1.) RM&E Officer

 

The Function 

MSSL are commencing a period of geographic and programmatic expansion including an increase in static and outreach  service provision. The Monitoring & Evaluation Officer will have the responsibility for monitoring and evaluating Saving  Lives project, to ensure that high standards are maintained at all times. The M&E Officer will work closely with the  Outreach Channel Lead, Program Manager/Operations Director and all the regional staff and stakeholders to achieve  MSSL objectives. To achieve this, MSSL requires an innovative, result oriented individual who has a vision, wants the  challenge of launching and managing a new national level programme.

 

Key Responsibilities :

▪ The monitoring and Evaluation Officer will assist the Project Manager /Operation Manager with coordination of  M&E activities of the organization

▪ Develop and maintain health information system that adequately takes into consideration the needs and  resources of the project

▪ Develop, produce and apply instruments and methodology required to collect relevant data on input, outputs, outcomes and impact of health interventions in the project areas.

▪ Assessing and reporting on capacities and performance of key Regional Coordinators, and Outreach team  Leaders.

▪ Maintain consistent standards for monitoring and reporting.

▪ Collate and disseminate information in Marie Stopes’ project targets and indicators

▪ Supporting the conduct of small scale surveys and other relevant studies

▪ Preparing and updating monthly, quarterly, and annual monitoring and evaluation plans and reports.

▪ Undertaking regular visits to the field to support the implementation of M&E strategies and identify where  adaptation might be needed.

▪ Support the supervision of quality and timeliness of implementation of Project activities of Marie Stopes

▪ Undertake any other duties and functions directly related to the efficient execution of Maries Stopes programmes.

▪ Produce monitoring and progress reports to Senior Management as required by donors

▪ Represent MSSL and liaise with stakeholders at all levels

 

Experience (essential/desirable) 

▪ A degree in social sciences, medical statistics or in a field related to development

▪ Experiences, working with projects in designing monitoring systems and planning for complement evaluations

▪ Experience with Management of different sources of data and multiple indicators

▪ Must have at least 5 years experience in ;

a) Analysis of quantitative and qualitative data report writing

b) Use of computer systems especially data base, excel spread sheet, access, power point and internet

▪ Must be familiar with working in rural areas with focus on participatory process

▪ Must be willing to undertake regular visit to the field and interact with different stakeholders.

2.) Service Marketing and Communications Manager

 

The Function 

The MSSL Integrated Marketing team is responsible for creating a unified and seamless experience for clients to interact  with the MSSL brand and services; blending all aspects of marketing communication including social marketing, service  marketing, advertising, sales promotion, direct marketing, call centres, social media and advocacy. The team ensures that  all forms of communication and messaging are carefully linked together across all service delivery and marketing  channels.

The team ensures that MSSL is continually driving towards program sustainability and increased uptake of FP and SRH  services. MSSL uses social marketing to ensure that people have an option to buy high-quality, affordable contraceptive  products in the private sector. It also provides an opportunity to offer information and referrals to our other services for  clients interested in switching to long-acting or permanent methods. Call centres will become increasing integral to all  MSSL channels and where applicable, may offer telemedicine for SRH services in addition to building awareness of the  full MSSL offer and helping to translate a client contact into a client service.

The team contributes to furthering MSI’s mission: Children by Choice not Chance by bringing modern business  approaches to MSSL’s marketing strategy in order to move the organisation towards surplus generation, financial  sustainability, high productivity and growth by bringing FP methods closer to the client.

 

The Role 

As a key member of the Middle Management Team (MMT) the Service Marketing Manager is responsible for business  development in general which includes the brand and image of the organisation as well as all marketing, promotional and  advertising strategies and activities. Due to the nature of MSSL’s social business, low cost high impact marketing  strategies and plans are expected in order to maximize both short and long term goals at reasonable investment levels, to  increase the value of the organisation over time.

