Job Purpose: Concern Worldwide is recruiting District Data Clerks for the Saving Lives 3 program in Sierra Leone based in Western Area Urban, And Kambia. The Data Clerks will work under the oversight of the M&E Officer in the respective districts. The DDCs will be responsible for carrying out data collection and entry while ensuring accuracy of data and supporting DHMT data staff.

This position is contingent on funding.

Main duties & 

Responsibilities:

Specific Responsibilities:

  • Assist in timely data collection for M&E requirements including routine monitoring and periodic evaluations;
  • Manage the program database in District – including updating/entering program data into the agreed framework/system;
  • Support data cleaning and providing basic data summaries as required;
  • Ensure that the program data is kept up to date at all times while liaising with the M&E Officer in case of any errors identified;
  • Support District Delivery Manager to monitor the project indicators against activity work plans;
  • Cross check the data with the data sources for accuracy before submitting the reports, carry out spot checks, data triangulation, validation, etc.;
  • Maintain data confidentiality and security per Concern and country policies;
  • Support DHMT data focal points;
  • Contribute to reporting – internal, donor and GoSL – by providing relevant data sets and supporting analysis around it.

Other responsibilities:

  • Promote full accountability and staff, compliance with Concern’s Code of Conduct & Associated Policies, including promotion of Concern’s Complaints & Response Mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources;

Education:

Experience Required:

  • Hands on experience in data entry and analysis with a non-governmental organization;
  • Experience in doing data entry in an online database (Familiarity with COMET, Box Folder, Mobile apps will be an added advantage);

Job Purpose: The Accountability supervisor will support in ensuring accountability within the Saving Lives Phase 3 Programme. This includes the management, functionality and popularisation of the Saving Lives Phase 3 Complaints Response Mechanism (CRM) system. The post holder will implementation, and maintain the context-specific community complaint and feedback mechanisms that can inform organizational accountability and best practice in the programme. Ensuring the CRM systems adheres to the key principles of Accessibility, Confidentiality, Transparency and Safety.  The successful candidate will be part of the Consortium coordination unit with strong linkage to the development and quality team and work within the wider organizational MEL framework.

The Accountability supervisor will be expected to maintain the Saving Lives 3 CRM database by ensuring proper documentation and aggregation of CRM data including, ensuring confidentiality and qualitative and quantitative analysis of complaints received, investigated and responded. S/he will provide anonymous detailed summaries of complaints issues to feedback to the program team during monthly and quarterly meetings/reports. The post holder will promote accountability in the programme though capacity building, championing and technical guidance.

The Accountability supervisor will work with key stakeholders (internal and external) to complement existing good practice and addresses current and emerging Accountability gaps.

This position is contingent on funding.

Main duties & 

Responsibilities:

  • Under the guidance of the CCU MEAL Manager, compile and ensure confidentiality of sensitive complaints like harassment, SEA, abuse, and exploitation and process according to the Concern CRM SOP.
  • Develop an activity implementation plan for complaints and feedback with support from MEAL Manager.
  • Lead/organize regular monitoring visits and if required project action plans revisions and modifications.
  • Ensure compliance with Core Humanitarian Standards on Quality and Accountability.
  • With the support of the MEAL Manager support partners to ensure that all programme participants and stakeholders have access to timely, accurate, and relevant information on their rights/ entitlements with in the Saving Live Programme
  • ensure that the programme measures and improve accountability through assessments of performance on accountability-
  • With the support of the MEAL Manager, support programme staff and partners to ensure that evidence generated and learnings are shared with programme participants, stakeholders and partners
  • Working with MEAL Manager, ensure adequate data capturing and correct storing of project participants.
  • Coordinate and support CRM activities, especially at the community level. These can include: delivering sensitizations and training, overseeing implementation and conducting monitoring in the field.
  • Under the supervision of the MEAL Manager advisor provide practical advice and guidance to Consortium members.
  • Take the lead in regular collection and categorisation of complaints and feedback including those received through the Complaints phoneline.

