Job Location: Freetown, with significant travel to operational Districts as required.
Contract Details: 12 months (renewable)
Job Purpose: The Advocacy and Communications Manager will lead the design and implementation of Concern in Sierra Leone’s Advocacy and Communications plan at country, programme and project levels. This includes providing technical support and capacity building to Concern and partner staff. S/he will contribute strongly to the development and adaptation of Concern’s Country Strategic Plan (CSP). 

The Advocacy and Communications Manager will support the development and communication of key messages and evidence from Concern’s programmes and research in Sierra Leone in order to contribute to and influence government policies and strategies that impact upon the lives of people living in conditions of extreme poverty. S/he will play a key role in enhancing Concern’s visibility in Sierra Leone at national and global levels through developing high quality communication materials, organising learning events, and supporting in strategic external engagement.  S/he will play a key role in effective communication with government, donors, UN Agencies, NGOs, other key stakeholders and the wider public in Sierra Leone of information through different internal and external channels, ensuring adherence to Concern’s code of conduct and associated policies, accountability commitments and organisational visibility / branding guidelines.

Main duties & Responsibilities: Specific Roles and Responsibilities  

Develop and Implement Country Programme Advocacy and Communications Plan:

  • Lead the design of the country programme advocacy and communications plan in a participatory manner that identifies advocacy priorities, key messages, target audiences, media/channels for external communications, and avenues for advocacy.
  • Work with Programme Coordinators and other relevant staff in Sierra Leone and head office to develop sector and project specific advocacy and communications plans as necessary – but maintain an emphasis on the goals and objectives of the overall country programme advocacy and communications plan.
  • Lead the implementation and monitoring of the country advocacy and communications plan and promote/implement adaptations as necessary, engaging senior management and consulting relevant head office colleagues.

Advocacy – contribute to policies and strategies of Sierra Leone government and other actors:

  • Promote the effective dissemination of Concern’s programme results and learning to government, donors and other development partners to inform and influence key decision makers in identified advocacy thematic areas.
  • Play a leading role in the planning, organization and communication of learning events, visibility activities, visits by donors, government representatives and other stakeholders to Concern’s programme locations and communities with whom Concern works.
  • Promote and lead the effective highlighting of Concern’s cross cutting issues in all advocacy efforts – in particular equality, the rights of people living in conditions of extreme poverty and vulnerability and protection of the environment (including adaptation to climate change).
  • Represent Concern or participate at donor, government coordination, project consortia, and other external meetings as may be required.
  • Support the strategic advocacy efforts of the CD, PD and other senior staff in Concern with government, donors, UN Agencies, other NGOs and other stakeholders.
  • Play an active role in the production of high quality written, audio-visual, etc. products for use in advocacy and external communications efforts (e.g. technical reports, PowerPoint presentations, handouts, brochures, newsletters, policy briefs, position papers, videos, podcasts etc.), working with other Concern staff and teams as necessary.

Organisational Visibility – increase awareness of Concern Worldwide’s work in Sierra Leone:

  • Ensure that all media and other external communications products reflect advocacy priorities and messages in Concern’s Advocacy and Communications Plan in Sierra Leone, taking into account the local context and sensitivities in Sierra Leone and in operational areas.
  • Work with programme teams to identify success stories, innovations, examples of best practice, etc. arising from project implementation and MEAL, which can be effectively utilised in advocacy and external communications.  Build these into strategic advocacy and organisational visibility efforts in line with the country programme advocacy and communications plan targets and objectives. Lead in the production and dissemination of organizational visibility materials (learning reports, case studies, audio-visual products, photographs, etc.).
  • Monitor external news media in Sierra Leone – traditional print, TV, etc. and social media.
  • Working with the Grants and Information Manager and other relevant staff, maintain Concern in Sierra Leone’s section of the organisational website and social media presence – complying fully with Concern’s social media policy and guidelines. Although the Grants and Information Manager will lead in updating the internal Digital Workplace intranet, the Advocacy & Communications Manager will support this as needed.
  • Lead the engagement with Head Office Communications Directorate and communications staff in other support offices on media engagement plans, digital and social media strategies, visibility and communications.
  • Train/sensitise all Concern staff and partners to understand and adhere to Concern and donor organisation branding guidelines and requirements. Work with relevant country programme and head office staff to ensure that all communication products and project materials aimed at external audiences are appropriately branded.
  • Coordinate with procurement and programme teams in the engagement of external suppliers to develop appropriately branded communication and advocacy materials.