The Service Marketing Manager is responsible for the day-to-day support of marketing programs and campaigns  including, but not limited to, demand creation, partner and content marketing activity that drive national and regional  awareness and demand for MSSL products and services. This position requires close integration with cross-functional  teams and will manage external and internal resources to develop creative program tactics as required. The purpose of  the Service Marketing Manager is to increase awareness and support for MSSL’s mission, including content and asset  creation, managing the brand, reviewing social media and online performance, performing projects as required to meet  donor requirements and supporting income generation. This is both a strategic planning and a hands-on implementation  role.

 

Key Responsibilities 

Service level marketing 

  • Work closely with the Director of Integrated Marketing to formulate effective marketing strategies to achieve MSSL’s  goals.
  • Co-ordinate and lead target marketing, promotional campaigns including the planning of advertising, clinic based  promotions, impact assessment, competitive analysis, consumer behaviour analysis.

 

Service Marketing Manager

  • Work with advertising firms/other vendors to develop and finalize all advertising and communications campaigns and  materials.
  • Enhance brand visibility of MSSL services and products.
  • Develop a marketing awareness internally and ensure a positive attitude as well as an awareness and involvement  with all team members about the organisation, its marketing initiatives, and the reasons for that. • Develop low cost high impact marketing activities for the clinics channel to increase client numbers and income. • Work closely with the RME team for evidence based decision making.
  • Working closely with all project managers on the development of marketing activities and materials, to ensure impact  and the accurate communication of all company and project messages, and the subsequent service numbers to meet  donor requirements.
  • Establish sufficient levels and quality of all the different types of marketing activities to maintain high visibility and  subsequent image building in the market.
  • Ensure high quality branding of all MSSL centres, activities and materials, in line with donor requirements • Develop and manage a database of IEC materials and productions within budget.
  • In conjunction with procurement, liaise with suppliers on production of IEC materials, ensuring quality, timeliness and  cost-efficiency of products and services.
  • Work with the Operations teams to provide appropriate visibility for MSSL projects and promotions. • Design templates for brand materials used for external and internal use such as presentation slides, funding  proposals, letterhead etc.
  • Support the delivery of generic and branded mass marketing and communication at all levels. • Build positive brand profile by generating content and media coverage and manage all external communications and  public engagement activities, ensuring strategic brand alignment and message consistency.
  • Create a wide range of well-written and accurate print and electronic materials, including partner family stories, news  releases, fact sheets, website and internet content.
  • Oversee the creative design, production and use of all collateral marketing tools including annual reports, newsletters,  brochures and videos and ensure synergy and efficiency amongst all materials.
  • Undertake any other legitimate duties as assigned by management.

  • Develop the marketing plan and lead the Integrated Marketing team in recommending initiatives to complement the  MSI’s global strategy and objectives, and see them through planning, budgeting and delivery. • In collaboration with the Integrated Marketing Director, develop annual marketing plans and ensure the effective  delivery of each marketing plan for centres, outreach and community based demand creation, and social marketing  with a clear action plan for each delivery channel.
  • With feedback and insights from key partners, evaluate key marketing needs to support all areas at MSSL. Evaluate  the level of success and achieve continuous improvement.
  • Work across MSSL, as well as with external stakeholders, to ensure synergy in the delivery of SRHR communications. • Ensure physical as well as service quality standards meet customer expectations and complete customer satisfaction. • Manage and direct all MSSL brands. Ensure high brand awareness associated with quality and safety. • Develop strategies to increase both income and client numbers and to improve the business and service mix.

 

Demand creation 

  • Empower and train the Community Based Mobilisers (CBMs), supporting with a new community based mobilisation  strategy. Provide training and support in behaviour change and marketing.
  • Support the operations team in the design and delivery of bespoke demand creation activities. • Regular field visits to establish on the ground needs from CBMs and clients.
  • In an evolving world of client needs, products and ways to communicate, explore/develop new routes and ways to generate demand and to deliver services.
  • Work closely with the Call Centre Channel Lead to promote and improve the impact of MSSL social media platforms. • Support the Advoacay & Policy Manager in the management of all media campaigns and communications to ensure  correct and consistent messages are communicated.
  • Develop, maintain and strengthen relations with other agencies working in the region in the SRH field. • Support the delivery of promotional events across the organisation.
  • Ensure the presence and maintenance of quality signposting throughout the country.
  • Identify and visit various establishments to promote MSSL.
  • Monitor and improve the MSSL brand ensuring consistency at the field level.