Job Purpose: Concern Worldwide is recruiting District based project officers for the Saving Lives 3 program in Sierra Leone based in Western Area Urban, and Kambia. The project officers will work under the oversight of the District Delivery Manager in the respective districts. This position is contingent on funding.
Main duties & 

Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the District Delivery Manager

Project specific;

Oversee and ensure quality of activities and outcomes for the community system strengthening activities under Saving Lives phase 3

Increased access to quality Health services

  • Provide monitoring for the cascade mentorship program to ensure CHC mentors are visiting the target CHPs and MCHPs.
  • Support the health facilities to track and document priority health issues as part of the Surge approach.
  • Support the regular community data review through community dialogue meetings.
  • Support the interaction between CHWs, community members and health facilities.
  • Support the M&E team to conduct regular mystery client visits.
  • Support the mentorship or health facilities on Adolescent and youth friendly services and respectful and dignified nursing care.

Programme Cycle Management:

  • Oversee, manage and ensure quality implementation of activities and achievement of Saving Lives Project 3 outcomes coordinating with district counterparts in DHMTs as well as community stakeholders
  • Prepare regular narrative reports on project activities and submit to District Delivery Manager.
  • Ensure all aspects of project activities under their responsibility adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner;
  • Ensure that the project activities under their responsibility are accurately reflected in the integrated MEAL system, identifying activities to be monitored and data to be collected;

The project officers will work under the oversight of the District Delivery Manager in the respective districts. This position is contingent on funding.
Main duties & 

Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the District Delivery Manager

Project specific;

Oversee and ensure quality of activities and outcomes for the gender equality, inclusion and nutrition activities under Saving Lives phase 3

Increased access to quality Health services

  • Facilitate trainings and workshops in areas of responsibility ensuring all paperwork are properly filled and procedures followed (such as attendance list, payment receipt etc.);
  • Support other project officers in quality health service activities where needed/appropriate;
  • Coordinate with local partner where needed on activities.
  • Facilitate with CHC colleagues regular cooking demonstrations to improve household dietary diversity.
  • Support the roll out of activities relating to nutrition behaviours including: rolling-out of training modules on nutrition through community animators; promoting community  vegetable gardens; supporting participatory nutrition message creation and dissemination through different channels including media, drama, community structures, e.g. CHW, mother and fathers groups, Influential Women etc;

Programme Cycle Management:

  • Oversee, manage and ensure quality implementation of activities and achievement of Saving Lives Project 3 outcomes coordinating with district counterparts in DHMTs as well as community stakeholders
  • Prepare regular narrative reports on project activities and submit to District Delivery Manager.
  • Ensure all aspects of project activities under their responsibility adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner;

Job Purpose: Concern Worldwide is recruiting for District Delivery Managers (DDM) for the Saving Lives Phase III program in Sierra Leone based in Western Area Urban and Kambia. The DDM will hold the overall responsibility for supporting the implementation of the Saving Lives 3 program in the assigned district. Working in close collaboration with the MoHS and other key stakeholders in the districts, the DDM will play a key role in ensuring that the Saving Lives 3 program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols.

S/he will be responsible for ensuring day to day oversite of project district budget, reporting and implementation of MEAL and procurement plans and with Line Manager ensure harmonisation of project activities and cross district learning.  S/he will coordinate with Concern’s other projects in the District and represent the Saving Lives 3 Programme in external meetings and related events at the District Level as well as build and maintain positive relationships with District Ministries, and other stakeholders.

