality assurance of the project, providing programmatic and financial monitoring and oversight, ensuring program activities and deliverables are met in a timely and efficient manner alongside high quality reporting.

Person Specification

The Deputy Chief of Party/Technical Director is expected to have the following skills and qualifications:

  • Master’s degree in international development, public health, business or similar
  • At least 6 -8 years of experience implementing and managing donor-funded projects in developing countries and working in consortia.
  • At least 5 years’ experience implementing health strengthening projects of a similar scale/scope to SIHSA in the areas of maternal, newborn and child health, family planning, reproductive health, adolescent health, and malaria, in Sierra Leone or in other comparable developing country settings.
  • Familiarity with the U.S. Government administrative, management and reporting procedures and systems.
  • Ability to build strong relationships and partnerships across a range of diverse stakeholders.
  • Strong oral and written communication and presentation skills in English are required.

4.) WASH & Climate Change Coordinator

GOAL has been operating in Sierra Leone since the late 1980s, initially in emergency response, with a permanent presence since 1999 response, with a permanent presence in country since 1999. GOAL operates from its main office based in Freetown, with other sub operational offices in Kenema, Kambia, Bombali, and Moyamba Districts. GOAL implements programmes in 8 of Sierra Leones 16 districts: Western Area Urban, Kambia, Kenema, Bombali, Port Loko, Koinadugu, Karene, Moyamba, and hires over 165 staff across the country. Our programmes focus on the WASH and Health sectors including urban and rural WASH programmes, health system strengthening, social and behaviour change; Blue Economy and FSL; and emergency response programming.

The GOAL Sierra Leone WaSH programme has two components: Urban and Rural WaSH. While the Rural WaSH focusses on creating access to safe drinking water, the urban WaSH component has focused on Waste Management. GOAL co manages an Urban Waste Treatment Plant (Fecal Sludge Management) in Sierra Leone, in collaboration with the Freetown City Council. Innovative climate change adaptation and mitigation project components were developed on top of and building on the experience of the Liquid Waste Treatment plant and have been in implementation in tandem: Home Biogas; Compost and Briquette production-these are waste to energy and value micro projects intended to join the dots in the circular economy. Besides, SatoPans are being piloted and marketed to enable households adopt their use with the bid to enhance their sanitary and hygiene a practice as well as reduce possible emissions from Waste by linking it with the innovative micro projects.

RURAL WaSH

GOAL operates rural WASH programming in Kenema and Moyamba Districts, integrated with positive sanitation community approaches.

• Construction of over 500 sustainable water points in hard-to reach communities with continued Operation and Maintenance support through the Water Management Committees. • Social Behaviour Change approach used in every community to effect positive change in hygiene and sanitation through CLA and CLTS.

URBAN WaSH

GOAL is one of the lead urban WASH operators in Sierra Leone, and has supported Freetown in improving liquid and solid waste management since 2016 by:

• Constructing Freetown’s first wastewater treatment plant opened in May 2021 • Capacity development of the FCC on FSM, Business Development Services (BDS), and Service Level Agreement (SLA) in operationalisation of liquid waste vacuum trucks.

• Supporting the importation of low-cost sanitation marketing approach • Development of end-use product innovations from the treatment plant including cooking briquettes and co-compost.

• Innovative FSM solutions for hard-to-reach communities including the waste to energy innovation HomeBiogas.

Health: GOAL SL GOAL also focuses on health system strengthening with Irish Aid-funding on Adolescent Sexual and Reproductive Health.

Blue Economy and FSL: Moreover, GOAL SL has engaged since 2022 in the assessment of the Fishery sub sector in Western Urban and Rural and subsequently implemented micro projects while aiming to expand its work in 2024 and beyond with funding from Community foundation Ireland and Faroe Isalnas and the IcSP.

The WaSH portfolio of GOAL SL also has gotten a new FCDO grant that runs for 4 years and focusses on WaSH systems for Health and its focus include Solid and Liquid Waste management, enhancing access to and utilisation of WaSH services and action by the Health Service facilities and WaSH Governance , which is mainly networking and advocacy as well as WaSH accounting. The focus of the programme is Urban West and Five Districts. In a nutshell, the WaSH and Climate Change coordinator will coordinate WaSH and CC themes across the GOAL SL programmes.

Purpose of the Role

The post holder will provide overall strategic leadership, guidance, and coordination of integrated Environment, Climate Change and WASH programming in terms of technical support in system strengthening and capacity development; design, implementation, monitoring, and evaluation; accountability, learning and innovation; and resource acquisition, engagement & networking. All these are aimed at achieving well designed, integrated, and sustainable climate change response initiatives and sustainable WASH systems for building climate resilient systems and communities.

In order to successfully do so, the post holder must be able to effectively communicate GOAL Global Climate Change Policy, Programme and approach and demonstrate the linkages between and among the different programmes on resilience and climate change; and ensure adaptation and mitigation measures are planned and executed as unique selling points of the GOAL SL programme in CC programming and innovations. The post holder is responsible to provide technical support in Climate Change mitigation and tailored services in the origination, development, and financing of carbon interventions, such as introducing cleaner and more efficient cooking technologies and Nature-based adaptation solutions to climate change through coordination across Sierra Leone. The postholder will pay particular attention to system strengthening, private sector engagement, localisation, and partnership, mainstreaming of climate change through all programmes, design, operationalization and promoting CC innovation Hub, and catalysing and mediating between the different institutions and communities.

GOAL mainstreams gender, child protection, HIV and environment across all programs and operations. GOAL is engaged in direct implementation of hardware and software activities as well as supporting a mix of national and international partners including community-based organizations which require significant capacity building of operational and technical capacity.