  • Support negotiations for potential partnerships.

The Role 

The responsibility of the Transport Assistant (Driver) is to ensure that team members and guests of MSSL arrive at their  destinations safely and on time. Transport Assistant (Driver) s must ensure that proper controls are applied in the management  of MSSL vehicles so as to safeguard passengers, the general public, MSSL assets and ensure that there is a smooth flow of  operations. The scope of the Transport Assistant (Driver) responsibility involves the management of the assigned vehicle,  supporting the outreach team in their daily operations and travelling at short notice with overnight stays.

Key Responsibilities 

Fleet management 

  • Ensure that your assigned vehicle is regularly serviced and maintained according to the specified service intervals.
  • Ensure that rules and regulations on vehicle management as outlined in the fleet toolkit are followed at all times.
  • Prepare monthly fuel report and tracking sheet for the vehicle assigned to you and forwarded to the Chief Driver.
  • Ensure efficient MSSL vehicle management.
  • Ensure there is zero stock-out of fuel in the vehicle that you are assigned to.
  • Ensure that you are smart and tidy in appearance and pay adequate attention to personal hygiene.
  •  Report all vehicle accidents immediately and fill in accident report forms as necessary.
  • Carry out daily inspections thoroughly and keep the vehicle assigned to you clean at all times.
  •  Ensure that all vehicle movement is daily authorized and accurately complete the log book clearly to avoid mistakes.
  • Assist the team in the sensitization of clients as a strong supporter and champion of family planning.
  •  Monitor and control all fuel consumed in both vehicles and the office generators.
  • Maintain an up-to-date vehicle maintenance schedule.
  • Assist the outreach team in receiving and supplying family planning commodities.
  • Assist the outreach team in recording client information into the MSSL CLIC database using a laptop computer.
  •  Ensure adequate and current insurance covers for all MSSL vehicles and other related machinery.
  • Compliance with MSI and Government of Sierra Leone standards and procedures.

 

 

Health, safety and security :

  • Abide by speed limits and road traffic regulations at all times.
  • Ensure that passengers observe all regulations on board MSSL vehicles, e.g. wearing of seat belts while the vehicle is in  motion, liability waivers for third party passengers and other safety precautions.
  • Ensure that all the vehicles have got proper ventilation to up keep the health of the passengers and Transport Assistant  (Driver)s.
  • Carry out other duties that may reasonably be assigned by the Senior Outreach Nurse/Regional Operations Manager/Chief  Transport Assistant (Driver )/Logistics Manager.

Plan International Sierra Leone has been approached by the Government of Sierra Leone (The Ministry of Basic and Secondary School Education (MBSSE) to implement school feeding activities in Bo, Kailahun, Port Loko, Tonkolili, Bombali, Moyamba, and Western Rural Area under the Integrated School Feeding Programme (ISFP). The overarching outcome is to improve accessibility for 344,162 children, particularly girls in the seven targeted districts. The goal is to: 1) Improve access to education for girls and boys through provision of food and Non-food items, 2) Improve women’s livelihoods, participation, and market accessibility in agri-business, and 3) Cultivate an enabling environment that promotes gender awareness and child protection.

 

To support this, thought-out and well-written success stories can demonstrate Plan International Sierra Leone’s capacity and effectiveness in achieving impact, and Centre the voices of girls in the work that we do, this ultimately leads to increased funding from donors and sponsors, more opportunities for the Country Office, and better support for girls.

 

The Communications Officer is responsible for developing and delivering communication contents for internal, external, and donor visibility in order to fulfil the ISFP project communication goals.