Capacity Building

  • Capacity building of staff (induction, briefing, training and on the job coaching) on advocacy and communication – including technical skills such as photography, storytelling, social media campaigning as appropriate.
  • Support capacity building work with partner organisations to (a) learn from their advocacy & communications work, (b) empower them to develop or enhance their own plans/strategies and (c) develop joint advocacy positions and plans as appropriate.
  • Organise media training for properly approved country programme spokespersons for Concern and partner organisations.

Other responsibilities:

  • Participate in the review/development of Concern in Sierra Leone’s Country Strategy.
  • Contribute to the efficient and transparent use of all project resources in order to maximize benefits to the targeted communities.
  • Within your role, adhere to and promote compliance with the requirements of Concern’s key policies (e.g. Code of Conduct & Associated Policies, Anti-Fraud policy).
  • Support the fulfilment of Concerns commitments to accountability (as outlined in the Core Humanitarian Standards (CHS) to which Concern is a signatory) – ensuring that references to particular communities and individuals in all advocacy and external communication are only made if full consent is explicitly given for this purpose by those to be referred to.  S/he must always demonstrate sensitivity to potential risks to communities and individuals when engaging in communication external to Concern.
  • Complete any other reasonable task as may be requested by the line manager.
Person specification: Essential  

  • Bachelor (BA) Degree (MA preferred) in Communications, Project Management, Development Studies, Rural Development or relevant Social Science fields that can bring an added value to the post from a recognized University/College.
  • Relevant experience of 4 years, with at least two years working in an NGO.
  • Strong knowledge/understanding of development communication, advocacy, and humanitarian and development programs.
  • Creative verbal and written communicator.  Ability to produce high quality reports, case studies, etc. and develop effective communication materials including written, audio and visual.
  • Advanced interpersonal and communications skills with a range of external and internal stakeholders.  Experience of engaging with media organisations.
  • Ability to thrive and act independently in a high-pressured, results-focused, dynamic external and internal environment.

As part of the program implementation team, the BCC Officers will ensure high quality, and visibility of work using the multi-level tool for promoting and sustaining risk reduction methods among most at-risk populations. The key responsibilities of the Behavioral, Change, and Communication Sales Officer:

  • Uphold customer care relationships through personal selling principles Maintain excellent customer relationships and pursue new sales opportunities. Ensure that distribution partners (wholesalers, retailers, and other partners) are well informed about product characteristics and use in family planning and HIV prevention. Make condom social marketing activities visible in operational districts and chiefdoms.
  • Participate in the design of IEC/BCC initiatives and interventions Work with the BCC Sales Coordinator and the Social Marketing and Operations Program Manager to design and develop initiatives for areas of operation and program implementation. Establish functional outlets within areas of social hot spots and maintain an accurate database.
  •     Identify capacity gaps and develop institutional training for community peer educators: With support from the BCC Coordinator and the Social Marketing and Operations Program Manager, develop relatable and sustainable training for peer educators in assigned areas so they can successfully partner in mobilizing the community to identify and act on SRHR issues affecting said community.

 

To be successful in this role you will:

Possess experience and education in Social Marketing . Have a bachelor’s degree in marketing, Public Health, or a related field with at least three years of development experience, with significant knowledge and experience in customer care, marketing, and family planning. Experience working with NGOs is an added advantage.

To help develop methods of project initiation, execution, and delivery.
  • Implementation of activities: Provide technical guidance and supervision of all WASH and infrastructure interventions and ensure quality control in all stages of the construction works. Ensure lessons learned are documented, shared, and reflected in project planning and decision-making including documentation of significant change stories.
  • Compliance agreement with CARE standard : Develop a compliance monitoring plan such as checklists to track compliance in close consultation with the project Director to Deliver program quality standard implementation. Support monitoring of staff and communities’ compliance to safeguarding principles on protection against sexual harassment exploitation and abuse (PHSEA) at all levels.