Key Areas of Responsibility

Technical Support and system strengthening

  • Provide effective technical support to project teams on roll out of Partnership and other recognized and approved models on WASH, Environment & Climate Change (e.g. Participatory Forest management approaches, Climate Smart Agriculture, climate smart urban sanitation, Conservation Agriculture with Trees, Nature-Based adaptation solutions to climate change, clean cooking practices – Renewable Energy sources and energy Saving Cook-stoves for Carbon Credits projects, Climate Resilient WASH programming, PPP, Private sector engagement, etc);
  • Provide technical support to systems strengthening at various projects of Climate Change and WASH portfolio like Operation and Maintenance for WASH infrastructures; Operations and systems for Faecal Sledge Management; Deepening privatisation of mechanized emptying services through Service Level Agreement and supporting the restructuring/strengthening the governance of urban sanitation with FCC taking the lead ; etc
  • Support the strengthening of the technical capacity and overall governance of the FSM unit and Environmental sanitation department to ensure the senior leadership of the FCC (Department of Environment and Sanitation) takes more roles and ownership of the management of urban sanitation systems including FSTPs and leased vacuum trucks (SLA) with enhanced and better engagement.
  • Support the strengthening of the O&M system of the Rural Water Infrastructures including networking and representation at National level.
  • Participate in joint technical coordination, planning and review meetings for all WASH, Environment & Climate Change actions;
  • Identify capacity gaps in WASH, Environment & Climate Change to inform the GSL and key partners staff capacity development strategy;
  • Ensure skills and capacity development for staff and partners in WASH, Environment & Climate Change strategies, models and approaches;
  • Coordinate regular learning forum to profile, communicate and ensure adoption of promising practices;
  • Lead the development of National Strategy, Technical Approaches and Programmes regarding WaSH and Climate Change- including other GOAL SL portfolios .
  • Ensure Linkage and lead coordination with Health Coordinator, WASH Coordinators/Managers, Blue Economy and FSL Coordinator for continued backstopping to enable quality programming in WASH and Climate change within GOAL SL programmes;
  • Identify, collaborate and develop business models with the local partners including mainly the private sector for their involvement in the climate change and circular economy in urban waste management and sanitation marketing and closely work with the Partnership HUB for GOAL Global which is based in our Uganda office.
  • Work towards the development of a private sector strategy for GOAL SL (in collaboration with The financial inclusion advisor, the PD and relevant staff) and ensure it aligns with our localisation policy as well as is fit for purpose for operationalising PPP (CGOAL mediates amongst the communities, private sector and public institutions).
  • In coordination with the CD and PD, develop and operationalise a strategy to strengthen our product and service marketing (deepening the problem solving and acceptability of our products and services including HomeBioGas, Compost, Briquette, SatoPans, etc)).
  • WASH, Environment & Climate Change Implementation Guidelines are available at the project and country level;
  • Lead Climate change innovations, mitigation, and adaptation actions, promote GOAL SL as centre of excellence in Climate change Innovations in SL and GOAL Global;
  • Provide guidance

 

Accountability, Learning and Innovation

  • Support programs/projects to ensure that high quality Technical Program/Project Designs are in place;
  • Ensure interpretation and utilization of assessment, baselines, evaluations and verification on quality of designs;
  • Ensure development of standardized monitoring tools are in use with appropriate feedback;
  • Analyse and interpret Climate Change assessment findings and utilize the findings to generate evidence-based recommendations for subsequent Programme designs across all GOAL SL programmes;
  • Gather and analyse data at National level for reporting on WASH, Environment & Climate Change;
  • Support in ensuring quality (re)-design for WASH, Environment & Climate Change projects, proposals and concepts as per MEAL guidelines and other standards;
  • Upscale and support GSL’s current work and integration on Environment & Climate Change within and among GSL areas of operation;
  • Facilitate Programs to develop high quality integrated Environment & Climate Change projects through conceptualization, innovation, development and planning;
  • Expose GSL staff on issues of green economy, carbon trading, and possible ways that communities can benefit from the two; and
  • Ensure that lessons learnt are shared across programmes and are fed into GSL’s policy and practice.
  • Coordinate pilot innovative CC actions and scale up while creating demand for the products and deepening acceptability of products like Sato Pans, energy efficient stoves/ fuel saving stoves; carbon finance actions-stoves, clean water structures, etc.

Programme and Business Development

  • Lead in development and utilization of MOUs / working agreements with Environment & Climate Change strategic, funding and program/project implementation partners such as UNEP, GCF, and other accredited organizations.
  • Participate in Go-No Go Processes, write ups, meeting with prospective donors and submission of concepts/proposals.
  • Technically support PDQM and PD team to develop proposals/concepts to prospective donors for WASH , Environment & Climate Change Projects.
  • Respond effectively to calls and queries by donors on Urban Resilience, WASH, Environment & Climate Change Concepts/Proposals in coordination with PD and PDQM; and work closely with the PDQM Department in the production of materials for donors and for marketing purposes.