 

DIMENSIONS OF ROLE

The Officer will be supporting the production of evidence-based/impact communication materials that engage, capture attention, connect, inform and inspire donors and partners to support Plan International Sierra Leone’s goals and capture the voice of girls at the centre of our work. The main focus of the Officer will be the Integrated School Feeding Programme (ISFP). The Officer will be responsible for ensuring the visibility of the project in implementation sites and communicating its impact on social media and local media. S/he will support on developing human interest stories and monthly briefs to strengthen donor relationships.

 

In addition, S/he will support the development of communications collateral (success stories, donor documents, and capacity statements) that will showcase Plan International Sierra Leone’s impact. S/he will be supporting in producing and/or updating digital materials and disseminating information through social platforms. S/he will also monitor information from social media sources synthesize and share main points with the Country Leadership Team and strengthen the positioning of Plan International Sierra Leone on social networks in Sierra Leone, WACA, and Plan Global.

 

ACCOUNTABILITIES

  • Monitor print and social media for mentions of Plan International Sierra Leone and other topics of interest to the organization, and flag for attention when necessary to the ISFP Team Leader and Communications Coordinator
  • Monitor external information sources and high-level reports (from MBSSE, WFP, FAO, etc.) and synthesize and share main points/outcomes with key staff in the CO, CNO, MBSSE, etc.
  • Develop content on ISFP for social media, local and national media
  • Collect human interest stories, success stories, and case studies
  • Develop monthly briefs, especially on women cooperative groups, safeguarding and child protection activities to inform and inspire donors and partners
  • Develop and/or update materials for Plan International websites, Workplace, and other electronic information-sharing platforms and upload as appropriate.
  • Daily monitor news, trends, and events with potential impact on programming
  • Regularly provide high-resolution, good-quality digital images on Plan International Sierra Leone’s work.
  • Support the creation of visibility items for the ISFP program

Introduction

Opportunity Salone is a project implemented by the International Labour Organization (ILO) that aims to support Sierra Leone develop a vibrant and resilient economy delivering Decent Work opportunities to Sierra Leoneans. The project is fully aligned with the government’s vision for national development as expressed in the Medium-Term National Development Plan 2019-23 (MTNDP). It emphasises human capital development, in particular investment in capacity building, and establishment of a diversified, competitive economy with well-developed infrastructure. Opportunity Salone is financed by the European Union as part of the 11th European Development Fund (EDF). The project aims to contribute to large scale job creation and job quality improvements for women, youth and persons with disabilities mainly in rural areas in Sierra Leone through inclusive value chain development focused on SMEs and cooperatives, and feeder road maintenance to improve access to markets. The project will be implemented in 4 districts (Port Loko, Bombali, Bo and Kenema), over a 48 month period (Oct. 2021 – Oct. 2025) with a budget of 8 million Euros and have three interrelated outcomes: – Enhanced, conflict-sensitive, agricultural value chain and entrepreneurship development for SMEs, youth, women and persons with disabilities – Improved feeder road maintenance contributing to resolve infrastructure bottlenecks to immediate job creation – Improved business environment for entrepreneurship development and feeder road maintenance The project will undertake inclusive value chain development interventions to support job creation and women’s inclusion. The project will work across 4 agricultural value chains in the selected districts. Value chain development interventions will be complemented with entrepreneurship promotion, building on the networks of trainers that have been established by previous ILO projects and ensuring that women and youth, including those with disabilities are able to access the business support services they need to start and run enterprises. The project will also undertake employment intensive investment programming (EIIP) through routine feeder road maintenance by supporting district councils to set up and manage sustainable funding mechanisms for the very vital service. The last outcome which focuses on the policy and regulatory environment, will reinforce the sustainability of results achieved in Outcomes 1 and 2. Opportunity Salone adopts a gender-sensitive market systems and value chain development approach . The value chain approach relies on collaboration with national and development partners, and will aim at complementing and strengthening synergies between the project and other EU-funded projects and initiatives in Sierra Leone such as the UNCDF Investment Facility and the “Boosting Agriculture and Food Security – BAFS” programme. Reporting lines: Under the overall responsibility of the Director of the ILO Abuja Office director, the Communication and Information Management Assistants will report to and work under the direct supervision of the Chief Technical Advisor (CTA) of the project.