Approximately 50% of his/her time will be spent in the field carrying out supportive supervision visits to the project implementation areas

Responsibilities:

Specific Responsibilities:

 Programme Management 

  • Support the District Medical Officer (DMOs) and Medical Superintendent MS) in planning, management and implementation of the annual District Health Plan including; requests for and liquidation of funds.
  • Co-lead with the DMO and MS, in their respective districts, on developing the Saving Lives Phase III district plan in accordance to the District Health Plan, while ensuring the effective use of resources
  • Provide ongoing technical advice and mentorship on implementation of the Saving Lives Phase III plan
  • In collaboration with the M&E officer provide support and mentorship to DHMT and hospital staff on how to interpret and interrogate qualitative and quantitative data for decision making
  • Support and mentor DHMT and district hospital staff to ensure key human resource tools are available – job descriptions for key posts, organograms, key performance indicators, etc.
  • Support DMOs in the coordination of all RMNCAH partners in the districts
  • Support DMOs to organise monthly PHU-in charges meetings and use it as a forum for discussion and analysis of health data from facilities
  • Mentor and support the Social Mobilisation lead in the DHMT to hold regular adolescent sexual and reproductive health stakeholder meetings

Job Purpose: Concern Worldwide is recruiting for Program Coordinator for the Saving Lives Phase III program in Sierra Leone based in Freetown with regular travel to field sites in Western Area, and Kambia. The Saving Lives Project Coodinator will work under the oversight of the National Health Coordinator.

Overall the role of the Project Coordinator is to provide strong management of the Saving Lives III program operating in Western Area, and Kambia.

The Project Coordinator will provide solid leadership and management of the District Delivery Managers and other project staff and ensure accurate and timely program planning, budgeting and reporting. S/he will be responsible for the day to day management of the district based teams, developing project plans and ensuring they are carried out, and ensuring the M&E plan is properly implemented. Approximately 60% of his/her time will be spent in the operational districts carrying out supportive supervision visits to the team and 40% will be office based in Freetown. The Project Coordinator will ensure that close coordination between the health team and other sectors is maintained at all stages of the project while also maintaining positive relationships with District ministries, Consortium Partners and other district partner organisations.

Main duties & 

Responsibilities:

General Responsibilities:

Specific Responsibilities:

 Technical

  • Directly line manage the 2 District Delivery Managers and ensure they are appropriately managing their district teams.

  • Support District Delivery Managers to develop fully costed annual district RMNCAH plans with DMOs in collaboration with the district councils.

  • Develop activities based budgets for each of the districts and support District delivery Managers to utilise these for day to day management of district specific implementation.

ROLE PURPOSE: Save the Children is submitting a funding proposal to the anticipated USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone. The Activity will improve the quality of family planning, maternal newborn child and adolescent health, and malaria services; promote adoption of crucial health behaviors; and strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels.

The Senior Malaria Advisor reports to the Technical Director/Deputy Chief of Party (TD/DCOP) and ensures technical implementation of high impact, proven interventions that meet stated goals and reporting requirements. The Senior Malaria Advisor will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, help to plan and design a comprehensive malaria control program. In addition, the Senior Malaria Advisor will manage the implementation of key program activities throughout the targeted districts, oversee the work of technical staff, and ensure efficient technical and operational support for the project team.

ROLE PURPOSE: Save the Children is seeking a MEAL Manager for the anticipated Delivering Learning for Out of School Children (OOSC) Project. The Ministry of Basic and Senior Secondary Education (MBSSE) in partnership with the Qatar-based Education Above All (EAA) Foundation seek to implement a five-year program to facilitate enrolment into formal and non-formal learning programs for out of school children. The MBSSE through the World Bank will receive funding for a program aiming to provide effective accelerated learning programmes that support the enrolment, retention, completion, learning outcomes and transition of OOSC. An NGO Consortium led by Save the Children has been formed to co-implement this project alongside MBSSE.

The MEAL Manager will provide leadership to the MEAL component across the OOSC NGO Consortium Partners, ensuring that there is a well-established, robust MEAL system. His/her leadership will ensure that quality and accountability standards and learning are integrated into programme design. By promoting participation and contextual data analysis, the MEAL Manager will support the project teams to strategically adapt activities/strategies to ensure efficacy and efficiency of programming, and maximise the positive impact of the project. The MEAL Manager will oversee the programme including both quantitative and qualitative approaches proposed and provide technical and field support for implementation of research, learning, monitoring, and evaluation activities, data analysis, and application of findings in coordination with technical teams.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Technical Leadership

  •  Lead the development and implementation of the OOSC NGO system, ensuring the highest standards in monitoring, evaluation, accountability, and generation of learning across the components of the project.
  •  Develop a detailed research, monitoring, evaluation, accountability and learning plan, including longitudinal studies and impact monitoring methodologies, in consultation with the Chief of Party and the Head of MEAL

  •  Serve as the focal point for the use of new technology in support of monitoring, evaluation, research, learning and quality improvement initiatives in the OOSC program.