Coordination, Partnership, and Advocacy

  • Establish and maintain strategic contacts with the UN, Government, INGOs, Universities, Research Institutions, Donors, and Embassies.
  • Catalyse/mediate between and amongst the varying local to national institutions in pursuit of GOAL Climate change, resilient WASH agenda including capacity support.
  • Work with relevant institutions like Ministry of Environment and Climate Change, EPA, MoWS, MoPED, Ministry of Agriculture; Ministry of Fisheries and, etc to develop key national baselines and parameters useful for programme design, accessing funds, etc.
  • Work with government institutions and facilitating changes in the enabling environment and mitigation and removal of barriers for promoting stakeholders’ engagement; etc.
  • Ensure GSL representation in key strategic WASH, Environment & Climate Change working groups and forums to strengthen key partnerships & networks;
  • Ensure mainstreaming of advocacy in Environment & Climate Change projects and working with climate change advocacy organisations like Trocaire; and ensure key International Days are celebrated.

The Person

  • A very strong and solid experience in liquid and solid waste management in urban settings
  • Minimum of a Master’s degree in Environmental sciences, climate change, waste management, urban planning, Climatology, Forestry, Agriculture or related discipline.
  • Minimum seven years of relevant work experience in a similar or related position.
  • Literate in Microsoft Office and data analysis programs such as SPSS, EPI Info; etc
  • Knowledge and awareness of current end emerging climate change related narratives and discourses;
  • Experience and interest in Agro-forestry, waste to energy and clean cooking practices and technologies, Carbon markets/projects and related issues;
  • Willing to learn more on issues related to climate change and carbon markets;

5.) Project Manager (Kingtom FSM Plant)

Job Purpose

Reporting to the GOAL WASH Programme Lead based in Freetown, the Project Manager has responsibility for managing the upgrade and operational improvement programme planned for the Freetown Faecal Sludge Management Plant. The Project Manager is intended to develop resilient operation of the plant, work with site staff to improve operational practices, logistics of the truck deliveries including schedule control, document an Operations and Maintenance Manual, including schedule and specification details of consumables and spare parts.The Project Manager would be expected to liaise with Freetown City Council (FCC) and to work towards transitioning the operation of the plant from GOAL to FCC (or third party operator). As part of the role, you will be expected to liaise and engage with GOAL Head Quarters (HQ) and its Water-Share partners in Ireland who will provide technical and financial support.

Key Areas of Responsibility:

  • Manage the delivery of the programme of work defined by GOAL including the liaison with FCC, GOAL locally and in Ireland and its Water-Share partners
  • Ensure all procurement processes are carried out in accordance with GOAL procedures.
  • Coordinate activities on site, including for separate projects, with responsibility for overall health and safety at all times.
  • Develop the project plan(s) and ensure resources are allocated to achieve planned work schedules, manage any contractors or other service providers.
  • Manage and report on status, risks, issues and report monthly on all aspects of the work, setting out progress, expected work in the following period and seeking any guidance or decisions needed, report on all stakeholder relationships and dependencies in Freetown.

  • Manage relationships with all suppliers and contractors, monitoring their progress and adherence to the contract, minuting all meetings and following up on actions.

The Person:

  • Minimum of 7 years’ experience in a project lead or project management position

The Rural Finance and Community Improvement Project (RFCIP) first ran from 2008 to 2013. Based on its achievements, RFCIP-II was created to boost the capabilities of rural financial institutions (RFIs). This aims to expand their reach and provide services tailored to the needs of rural communities.

The overall goal of RFCIP-II is to achieve lasting reductions in rural poverty and household food insecurity. The project aims to achieve this by improving access to financial services in rural areas, ultimately supporting the development of the agricultural sector. RFCIP-II expands the original project to encompass the entire nation and collaborates with other initiatives supported by IFAD and donors. The project has two main parts:

 

  • Component 1: Strengthening the Rural Financial System: This component focuses on developing financial products that encourage agricultural production and its commercialization. It also aims to ensure that at least 35% of the rural population has access to rural financial services.

 

  • Component 2: Project Management and Coordination

The program emphasizes a business-based approach. This starts with establishing Financial Services Associations (FSAs) and Community Banks (CBs) based on sound business plans and following business principles. This focus on business extends to agricultural financing as well. The program promotes farming as a business and uses it as a criterion for loan eligibility.

The program takes a comprehensive approach that strengthens the financial services sector as its main component. This is complemented by technical assistance provided through the establishment of the APEX Bank. Liquidity is ensured by capitalizing the Community Banks to meet minimum capital requirements and by setting up an agricultural finance facility (AFF) dedicated to agricultural financing.

 

The Government of Sierra Leone and the International Fund for Agricultural Development (IFAD) through a negotiated Financing Agreement established the second phase of the Rural Finance and Community Improvement Programme (RFCIP II) based on a successful implementation of the RFCIP phase one. This became effective in July 2014 to consolidate the rural finance system in Sierra Leone. Both phases of the RFCIP with support from the Global Agriculture and Food Security Programme (GAFSP) and BSL have established 76 Rural Financial Institutions (RFIs) namely 17 Community Banks (CBs) and 59 Financial Services Associations (FSAs) across the country. It has also established an Apex Bank charged with the responsibility of monitoring and supervising all 76 institutions.

 

On 30th December 2022, the Government of Sierra Leone requested to access US$15 million of the IFAD12 Performance Based Allocation System (PBAS) for scaling up RFCIP-II results. More specifically, these additional resources were requested to (i) increase project outreach and respond to the unmet demand for agricultural production loans, and (ii) digitize the network of rural financial institutions (Community Banks (CBs), Financial Services Associations (FSAs) under the regulatory supervision of the Apex Bank), to expand the range of quality products and services to the benefit of project target groups (small scale farmers and rural micro and small enterprises).

 

The RFCIP II is implemented by the National Programme Coordination Unit (NPCU) through the Ministry of Agriculture and Food Security (MAFS).

TERMS APPOINTMENT: The appointments shall be for an initial period of one year and shall be renewable based upon satisfactory performance.