Description of Duties

  •  Provide specialized support for the development and dissemination of communication and information products and services ensuring compliance with applicable standards. Assist senior management with the internal communications in the Office.
  •  Keep up to date with ILO world of work themes and developments.
  •  Provide documentation services and maintain and update webpages, databases and web content management systems, classifying information in compliance with applicable standards. Liaise with staff and managers for technical content, information on activities and issues of key importance.

Local and regional governments are already responsible for over 65% of the SDG targets, most of them linked to basic service provision from water, sanitation, mobility, climate action, health or education. Cities and territories are playing a big part on the implementation of SDGs, that are becoming a new tool for strategic planning and budgeting in the mid to long-term. The Communications and Reporting Specialist will be supporting the local and regional governments’ exchange on SDG implementation, contributing to generate knowledge and replication of successful experiences to implement Agenda 2030 at local level. Finally, h/she will also support the communication and reporting needs of the Global Mayors Challenge project.

The Communications and Reporting Specialist will support UNDP cities and their partners to generate knowledge through the exchange of experiences, organizing international events and elaborating policy briefs and other communication materials. H/she will also liaise with the different UNDP project staff globally to collect information, monitor and lessons learnt issued from the Global Mayors Challenge project. The Communications and Reporting Specialist will support local and regional governments participants in enabling them to communicate their stories, analyzing project data and providing narratives for targeted public segments: including local population, central governments and the international community.

 

Duties and Responsibilities

Under the overall supervision of the Project Manager, UNDP HQ and guidance from the technical team, UNDP Country Office in Sierra Leone in coordination with the Project Supervisor, the Communication and Reporting Specialist will do the following functions:

·       Analyze project data and link with SDG targets and Agenda 2030 narrative;

·       Promote exchange of experiences amongst participating local governments;

·       Elaborate “SDG stories” about how local governments are implementing Agenda 2030;

·       Conduct learning exercises, targeting the participating local governments;

·       Elaborate policy briefs and easy communicable knowledge materials on the lessons learnt by the project;

·       Elaborate reports and identify learning mechanisms together with partners;

·       Support project implementation and replication of experiences of local governments within UNDP global work;

·       Draft and design content for the project and UNDP social platforms;

·       Lead the design and implementation of external communications and outreach interventions of the Global Mayors Challenge;

·       Develop advocacy, visibility and promotional material that are necessary for the project;

·       Lead the design and development of necessary communications and awareness material/ documentation for wider dissemination and information sharing in coordination with programme beneficiaries and target communities;

·       Maintain and regularly update the project repository/archive of all communications material including photos videos and audios;

·       Assist the Project Supervisor in the drafting of programme updates, development of advocacy/ awareness raising information and related material;

·       Assist Project Manager in designing and implementing baseline surveys, public perception surveys, impact assessments/ tracking surveys including the development of survey report templates, design and layout of reports and related tasks;

·       Assist Project Manager in gathering information to prepare the project Metrics Reports;

·       Support the project team, including the UNDP Country Office staff in addressing their communications needs in regards to SDG local action; and

·       Perform any other relevant tasks as required.

The Communications and Reporting Specialist will report to the Project Manager, based in UNDP New York, working closely with the technical team in UNDP Country Office in Sierra Leone.

Freetown, Sierra Leone, is among the world’s rainiest cities. They have also experienced rapid tree loss in recent years, estimated at some 555 hectares – or 500,000-plus trees – annually since 2011. The national government oversees the legal framework governing urban greening and land use, limiting Freetown’s options for curbing tree loss, and requiring reforestation. Heavy rains, coupled with this deforestation, have resulted in devastating landslides, including an event in 2017 which claimed nearly 1,000 lives.1 #FreetownTheTreetown is an initiative to reforest the city and surrounding areas to reverse tree loss and reduce disaster risks. The overall goal is to increase canopy cover by 50% from 2018 levels by the end of 2022.

