In alignment with this visionary agenda, the government has forged a partnership with the African Agriculture Transformation Initiative (AATI). The AATI, co-founded by the Bill & Melinda Gates Foundation (BMGF), the International Fund for Agricultural Development (IFAD), the Alliance for a Green Revolution in Africa (AGRA), and McKinsey & Company, is committed to reinforcing national delivery mechanisms to support agricultural transformation policies and programs in Sub-Saharan Africa. This collaborative effort translates into the establishment of an Agriculture Transformation Office (ATO) in Sierra Leone. Within this framework, the ATO in Sierra Leone, a pivotal component of the AATI, will play a crucial role in advancing the implementation of the government’s agriculture transformation plan. The ATO’s mandate encompasses facilitating the transfer of knowledge and learning through daily interactions with government personnel, strengthening policy formulation, providing evidence-based decisionmaking advice, and contributing to resource mobilization efforts.

To ensure effective organizational structure and reporting lines, it is mandated that all staff within the ATO have their supervisors adhering to the established organizational chart. The Administrative Assistant position is located in Sierra Leone and works under the direct supervision of the ATO Director. The AATI and ATO are administratively hosted within IFAD and this Service Contract appointment will be governed by both IFAD’s and UNDP’s legal instruments, as detailed in the offer of appointment.

Duties and Responsibilities

The Administrative Assistant is accountable for communications, operational and secretarial support services to enhance the smooth running of the team and its workflow and management of information.

The Administrative Assistants at this level typically report to a senior professional staff member or to a team leader; therefore the scope of key results is limited to the organizational unit. The Administrative Assistant provides support in the application of established rules and procedures as well as in typical, non-specialized support work. The work is standard in nature; there are no specialized administrative activities that would require formal training performed on a regular and recurring basis. Key performance indicators include the timely and accurate performance of assigned activities.

1. COMMUNICATIONS & WORKFLOW: Facilitates the communications and workflow of the organizational unit to enhance the efficiency and timeliness of operations and outputs. Accountabilities typically include managing incoming and outgoing correspondence, e-mails and telephone calls; researching background documentation; communicating routine and some non-routine information pertaining to the work of the team; maintaining the supervisor’s calendar; establishing/maintaining the office filing and reference systems, both traditional and digital; and ensuring the inter/intra-net websites are up to date and accurate.

2. OPERATIONAL SUPPORT: Facilitates the work of the team to ensure integrity in the use of resources and adherence to established rules and procedures. Accountabilities typically include ERP data entry and reporting activities as originator; applying internal procedures and tracking systems for correspondence and documents; verifying work is completed in accordance with IFAD standards and within established deadlines; monitoring work progress and priority cases; organizing meetings and workshops; organizing official travel; administering staff attendance and leave; and identifying and extracting information from various sources and preparing briefing notes.

3. OFFICE SUPPORT: Ensures the full range of office support to the supervisor. Accountabilities typically include preparing briefing materials for official trips or meetings; drafting responses to written inquiries on routine and non-routine questions; coordinating responses to sensitive or complex inquiries; following up on established deadlines and ensuring timely submissions by staff of reports, correspondence and other documents; reviewing all outgoing correspondence and official documents for style, factual and grammatical accuracy as well as conformance with established guidelines and procedures; preparing correspondence for the supervisor’s signature; and may make informal translations of correspondence.

Job Role

The Head of Programmes is a leadership position within the ATO. Work Relationships

Work Relationships

The Mechanization and Irrigation Pillar Lead will report to the Head of Programmes. He/She will work closely with other Pillar Leads, Ministry staff and other partners.

Objectives:

  •  Contribute to the efficiency and productivity of agricultural operations through mechanization and improved irrigation systems, with a special focus on rice.
  •  Support the expansion of cultivation areas, particularly for staple crops such as rice, through effective mechanization and irrigation to increase production and yield.
  •  Support the development of large-scale irrigation strategies that optimize water usage and enhance resilience to climate variability, with a focus on rice.
  •  Promote sustainable agricultural practices through the adoption of efficient and environmentally friendly mechanization and irrigation technologies, in collaboration with the Climate Specialist.
  •  Decrease the reliance on rainfed agriculture by supporting the expansion of irrigation infrastructure, thus mitigating the risks associated with weather variabilities and climate change.