Rural Finance Officer (1)

Duty Station: Bo

Responsibilities 

The Rural Finance Officer, under the direct supervision of the Programme Coordinator, will support the NPCU and Apex Bank with technical support to roll-out the Additional Financing 2 and conduct the tasks identified below:

  1. Organizational Setting:

The National Programme Coordination Unit plays a key role in project implementation, with a mandate that consists of coordinating programme activities, managing programme resources and monitoring programme operations; its evaluation function is of particular importance.

 

The NPCU has a Subsidiary Agreement with the APEX Bank (APEX), registered under the Other Financial Services Act (2001) is a service provider to CBs and FSAs that includes Audit & Inspection, managing the Agricultural Finance Facility, providing training, establishing FSAs and CBs, providing Management and Technical Support, MIS support etc.

 

The mission of the Apex Bank is to provide vital banking and non-banking support services to the Community Banks and Financial Services Associations to improve their operational efficiency and effectiveness and thereby transform them into efficient financial intermediaries/ institutions capable of serving the communities in which they operate, and also discharging some of the functions of the BSL delegated through a MoU.

 

CBs are rural deposit-taking institutions that offer deposits, remittances and loans to the communities. They offer other services rendered by Commercial Banks. The major functions of FSAs, also known as village banks, is to mobilize deposits through community participation in the shares they issue and using such funds to lend to its members in relation to the level of shares acquired.

 

Job purpose: 

Under the overall supervision and strategic, policy and management guidance of the Programme Coordinator of the NPCU, the incumbent will be responsible for overseeing and monitoring the activities of the participating rural financial institutions under the RFCIP2 programme. He/She will report directly to the Programme Coordinator on strategic and operational issues related to the assigned responsibilities and will provide administration and management support to the Apex Bank.

 

Duties and responsibilities:

The Rural Finance Officer is responsible for:

  • Coordinate project activities relating to rural financial services.
  • Coordinate activities of the international technical service providers.
  • Monitor the use of funds for rural financial services.
  • Review of reports submitted by the Apex and the RFI networks.
  • Plan and be responsible for the implementation of the Financial Service Associations.
  • Support the establishment of Community Banks and Financial Services Associations.
  • Finalize the monitoring and reporting system related to the rural finance component.
  • Participate in the implementation of the AFF for the community banks and FSAs.
  • Participate in the implementation of the TIF investment to the Community Banks and FSAs
  • Establish close links with all partner institutions, in particular BSL, MAFFS and the MITAF project.
  • Prepare the Annual Work Plan and Budget related to the rural finance component.
  • Assist in the preparation and implementation of technical support missions, evaluation missions; and
  • Prepare reports for project management and the development partner (IFAD).
  • Plan, supervise and monitor the training on business and financial literacy training for effective results for shareholders.
  • Provide support and guidance for the gathering of data and information needed to undertake an effective monitoring and evaluation of all the activities included in the subcomponent.
  • Undertake any other duties as assigned by the Programme Coordinator.

 

Professional requirements: 

Education and experience 

  • Minimum requirement- Master Degree in Finance/Business Administration, Economics or Agricultural-Economics. ACCA is an added advantage.
  • At least 10 years of relevant professional experience in the financial sector in Sierra-Leone.
  • At least 5 years of relevant post qualification professional experience in rural finance or value chain finance with a local or International Financial Institution.
  • Proficiency in the use of computerized accounting systems.
  • Considerable expertise in financial analysis in the banking and finance sector
  • Extremely familiar with the use of ratio and trend analysis and budget variance analysis
  • Proficiency in the use of Microsoft Word, Excel and PowerPoint
  • Experience with IFAD procedures is of distinct advantage.

 

Technical skills and competencies 

  • Analytical skills: will have analytical ability and thorough understanding of socio-economic issues as well as the capacity to lead specific analytical work.

Languages and other skills

  1. Monitoring & Evaluation Assistant (1)

Responsibilities 

The M&E Assistant, under the direct supervision of the M&E Officer, will support the NPCU to take charge of the project’s Monitoring and Evaluation and conduct the tasks identified below.

  • Roles and responsibilities: 

Under the direct supervision of the M&E Officer and overall supervision of the Project Coordinator, the MEA shall perform the following tasks:

  • Support the development of the project’s M&E Plan based on the project’s Results Framework or log frame;
  • Support the planning and execution of the annual outcome surveys in line IFAD procedures;
  • Support the reviews and preparation of the annual work plans and budgets (AWPB) in collaboration with subject matter specialists and other stakeholders two months before January of the coming year;
  • Participate in the processes for conducting surveys, beneficiary impact assessments, supervision meetings, mid-term reviews, and ex-post evaluation;
  • Undertake monthly monitoring of project activities and provide M&E reports that will help improve project implementation;
  • Assist in the establishment of a Geographical Information System (GIS) as a basis for the monitoring and evaluation system;
  • Support in defining the requirements for information gathering, sources of verification and the means of collecting them;
  • Support data collation, data entry and undertake systematic analysis of data collected through the M&E system so as to establish the impact of the project, in particular on the target groups;
  • Support the training of beneficiaries on M&E issues to enable them to make appropriate evaluation of their sub-projects;
  • Assist in analysing the gaps between the achievements and the expected outputs and propose corrective actions;
  • Assist in monitoring financial and physical progress and report this to stakeholders to create a better learning environment;
  • Support the consolidation of the progress reports based on the input provided by the different components staff.
  • Support the Communication/Knowledge management Officer to produce and disseminate demand-driven learning products capturing lessons at the thematic and project levels, in coordination and collaboration with the overall Knowledge and Learning Strategy of the project.

