Job Summary 

The Communications Officer for CRS Sierra Leone works closely with the Regional Communications  staff and HQ Communications team to create content and to ensure strategic alignment of  communications, consistent messaging, and strong brand identity. The Communications Officer  creates content and uses effective communications channels to reach several different audiences  and help increase CRS Sierra Leone’s positioning for funding and influence. This includes stories,  multimedia, and reports as required, as well as ensuring CRS compliance with donor branding and  marking requirements.

 

Roles and Key Responsibilities 

  • Write, design, and manage the production of creative and compelling communication and  marketing material –stories, photos, video, fact sheets, brochures, etc. – for various  audiences, including public and private donors, local and national governments, local  Churches, partners, media, and others as needed.
  • Coordinate freelancers in the production of the above marketing materials as needed.
  •    Support the procurement processes for licenses, equipment, and applications needed to  implement the CPs communications plan.
  • Use and tailor agency messages tailored for each audience and identify and utilize effective  distribution channels to disseminate communications materials to key audiences.
  •  As appropriate, manage social media channels and create content platforms like Facebook  and Twitter.
  • Develop and maintain relationships with local media and help identify opportunities to reach  key audiences, and coach country program staff in effective local media representation.
  •  Support the dissemination of relevant information among personnel, partners, and project participants or other relevant actors related to the CP.
  • Provide marketing and communications support for events, including signage, handouts,  talking points, photos, liaising with media, etc., and convene local media whenever a CRS  event takes place.
  • Support the creation of processes, manuals, and training for CP staff and partners on issues  related to communications, marketing, and media created for the development of the CP.

 

Basic Qualifications  

  • Minimum bachelor’s degree in communications, Journalism, or related studies; experience in  INGOs or UN preferred.
  • Minimum two years of marketing and communication experience, ideally for an NGO or  another organization in development and relief programming.
  • Excellent English language oral and written communication skills are required.
  •  Individuals must possess the ability to influence without direct authority.
  •  Ability and desire to work well with diverse employees and customers in a cooperative and  friendly manner.
  • Must possess the ability to handle multiple priorities in a fast-paced environment.
  •  Demonstrated track record of successfully disseminating information to a variety of target  audiences.
  • Travel up to 40 % is required.
  • High proficiency in Microsoft Office applications and desktop publishing skills is required.

 

Preferred Qualifications  

  • Experience in Adobe Creative Suite, especially InDesign, is strongly desired.

Roles and Key Responsibilities: 

  • Collaborate with audit, risk and compliance leads in HQ and the regional level and CP leadership on  implementing and strengthening internal control systems and continuous process performance  improvement.
  • Anticipate and identify risk issues and challenges and the most appropriate solutions to address  them.
  • Supports with new staff (WARO & CP level) onboarding process.
  • Designs and facilitates training materials in risk management, fraud prevention and compliance.
  •  Supports Regional Technical Advisor in end year activities (ICQ and Risk reporting process).
  •  Supports Regional Technical Advisor in reviewing agreements (prime and sub agreements).
  •  Support implementation of sub-recipient financial management policy (SRFMP)
  •  In collaboration with CP management, plan and perform internal audits, control reviews and  compliance assessments. Analyze results and provide recommendations.
  • In collaboration with CP management, programming, and/or operation leads, design and facilitate  relevant risk training sessions and contribute to relevant components of institutional capacity  strengthening plans for CRS and partners.
  • Serve as liaison and support external audits. Coordinate action plans to close out audit findings.

 

Fraud Allegation Management Surge capacity role 

  • Carry out and lead reviews/investigations at CP and partners level and effectively report the  outcomes to supervisor, CP management & EtU as applicable.
  • Ensure key steps throughout the investigative process, including planning, fieldwork, reporting is coordinated effectively with input and guidance from the Region and EtU. That reviews and  investigations are performed in line with supervisor’s guidance, CRS Fraud Allegation Management  Procedures, CRS Policies, local laws, and donor regulations.
  • Develop or contribute to the development of investigation plans/Scope of Work (SoW) for  investigations.
  • Undertake investigations & reviews into allegations of violations of policies, procedures, standards,  guidelines, and applicable rules and regulations.
  • Effectively document and write reports on findings and recommendations to improve processes and  internal controls. Propose strategies to strengthen country office control systems and procedures.