In the first two years since its launch in January 2020, 560,000 trees have been planted, digitally tracked and ‘tokenised’, with 578 hectares of urban land in and around Freetown restored. The project is targeting the following objectives:

  •  To improve the equitable distribution of trees and green space, as 35% of areas targeted for new trees or vegetation are informal settlements that currently have low coverage.
  •  Planting by roadsides, schools and in residential areas (totaling almost 165 hectares to date) aims to reduce heat stress and improve air quality.
  •  Planting in Freetown’s water catchment and greenbelt (104 hectares) aims to improve water security.
  •  Planting in the upper water catchment and on high slopes around Freetown (280 hectares) aims to reduce the risk of flash flooding and landslides.
  •  Mangrove reforestation (32 hectares) aims to reduce coastal erosion and flooding.

In addition to planting new trees, #FreetownTheTreetown is helping to discourage environmentally harmful practices, such as sand mining, and to reduce deforestation and mangrove destruction in targeted areas. The full ecosystem services from the trees planted during the initial three-year campaign will come later, around 2030, once they are more established. There has already been a discernible reduction in flooding and landslide risk because of planting in the upper catchment areas. The campaign has also directly or indirectly created over 1,000 green jobs along the value chain, from workers in tree nurseries to community growers – of whom 80% are youths and 48% are women.

Within this context, the UN SDG Action Campaign is seeking to recruit a Green Infrastructure Investment Ecosystems Manager to support the implementation of the #FreetownTheTreeTown project in the City of Freetown in Sierra Leone. H/She will support UNDP in the implementation of the Global Mayors Challenge in the City of Freetown.

Duties and Responsibilities

The Green Infrastructure Investment Ecosystems Manager will work with the UNDP-UN SDG Action Campaign Network to implement the following functions:

  •  Project Management, Research, and Analysis:
    •  Manage a complex, multiyear project to develop and execute #FreetownTheTreeTown impact investment strategy involving external and internal stakeholders
    •  Manage the relationship, timeline, and deliverables an internal impact investment advisory team and external Consultants.
    •  Optimize the expertise of an external Investment Advisory Committee by coordinating meeting agendas, follow-ups, and corresponding with committee members.
    •  Prepare deliverables that synthesize the project’s status for the Project Steering Committee and City Government.
    •  Conduct research and analysis of macroeconomic trends, the carbon market and key investment themes, by impact area and asset class, that will affect existing investments and inform future ones.
  •  Advise on new investments for the project, including but not limited to:
    •  Build a pipeline of nature-based capital investment opportunities by impact theme and asset class.
    •  Conduct due diligence and full analysis of select new investment opportunities, and draft recommendation memos to present to the Investment Committee.
  •  Manage Existing Investments:
    •  Manage achievement of the existing 1 million tree target under the #FreetownTheTreeTown campaign and ensure funding pathways to grow existing trees to establishment
    •  Build, review and disseminate quarterly reports and statements from partner organizations, participate in quarterly / annual meetings and calls, and tracking the monthly performance of all investments under the #FreetownTheTreeTown campaign.
    •  Review data on #FreetownTheTreeTown investments for accuracy and write brief summaries for quarterly reports and statements to investors and the City Council.
    •  Ensure accurate tracking of investments, reporting and information sharing internally.
  •  Support NBS for Adaptation through Funding Social Enterprises
    •  Build a pipeline, evaluate, and execute new opportunities to make direct equity investments into social enterprises for Nature-based climate adaptation projects at community-level.
    •  Streamline the direct investment process and documentation to ensure both transparency and inclusion, with a focus on youth-owned and women-owned social enterprises.
    •  Co-create a strategy around co-investment partnerships: identify highly aligned investors, lenders, and donors that complement the #TreeTown impact investment strategy and natural capital regeneration offerings. Cultivate relationships that result in sourcing new social enterprise clients and a productive co-investment community.