The Gender Officer, under the direct supervision of the Programme Coordinator and in close collaboration with the Monitoring and Evaluation officer, will support the NPCU and Apex Bank on gender mainstreaming of the Additional Financing 2 and conduct the tasks identified below:

  • Roles and responsibilities: 

 

1-Advisory and Policy Support

 

  • Advice and work with the NPCU and Apex Bank and stakeholders at national and regional level on gender mainstreaming and concerns of women and girls.
  • Lead the preparation and implementation of the RFCIP Gender Strategy.
  • Provide technical advice to the NPCU and relevant stakeholders on gender and social inclusion-related issues.
  • Ensure regular communication between the project and partners (governmental, non-governmental, other donor projects, etc.) working on issues of gender equity, women’s and youth empowerment and social inclusion.

 

2-Capacity Development

  • In collaboration with Programme team members and consultants and building on existing Government and IFAD guidance and materials, support the development of project-specific training materials and facilitation of all trainings. This will be funded fully by IFAD.
  • Assist in the development and distribution of information, communication, and educational materials on gender to promote gender as it relates to the urban sector.
  • Use at least one household methodology, for example, GALS to build capacity of project staff to use and apply the guidelines and tools prepared.

 

3-Project development and management

  • Advise on incorporating gender-related aspects during prioritization of investments, design, bidding, implementation and operation and maintenance.
  • Maintain keen attention on social inclusion aspects and targeting including youth, women and PWDA targets set in the Programme document in Programme planning, implementation and reviews, including in the review of the Programme log frame.
  • Assist the Monitoring & Evaluation Officer in the collecting gender-disaggregated data for inclusion and organizing qualitative studies to assess gender compliance and the project’s impact on the economic empowerment of women and young people.
  • Capture and collate gender stories in the project, while also noting enduring and emerging challenges.
  • Ensure that women and youth benefit from access to finance, access to post-harvest value chain facilities including storage, processing and rural markets facilities.
  • Generate performance indicators to monitor and assess outcome of initiatives considered to promote gender equality and social inclusion.
  • Coordinate with the NPCU to support regular field monitoring visits of project activities to ensure compliance with all applicable requirements of national laws on gender and social inclusion (including youth, old people, people with different abilities (PWDAs), various ethnic groups, etc.)
  • Contribute to the preparation of project progress reports on the implementation of gender and social safeguard requirements of the project.

4- Prevention of Gender Based Violence

  • To conduct a rapid analysis on the current GBV situation in the targeted communities and the legal framework on GBV
  • Develop a framework and workplan preventing and mitigating GBV risks and impacts on Rural Finance through a broad-based stakeholder consultation.
  • Assist in the design an overall M&E Strategy, structures, systems and processes to enable the regular assessment of the project with a Gender GBV and social inclusion lens.
  • Develop guidelines and tools, that are culturally sensitive and adapted to the local context, on addressing risks of gender-based violence to help the project staff identify and address GBV in farming households and communities including capacity building of PMU and stakeholders.
  • Incorporate GBV risks as well as prevention and mitigation activities into the Social, Environmental, and Climate Assessment Procedures (SECAP) and associated project risk management plans and processes.
  • Work with the Communications Unit of the Project to develop case studies demonstrating both the technical results that benefit GBV victims by adhering to informed consent and ethical standards and the implementation methodologies of GBV interventions within communities.
  • If/when/where applicable, help develop and manage a GRM and GBV reporting protocol and facilitate implementation of redress mechanisms; and
  • Perform any other duties as may be relevant to the tasks assigned.

 

Qualification and Experience Required 

  • A postgraduate degree in Rural Development, Gender Studies, Development Studies or related field.
  • A minimum of five years of experience in working in the development sector of Sierra Leone contributing to addressing gender-based violence in an inclusive and participatory manner;
  • Ten years of experience working with donor projects, with interventions supporting youth, women and people with different abilities and locally decentralized institutions;
  • Conversant with using household methodologies to address GBV in an inclusive and participatory manner;
  • Ability to develop and implement M&E frameworks, collect and analyze data on GBV indicators, and use findings to inform programmatic decision-making and adaptation
  • Demonstrated excellence in effectively engaging with farmer groups and communities to address gender-based violence at household and group levels;
  • Proven track-record in communicating sensitive or complex issues in a clear and concise manner to different community stakeholders;
  • Excellent interpersonal, problem-solving, team skills, and the ability to work with a range of stakeholders to effectively negotiate and build consensus to address GBV; and
  • Strong oral and written communication skills in English and Krio; ability to present and facilitate in plain language and using pictorials for a broad group of farmers both literate and non-literate stakeholders.

Required Professional Experience

MAJOR RESPONSIBILITES

Financial Management Compliance: 25% of time

  • Monitor the compliance of the GC7 grant and ensure general and specific requirements of The Global Fund on financial management are adhered to.
  • Monitor grant to prevent over/under-expenditure, avoid disallowable cost and ensure awards are fully expended.
  • Coordinate successful start-up and closure of the grant and ensure retention of key grants documents and vouchers.
  • Facilitate and support external and internal audits by providing required documents and information.
  • Support expenditure verifications by the Local Fund Agent (LFA) on a semester basis and ensure that expenditure is fully supported and defended, with zero disallowed cost.
  • Coordinate for timely implementation of audit recommendations for the grant.
  • Collaborate with WVUS to facilitate timely commitment of funds on Partnership Budget and Actuals System (PBAS).
  • Conduct regular (quarterly) financial monitoring of the SRs and Service Providers (SPs) of the GC7 grant.