 

 

Basic Qualifications 

  • Bachelor’s degree required. Master’s degree in accounting, Business Administration, or another relevant field preferred. CIA, CFE or CPA or similar qualification highly preferred.
  • Lean/Six Sigma Green Belt or Project Management Professional certifications preferred.
  •  Minimum of 7 years work experience, ideally with an international organization, with progressive  responsibility in operations and/or programming. At least 3 of these years entailing audit,  Investigations, compliance, or risk management experience.
  • Knowledge of audit standards and compliance regulations; knowledge of COSO’s Internal Control  Framework or The Institute of Internal Audit’s International Standards for the Professional Practice  of Internal Auditing

 

Required Languages – English, French

Travel – Must be willing and able to travel up to 50 %.

As a VSO volunteer, you will be sharing your skills with local communities on a full time basis. HR Support

  3. Maintaining & updating new & existing employee physical records, ensuring that files are updated with employee C.Vs, personal information forms, certificates, medical certificates, and other relevant documentation.
  4. Support in the organization and maintenance of the Human Resources Information System (HRIS), ensuring that relevant employee data are updated, accurate and complete.
  5. Assist in the execution of the employee reward and recognition programs, supporting the coordination and documentation of planned activities to enhance employee engagement and motivation.

 

Receptionist Support

  1. Welcoming visitors to the office, addressing their queries and needs, following established protocols.
  2. Providing Online customer support Managing incoming calls and messages to the office phones, recording their needs and queries,  following established procedures.

A key responsibility is to lead the execution of the Group’s Inbound Marketing Strategy. This will involve developing and maintaining an inbound content plan and coordinating the execution of all planned activities.

Areas of Responsibility

  1. Lead the development and implementation of communication & marketing strategies for the group in close collaborations with Business Units & other stakeholders.

  • Maintain positive relationships with all relevant government agencies and stakeholders, particularly with DDE and TSC in the three Target Districts, ensuring they are regularly updated and invited to participate in or monitor activities as relevant.

The Coordinator is responsible for media communication, advocacy and documentation. As a member of the OOSC NGO Consortium Implementation Unit, S/he will support the development of high-quality products that enable excellent communications activities for the Consortium. The post-holder will be supporting the delivery of a comprehensive media and communications plan, ensuring smooth flow of information, good relations with visiting donors and the media (including social media), and high-quality case studies to showcase Save the Children’s work. Additionally, the Officer will work closely with the Consortium Partners to ensure that external messaging, branding and image is consistent with donor sign-off, branding, and visibility requirements as well as develop and deliver related guidance and training materials to staff and partners. Job Purpose: Within the wider Concern Sierra Leone team, take a leadership role in the mapping, relationship building and engagement with national NGO partners in order to develop trusted, effective and equitable partnerships supporting the mission of Concern to eliminate extreme poverty (and where needed with other partners: private sector, research organisations, etc,). S/he will coordinate partner assessments and mutual capacity development towards long-term organizational development objectives. S/he will be responsible for supporting project/ programme leads in managing Concern’s relationships with partners, in coordination with relevant finance, support systems and programme staff of Concern. With CMT, s/he will lead the development and implementation of Concern in Sierra Leone’s Partnership strategy and play a key role in the internal change process and capacity building as Concern in Sierra Leone moves to increased implementation though national partners. Main duties &  

Responsibilities:

Partner Relationships and Engagement:  

  • Explore and develop new partnerships focusing on national NGOs (but also where needed with private sector, research institutions, etc.), which ensure a creative and dynamic country programme via making contacts, attending relevant meetings and partnership related fora, visiting programme locations, etc.
  • Foster a relationship of accompaniment, close mentoring and mutual respect with partner organizations across programme and support system functions.
  • Support project / programme coordinators responsible for the relationship with partners to coordinate closely with the Concern support systems, finance and programme teams to ensure effective cooperative and equitable management of implementation through partners.
  • Document learning from the country office’s engagement and collaboration with partners and share with Concern’s global Partnership Advisor and Concern Worldwide globally as appropriate.