The Mechanization and Irrigation Pillar Lead will perform the following tasks:

  •  Support the development of a detailed mechanization plan, costed with timelines. Review the existing mechanized services (Machine Rings), including the use of tractors and other machinery, to enhance agricultural productivity, particularly in the key rice production clusters.
  •  Contribute to the development of strategies which supports the expansion and improvement of irrigation infrastructure across Sierra Leone. This includes supporting projects for centralized, large-scale irrigation systems such as the Inland Valley Swamp (IVS) cluster.
  •  Advise the Ministry staff in the management and the execution of mechanization and irrigation projects, ensuring they are completed on time, within budget, and in accordance with technical specifications and environmental standards.
  •  Work with various stakeholders, including the Machine Rings representatives, government agencies, private sector partners, local communities, and international development organizations, to facilitate the successful implementation of mechanization and irrigation projects.

Key Responsibilities

The Finance and Administration Director will provide overall procurement, financial, operational, safety and security, and compliance support to the SIHSA Activity. Reporting to the Chief of Party, the Finance and Operations Director is responsible for the overall administration and financial operations for the project. The Finance and Administration Director ensures that administrative departments are successfully managed and provides operations support as required. The Finance and Administration Director is responsible for training and mentoring staff on policies and procedures, donor regulations, new systems, and financial best practices is expected, as well as working closely with the Chief of Party and US-based personnel to ensure compliance with all donor regulations and effective and proactive management. The Finance and Operations Director normally manages other administrative functions such as Operations, Grants, HR, Security, and other office support staff. The specific duties to be carried out by the successful candidate are listed below:

  •  Provide overall procurement, financial, operational, safety and security, and compliance support to the project.
  •  Oversee management of sub-contracts, sub-awards, and/or possibly other outsourcing mechanism.
  •  Ensure funds expended are compliant with US government regulations and policies.
  •  Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award, which may be a contract or a cooperative agreement.
  •  Initiate, develop, maintain, and revise policies and procedures for the general operation of the finance and compliance program and its related activities and to promote cost efficiency and compliance with all rules and regulations.
  •  Identify potential areas of financial and compliance vulnerability and risk and develop or implement corrective action plans to resolve problematic issues.
  •  Ensure proper financial documentation and reporting, establish and provide direction and management of project funds.
  •  Lead and oversee the development, management and complete life cycle of a variety of possible procurement mechanisms, including but not limited to purchase orders, sub-grants, sub-contracts, and/or GUCs.
  •  Be responsible for managing the contract budget, tracking project spending and preparing financial reports for submission to USAID.
  •  Analyze financial data with attention to the impact of adaptation on programming.
  •  Develop, implement, and adjust when required the project’s safety and security strategy and protocols, and serves as the point of contact for the person in charge of security at USAID for any issue related to security reports and procedures.
  •  Mentor and supervise finance, operations, and other staff engaged in the activities noted here.

Basic Requirements

  •  Master’s Degree in Business Administration, Finance or Accounting or equivalent.
  •  At least eight (10) years’ experience working in international development, preferably democracy and governance activities. eHelP5h C0zkId
  •  At least four (4) years’ experience in financial compliance and progressive supervisory work experience directly supervising administrative, finance, and/or operations staff.
  •  Demonstrable experience with management and/or administration for USAID projects, including experience managing sub-awards and GUCs.
  •  Knowledge of U.S. government references including OMB Circulars (e.g. A-122), 22 CFR 226 and 22 CFR 228, ADS, FAR, AIDAR, CAS, FFATA, DSSR, and FTR.
  •  Experience managing USAID contracts and/or cooperative agreements.
  •  Knowledge of USAID rules, regulations and policies, particularly financial reporting and compliance requirements.
  •  Fluency in English
  •  Ability to travel within Sierra Leone and occasionally internationally
  •  Proficiency in relevant computer applications and databases.

Preferred Qualifications

  •  Demonstrable experience managing grants, contracts or other mechanisms that allow projects to seamlessly change course in response to new information

Position Summary:

Position Summary:

The MEL Director will provide leadership and technical guidance to the program team on all monitoring, evaluation, and learning -related issues. Under the direction of the Chief of Party and in close collaboration with the technical leads, the MEL Director will be responsible for the design, implementation and quality of all monitoring, evaluation, and learning components of the project. This includes leading and supervising the activity learning agenda, data management systems, data quality, data dissemination and use as well as any technical assistance and capacity development. S/he will provide strategic direction for a robust learning agenda for continuous learning, collaboration, and adaptation during the life of the project. S/he will serve as the primary point of contact for establishing and managing an evaluation and monitoring system responsive to USAID reporting and learning requirements.