  • Prepare the schedule of financial reporting timelines for consortium, including SRs and Service Providers (SPs), and monitor timely submissions of reports.
  • Prepare donor facing reports (PU/PUDRs/Cash Reconciliations etc) and submit to Associate Finance Director for reivew.
  • Coordinate the reconciliation of all grant financial reports to the general ledger.
  • Provide information to accounting staff to ensure proper coding of grants expenditure.

  • Review and attach grant project reports on the Field Financial Reports (FFRs) database by required due dates.

  • Facilitate quarterly and monthly meetings with partners to share projects updates and reports (desk review).

Job Description:

Job Purpose

The selected Civil Engineer will be responsible for carrying out all civil engineering projects within WVISL_Programme Management Unit (PMU)_ GC7 Grant, from the sketch to the final reception of the work and develop various tender documents (DAO). He/She will exhaustively determine the estimated cost of each project necessary to cover each work.

The Civil Engineer will be placed under the responsibility of the Chief of Party – Global Fund_ PMU. He/She will work in collaboration with National Control Programs in the MoH and take on responsibilities at different levels in order to ensure the proper completion and monitoring of studies and construction sites technically.

 

Tasks and Responsibilities

These tasks will consist of:

  • Making bids on potential building projects
  • Working with MoH (different National Control Programs) to determine requirements for building projects
  • Developing initial estimates on structure costs, building time and special requirements
  • Preparing detailed drawings showing both the appearance and interior structure of a building project
  • Leading in the development of project drawings, studies and budgets
  • Preparing work contracts for building subcontractors

Qualification

  • Hold a Civil Engineer or Architectural Degree issued by a university or School of Architecture known and officially recognized by the National Order of Architects of the Republic of Sierra Leone or outside the country.
  • Having carried out construction work on behalf of companies in various sectors.
  • Have a good knowledge of the drafting of call for tender documents (technical specifications, establishment of quantitative and estimated schedules, different architectural and civil engineering plans, etc.).
  • Have perfect mastery of writing the various project activity reports and be able to work independently.

Role Overview:

Reporting to the Chief of Party (COP), the Director of Finance and Administration will be responsible for financial planning and management, logistical and administrative support to the project team, and ensuring that administrative, financial, and contract activities are carried out in a manner consistent with the objectives of the project, and in compliance with USAID regulations and Concern policies. Financial Management:

  • Lead on overall financial management of the SIHSA programme, ensuring stringent financial compliance with contractual obligations and deliverables in line with USAID regulations.

The role sits within BHC Freetown’s Economic Growth Team (EGT) with cross-cutting responsibilities for 6 programmes, direct responsibility for delivery of least one programme (as a Programme Responsible Officer (PRO)) and line management of (up to) two staff. This is a fantastic opportunity to ensure our programmes deliver results for Sierra Leoneans through excellence in programme, financial, risk and commercial management. The post requires the ability to build trusted and influential relationships with suppliers and partners to deliver effectively. It also requires a team player, that i s willing to take on tasks/responsibilities beyond their own day job, to contribute to the overall priorities and objectives of the BHC.

EGT is a busy and friendly team of nine people, with a mixture of UK and Sierra Leonean staff. The team’s core objective is to contribute to long-term sustainable economic growth, and increase Sierra Leone’s ability to self-finance development. EGT works to deliver this objective through policy, influencing and programming that diversifies the economy, creates jobs and addresses barriers to growth. Programmes include championing private sector development (including trade and investment), developing sustainable electricity infrastructure and improving public financial management.

Roles and responsibilities:

The postholder will be expected to have a solid understanding of best-practice programme oversight, extensive implementation experience and to be able to provide expert advice and guidance on complex programme delivery and compliance issues. The right candidate will demonstrate a commitment to working collaboratively, transparently and accountably with colleagues in their team and across the office. We are looking for people with a pro-active attitude, the willingness to work responsively across several issues simultaneously and the ability to work with a range of different stakeholders.

The postholder will be expected to deliver improved programme management, not just in terms of compliance, but also in terms of practice, norms and ways of working. You will need to understand the links between effective programming, policy and influencing, and be adept at working not only with programme staff but also political officers, technical advisers, and policy counterparts across the office and in the UK. A key performance indicator will be the extent to which EGT’s PROs and Senior Responsible Officers (SROs) are further grounded the demands of the organisation’s Programme Operating Framework (PrOF); that they are seen regularly challenging themselves by checking their own understanding before acting or giving advice across the team; and that overall capability in programme leadership and proactivity increases.

Key responsibilities include:

1. Portfolio oversight: ensure high quality programme management is practiced across EGT’s programme portfolio (currently 6 multimillion programmes): work in a forward leaning and supportive manner with the PROs and SROs that make up EGT to ensure: – All programmes are compliant with the PrOF. This will require creativity and ideas generation to improve day to day behaviours and practices, as well as meeting requirements on paper

– There is an open-door policy for EGT colleagues to ask for your guidance, advice and input on any programme-related queries or concerns

– Gaps in understanding and compliance are identified, fed-back within the team, guidance and improvement suggested and actions followed up

– The team regularly discusses and challenges each other on risks, fraud, safeguarding, financial management, results and sustainability, with you providing advice and guidance to ensure the significant financial resources within the EGT portfolio is well managed

– Information is stored and managed in a way that means it is easily accessible and provides a clear audit trail for key programme decisions

– Regular (at least quarterly) cross-portfolio health-checks take place to assist PROs and SROs in managing their programmes