To be successful in this role you will:

Possess experience and education in Project  You must have a bachelor’s degree in engineering , or other related discipline experience, bringing with you at least 3 years of experience as a WASH Manager or similar experiences and a thorough knowledge of project practices.

Position summary

The Energizing Development Programme Sierra Leone is an energy access programme with the objective of increasing access to affordable modern energy services in Liberia, Guinea, and Sierra Leone. It is a global initiative in 26 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom. EnDev has been active in Liberia since 2012; in 2014, the project activities were expanded to the neighbouring countries of Sierra Leone and Guinea. EnDev cooperates with government institutions, national and local non-governmental organization, donors, and the private sector.

 

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems and mini-grids and b) access to improved cooking energy systems through energy-efficient cookstoves, sustainable biomass production. The present position will support the cooking energy component. In the area of cooking energy, EnDev Sierra Leone is supporting the implementation of the Cleaner Cooking Energy Compact of Sierra Leone. EnDev is supporting market development through capacitating Improved Cookstove (ICS) or sustainable biomass fuel producers, supporting innovation in cooking energy efficiency measures, support standardization and testing procedure for cooking energy products, supporting smart finance systems and developing strategies towards sustainable biomass fuel production.

POSITION

The Senior Social Development Specialist will be based in Freetown, Sierra Leone, and will provide support in meeting the Bank’s expanding Environmental and Social Framework (ESF) and social safeguards agenda and will promote the social sustainability of its investments. She/he will report directly to a regional Practice Manager and will be expected to work closely with country units and task teams across the relevant region. The selected candidate will also be expected to work collaboratively and develop good relations with the corporate safeguards team, and the Bank-wide Social Sustainability and Safeguards Global Solutions Group (GSG), coordinated by the Global Lead. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. Duties and Accountabilities

The Senior Social Development Specialist will have the following responsibilities:

  •  Work under the coordination of the regional focal point for ESF and social safeguards providing oversight and quality assurance on the project portfolio. This will include direct operational support to high-risk and complex operations.
  •  Lead/support a dialogue on the implementation of the Environmental and Social Framework with policymakers and government officials, international development partners, civil society, and other stakeholders, and coordinate the Bank’s relations with clients on social development.
  •  Lead/support country system strengthening support and client capacity building on Social Risk Management and ESF implementation in Sierra Leone and the region.
  •  Engage actively and regularly with country unit management leadership and task teams and identify business opportunities for social development in consultation with clients and country units.
  •  Participate in cross-practice teams responsible for the preparation of policy notes, Systematic Country Diagnostics, Country Partnership Frameworks, sector studies, and research and policy development activities on the full range of social development topics.
  •  Advise and participate in project teams to help develop operational designs and mechanisms to assess social opportunities, impacts, constraints, and risks related to Bank supported operations; develop and evaluate proposed technical solutions and assist in the preparation of project documentation.
  •  Handle complex technical, institutional and program implementation issues regarding social risk management and social development and lead the related dialogue with counterparts.
  •  Participate and play a leading role in portfolio reviews on selected social safeguards/ESF and social development topics.
  •  Lead or participate in analytical studies, support other analytical work on different social development topics, and stay abreast of developments in social development globally and on cross-cutting issues.

Selection Criteria

This position is suited to constructive, highly motivated team players with an eye for detail, an understanding of the bigger picture context of operations, and creative problem-solving abilities. The successful candidate should have strong operational and analytical skills, have practical experience handling complex/sensitive social development issues through participatory processes of stakeholder engagement, and be able to integrate social development considerations in an operational context.