Essential Job Functions/ Main Duties and Responsibilities:

  •  Lead the design and implementation of the project’s monitoring and reporting activities, including development of the project’s results framework and Performance Monitoring Plan; development and monitoring of project indicators; oversight of routine data collection and data management; data quality assessments (DQA); synthesis and analyses of data and presentation of project lessons and results; and reporting, both internally and externally as required/needed.
  •  Lead the design and implementation of the project’s evaluation activities (as applicable), including periodic reviews, performance evaluations (baseline, midline, endline), outcome and impact evaluations.
  •  Guide and maintain relevant protocols, SOPs, instruments, data sets, manuals, training materials and reports pertaining to monitoring, evaluation, and learning; ensure that these all adhere to Project HOPE and international policies and standards; and ensure that they remain technically and ethically sound.
  •  Oversee a team of M&E staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members. This includes conducting performance management and professional development of direct reports and of the entire Strategic Information (SI) team, i.e. provision of constructive feedback, ongoing coaching, and career support, as needed and appropriate.
  •  Develop and oversee implementation of strategies for capacity strengthening (as needed) of staff, implementing partners, government counterparts, and other stakeholders in M&E systems/tools, data management, health informatics, data analysis and use for program planning and improvements, and other priority areas/skills.
  •  Ensure the quality and timely preparation and submission of workplans, data sets, progress reports, and papers summarizing project results and evidence, and other deliverables, as required. This includes ensuring effective data analysis/interpretation and data use to inform management decision-making and to support quality improvement efforts.
  •  Ensure the quality of data collected to measure project performance and results, through proper ongoing data management, SOPs for data flow and Quality Assurance, periodic Data Quality Audits (DQAs), and adequate orientation/training of staff, partners and beneficiaries at all levels of the project.

Minimum Requirements and Desired Qualifications:

  •  A bachelor’s degree in public health evaluation or Social Sciences, Statistics, or any related field. Master’s degree highly preferred.
  •  Minimum of eleven (11) years of experience working on MEL for donor-funded health projects, preferably those involving health systems strengthening, capacity strengthening and/or RMNCH.

1.) WASH & Climate Change Coordinator – HOINT

GOAL has been operating in Sierra Leone since the late 1980s, initially in emergency response, with a permanent presence since 1999 response, with a permanent presence in country since 1999. GOAL operates from its main office based in Freetown, with other sub operational offices in Kenema, Kambia, Bombali, and Moyamba Districts. GOAL implements programmes in 8 of Sierra Leones 16 districts: Western Area Urban, Kambia, Kenema, Bombali, Port Loko, Koinadugu, Karene, Moyamba, and hires over 165 staff across the country. Our programmes focus on the WASH and Health sectors including urban and rural WASH programmes, health system strengthening, social and behvaiour change; Blue Economy and FSL; and emergency response programming.

The GOAL Sierra Leone WaSH programme has two components: Urban and Rural WaSH. While the Rural WaSH focusses on creating access to safe drinking water, the urban WaSH component has focused on Waste Management. GOAL co manages an Urban Waste Treatment Plant (Faceal Sludge Management) in Sierra Leone, in collaboration with the Freetown City Council. Innovative climate change adaptation and mitigation project components were developed on top of and building on the experience of the Liquid Waste Treatment plant and have been in implementation in tandem: Home Biogas; Compost and Briquette production-these are waste to energy and value micro projects intended to join the dots in the circular econmy. Besides, SatoPans are being piloted and marketed to enable households adopt their use with the bid to enhance their sanitary and hygiene a practice as well as reduce possible emissions from Waste by linking it with the innovative micro projects.

RURAL WaSH

GOAL operates rural WASH programming in Kenema and Moyamba Districts, integrated with positive sanitation community approaches.

  •  Construction of over 500 sustainable water points in hard-to reach communities with continued Operation and Maintenance support through the Water Management Committees.
  •  Social Behaviour Change approach used in every community to effect positive change in hygiene and sanitation through CLA and CLTS.