  •  Set up and manage an electronic database for OOSC ensure efficient and effective tracking of OOSC from enrolment to completion

  •  Ensure that programming data and feedback is valid, verifiable, timely and regularly used to inform programming decisions.
  •  Ensure that all assessment/evaluation reports meet Save the Children’s quality criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming.
  •  Work with the country MEAL team to ensure standardisation of project monitoring tools, dissemination of lessons learnt and maximise opportunities for capacity building.
  •  Maintain Save the Children MEAL culture as design in Project Management Methodology including MEAL modules in PRIME.
  •  Ensure that the project’s contribution to the CSP implementation and reporting is popularized among project team. Contribute to child-focused and child-led programme implementation, by promoting child-friendly MEAL methodologies.
  •  Ensure that the project monitoring plan is based on an understanding of gender & age relations and that monitoring and evaluation methodology
  •  Produce quarterly lessons learnt and quality cases studies; and ensure they are included in every report.

Collaboration and Staff Development

  •  Establish and Lead or Co-Lead relevant MEAL Working Group for the Consortium Partners.
  •  Support the MEAL staff of the TWG and provide technical oversight.
  •  Conduct coaching and mentoring sessions for all those who directly report to him/her and facilitate professional development opportunities
  •  Coordinate and facilitate learning events and activities for all Education and Child Development MEAL staff.
  •  Work closely with FEPS colleagues within the MBSSE to strengthen MEAL to capture more comprehensive, accurate and better disaggregated education data

Reporting and Publications

  •  Ensure that timely and accurate information on indicators is provided for all quarterly, biannual and annual reports to donors and other audiences.
  •  Systematically compile and share project and program data during departmental and project review and planning meetings as well as with external partners and stakeholders.
  •  Collaborate with advocacy, communications and media colleagues to ensure that all data and information used for publications and media products are accurate and acceptable.
  •  Support Communication Officer with the documentation and dissemination of project and program achievements, success stories and lessons learned to a broad range of audiences.
  •  Collaborate with the PQD Director and Senior MEAL Manager on the development of the Country Annual Plans (CAP), Country Annual Reports (CAR), and cross-thematic learning and knowledge management activities.

Representation and Advocacy

  •  Develop partnerships and collaboration with academic and research institutions within and outside Sierra Leone and ensure robust technical standards in research and publications.

Summary

Save the Children is seeking a Director of Finance and Administration (DFA) for an anticipated five-year USAID-funded Strengthening Integrated Health Services Activity (SIHSA) program in Sierra Leone. T he program will focus on improving the quality of family planning and maternal, newborn, child, and adolescent health and malaria services; promote adoption of crucial health behaviors; and strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels.

The DFA oversees all financial management, internal controls, and financial compliance aspects of the program in accordance with USAID guidance and regulations. S/he provides financial and operational management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and providing accurate and timely financial reports for donors.

This position is contingent upon donor approval and funding.

What You’ll Be Doing (Essential Duties)

  •  Review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to senior management.
  •  Ensure all financial plans, invoices, reports, and other financial documents and transactions are accurate, timely, and consistent with Save the Children and USAID guidelines and regulations.
  •  Prepare and monitor budgets to ascertain that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key program personnel are aware of budgetary resources and are able to monitor their respective budgets.
  •  Prepare quarterly reports, consolidated annual fiscal reports, cumulative life of project report, and any other required donor submissions.
  •  Verify that appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the country office finance and administrative operations.
  •  Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with Save the Children’s policies and procedures and USAID grants and contracts requirements.
  •  Oversee subgrant monitoring and compliance including organizational assessments, review of financial reports/advance requests, and financial tracking; develop subgrant monitoring plans; and perform and document compliance visits.
  •  Supervise the finance and operations staff, conducting performance evaluations and revising job descriptions as necessary. Develop the capacity of the team and facilitate their professional growth.
  •  Provide capacity building in financial and operations management to local partners and government stakeholders.
  •  Prepare and revise finance and operation guidelines to ensure adherence to SC and USAID requirements;