  •  Master’s degree or Ph.D. in social sciences (gender studies, anthropology, sociology, social development, public health, conflict, violence prevention, etc.).
  •  A minimum of eight (8) years of directly relevant professional experience in social development and inclusion; women’s economic empowerment, and gender/GBV.
  •  Knowledge and experience in addressing issues covered by the World Bank’s ESF and social safeguards policies or similar policies in other international finance institutions in complex and challenging settings, and across practices. This includes experience with: social assessments and analyzing social risks and impacts on different population groups; involuntary resettlement in different socio-economic contexts and tenure systems; Indigenous Peoples’ issues; coordination of transparent consultative and stakeholder engagement processes; grievance redress mechanisms, integration of relevant planning instruments such as Resettlement Action Plans and Indigenous Peoples Plans in overall project planning and implementation; labor and working conditions community health and safety; and cultural heritage. Experience in social sustainability and risk management policy development, including dialogue with governments, collaboration in these areas with other international development agencies, corporate reviews and policy development and improvement efforts.
  •  Ability to present complex social development and ESF/safeguards issues to task teams and Bank audiences, and to engage effectively with government counterparts, the private sector, project beneficiaries and civil society.
  •  Proven leadership and project management skills and experience with World Bank IDA and/or IBRD (or other comparable international organizations) lending operations, policies, and procedures; experience with leading design and implementation of social development programs including women empowerment and gender equality, social inclusion, Community Driven Development, and livelihoods support.

The PCSSM will work to 1) increase and strengthen organizational partnership capacity, and 2 strengthen civil society by supporting local CSOs to increase their legitimacy and diversity, increase collaboration and build alliances between local CSOs, duty bearers, and stakeholders and promote changes by creating a more enabling environment for civil society.

 

The PCSSM will be responsible for making sure that tools and procedures are in place and socialised, for strengthening capacity of PISL staff, leading organisational learning processes on partnerships and making recommendations on practice improvement, and providing support and oversight to partnership management processes.

ACCOUNTABILITIES

Key objectives

The PCSSM will be responsible for the successful implementation of Plan International Sierra Leone’s Partnership Strategy, which has three key objectives:

  • Increased and strengthened partnerships with girl- and youth-led organisations aimed at enhancing youth participation and leadership as well as supporting movement-building across thematic areas and sectors
  • A strengthened civil society, including but not limited to PISL’s local CSO partners, has increased capacity, influence, and an enabling space to deliver on their own and mutual objectives.
  • Strengthened organisational capacity in Plan International Sierra Leone to work in strategic and equitable partnerships.

 

Advance partnership work and civil society strengthening in programs and influencing

  • Work with Business Development Manager, Head of Programmes Development and Quality and sector specialists to develop and roll out programme models and methods that contribute to strengthening civil society in Sierra Leone
  • Contribute to the development and roll-out of new models and methods to effectively engage girls’ led gender quality movements as part of existing or new program initiatives
  • Provide technical support on civil society strengthening and partnerships to Plan colleagues – ensuring quality management and implementation of programs that have partners
  • Map and identify new partnership opportunities, especially with girls and youth-led organisations, to advance the civil society strengthening and partnership agenda

Develop partnership capacity in PISL

  • Oversee and support the roll-out of PISL’s partnership guidelines, including socialisation of the guidelines and development and implementation of associated tools and templates

  • Support relevant PISL departments to develop procedures and systems that support the BBP partnership approach and good practices partnering with youth-led organisations; support the periodic review and updating of relevant policies once they are in place

Programme implementation is primarily in four districts, namely Tonkolili, Port Loko, Western Area Urban and Western Area Rural – with a presence in Kambia, Koinadugu, Falaba, Bombali and Karene.

Job Title: Partnership Manager

Liaises with: Internally with Concern Management Team (CMT), Programme coordinators/advisors and other Coordinators/leads for systems and HR, Partnership Accountant, Grants & Information Manager, head office Partnership Advisor, Desk Officer for Sierra Leone 

Externally with Concern’s partners (national and/or international).