Partner Mapping, Selection and Assessments:

  • Lead the mapping and gathering of information on potential partners in target areas for future partnerships and programmes.
  • Coordinate with other INGOs and Alliance 2015 to map national NGOs already assessed by them.
  • Lead the process of due diligence assessments or application of Concern’s Integrated Local Partner Assessment Tool (CILPAT) with existing and potential new partners. Lead in development of partnership agreements, MOUs etc.
  • Working with the CD (and other relevant staff in Sierra Leone and head office), coordinate with partners in negotiations and developing agreements or MOUs.

Partnership Mutual Capacity Development:

  • Work with national partners and respective Concern staff to identify gaps in policies and procedures and technical capacity gaps.
  • In coordination with the partner and project lead, facilitate the development of targeted mutual capacity development plans. Coordinate the timely implementation and monitoring of the plan with relevant Concern staff/departments and partners as appropriate.
  • In coordination with respective Concern advisors ensure provision of technical assistance to partners to ensure project implementation is carried out in accordance with international humanitarian standards (e.g. Core Humanitarian Standards, SPHERE) and mainstreaming of cross cutting themes including gender & equality, environment & climate change, DRR and Protection.
  • In coordination with the Programme Development & Quality Coordinator, Accountability Supervisor and Safeguarding focal points, support partners to ensure that accountability mechanisms are embedded into their programming, with functioning communication methods and feedback handling mechanisms in place (which are in line with or equivalent to Concern’s Complaints & Response Mechanism (CRM) and safeguarding procedures/policies).
  • Support partners in their compliance with donor guidelines, and ensuring that their procedures do not conflict with Concern’s policies on HR, Procurement, Logistics and Financial management.
  • Support partners to comply with Concern and donor requirements on timely and quality narrative and financial reporting – coordinating with the Grants & Information Manager and Partnership Accountant.
  • With respective Concern staff, monitor the progress and performance of partners following the implementation of capacity building support.
  • Identify with partners areas of expertise to share with Concern and/or other consortium partners.
  • Organize and facilitate partnership review meetings, to reflect on lessons learned and ensure accountability between Concern and its partners.
  • Conduct regular visits to project/programme locations (where they are implemented through national partners) to capture learning on what is working well and/or areas for improvement in the partnership. Support the Project Manager/Programme coordinator and the partners to implement agreed actions arising from such visits.

Programme Development:

  • Work with partners to adapt and/or develop new proposals / interventions, including ensuring provision of technical and practical support on project design and budget development.
  • Work with PDQ Coordinator and MEAL staff to help ensure that learning from programme implementation by partners and Concern is reflected upon and incorporated into future work.
  • Support/lead the planning of project inception meetings, grant review meetings, and grant close out meetings with partners.

Organizational Learning and Representation:

  • Work with the CMT and lead the development and implementation of Concern in Sierra Leone’s Partnership strategy.
  • Support Concern Sierra Leone teams to deliver on the country strategic plan objectives on building strong partnerships.
  • Undertake joint learning sessions between Concern and local partners on the partnership processes and approaches. Work with Advocacy and Communications Manager to capture/document/share learning related to partnership.
  • Represent Concern in networks or platforms focused on partnership and localization. Identify opportunities to share learning by partners and at relevant fora (e.g. Capacity Strengthening Working Groups, Partnership Community of Practice, webinars, etc.).
  • Establish and maintain relationships with Partnership/Capacity strengthening staff in other NGOs, institutions, and professional groups to remain abreast of trends and good practice around localization, partnership and organizational capacity strengthening.