Under the overall guidance of the Mayor of Freetown and through the Mayor’s Delivery Unit, the Green Infrastructure Ecosystems Manager will serve as the Project Lead and will directly report to the Team Leader, Mayor’s Delivery Unit, Office of the Mayor, Freetown City Council and the Project Manager, UNDP HQ based in NY. Duties and Responsibilities

Under the overall supervision of the Project Manager, UNDP HQ and guidance from the technical team, UNDP Country Office in Sierra Leone in coordination with the Project Supervisor, the Communication and Reporting Specialist will do the following functions:

Mission and objectives

The UN Resident Coordinator’s Office (RCO) in Sierra Leone aims to bring together different United Nations agencies to improve the efficiency and effectiveness of operational activities at the country level. The UNRCO supports the role and functions of the Resident Coordinator and the UN Country Team (UNCT) through shared vision, norms and standards, capacities and operating protocols to deliver together more coherent, effective and efficient support to global, regional and nationally agreed goals and priorities. It leads UN coordination, strategic policy, partnerships and investments around the Sustainable Development Goals (SDGs). The UNRCO also seeks to strengthen accountability for results and provide greater incentives for integrated action and support for the UNCT to deliver and report on in-country results at scale that respond to Sierra Leone’s national needs and priorities. The UN Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level.

Context

This UN Volunteer assignment will contribute to achievement of results under the RCO strategic objectives on strengthened partnerships and knowledge management. The UN Volunteer will work with the RCO Data Management and Results Monitoring/Reporting Officer, as well as the RCO Team Leader, to support coordination of data management and results reporting activities of the UN Country Team and the Resident Coordinator. The UNV will also contribute to coordination work within the UNCT and contribute to other deliverables and work of the RCO to accelerate the achievement of internationally and nationally agreed goals and commitments, such as the 2030 Agenda for Sustainable Development.

Task description

Under the direct supervision of the Data Management and Reporting Officer, the UN Volunteer will undertake the following tasks: 1.Supports the communication and information flow within the RCO and with the UNCT.

    •  Actively contributes and seeks to ensure the flow of information and communication between the front office and other UN agencies, including the coordination groups of the UN Country Team (UNCT);

The UNV will be based in Freetown, Sierra Leone with travel to the field as needed. Sierra Leone is generally a safe country (UN Security Level 2), with theft as the most common cause of insecurity. The climate is warm and sunny for six months, November – May and warm and rainy from June – October. There are markets with fresh vegetables, fruit, and fish and there many grocery stores with imported foods, such a cheese, confectionaries, frozen, vegetables, etc. There are internationally recognized banks. UNV will need to complete the UN Basic and Advanced Security Certificate. Sierra Leone is a unique and beautiful country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Mission and objectives

The Joint UNDP-DPPA programme on building national capacities for conflict prevention has made a ground-breaking contribution in bridging the gap between political engagement and development assistance in pursuit of preventing conflict and sustaining peace. In its new phase (2019-2023), the Joint UNDP-DPPA Programme will further strengthen the analytical capacities of national stakeholders and the UN system in support of Member States’ efforts to advance policy and programmatic coherence on conflict prevention and support strategies for sustaining peace. The deployment of Peace and Development Advisors and has been the primary instrument of the Joint Programme to provide capacity for Resident Coordinators and UN Country Teams to support national partners in dialogue and national or local mediation processes, the establishment and operationalization of national infrastructures and mechanisms for peace; and other initiatives aimed at sustaining peace. There are currently 59 PDA positions across the globe. In an effort to ensure that PDAs are better equipped and empowered to deliver on their functions, the Joint Programme has established in a number of contexts small ‘Peace and Development teams’ where national or international capacities, depending on the context, provides reinforced capacity to the PDA’s engagement in support of the RCOs and UNCTs in the area of conflict prevention and sustaining peace. In 2020, there are about 23 such teams established globally. Since 2014, the Joint UNDP-DPPA Programme has partnered with United Nations Volunteers to deploy UN Volunteers with a profile in peace and development in countries where PDAs are deployed. UN Volunteers are deployed to work closely with the PDAs, to augment the capacity on both conflict/political analysis and support to programming responses, with a particular emphasis placed on engaging with civil society actors in a manner consistent with UNV’s mandate.