Required Qualifications

  •  Bachelor’s degree in finance, business administration, or other relevant field; professional qualification/certification in Accounting and graduate work desired.
  •  Minimum of seven years of experience managing finance for USAID-funded projects; in-depth knowledge of USAID financial management rules and regulations.
  •  Proven ability to prepare budgets and donor financial reports.
  •  Strong analytical, leadership and interpersonal skills; demonstrated ability to lead and work effectively in team situations.

The Programming and Training Administrative Assistant (PTAA) position will serve as a liaison between the Programming & Training (P&T) and Administration Departments to ensure all administrative tasks are completed for all P&T events. The PTAA is responsible for performing standard secretarial, logistical and fiscal administration support functions for the P&T Department that aides in the administrative support for trainings, meetings and conferences.  Depending on the activity/ event, the incumbent will work under the supervision of the Director of Programming and Training (DPT)  and Training Manager (TM).  A portion of the PTAA’s time is supporting Pre-Service Training (PST).

 

Due to the myriad of duties required, the PTAA requires a high degree of prioritization, organizational skills and attention to detail and can reasonably expect to work some evening, holiday and weekend hours.

 

  • Tasks & Deliverables 

Administrative Responsibilities:

  • Serves as a point person between P&T Department and Admin Department for the administrative and clerical tasks for P&T events such as (not limited): PST, IST, COS Conference, etc.
  • Ensures the required information for P&T related contracts and other administrative tasks are completed timely and accurately.
  • Works with programming and training and administrative staff members to assure appropriate budgets and expenditures.

During PST:

Volunteer Support:

  • Supports Program Managers’ efforts to enhance Volunteer effectiveness.

  • Provides support to the Language and Cross Culture Coordinator for host families identification as per request.

 

During PST:

  • Assists in the drafting and execution of trip plans for P&T staff.

 

Other Duties

  • Ensure complete confidentiality regarding all information related to PC staff, volunteers and operations.
  • Provides training to staff and Peace Corps Volunteers as requested.
  • Serves as back-up support for and/or carries out the duties and responsibilities of the Executive Assistant, or Medical Secretary when deemed necessary by the Country Director and/or Supervisor for the successful management of Peace Corps operations.  For example, this could be during periods when those individuals are on leave and/or during lapses of staffing or periods of staffing shortages.

The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.

  • Other Programming Staff

Addresses Volunteer safety and security by adhering to Peace Corps site development policies and procedures. Identifies and immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and the Country Director (CD). Assists Program Managers/APCDs to ensure that prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.). Strategic Leadership and Oversight Role

 

  • Provide direction and strategic leadership to the organization’s finance, IT, supply chain, branch operations, grants, and contracts portfolio to ensure that operational processes efficiently support program objectives.

  • Lead the annual operating budgeting process.
  • Validate monthly common cost analysis and update cost ratios to ensure each donor bears the correct proportion of common costs in line with PSI’s global policy, as applicable.
  • Manage the common direct cost budget to ensure efficient and effective use of donor funds to support common direct costs, when necessary.
  • Develop, track and review PSI Sierra Leone consolidated budget and departmental budgets in consultation with budget holders and finance team and conduct detailed activity status review and give input to DC and budget holders.
  • Prepare and track donor budgets. Prepare modifications and Activity realignments as necessary.
  • Monitor performance and efficiency of on-going Donor projects by analyzing country/project monthly spend rates and highlighting possible problem areas.