HR and Capacity Building: 

  • Work with the CMT to ensure that all relevant department positions have partnership roles and responsibilities in their job descriptions, have set SMART objectives against them, and are aware of the success criteria relating to these roles.
  • Conduct capacity-strengthening sessions for Concern staff, across programmes, systems and finance departments, on partnership principles and ways of working as well as CILPAT process.
  • Proactively identify and recommend adaptions to the Concern staff structure from learnings during partnership review and/or the capacity strengthening plans developed with new partners during partner assessment and proposal development.
  • Line manage dedicated partnership positions as may become necessary, contributing to their capacity building and career development through technical support, on-the-job training and coaching, including a thorough induction at the start of their contract.

Other:

  • Actively participate in collective exercises such as updates of Preparing for Effective Emergency Response (PEER) plan, Country Strategic Plan (CSP), security management plan (SMP) and other Concern initiatives.

The Purpose of this role is to support the Country Director leading role in creating Partnership at country level. Purpose:

Job Summary: 

As Business Development (BD) Officer, you will contribute to the production of high-quality applications for funding in support of CRS’ engagement with institutional donors and initiatives involved in international development to serve the most vulnerable. Your knowledge and skills will allow you to contribute to improving aspects of the BD cycle for the country program.

 

Roles and Key Responsibilities:

  • Contribute to proposal development processes to ensure timely submission of high-quality proposals that are responsive to donor requirements.
  • Research new opportunities and CRS’ competitive position within the marketplace.
  • Assist with analysis of successes and failures and dissemination of lessons learned.
  • Assist in developing analytical reports for internal and external use, including portfolio trends and growth.
  • With the business development specialist and others, refine or create appropriate staff development materials (training, distance learning, self-study) to support the building of capacity in resource acquisition, such as assessment and proposal development skills, basic elements of donor compliance, intelligence-gathering, etc.
  • Support proposal coordination and documentation.
  • Provide administrative support to the proposal development team including organizing design workshops etc.

 

Basic Qualifications

  • Bachelor’s degree in international development, international relations, or any related field.
  • Minimum two years of international development experience in business development, partnership, communications, or influencing.

 

Required Languages – English and Krio

 

Travel – include a percentage of required travel, if applicable. Could be stated as Must be willing and able to travel up to 30 %.

Job Summary

The Communications Officer for CRS Sierra Leone works closely with the Regional Communications staff and HQ Communications team to create content and to ensure strategic alignment of communications, consistent messaging, and strong brand identity.   • Support the procurement processes for licenses, equipment, and applications needed to implement the CPs communications plan.

Basic Qualifications 

  • Minimum bachelor’s degree in communications, Journalism, or related studies; experience in INGOs or UN preferred.
  • Minimum two years of marketing and communication experience, ideally for an NGO or another organization in development and relief programming.
  • Excellent English language oral and written communication skills are required.
  • Individuals must possess the ability to influence without direct authority.
  • Ability and desire to work well with diverse employees and customers in a cooperative and friendly manner.
  • Must possess the ability to handle multiple priorities in a fast-paced environment.

BACKGROUND

The Child Health and Mortality Prevention Surveillance (CHAMPS) network aims to determine and track the causes of under-five mortality and stillbirths through epidemiologic surveillance, including reporting within 24 hours, clinical sampling, and use of advanced laboratory testing and diagnostics across a network of international sites. The area selected for CHAMPS in Sierra Leone is Bombali Sebora and Bombali Siari chiefdoms in Bombali district (population 606,544). The site area has a population of 161,383 and is mostly urban, including the city of Makeni (population 125,970).

Through the communication component of the CHAMPS project, key media messages are developed and shared through various channels including newsletters, radio, television, print and social media. The analysis of data collected during media interviews, photography reports and community engagement is done to build stories about CHAMPS work.