URBAN WaSH

GOAL is one of the lead urban WASH operators in Sierra Leone, and has supported Freetown in improving liquid and solid waste management since 2016 by: –

  •  Constructing Freetown’s first wastewater treatment plant opened in May 2021
  •  Capacity development of the FCC on FSM, Business Development Services (BDS), and Service Level Agreement (SLA) in operationalisation of liquid waste vacuum trucks.
  •  Supporting the importation of low-cost sanitation marketing approach
  •  Development of end-use product innovations from the treatment plant including cooking briquettes and co-compost.
  •  Innovative FSM solutions for hard-to-reach communities including the waste to energy innovation HomeBiogas.

Health: GOAL SL GOAL also focuses on health system strengthening with Irish Aid-funding on Adolescent Sexual and Reproductive Health.

Blue Economy and FSL: Moreover, GOAL SL has engaged since 2022 in the assessment of the Fishery sub sector in Western Urban and Rural and subsequently implemented micro projects while aiming to expand its work in 2024 and beyond with funding from Community foundation Ireland and Faroe Isalnas and the IcSP.

The WaSH portfolio of GOAL SL also has gotten a new FCDO grant that runs for 4 years and focusses on WaSH systems for Health and its focus include Solid and Liquid Waste management, enhancing access to and utilisation of WaSH services and action by the Health Service facilities and WaSH Governance, which is mainly networking and advocacy as well as WaSH accounting. The focus of the programme is Urban West and Five Districts. In a nutshell, the WaSH and Climate Change coordinator will coordinate WaSH and CC themes across the GOAL SL programmes.

Purpose of the role

The post holder will provide overall strategic leadership, guidance, and coordination of integrated Environment, Climate Change and WASH programming in terms of technical support in system strengthening and capacity development; design, implementation, monitoring, and evaluation; accountability, learning and innovation; and resource acquisition, engagement and networking. All these are aimed at achieving well designed, integrated, and sustainable climate change response initiatives and sustainable WASH systems for building climate resilient systems and communities.

In order to successfully do so, the post holder must be able to effectively communicate GOAL Global Climate Change Policy, Programme and approach and demonstrate the linkages between and among the different programmes on resilience and climate change; and ensure adaptation and mitigation measures are planned and executed as unique selling points of the GOAL SL programme in CC programming and innovations. The post holder is responsible to provide technical support in Climate Change mitigation and tailored services in the origination, development, and financing of carbon interventions, such as introducing cleaner and more efficient cooking technologies and Nature-based adaptation solutions to climate change through coordination across Sierra Leone. The postholder will pay particular attention to system strengthening, private sector engagement, localisation, and partnership, mainstreaming of climate change through all programmes, design, operationalization and promoting CC innovation Hub, and catalysing and mediating between the different institutions and communities.

GOAL mainstreams gender, child protection, HIV and environment across all programs and operations. GOAL is engaged in direct implementation of hardware and software activities as well as supporting a mix of national and international partners including community-based organizations which require significant capacity building of operational and technical capacity.

  •  Major Responsibilities:

Technical Support and system strengthening

  •  Provide effective technical support to project teams on roll out of Partnership and other recognized and approved models on WASH, Environment and Climate Change (e.g. Participatory Forest management approaches, Climate Smart Agriculture, climate smart urban sanitation, Conservation Agriculture with Trees, Nature-Based adaptation solutions to climate change, clean cooking practices – Renewable Energy sources and energy Saving Cook-stoves for Carbon Credits projects, Climate Resilient WASH programming, PPP, Private sector engagement, etc);
  •  Provide technical support to systems strengthening at various projects of Climate Change and WASH portfolio like Operation and Maintenance for WASH infrastructures; Operations and systems for Faecal Sledge Management; Deepening privatisation of mechanized emptying services through Service Level Agreement and supporting the restructuring/strengthening the governance of urban sanitation with FCC taking the lead ; etc
  •  Support the strengthening of the technical capacity and overall governance of the FSM unit and Environmental sanitation department to ensure the senior leadership of the FCC (Department of Environment and Sanitation) takes more roles and ownership of the management of urban sanitation systems including FSTPs and leased vacuum trucks (SLA) with enhanced and better engagement.
  •  Support the strengthening of the O&M system of the Rural Water Infrastructures including networking and representation at National level.
  •  Participate in joint technical coordination, planning and review meetings for all WASH, Environment and Climate Change actions;
  •  Identify capacity gaps in WASH, Environment and Climate Change to inform the GSL and key partners staff capacity development strategy;
  •  Ensure skills and capacity development for staff and partners in WASH, Environment and Climate Change strategies, models and approaches;
  •  Coordinate regular learning forum to profile, communicate and ensure adoption of promising practices;
  •  Lead the development of National Strategy, Technical Approaches and Programmes regarding WaSH and Climate Change- including other GOAL SL portfolios .
  •  Ensure Linkage and lead coordination with Health Coordinator, WASH Coordinators/Managers, Blue Economy and FSL Coordinator for continued backstopping to enable quality programming in WASH and Climate change within GOAL SL programmes;
  •  Identify, collaborate and develop business models with the local partners including mainly the private sector for their involvement in the climate change and circular economy in urban waste management and sanitation marketing and closely work with the Partnership HUB for GOAL Global which is based in our Uganda office.
  •  Work towards the development of a private sector strategy for GOAL SL (in collaboration with The financial inclusion advisor, the PD and relevant staff) and ensure it aligns with our localisation policy as well as is fit for purpose for operationalising PPP (CGOAL mediates amongst the communities, private sector and public institutions).
  •  In coordination with the CD and PD, develop and operationalise a strategy to strengthen our product and service marketing (deepening the problem solving and acceptability of our products and services including HomeBioGas, Compost, Briquette, SatoPans, etc)).
  •  WASH, Environment and Climate Change Implementation Guidelines are available at the project and country level;
  •  Lead Climate change innovations, mitigation, and adaptation actions, promote GOAL SL as centre of excellence in Climate change Innovations in SL and GOAL Global;

Accountability, Learning and Innovation

  •  Support programs/projects to ensure that high quality Technical Program/Project Designs are in place;
  •  Ensure interpretation and utilization of assessment, baselines, evaluations and verification on quality of designs;
  •  Ensure development of standardized monitoring tools are in use with appropriate feedback;
  •  Analyze and interpret Climate Change assessment findings and utilize the findings to generate evidence-based recommendations for subsequent Programme designs across all GOAL SL programmes;
  •  Gather and analyse data at National level for reporting on WASH, Environment and Climate Change;
  •  Support in ensuring quality (re)-design for WASH, Environment and Climate Change projects, proposals and concepts as per MEAL guidelines and other standards;
  •  Upscale and support GSL’s current work and integration on Environment and Climate Change within and among GSL areas of operation;

Programme and Business Development

  •  Lead in development and utilization of MOUs / working agreements with Environment and Climate Change strategic, funding and program/project implementation partners such as UNEP, GCF, and other accredited organizations.
  •  Participate in Go-No Go Processes, write ups, meeting with prospective donors and submission of concepts/proposals.
  •  Technically support PDQM and PD team to develop proposals/concepts to prospective donors for WASH , Environment and Climate Change Projects.
  •  Respond effectively to calls and queries by donors on Urban Resilience, WASH, Environment and Climate Change Concepts/Proposals in coordination with PD and PDQM; and
  •  Work closely with the PDQM Department in the production of materials for donors and for marketing purposes.

Coordination, Partnership, and Advocacy

  •  Establish and maintain strategic contacts with the UN, Government, INGOs, Universities, Research Institutions, Donors, and Embassies.
  •  Catalyse/mediate between and amongst the varying local to national institutions in pursuit of GOAL Climate change, resilient WASH agenda including capacity support.
  •  Work with relevant institutions like Ministry of Environment and Climate Change, EPA, MoWS, MoPED, Ministry of Agriculture; Ministry of Fisheries and, etc to develop key national baselines and parameters useful for programme design, accessing funds, etc.
  •  Work with government institutions and facilitating changes in the enabling environment and mitigation and removal of barriers for promoting stakeholders’ engagement; etc.
  •  Ensure GSL representation in key strategic WASH, Environment and Climate Change working groups and forums to strengthen key partnerships and networks;

Responsibilities

The Director of Finance and Operations (DFO) manages the finances of the activity and will supervise the procurement, finance, human resources, and administrative staff. The DFO position ensures that adequate and appropriate internal financial management controls are in place, in compliance with USAID policies and procedures. She/he will also ensure that the Activity’s financial management processes and controls meet generally recognized accounting standards. The DFO oversees and manages all bookkeeping, bank accounts, and cash flow, and manages SIHSA project funds for appropriate execution of the activity.