Context

This UN Volunteer assignment will contribute to achievement of results under the RCO strategic objectives on strengthened partnerships and knowledge management. The UN Volunteer will work with the RCO Partnerships and Development Finance Officer (PDFO), as well as the RCO Team Leader, to support coordination of partnerships and knowledge management activities. In addition, the UNV will also contribute to coordination work in with UNCT and contribute to other deliverables and work of the RCO in order to accelerate the achievement of internationally and nationally agreed goals and commitments, such as the 2030 Agenda for Sustainable Development.

Task description

Under the direct supervision of the RCO Partnerships and Development Finance Officer (PDFO), the UN Volunteer will conduct the following tasks: 1.Provide support to coordinate UNCT partnership and joint programming activities:

  •  Research and compile background information on potential partners to support effective dialogue and engagement.
  •  Draft briefing notes, articles, and other communication tools for use in partnership building with Government and other partners.
  •  Identify potential funding opportunities for UN agencies by regularly consulting relevant websites and extracting key information.
  • Support compilation of proposal material from different UN agencies, including budgets, work plans, and narratives as part of finalizing joint funding applications.

Mission and objectives

The UN Resident Coordinator’s Office (RCO) in Sierra Leone aims to bring together different United Nations agencies to improve the efficiency and effectiveness of operational activities at the country level. The UNRCO supports the role and functions of the Resident Coordinator and the UN Country Team (UNCT) through shared vision, norms and standards, capacities and operating protocols to deliver together more coherent, effective and efficient support to global, regional and nationally agreed goals and priorities. It leads UN coordination, strategic policy, partnerships and investments around the Sustainable Development Goals (SDGs). The UNRCO also seeks to strengthen accountability for results and provide greater incentives for integrated action and support for the UNCT to deliver and report on in-country results at scale that respond to Sierra Leone’s national needs and priorities. The UN Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level.

Context

This UN Volunteer assignment will contribute to achievement of results under the RCO strategic objectives on strengthened partnerships and knowledge management. The UN Volunteer will work with the RCO Data Management and Results Monitoring/Reporting Officer, as well as the RCO Team Leader, to support coordination of data management and results reporting activities of the UN Country Team and the Resident Coordinator. The UNV will also contribute to coordination work within the UNCT and contribute to other deliverables and work of the RCO to accelerate the achievement of internationally and nationally agreed goals and commitments, such as the 2030 Agenda for Sustainable Development.

Task description

Under the direct supervision of the Data Management and Reporting Officer, the UN Volunteer will undertake the following tasks: 1.Supports the communication and information flow within the RCO and with the UNCT.

  •  Actively contributes and seeks to ensure the flow of information and communication between the front office and other UN agencies, including the coordination groups of the UN Country Team (UNCT);
  •  Develops inter-agency platforms for communication and knowledge sharing;
  •  Supports high-level missions and special events in close collaboration with the concerned sections, UN agencies and national authorities. 2.Supports the RC in fulfilling his/her multiple mandates effectively, in collaboration with the RCO:

The UNV will be based in Freetown, Sierra Leone with travel to the field as needed. Sierra Leone is generally a safe country (UN Security Level 2), with theft as the most common cause of insecurity. The climate is warm and sunny for six months, November – May and warm and rainy from June – October. There are markets with fresh vegetables, fruit, and fish and there many grocery stores with imported foods, such a cheese, confectionaries, frozen, vegetables, etc. There are internationally recognized banks. UNV will need to complete the UN Basic and Advanced Security Certificate. Sierra Leone is a unique and beautiful country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

 

Educational Requirements:

Post-graduate/Master’s any of the following:  Development Studies, Geopolitics, Law, Sales, Public Policy/Administration, International Business, Economics, Business Administration, International Relations or equivalent with a demonstrable commitment to poverty reduction and social justice issues

Experience Requirements: 

  • At least 5 years’ experience in relevant experience.