Re-advertise Communications Manager CHAMPS (Based in Makeni/Freetown – One Position)

This is a 12 months’ position and will be based in Makeni 70% with frequent travels to Freetown 30%. Reporting to the CHAMPS Site Director. The job holder would design (or adapt), produce, and disseminate communication materials for specific audiences, arranging translation into local language(s) as necessary. In collaboration with CHAMPS Social and Behavioural Change leadership contribute to the implementation of strategies and plans of action to increase the effectiveness of community engagement by CHAMPS. You will Identify the need for additional materials/activities, such as radio and television programmes, publications, photographs, press releases, case studies and human-interest stories, etc., to advocate and promote organizational goals within the country, and manage their production and distribution to the target audiences. Follow-up on the production of audio-visual and print materials and oversee the quality control. You will be responsible to develop a Sierra Leone CHAMPS communications policy that is in line with the CHAMPS network communications policy. Develop partnerships with the media, religious, traditional and policy leaders, Civil Society and Community-based Organizations to solicit and engage them in community interventions and in enhancing the FOCUS 1000/CHAMPS network. Engage locally known personalities and organize special events and activities to support program goals. Generate public support for special events. In collaboration with the data management and informatics and site leadership, contribute to the development of both the newsletter and the monthly bulletins and ensure proper distribution of these. You will lead on CHAMPS Sierra Leone social media posts.

 

Requirements.

A minimum of a bachelor’s degree in mass communications, or related subject, (communication planning, social mobilization, participatory research in communication, sociology, anthropology or similar). Five or more years of progressive experience working in responsibility and work experience in the planning and management of advocacy and communication programs with practical experience in the adaptation and application of communication planning, processes to specific programs. Ideally worked within international development. Ability to work independently and manage multiple tasks in a team setting with minimum supervision is required. Non-governmental organisation or development work experience a plus. Excellent interpersonal and communication skill. Able to meet tight deadlines within a fast-paced setting. Must possess excellent organizational skills and attention to detail. Willingness to work extended hours, as required and the ability to work in a diverse team.

Job Summary: 

You will provide technical advice, guidance, and support to a wide range of program design and implementation issues with a focus on larger projects in the area of Infrastructure, Shelter and  Settlements in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to regional and Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable. Your technical knowledge, advice and guidance will contribute to determining how effective, adaptive and innovative CRS’ Infrastructure, Shelter and  Settlements programming is across the globe.

 

Roles and Key Responsibilities:

  • Contribute to the development and implementation of agency-wide strategies, standards, tools, and best practices in <Infrastructure, Shelter and  Settlements that effectively engage partners, donors and governments. Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, and disaster risk reduction.
  • Provide technical solutions to regional and CP teams, remotely and on-site, for strategic planning and how to best apply program design and implementation standards, best practices, partnership principles, tools, and M&E, ensuring high-quality implementation.
  • Contribute to regional and CP efforts to pre-position CRS for growth opportunities in Infrastructure, Shelter and Settlements. Lead or contribute to the development of the technical design for large and/or complex proposals, including defining appropriate monitoring systems and indicators. Advise project teams on integrating donor strategies, priorities, and technical requirements into CRS’ approach.
  • Contribute to capacity strengthening initiatives in <Infrastructure, Shelter and Settlements programming for staff and partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to CP staff.
  • Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing, and sharing lessons learned and best practices, and research and internal reports.
  • Establish and maintain relationships with donors, peer organizations, research, and other institutions. Participate in forums in the area of <Infrastructure, Shelter and  Settlements to collect and share best practices and promote CRS’ work.
  • Collaborate with Freetown City Council, INGO consortium and other partners to ensure effective implementation of the Transforming Lives initiative.
  •  Support coordination of the slum regeneration consortium led by CRS in partnership with Action Against Hunger (AAH), CARE International, Concern Worldwide and GOAL.
  •  Design and oversee the implementation of research activities in pilot locations.
  •  Oversee technical assistance and capacity strengthening activities in management and operations for staffand partner organizations to enhance program quality and impact.
  • Develop and nurture relationships with government stakeholders, private sector actors, donors, as well as academic and research institutes to generate support and visibility for the overall initiative.
  •  Support the creation and coordination of a national platform that will advocate for participatory and pro-poor slum upgrading in Sierra Leone.
  •  Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources
  • Engage with the CRS Homes & Communities Strategic Change Platform to capture and disseminate successful scaling strategies and approaches.
  • Contribute to the proactive pursuit of opportunities for new funding for scaling up pilot interventions under Transforming Lives.
  • Serve as the technical lead and technical writer to ensure quality proposals in per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Help identify, assess and strengthen partnerships relevant to Transforming Livesapplying appropriate application of partnership concepts, tools and approaches.