Job Purpose: Concern Worldwide is recruiting for District Delivery Managers (DDM) for the UNICEF funded vaccination project – A hybrid mobile/outreach vaccination team model at district and Community Health Centres (CHC) for childhood immunization and COVID-19 vaccination.

The project is operating across Sierra Leone and will support the National EPI directorate and DHMTs COVID-19 and child routine vaccinations rollout. The project will focus on people at greater risk of exclusion from vaccinations due to remote geographical location or belonging to a specific vulnerable group (e.g. people with disabilities, age, gender etc.). Mobile vaccination teams will be supported in all districts and will focus on reaching (hard to reach) 12-18 years old children. Support to CHC outreach will focus on the districts identified as having the highest number of zero-dose children in the country: Western Area Urban, Tonkolili, Bombali, Karene, Falaba, and Kambia.

The DDM will play a key role in ensuring that the program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols. S/he will be responsible for ensuring day-to-day oversite of project district budget, reporting and implementation of MEAL and procurement plans; and with their Line Manager ensure harmonisation of project activities and cross district learning.  S/he will coordination with Concern’s other projects in the District and represent the project in external meetings and related events at the District Level as well as build and maintain positive relationships with District Ministries, and other stakeholders.

Job Purpose: The jobholder will assist the Country Financial Controller in the day-to-day operations of the finance function including but not limited to compliance, controls, donor and partner management, reporting, budgets and staff capacity building. Ensure all relevant financial compliance and audit requirements are adhered to while ensuring all financial data are accurately captured in the Concern financial system. The jobholder will provide support & guidance to senior managers, budget holders in donor compliance issues and budget monitoring. He/she will oversee the completion of Sierra Leone management accounts by due date and distribution to grant owners/budget holders and, prepare draft Financial Report Package and Budget for review by the Country Financial Controller as per Concern cycle.

The jobholder will have an oversight role on our partners and therefore accountable for partner finances. This will include the pre-assessment of partner financial capacities, the development of appropriate financial clauses in partner agreement, the monitoring of partner expenditure and performance, the development of partner capacity building strategies and assistance to partners and programme managers in the planning and design phase of the project.

The position will have an oversight role on Fixed Asset Management by ensuring proper records are maintained for organizational asset.

Main duties & 

Responsibilities:

Donor Management (Budgeting, Reporting, Filing)

  • Liaise with both the PD and CFC to ensure all relevant donor guidelines, policies, circulars and procedures are readily available, streamlined, complied with during both planning, implementation and closeout of grants.
  • Liaise with Programmes and Prepare/ update a schedule of all reports to be submitted during the year.  Ensure that donor report are submitted as per in-country and Dublin guidelines.
  • Participate in periodic joint review of donor reports with budget holders upon arrangements
  • Perform budget eligibility tests against donor guidelines/requirements during new budget development
  • Represent finance in new proposal/budget development process. Assist the program staff in formulating budget proposals.
  • Ensure appropriate and updated soft and hard copy filing and documentation regarding donor budget and report exists
  • Review and ensure that donor reports tie back to the general ledger from GP and donor original budgets.
  • Map staffing to donor funding to ensure that gaps are identified and included in future donor proposals, provide relevant information to senior management to inform decisions that may be necessary on staffing positions if there isn’t sufficient funding.
  • Work with Program Managers and CFC on the coding of new grants and ensure circulation to all relevant staff and accounts are created in GP, in conjunction with the Management Accountant.
  • Prepare interim & final donor financial reports and submit to CFC & programme managers/ coordinators.
  • Undertake periodic joint review of donor reports with budget holders based on agreed upon arrangements.
  • Maintain a hard copy filing system for each donor, as per the ‘Donor File Contents Checklist’ and ensure it is kept up-to-date with signed final versions.
  • Ensure all Finance related Donor Budgets, Contracts & Reports are uploaded onto Concerns Grant Management System (GMS).
  • Ensure familiarity with various donor compliance rules and report layouts & timelines – in particular the main donors like- FCDO, Irish Aid, ECHO, EU, USAID & update the relevant staff.

Month end account closure 

  • Follow up and support as necessary, on the month end process including the support cost allocation.