Technical Support, Audits and Legal

  • Support preparation and successful conclusion of internal and external auditing activities.
  • Ensure that the PSI Sierra Leone team responds to audit requests on a timely basis, and provides clear, complete, and accurate information to auditors.
  • Review management comments for audit reports and ensure appropriate action is taken to correct audit findings.
  • In collaboration with PSI Legal Counsel, minimize legal risk to the organization and engage any legal issues confronting the organization.
  • Review and test controls to ensure PSI Sierra Leone systems are compliant with PSI Global Services Finance, Grants and Contracts policies, donor requirements, as well as Sierra Leone’s laws.
  • Ensure prompt preparation and submission of statutory returns, donor reports and tax compliance.

Operational Management and Administration

  • Ensure branch operations, IT, procurement, warehouse, and fleet management activities are delivered efficiently.
  • Coordinate with Head of Operations to establish and support suitable accounting, IT, Fleet Management and general administrative systems and personnel in all PSI Sierra Leone field offices.
  • Work with Head of Supply Chain to ensure that PSI Sierra Leone’s procurement system is adequately updated in line with PSI Global Procurement Manual and changing funder guidelines.
  • Ensure adherence to PSI Global Responsibilities Matrix on Approval limits for Procurement of Goods and Services.
  • Conduct quarterly oversight and supervision visits to field offices to review the quality of business operations systems and activities and provide support, when necessary.

Sub-Award and Sub-Contractor Management

 

  • Lead the development and negotiation of sub-award agreements, workplans and budgets.
  • Coordinate monthly reporting process from sub-awardees and joint programmatic and financial reports reviews, ensuring that costs are in line with the progress on delivery and implementation and that budget variances explanations are provided.
  • Conduct regular sub-award visits / evaluations to verify adherence to contract terms and gauge internal control systems to obtain confidence in the reports submitted to PSI Sierra Leone.

The basics

  • Bachelor’s degree or Advanced degree in Finance, Accounting or related field.

Educational Requirements:

Bachelor’s any of the following:  Development Studies, Mass Communication, Geopolitics, Law, Sales, Public Policy/Administration, International Business, Economics, Business Administration, International Relations or equivalent with a demonstrable commitment to poverty reduction and social justice issues

Experience Requirements: 

  • At least 5 years’ experience in relevant experience.

Context Restless Development is the leading national banner carrier for youth-led development in Sierra Leone. 

This role will lead on financial management, accounting and scenario planning ensuring Restless Development is transparent, accountable, and able to mitigate risks as it moves forward.

This role will involve maintaining oversight of our income, cash flows, accounting, and financial practices across the organization. With the support of a talented team of finance and administration staff, you will work closely with the programmes directorate to ensure high-quality operational and project budgets are developed and managed. You will work closely with the Hub Director and management team to maintain oversight on financial planning and decision making producing user-friendly management reports, and play an active role in fundraising and proposal development from the financial perspective.

You will be a committed and talented individual who will be part of our Senior Leadership Team, and will proactively engage in supporting leadership of the organization. Within this body, you will provide technical advice on financial management and planning. The Senior Leadership Team will work closely with you to ensure they and their teams meet all key performance objectives in relation to financial management.

Main

Duties

     Leadership of all aspects of financial management, accounts and controls 

     Produce monthly accounts and variance analysis for decision making

     Prepare annual budget, cash requests, and quarterly re-forecasts

     Implement internal and external audit recommendations

     Prepare year end accounts and ensure to complete external audits on time.

 Prepare   donor   budget   and   financial   reports   in   line   with   contract requirements

     Ensure policies and procedures are upheld, review and updated annually

30% of time Financial Management
Main

Responsibilities

 Ensure organizational compliance with Sierra Leone & the Agency’s finance regulations 

     Lead development of financial plans, budgets and forecasts

     Prepare financial statements and lead preparation of year end accounts   .

    Liaison with an external auditor to fix the audit dates and ensure completion of the audit on time.