Job Location: Freetown, with up to 50% travel to other programme locations in Sierra Leone
Contract Details: One-year renewable contract.
Job Purpose: Within the wider Concern Sierra Leone team, take a leadership role in the mapping, relationship building and engagement with national NGO partners in order to develop trusted, effective and equitable partnerships supporting the mission of Concern to eliminate extreme poverty (and where needed with other partners: private sector, research organisations, etc,). S/he will coordinate partner assessments and mutual capacity development towards long-term organizational development objectives. S/he will be responsible for supporting project/ programme leads in managing Concern’s relationships with partners, in coordination with relevant finance, support systems and programme staff of Concern. With CMT, s/he will lead the development and implementation of Concern in Sierra Leone’s Partnership strategy and play a key role in the internal change process and capacity building as Concern in Sierra Leone moves to increased implementation though national partners. S/he will liaise with key stakeholders at the national and regional levels and participate actively in fora related to partnership and localization in Sierra Leone.
Main duties &  

Responsibilities:

Partner Relationships and Engagement:  

  • Explore and develop new partnerships focusing on national NGOs (but also where needed with private sector, research institutions, etc.), which ensure a creative and dynamic country programme via making contacts, attending relevant meetings and partnership related fora, visiting programme locations, etc.
  • Foster a relationship of accompaniment, close mentoring and mutual respect with partner organizations across programme and support system functions.
  • Support project / programme coordinators responsible for the relationship with partners to coordinate closely with the Concern support systems, finance and programme teams to ensure effective cooperative and equitable management of implementation through partners.
  • Document learning from the country office’s engagement and collaboration with partners and share with Concern’s global Partnership Advisor and Concern Worldwide globally as appropriate.

Partner Mapping, Selection and Assessments:

  • Lead the mapping and gathering of information on potential partners in target areas for future partnerships and programmes.
  • Coordinate with other INGOs and Alliance 2015 to map national NGOs already assessed by them.
  • Lead the process of due diligence assessments or application of Concern’s Integrated Local Partner Assessment Tool (CILPAT) with existing and potential new partners. Lead in development of partnership agreements, MOUs etc.
  • Working with the CD (and other relevant staff in Sierra Leone and head office), coordinate with partners in negotiations and developing agreements or MOUs.

Partnership Mutual Capacity Development:

  • Work with national partners and respective Concern staff to identify gaps in policies and procedures and technical capacity gaps.
  • In coordination with the partner and project lead, facilitate the development of targeted mutual capacity development plans. Coordinate the timely implementation and monitoring of the plan with relevant Concern staff/departments and partners as appropriate.
  • In coordination with respective Concern advisors ensure provision of technical assistance to partners to ensure project implementation is carried out in accordance with international humanitarian standards (e.g. Core Humanitarian Standards, SPHERE) and mainstreaming of cross cutting themes including gender & equality, environment & climate change, DRR and Protection.
  • In coordination with the Programme Development & Quality Coordinator, Accountability Supervisor and Safeguarding focal points, support partners to ensure that accountability mechanisms are embedded into their programming, with functioning communication methods and feedback handling mechanisms in place (which are in line with or equivalent to Concern’s Complaints & Response Mechanism (CRM) and safeguarding procedures/policies).
  • Support partners in their compliance with donor guidelines, and ensuring that their procedures do not conflict with Concern’s policies on HR, Procurement, Logistics and Financial management.
  • Support partners to comply with Concern and donor requirements on timely and quality narrative and financial reporting – coordinating with the Grants & Information Manager and Partnership Accountant.
  • With respective Concern staff, monitor the progress and performance of partners following the implementation of capacity building support.
  • Identify with partners areas of expertise to share with Concern and/or other consortium partners.
  • Organize and facilitate partnership review meetings, to reflect on lessons learned and ensure accountability between Concern and its partners.
  • Conduct regular visits to project/programme locations (where they are implemented through national partners) to capture learning on what is working well and/or areas for improvement in the partnership. Support the Project Manager/Programme coordinator and the partners to implement agreed actions arising from such visits.

Programme Development:

  • Work with partners to adapt and/or develop new proposals / interventions, including ensuring provision of technical and practical support on project design and budget development.
  • Work with PDQ Coordinator and MEAL staff to help ensure that learning from programme implementation by partners and Concern is reflected upon and incorporated into future work.
  • Support/lead the planning of project inception meetings, grant review meetings, and grant close out meetings with partners.