– EGT data (availability and quality) is present on the organisation’s internal reporting systems (AMP, HERA, Teams)

– Direction is set so that the programme portfolio continues to improve and develop its approach to monitoring, and particularly evaluating, programmes based on the creation of evidence and scrutiny of results

2. Ensuring the effective financial management of programmes to ensure agreed programme and departmental spending targets are met, variances are minimised and Value for Money is achieved. Working collaboratively with EGT’s finance lead, you will be responsible for working collaboratively with the Team Leader to effectively plan and make decisions about programme spend between and across EGT’s programmes through the provision of regular, robust financial information (including on variances). You will play a critical role in determining financial allocations for EGT, including through any forthcoming Spending Review process. You will need to be comfortable reading, understanding and interpreting complex financial information at both programme and portfolio levels. This will include a) reviewing the spending plans of each programme, working with the information provided by the finance lead b) cross-checking this with PROs and SROs through monthly meetings and c) communicating this with cross-mission leadership at month-end finance meetings. You will also support the Team Leader during periods of budget negotiations with UK headquarters, quality assure PRO and SRO’s spending forecasts and be the first point of contact for queries on financial management within programmes (e.g. invoices, liquidity, paying in advance, KPIs etc).

3. Line management of key programme staff: over the course of the performance year, coach and manage (up-to) 2x Programme Officers supporting them to maximise their contribution in line with BHC’s Country Business Plan, deliver expectations, and to fulfil their potential. Ensure clear objectives are in place, hold weekly conversations, formal quarterly check-ins and ensure that these are recorded, and action points are noted and completed on reporting systems. Identify learning needs, support opportunities for development and promotion and tackle any dips/ poor performance quickly.

General Description of the Programme

GOAL has been engaged in implementing charity water funded project in rural communities in Gaura, Tunkia Dama, Koya Noma Simbaru, Wandor and Gorama-mende chiefdoms in Kenema district since early 2018. And Moyamba District since 2023

In line with Government of Sierra Leones Water and Sanitation policy, the National Rural Water Supply and Sanitation Programme as well as the Sustainable Developmental Goals, GOAL is contributing towards government’s efforts of increasing access to safe and sustainable water to the rural population of Kenema by refocusing its strategy which seeks to strengthen its relationship and service delivery through a Public and Private Partnership approach. Therefore, GOAL have been closely working with Ministry of health and Sanitation, Ministry of Water Resources and Kenema District Council (KDC) through in ensuring that the above Government goals are met.

Overview of the role

The role of the SBCC Facilitator is to work on Hygiene Promotion and Sanitation activities in the communities selected for the project.

The SBCC Facilitator will work closely with District Health Management Team (DHMT) District council, and Water Directorate to facilitate discussions with community members and to promote good hygiene practices and stimulate households to construct and use their own latrine.

The SBCC Facilitator will be responsible for the promotion of behaviour change communication and social mobilization interventions which are essential component of the project. She /He will assist in the definition and set up of Public Health promotion according to the GOAL proposal, log frame and work plan, this will include.

Main responsibilities

  • Coordinate CLTS, CLA activities, hygiene promotion discussions and other activities with the local communities, CHWs and the DHMT
  • Carry out mapping exercise of communities.
  • Data collection of community hygiene and sanitation status
  • Cofacilitate CLTS and CLA triggering sessions at selected communities.
  • Conduct community dialogue sessions.
  • Definition of key hygiene and sanitation messages
    • Help facilitate discussions and meetings with community members and make visits to follow up on action plans.
  • Conduct ODF verification, certification, and celebration with relevant line ministries.
  • Oversee all hygiene and sanitation activities within his/her assigned area to make sure they are running effectively and having an impact.

 

Formation and training of Water, school, and facility Management committees (WMC, SMC and FMC):

  • Guide community, schools, and healthcare facility on how to identify potential committee members.
  • Help facilitate discussions and meetings with committee members and make visits to follow up on action plans.
  • Receive and co-facilitate training of WMC SMC and FMC, including helping to organize training logistics.
  • Conduct regular follow up meeting with committee members.
  • Liaise and collaborate with community leaders and other community agencies to gain local buy-in for the project and facilitate local ownership of WASH infrastructure at the community level

 

Reporting and compliance :

  • Submit weekly summary reports to the Behaviour Change supervisor on progress and challenges.
  • Carry out any other duties and responsibilities as assigned by the Behaviour change supervisor or Programme Manager.

General Description of the Programme

GOAL is working with the stakeholders and is focusing on the support to DHMTs and Freetown City Council, Water directorate  in planning and management to improve reproductive health and WASH outcomes.
GOAL Sierra Leone is delivering programmes in 6 districts particularly in WASH, Adolescent sexual reproductive health, health system strengthening and inclusion.  In Freetown and Kenema, GOAL implements WASH programming (FSM project utilising the systems approach in Freetown funded under Gates Foundation & Irish Aid and rural WASH with a focus on sanitation marketing, water points sustainability in Kenema funded under CW and IA).

In Freetown, Kenema, Kambia, Bombali, Koinadugu and Moyamba GOAL is implementing health system strengthening including clinical mentorship pilot in Kenema funded by DFID and Irish Aid and an Inclusion Programme focusing on the promotion of decent work through advocacy particularly on the situation of informal sector workers, anti-human trafficking and child labour in collaboration with the World hope International and Sierra Leone Labour Congress funded by the European Union.