     Produce monthly income and expenditure statements for Restless

Development Sierra Leone and its donors

     Monitor donor funded projects and provide accurate reporting

     Review financial processes and procedures on an annual basis

     Prepare accurate and timely financial reports and fund requests to donors as required

   Prepare the consolidated cash flow monthly for review by Leadership team and submission to International monthly

 Carry out benchmarking exercises and supplier reviews to obtain value for money on its purchases

25% of time Accounting Functions
Main

Responsibilities

     Ensure that accounting records and books of accounts are kept up to date and are in accordance with Restless Development’s financial policies and procedures 

 Maintain a web based accounting system (FinancialForce) for the management of Restless Development Sierra Leone expenditures and reports

 Ensure that all payments to supplies and/or projects are in accordance with relevant Restless Development regulations and approved plans/budgets

 Manage   monthly   payroll, and   ensure   necessary   deductions   and reimbursements are processed against staff accounts

 Ensure that donor funds are received as per disbursements agreements and that expenditure by all staff is coded by unit and donor correctly

 Ensure that all bank, Staff, Debtors, Creditors and Funding statement reconciliation monthly

 Ensure that cheque books, purchase order books, invoices etc. are well accounted for and are kept in a safe and secure custody

 Annually review accounting timelines and processes to ensure accounts are being produced across our four offices in the most effective manner

15% of time Financial Controls and Risk Management

Responsibilities

     Implement annual internal and external audit recommendations 

     Build capacity among your team to strengthen supervision by finance

 Work with management to build a culture of values and transparency in finance

     Oversee adherence to Restless Development’s financial policies and

procedures, and continuously improve systems and mitigate risks

     Oversee management and control of fixed assets, equipment and supplies

     Conduct monthly spot checks to ensure a strong control environment

 Provide  guidance  and  develop  new  tools  and  systems  to  strengthen financial controls and risk management

15% of time Operations, Human Resource Management and Development
Main

Responsibilities

 Ensure Restless Development complies with required statutory requirements and certifications for effective operations management in Sierra Leone 

    Processing monthly payroll on time

    Monthly payroll journal and staff cost allocations to projects

    Wages control account reconciliation

     Provide line and performance management to your team

 Develop mechanisms to ensure regular communication and planning of priorities takes place across your team

 Provide training and coaching to the finance team and other staff as per organizational capacity building plans

     Oversee   induction   of   new   staff (finance   and   other) to   Restless

Development ‘s finances, financial procedures and policies with support of

your team

 Uphold Restless Development codes of conduct and staff policies at all times personally and within your team

10% of time Contribute to Strategy and Direction as part of the Senior Leadership Team

Responsibilities

 Support financial planning, risk management and value for money work within the organization 

 Contribute to strategic planning and organizational management as a member of the Senior Leadership Team as a team player

 Support   the Director   and   the Senior Leadership Team   in   the governance, oversight and direction of non-programmatic units

 Support the Director to develop and engage the Senior Leadership Team in the strategic growth and business expansion of Restless Development

 Act as a role model to our staff and for young people in Sierra Leone by upholding our values and policies at all times

     Create and maintain a values-based ethic across Restless Development

(Sierra Leone) to ensure that the Restless Development’s values, codes  of

conduct, policies and standards are understood clearly by all and adhered to in practice

5% of time Other Duties
Other duties may be required from time to time, including responsibilities which require work on weekends and holidays for which time off in lieu may be taken.
Skills and Qualifications
Essential
  • Qualified accountant(ACCA/CIMA/CPA) with Finance, Accounting or relevant Degree
  •  At least 2 years’ management experience, ideally in increasingly senior positions
  • Experience leading, engaging, motivating and coaching a team of staff
  • Experience of meeting donor financial requirements and reporting, including ideally for DFID, EU and/or USAID
  • Extensive experience of budget and financial management
  • Extensive experience of implementing and strengthening internal control frameworks
  • Demonstrable track record of strengthening systems and identifying innovative solutions to challenges in finance and operations
  • Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast-paced environment with tight deadlines
  • Experience in managing logistics, procurement and office functions
  • Experience in Human Resource Management an added advantage
  • Good analytical skills and Excel skills
  • Excellent IT, written and verbal communication skills
Desirable
  • At least 2 years’ senior leadership experience
  • Knowledge and experience of Financial Force