Financial Control

  • Assist the CFC in ensuring that specific in-country procedures are developed, approved, documented and rolled out effectively.
  • Ensure that country financial management systems & records are adequate in order to identify and protect the assets & interests of the organization.
  • Make regular visits to all Concern’s projects to ensure that adequate monitoring systems are in place to minimize the risk of loss or misuse of assets.

Monthly Management Accounts

  • Hold monthly review meetings on Donor management accounts with the relevant budget holders to identify early issues on areas such as over/under spending and address those

Budgets and Budget Revisions as per Concern Budgeting Cycle

  • Follow up on timey submission of budgets from budget holders and undertake review of draft budgets to confirm that it reflects as accurately as possible the financial impact of proposed activities
  • Assist in consolidating finalized Budget Data in to the standard budget pack.
  • Prepare the budget in a manner ready to be imported into the GP system.
  • Import the budget to the system (GP) in consultation with the CFC
  • Generate revised budget codes based on revised budget
  • Ensure appropriate and updated soft and hard copy filing and documentation of the budget information exists.

Financial Reporting Pack (FRP) as per Concern Reporting Cycle 

  • Assist the CFC during financial report (FRP) preparations by producing a draft FRP for review with the CFC
  • Assist in addressing FRP review feedback from HQ
  • Properly file the final FRP after feedback both in soft and hard copies
  • Undertake periodical joint review (at least quarterly) of management accounts with budget holders based on agreed upon arrangements
  • Assist the CFC on YE closing

Partnership Management:

  • Provide technical support during new partner selection and subsequent periodic assessment in reviewing CILPAT completed by the Partnership Accountant (PA).
  • Provide support and guidance during the formulation of the partner agreements to ensure that the agreements have taken into consideration the global Concern procedures and the findings of the assessment.

 

  • Assist the PA and Undertake final budget review at the consolidation stage, highlighting areas of variance in terms of support costs and previous year’s expenditure and enable easy consolidation of data to the budget pack and system.
  • Undertake sampled periodic review (and investigate) of partner’s financial reports (and supporting documentation) and ensure donor compliance where applicable and liaise with the Partnership Accountant for action.
  • Carry out planned and ad hoc reviews/audits to support and monitor organizations’ activities on an agreed terms of reference
  • Provide the necessary to ensure Partner’s internal controls are effective by assessing critical processes
  • Follow ups to ensure external audits are conducted by partners in compliance with the agreement. Review these external audit reports
  • Review disbursement position and facilitate the timely and appropriate release of funds to the partner.
  • The Finance Manager will be a resource person for supporting partners on key trainings, development of financial control systems. This will dependant on the needs of the partner as identified in the findings of the assessment, communication and consultation with the partner
  • Ensure Partner Reports and Findings are circulated to all interested parties within Concern and the Partner.
  • Ensure monthly partner accounts reconciliation is done by PA, reviewed and in case of any variance, it’s explained and cleared accordingly.

Staff Management and Capacity Building

  • Directly line manage and supervise Finance staff as directed by CFC.
  • Coach and mentor national finance team who have potential to rise to more senior level positions in the organisation.
  • In consultation with the CFC, provide on the job training to subordinates on regular basis including during field visits.
  • Deliver training on donor management accounts, donor budgeting and donor financial requirements to finance and non-finance staffs in Head office as well as field offices.
  •  Support CFC in Delivering training on finances issues to non-finance staff where a need is identified in all field office and remote locations.

 Other tasks

  • The position holder will be required to deputise in the absence of the Country Financial Controller.
  • Assist the Country Financial Controller in the capacity building of finance team members, non-finance managers and provide induction on finance for newly joined and maintain up-to-date induction materials

Person specification:
  1. Education 
  • Required: Accountancy Qualification (e.g. CPA, ACA, ACCA, CIMA ) or equivalent professional degree (Bachelors level university degree related to accounting).

2. Job related Experience and Knowledge

  • At least 7 years’ experience in finance.
  • At least 4 years’ managerial level experience in an NGO.
  • Experience of donor reporting would be highly desirable.
  • Experience managing large and multi donor (especially IA, USAID, ECHO, FCDO, EU etc.) programme budgets
  • A good understanding of computer applications i.e. Microsoft word, Excel, communications systems and basic trouble shooting skills is essential for this role.