Organizational Learning and Representation:

  • Work with the CMT and lead the development and implementation of Concern in Sierra Leone’s Partnership strategy.
  • Support Concern Sierra Leone teams to deliver on the country strategic plan objectives on building strong partnerships.
  • Undertake joint learning sessions between Concern and local partners on the partnership processes and approaches. Work with Advocacy and Communications Manager to capture/document/share learning related to partnership.
  • Represent Concern in networks or platforms focused on partnership and localization. Identify opportunities to share learning by partners and at relevant fora (e.g. Capacity Strengthening Working Groups, Partnership Community of Practice, webinars, etc.).
  • Establish and maintain relationships with Partnership/Capacity strengthening staff in other NGOs, institutions, and professional groups to remain abreast of trends and good practice around localization, partnership and organizational capacity strengthening.

HR and Capacity Building: 

  • Work with the CMT to ensure that all relevant department positions have partnership roles and responsibilities in their job descriptions, have set SMART objectives against them, and are aware of the success criteria relating to these roles.
  • Conduct capacity-strengthening sessions for Concern staff, across programmes, systems and finance departments, on partnership principles and ways of working as well as CILPAT process.
  • Proactively identify and recommend adaptions to the Concern staff structure from learnings during partnership review and/or the capacity strengthening plans developed with new partners during partner assessment and proposal development.
  • Line manage dedicated partnership positions as may become necessary, contributing to their capacity building and career development through technical support, on-the-job training and coaching, including a thorough induction at the start of their contract.

Other:

  • Actively participate in collective exercises such as updates of Preparing for Effective Emergency Response (PEER) plan, Country Strategic Plan (CSP), security management plan (SMP) and other Concern initiatives.
  • Ensure Concern’s cross cutting themes are incorporated in all aspects of your role including:  Gender & Equality; Protection; DRR; Climate Adaptation; Environment.
  • Ensure the highest standards of accountability (as outlined in the Core Humanitarian Standards (CHS) to which Concern is a signatory) through ensuring good communication and information sharing within and outside the organisation.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct & Associated Policies, finance, logistics, HR, security management etc.).
  • Undertake other related duties as may reasonably be assigned by the Country Director.
Person specification: Essential Qualifications & Experience 

  • Bachelor Degree in Development, Organisational Development, Project/Programme Management or another relevant discipline.
  • At least three years of relevant experience with an NGO, UN agency or donor (of which at least one year with an NGO, ideally an international NGO).
  • Specific experience in partnership approach, working with a range of different partner organisations (national / international NGOs, private sector, research institutions etc.), partner mapping, assessments and capacity development of staff within your organization and external partner organisation staff.
  • Excellent written and oral communications and interpersonal skills in English. Demonstrated ability to communicate complex information in an accessible format.
  • Strong networking, influencing and leadership skills.
  • Experience of organisation representation, advocacy and coordination with NGOs/UN, donors, government institutions.
  • Experience working in one or more of the following – accountability, equality and risk management.

Desirable Qualifications & Experience

  • Post graduate degree in relevant discipline and other evidence of continued learning on Organisational Development, capacity building, etc.
  • Experience working within Concern Worldwide or a good understanding of the organisational structure and dynamics of Concern. Alternatively, demonstration of equivalent experience of working in an international organization.
  • Trained in quality standards such as Core Humanitarian Standard (CHS), SPHERE, Red Cross Code of Conduct, etc.
  • Strong human resource management skills including capacity building and mentoring.
  • Demonstrated experience of developing and implementing a Partnership strategy.
  • Budget and fiscal oversight.

  • Ability to build strong relationships within the Concern team and with staff members of partner organisations, recognising power imbalances in relationships and how to offset these.

  • Experience and skills in the design and delivery of training and workshops (both for own organization and partners).
  • Demonstrable facilitation skills, including ability to facilitate difficult conversations.

  • Excellent computer skills particularly Microsoft office (high proficiency in Word, PowerPoint required, skills in Excel an added advantage)