 

Overview of the role

Based in Freetown office, the Senior Finance Manager (Grants and Partnership Management) will contribute to achieving high quality programming by ensuring effective grant management including, compliance requirements, and reporting. S/he will monitor and assist program managers with the financial management of programme budgets including expenditure forecasting and ensuring the Budget Monitoring Tool (BMT) is completed in a timely manner.

Main responsibilities

  1. Preparation of all active grants BMT/Budget Monitoring Tools/ and submission to AFC for review.   Preparation of journals and import to sage after codes have been reviewed by AFC. Ensure that all the BMTs are rolled out by the 14 working days of the month (deadline 18th of the month)-Ensure all the BMTs are review by AFC or FC before submission to the budget holders.
  2. Support the AFC with grant set up for donor budget (create account code, structure, and import to sage according to the donor template), after creating a code updated to finance form & share to all staff.
  3. Support the ACF prepare all donor report / Address all donor queries.
  4. Support AFC in all donor audit (Provide documents for audits, liaise with auditors, filing of all reports (Soft & Hard Copies) relating to the audit.
  5. Coordinate with respective budget holders to ensure budgets are correctly allocated and aligned.
  6. Monitor grant payment schedules and income requests for respective portfolio in a timely manner.
  7. Be familiar with all GOAL organizational and donor portfolio compliance requirements and ensure high quality management of grants through meeting of KPIs and deadlines.
  8. Assist in training and capacity building related to GOAL Grants Management/donor compliance as required.

SOLTHIS is a  development NGO, present in West Africa with 6 country offices, which, in partnership with local actors,  deploys projects including operational research, capacity building and advocacy.

Finance, Human Resources (HR) and Logistics Manager

SPECIFIC TASKS  

The Finance, Human Resources (HR) and Logistics Manager is responsible for coordinating and supervising  finance, human resources, logistics administrative, logistical, human resources and financial aspects of  SOLTHIS’ program in Sierra Leone in compliance with donors and SOLTHIS’ procedures

Mission 1: Accounting 

  • Validates monthly and yearly accounting according to internal procedures.
  • Provides technical support to the team for the implementation of new accounting process and  rules, along with RCT

Mission 2: Finance  

Responsible, with delegation to his/her team for some tasks, i.e., Budget Follow Up (BFU) and Financial  Plan (FP) for:

  • Proper monitoring of the treasury of the mission
  • Compliance of procedures and tools according to the Admin and Finance Procedures (AFP) to donor  guidelines and to audits recommendations, and make suggestions for improvement • Proper and timely updating of BFU (including donor allocation table updates and partners follow up) and that analysis and alerts are shared to relevant people
  • Development of the budget of projects in cooperation with program team (to be validated by CAF),  and prepares monitoring tools (BFU template and budget lines)
  • Preparation of financial reports and cash requests for donors (to be validated by CAF) according to  the deadlines
  • Provision answers to questions from donors on financial matters in liaison with the CAF, DAF, and  CD
  • Coordination and oversight the annual programming process (financial plan, budgets, procurement  plan), in collaboration with the CD before the validated by CAF
  • Preparation and supervision of audits carried out in-country and provides supports for audits led  from HQ

Mission 3: Administration 

  • Responsible for the compliance and validation of contracts with suppliers, consultants and donors  are compliant and validated
  • Participates in the management of partnerships with local associations by supporting the Program  Coordinator with the institutional diagnosis of the associations and the identification of capacity building needs; prepares partnership agreements, follow-up files and ensures capacity-building  plan according to the needs

Mission 4: Human Resources and Team Management 

  • Leads the HR strategy definition, and ensures legal watch (labor code, tax legislation, changes in  the status of international NGOs that may affects the situation of staff)
  • Carries out periodic HR audits to gain a better understanding of the labor market and updates CD  and the Director of Human Resources at HQ
  • Responsible for the proper updating of expatriate files
  • Checks and validates national staff contracts and payrolls
  • Oversees the compliance of recruitment procedures
  • Sets objectives to the support team, and conducts evaluations of staff under his/her direct  supervision
  • Responsible for the development and implementation of the mission’s training plan

Mission 5: Logistics 

  • Monitors the proper use of logistical resources of the organization
  • Ensures compliance with purchasing procedures, and implement corrective measures
  •  Ensures periodic controls of the mission’s equipment and IT tools
  • Provides technical supports to the national logistician and project coordinators for the  development of procurement plans, and ensures they are updated and responds to the mission  needs

Mission 6: Security  

  • Ensures that the safety and security rules of the mission are properly applied by all staff and  visitors (consultants, staff from HQ, etc.) and make suggestions of improvement/updates to CD  according to a regular monitoring of the national security environment
  • Leads, if necessary, the repatriation and medical evacuation of expatriate staff in collaboration  with CD
  • Carries out safety briefing for SOLTHIS’ staff and implementing partners; and briefs visitors in the  absence of CD

Mission 7 : Reporting 

  • Validates and submits operations reports to the CAF, DAF, CD and donors
  • Carries out capitalization work on country, donors and internal procedures.

PROFILE REQUIRED  

Education 

  • Master’s degree or other post-graduate qualification in finance, accounting or business  management. Will consider commensurate experience in lieu of master’s degree. However, a  minimum of a bachelor’s degree in a relevant field is required.

Experience 

  • Minimum of 5 years with similar position, preferably within the international NGO (INGO) and  humanitarian environment
  • Proficiency with MS office pack, and mastering of SAGA accounting software
  • Previous experience as Finance, HR and Logistics Manager with an INGO or UN agency
  •  Previous international experiences are strongly appreciated

Qualities and skills  

  • Good knowledge of donors, including the Global Fund, AFD, UNITAID, Expertise France, etc.