 

Basic Qualifications

  • Master’s Degree in Engineering discipline including Architecture, Construction Management related to Infrastructure, Shelter and Settlements required.
  • Experience in design, planning and construction project management, including construction contract administration for owner-driven and contractor-led approaches.
  • Experience in bid procedures, Bill of Quantities, construction quality assurance and quality control system, construction safety plan, operations and maintenance procedures, project close-out is a must.
  • Knowledge of Housing, Land and Property policies and regulations in Sierra Leone.
  • Experience working with communities in informal settlements.
  • Minimum of five years relevant working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with minimum of three years working for programming interventions in Infrastructure, Shelter and Settlements
  • Previous experience providing technical assistance and developing successful proposals for external donor funding is required.
  • Demonstrated application of technical principles and concepts in Infrastructure, Shelter and Settlements. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Experience in business development, project design and proposal development in Infrastructure, Shelter and Settlements >, including technical writing.
  • Experience in mentoring, coaching, facilitation, and training applying adult learning principles and practices.
  • Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

 

Required Languages – English and Krio

 

Travel – include percentage of required travel, if applicable. Could be stated as Must be willing and able to travel up to 10 %.

Job Summary:

You will coordinate and deliver various ICT and ICT4D (ICT) related services in accordance with established agency ICT policies, procedures, and service standards to support high-quality programs serving the poor and vulnerable. You will provide responsive, professional service and technical support to CRS staff and partners to ensure efficient operation and use of CRS information sharing, communication, and collaboration technologies.

 

Roles and Key Responsibilities:

  • Deploy, configure, and maintain ICT systems and databases, including networks, servers, and telecommunications. Troubleshoot and address issues to ensure optimal performance.
  • Configure and maintain applications and user devices. Provide timely and quality service delivery, technical support, and advice to user requests to ensure proper user access to agency business data and information.
  • Maintain inventory of ICT equipment, hardware, and software and ensure adequate supply and functionality, in collaboration with relevant staff, Provide input to budget for ICT related expenses.
  • Coordinate relationships with suppliers to facilitate delivery of ICT-related services that meet CRS business requirements and needs.
  • Support capacity building initiatives, remotely or on-site, to staff and partners to ensure efficient and consistent adoption and use of ICT applications.
  • Prepare statistical reports on ICT-related data and metrics. As needed, implement measures to ensure required standards are met.

 

 Basic Qualifications

  • Bachelor’s degree in IT-related field (Computer Science, Computer Networking, Programming, and Information Systems) required. Significant work experience in a directly related field combined with appropriate training/certificates may substitute for degree.
  • Desired certifications include Microsoft Certified Solutions Associate or equivalent, Cisco Certified Network Associate or equivalent, Microsoft SharePoint Foundations or equivalent and ITIL Foundation Certified.
  • Minimum of three years work experience in a position with similar responsibilities.
  • Experience in introduction, design, implementation, and adoption of relevant technology and data management tools.

 

Required Languages – English, Krio

 

Travel – Must be willing and able to travel up to 40 % to the sub office.
